    Mission,Priorities andInterrelatedness:

This proposal arises directly from the strategic plan of the Apparel Design program,a component of the College of Design Strategic Plan completed in 2015. TheApparel Design faculty identified some key areas of unique strength in our facultyexpertise and programmatic emphases. These areas arise from our uncommonposition as a leading research institution in Apparel Design, which affords ourfaculty the ability to remain on the cutting edge of trends in the Apparel industry. These areas of strength are specialized beyond the scope of typical undergraduateeducation in Apparel Design, but are practice-focused and do not require a

  • concurrent emphasis on conducting original research, which is an important part ofour current Masters level programs. Therefore, our strategic objective is to createan avenue of post-secondary training to supplement a typical undergraduate ApparelDesign degree, either as a bridge to future graduate study or to build strength forfocused industry practice in emerging areas of need. In this application, we willdevelop our plans for a post-baccalaureate certificate in the area of AdvancedWearable Products. We define advanced wearable products as on-body systems oftextiles and/or other materials that serve a functional purpose to support user needs.Importantly, this includes both electronic technologies (like systems that sense bodysignals, deliver information to the user, or make a change to the users environment)as well as non-electronic technologies (like protective equipment and functionalgarments that use textiles and other materials to protect or support the wearer).**See document submitted to Provost's office for the full text of this section.

    Need andDemand:

A 2016 report by the US Department of Commerces International TradeAdministration identified Technical Textile products as a top market, specifying thatthe demand for technical textiles comes from various end-use industries, such asautomotive, construction, healthcare, protective clothing, agriculture, sportsequipment/sportswear and environmental protection. The proposed certificate willtrain students to bridge the gap between their core undergraduate knowledge baseand the related areas required to design effective technical wearable products. [1].Between 2014 and 2015 the wearable technology market saw 57.7% increase inadoption of wearable devices [2]. Many designers and researchers have highlightedthe incomplete integration of the component disciplines of wearable technology as akey obstacle to the development of successful products, particularly those that gobeyond the wristband or clip-on module approach [3][7] Based on the scarcity ofother existing programs similar to the proposed certificate (see next sectioncomparative advantage), we expect that our program will not significantlycompete with other programs. To capture the job market, a December, 2016 surveyof job-search websites was conducted, and the results(included in the documentsubmitted to the Provost's office) show a substantial market that bridges severalindustries. As part of our program development, we conducted a survey ofstakeholders in industry and academia with perspectives on the need for theproposed program. Responses were positive, and some key quotes are included.**See document submitted to Provost's office for the full text of this section.

    ComparativeAdvantage:

The Apparel Design program at the University of Minnesota has particular strengthin the area of Wearable Technology and Advanced Wearable Products, and ourfaculty are nationally and internationally recognized experts in this area. There is nocomparable program at the University of Minnesota or in the Upper Midwest. Thistopic is sometimes included (to greater and lesser degrees) within engineeringprograms (with an emphasis on interaction design and human-computerinteraction), but rarely if ever offere
