Theory Test Requirements
Please Note: Theory Tests are available online through BOLT. Please contact your Training Provider for details and to ensure the premises meets the requirements to conduct the theory test.
Training Room Electric supply 240-volts power for laptop and projector set up. Screen or wall suitable for projection. Adequate ventilation/heating, adequate seating and desk space for each candidate. Are their adequate welfare facilities and refreshments available?
Equipment You will need to supply suitable and sufficient equipment / machines with a current LOLER certificate for the MEWP. Has the Mewp been checked by a competent person to ensure it is physically sound and operates correctly. Has the MEWP been checked to ensure the platform is free of debris, control panels checked to ensure them legible? Make sure MEWP is fully charged / fuelled and keys available are Manufacturers instruction manual present with the MEWP, are there suitable harness anchor points
Practical Training area
area to do the practical training (this should be adequate for training On most MEWPs). The middle of this practical area should have a radius of 75% of the maximum operating envelope of a specific machine used and should be capable of doing the practical example in the manual, chapter 3.3.6. Must be cordoned off from pedestrian / vehicular traffic, plus a suitable workface target at a minimum of 75% of MEWP max platform height. Area must be free of debris and overhead Hazards such as cranes and cables. Area must be available for the whole afternoon without interruption and be quiet so the instructor can be heard
Candidate Requirements
Home address, date of birth, and any previous PAL card. Candidates should also be medically fit and able to work at heights without fear of heights. Candidates should beware that bi-focal glasses can have an effect on working and operating at height.
PPE Required for Training
Warm clothing, gloves, safety glasses, hard-hat, and safety boots, hi-viz vest, and full body restraint harness and lanyard, (course dependant).
Risk Assessment and required info
The trainer assessor will need to complete A risk assessment with particular reference to the ground for the practical training area against Maximum Working Mass / Maximum Point Pressure / Distributed Load, (whichever is relevant) of the MEWP to be used. Nearest first aid and other hazards identified on site.

We confirm that all the facilities and equipment as requested, are available. If you need to cancel any training course because of the above requirements not being met, for example any Candidates that have a problem working at height, literacy, medical conditions, or unable to bring the correct PPE items or customer premises or equipment are unsuitable. we accept that we could be charged a cancellation fee payable of £50.00 per person, including cancellations made within 24 hours of course start & or non-attendance. COURSE DURATION:
1 to 3 Days dependent on machine type(s) and candidate’s ability and declared experience.
COURSE ENTRY CRITERIA:
As the use of MEWP’s can be physically demanding, users should be physically fit, in good health and should generally, not have problems with eyesight or hearing, heart disease, high blood pressure, epilepsy, fear of heights/vertigo, giddiness/difficulty with balance, impaired limb function, alcohol or drug dependence or psychiatric illness. If you have any problems with literacy or language comprehension, or you have any doubts About your fitness to use MEWP’s, you must bring them to the attention of your employer. This need not preclude you from using MEWP’s, provided your employer conducts an assessment and is able to put in place adequate measures to take account of any difficulties you may have.
COURSE AIMS:
To instruct an operator to select, inspect, prepare and safely operate various types of Mobile Elevating platforms safely and to obtain an IPAF MEWP operator’s license.
COURSE OBJECTIVES:
At the end of the course, the operator will:
Be instructed on the relevant Health and Safety regulations for MEWPs. Be aware of accident prevention and control of working at height procedures and
rescue plans. Be aware of the needs regarding
personnel protection. Be aware of the need to refer to the
machines operating manual and manufactures instructions.
Operate and drive the MEWP safely/correctly and manoeuvre the machine as required, to carry out the required tasks in a correct and safe manner, inside buildings and outside a building.

THEORY:
The operator should know:

MEWP Categories:
Different types of MEWP, their description and other courses available. Tea/Coffee break. Structural Parts:
• Stabilising, levelling, steering and chassis drive options, turntable, boom/scissor pack and MEWP selection. Pre-use Inspections/Handovers:
• Thorough examinations, familiarisation, pre-use inspection, identify safety items & controls, Defects & emergency descent. Safe Operating Methods & Hazards:
• Travelling to the workplace, positioning/terrain, SWL, weather, electrical hazards, harness Statement, do’s & don’ts and parking. Theory Test:
• Individual written test with explanation of pass requirements. Failure means applicant will have to re-sit the course another day. Instructors can choose to use either operator test paper A or B. Lunch Break: Practical Training:
Introduction to the Actual machine – Walk around and familiarisation with Mewp. Major Components – Identification of each component and its function. Pre-use checks and inspection – Carry out all the
required checks/inspections on the following items: Tyres, main frame, turntable, fluid levels,
hoses, electrical cables, booms, cage, brakes, steering, lights, travel, controls, (lower & upper),
pins/retaining bolts and decals any additional Points from the machine operations manual. Starting/Stopping the machine – Correct starting
and shut down procedures. Pre-use function checks – Fully function the
machine and carry out full emergency lower Checks prior to road travel – PTO disengaged,
booms retracted, stabilisers retracted, machine Secure no loose objects. Planning the route – Gradients, access, overhead
obstructions and ground conditions. Travelling the route and manoeuvring the machine
(where applicable) – Ensure the route is clear, use of assistant to signal, practice close
manoeuvring and observe correct driving practices (tail Swing, etc.).
Setting the machine for work – Practice setting up, barrier off requirements, road requirements,

Stabiliser set-up and carry out stabiliser deployment checks.
Basic operational practice – Carry out operational functions at 75% of the operating envelope so Far as is reasonably practical, observe all safety practices.
Typical work applications – Carry out practice applications observing all safety practices.
Parking the machine – Ensure that the machine is correctly parked, engine stopped, brakes
Applied, keys removed and clearance of all obstacles. Correct refuelling procedures, diesel, LPG.
Battery checks, charging and safety precautions.
Coffee Break: Practical Assessments:
Individual practical test based on the use of the MEWP operator practical test plan, verbal questions from operator practical verbal question paper with explanation of pass requirements. Failure means applicant
