AbstractThe role of education is facilitating social and economic progress. It opens up

opportunities leading to both individual and group entitlements. Education can be ex-plain in broadcast sense of development of women, which is the most crucial input ofempowering people with skill and knowledge and giving them access to productiveemployment in future. Improvements in education are not only expected to enhanceefficiency but also augment the overall quality of life. In this regards, India is reputed tohave a progressive education policy in reference to the women. Education is the processof instruction aimed at the all-round development of women. The right of girls to educa-tion is one of the most critical of all rights – because education plays an important rolein enabling girls and women to secure other rights. Mother is the first teacher and homeis the first school of all children in the world. Educating women means educating theentire family. Women education is important for national development.The Empower-ment of women has become one of the most important Concerns of 21st century notonly at national level but also at the international level. Efforts by the Govt. are on toensure Gender equality but Government initiatives alone would not be sufficient toachieve this goal. Society must take initiative to create a climate in which there is nogender discrimination and Women have full opportunities of Self decision making andparticipating in the Social, Political and Economic life of the Country with a sense ofequality. This paper discusses the key role of education in Women Empowerment.Key Words: Women, Empowerment, Education, Development,Social ChangeIntroduction :

Women’s education in India plays a very important role in the overall develop-ment of the country. It not only helps in the development of the half of human resources,but also in improving the quality of life at home and outside. Moreover educated womencan also help in reduction of fertility and growth of population. Though women consti-tute almost half of the population, the hegemonic masculine ideology made them suffera lot as they were denied equal opportunities. The National Policy on Education (1986)

put specific emphasis on women’s education. This policy state that education will beused as an agent of basic change in the status of women. In order to neutralize accumu-lated distortions of the past, there will be a well-conceived edge in favour of women.Social Position

Our women are still bound to traditions, customs, age-old superstitions and be-liefs. Orthodoxy, dogmatism and conservatives still prevail, Purdah System (in Mus-lims), dowry system, early marriage and widowhood and such social evils continue.There is no awareness and consciousness amongst women so. that they could take uptheir rightsand responsibilities. They remain suppressed by their husbands, spend mostof their time in kitchen work, get married to unsuitable bridegrooms, remain economi-cally dependent throughout life and are viewed as inferior in the man-dominated society.In the joint families, they have no freedom; no privacy, and no good treatment.In spitethe above Constitutional provisions women are not getting out of the old shackles andprison walk.The National Educational system will play a positive interventionist role in the empow-erment of women (NCERT, 2006). The twelfth Plan considers the highest priority as acentral instrument for achieving rapid and inclusive growth. It presents a comprehen-sive strategy for strengthening the education sector covering all segments of the educa-tion. The major challenge ahead includes bridging regional, social, and women gaps atall levels of education.What is empowerment?

The definitions of empowerment range from increasing the choices available toand capacities of the poor, to transforming the power structure of the societies at its core,empowerment means having more control over the forces that shapes one’s life. Accord-ing to one dictionary, to empower means ‘to enable’, or “to promote the self-actualiza-tion or influence of oneself”.

Women constitute one half of the world’s population and visible majority of thepoor. Women either solely or largely support an increasing number of families. Projectsaiming to improve the living conditions of the poor cannot, therefore, be effective unlesswomen participate in their formulations and implementation, as contributors as well asbeneficiaries.

The term empowerment consists of a very conspicuous word ‘power’ which meanscontrol over material assets, intellectual resources and ideology. The process of chal-lenging existing power relations of gaining greater control over the sources of powermay be termed as empowerment. Empowerment is an active multidimensional processwhich enables women to realize their full identity and powers in all spheres of life.Power is not a commodity to be translocated, nor can it be given as alms. Power has to

be acquired and once acquired; it needs to be exercised, sustained and preserved.Empowerment of Women

In India, the empowerment process has already begun. We are now witnessing asteady improvement in the enrollment of women in schools, colleges and even in pro-fession institutes. Their health is better as compared to earlier decades. In this decade,women are entering into the job market in increasing numbers. They are showing theirskills even in nontraditional factors like police, defiance, administration, media and re-search fields. Twenty six laws have been enacted so far to protect women from variouscrimes. The recent law on the protection of women against domestic violence satisfiesthe long pending demand of the women activities. In the political field, the reservationfor women is a significant step forward towards their political empowerment. Whenthirty three percent reservations for women in Parliament becomes a reality, womenvoice will be heard in the highest forum of democracy. The day, women of India willreach zenith in their empowerment. But a lot of work has to be done as there is categoryof women (who consider themselves highly educated) that proudly accepts that theydon’t have digital literacy even though they own a computer, they cannot even operatebank accounts or make travel arrangements for family or handle hospital admissionseven during emergencies. Even for a simple task like social visits or shopping generallythey need the company of their husbands.

