To expel them as members and to revoke thelocal charter, the complaint alleges, would deprivethem of certain rights to which they are legallyand morally entitled. The complainant states thegrand lodge threatens to revoke the charter ofJust in Time Lodge No. 149 because tho memberstook part in the unauthorized Interboroush strikeon March V. in dii.>'-t violation of the rules andlegulations of the Brotherhood Of Locomotive Fire-men. That they took part in each a strike thecomplainant denies.
Among the rights of tl;e members is sh.irinc inaccident and death benefits, the insurance varyingfrom $500 to $3,000. The treasury- of the local lodßehas $1,000. the complainant says, which will be for-feited if the charter is revoked.
Attached to the complaint are-affidavits of mem-bers. George Vandorbilt. a motorman, swears thatwhen he reported for work on one day of the strikehe was driven from the pren;ls»s ot the companyby policemen, who clubbed him so badly that he isFtill Buffering.

Disgruntled Steerage Passengers Refused to
Leave Ship—Another Brought Them Over.Severe weather and a rebellious, disgruntled
onrjro o' steerage passengers caused the steamer
Montreal, of the French Una. to be twen'y-seven
days late In her trip from Havre to this city. The
Montreal carried nothing but freight and steerage
passengers. She came into port early yesterday.
She is practically a new boat, having been built
five years ago. and her tardy voyage from Havreis unusual, .considering that she had no accidents.
It was reports yeet«*rday that the passengers re-belled. fearing the supply of food would become ex-hausted • •\u25a0.;. reaching New-York.
At th« offic* of the Compagnie General© Transat-
la.ntio.ue yesterday, that the Montreal was ever indanger of running short of provisions was denied.
Th«> agent of the French Line said:"The Montreal put out from Havre on February
2.1. She encountered heavy westerly gales shortlya'ttr l«-avinc Havre. After two weeks of the storm
about CSO of the 772 steerage passengers, under theleadership of live men. got the idea that provisionswere short, and that to continue the trip was dan-gerous. Th« steamer did run short of coal, andput into Fayal for a supply. When the cargo wasput aboard, the rebellious ones, chiefly Greeks,Dalmatians and Croatins. refused to be taken outto gas and stubbornly refused to leave the steamer.
A cable message was bent to the home office, in
Havre, and the Lafayette was ordered to Fayal totake the steerage passengers to New- York."
About 190 loyal Frenchmen remained on the Mon-treal. The others were transferred to the Lafayetteand reached port yesterday afternoon. The Mon-treal wasted sixteen day* at Fayal.