Women in India feel proud to display that they are well protected and pamperedby their husbands without realizing the they are making themselves helpless. Suchwomen’s economic literacy is so low that they cannot play any role in families’ decisionregarding family budget, savings and investments. To such women, the national budgetdiscussion is for men only and soap operas for them. Such women suffer a lot if some-thing untoward happens to their husbands. This type of extreme dependency is not goodfor the development of women. Women should remember that they are also rational,intelligent and thinking human beings. Dependent women are not empowered women.If modern women think that they are empowered, it’s a myth for them. Empowermentmeans to inspire women with the courage to break free from the chains of limitingbeliefs, patterns and societal or religious conditions that have traditionally kept womensuppressed and unable to realize their true beauty and power.

Today, the women in India enjoy a unique status of equality with the men as perconstitutional and legal provision. But the Indian women have come a long way to achievethe present positions. First, gender inequality in India can be traced back to the historicdays of Mahabharata when Draupadi was put on the dice by her husband as a commod-ity. History is a witness that women was made to dance both in private and public places

to please the man. Secondly, in Indian society, a female was always dependent on malemembers of the family even last few years ago. Thirdly, a female was not allowed tospeak with loud voice in the presence of elder members of her in-laws. In the family,every faults had gone to her and responsible. Forth, as a widow her dependence on malemembers of the family still more increase. In many social activities she is not permittedto mix with other members of the family. Other hand, she has very little share in politi-cal, social and economic life of the society. The early twenty century, it was rise of theNational Movement under the leadership of Mahatma Gandhi who was in favor of re-moving all the disabilities of women. At the same time, Raja Ram Mohan Rai, IswarChandra Vidyasagar and various other social reformers laid stress on women’s educa-tion, prevention of child marriage, withdrawals of evil practice of sati, removal of po-lygamy etc. The National Movement and various reform movements paved the way fortheir liberations from the social evils and religious taboos. In this context, we may writeabout the Act of Sati (abolish) 1829, Hindu Widow Remarriage Act’ 1856, the ChildRestriction Act, 1929, Women Property Right Act, 1937 etc. After independence of In-dia, the constitution makers and the national leaders recognized the equal social positionof women with men.Education and Women Empowerment

Education is a powerful tool of social transformation. Hence, education for Womenhas to be paid special attention. Greater access for women to education must be ensuredin the educational system. Gender sensitivity must be developed. A watch has to be kepton drop out rate of girls and corrective measures should be taken to check the dropoutrates. Women will have to empower themselves from below in order to compel thegovernment to empower them from above. Further, there is a need for a change of valuesand behaviour in the society, a need for positive socio-cultural and economic empower-ment and above all the will power and strong determination of women to join politics.Education can play a vital role in bringing about the desirable behavioral changes amongthe women and make them well equipped in terms of knowledge, competence and ca-pacity to deal with different political problems. It may be concluded that women haveshifted traditional assumptions about their roles and capabilities. There has been a markedchange, and it has been for the better. Many of its benefits however have yet to touch themajority and all of us continue to experience various forms of gender discrimination. Iflaws designed to address the concerns of women are to have a dramatic and positiveimpact on women’s lives, they must be sensitive to the social, economic and politicaldisempowerment of women throughout the world. The most important measure of theirsuccess should be the extent to which they enable woman to interpret, apply and enforcelaws of their own making, incorporating their own voices, values and concerns.

Social Empowerment of WomenUnder the social empowerment of women steps needs to be taken to improve the

health status of women, reduce maternal mortality especially in the areas which do nothave good medical facilities. A programme for checking the spread of sexually transmit-ted diseases like HIV / AIDS and infections / communicable diseases like T.B. needs tobe launched. Women face high risk of malnutrition hence focussed attention would haveto be given to meet the nutritional needs of women at all stages of their life cycle. Theproblem in the country is serious about the women belonging to disadvantaged groups.They are the most exploited lot. The Social activist should keep a vigile on the atrocitiescommitted on women belonging to weaker sections and help them to fight the legalbattle for obtaining justice. Schemes need to be introduced for helping women who arevictims of marital violence, who are deserted and those engaged in sex professions.Awareness programmes need to be organized for creating awareness among womenespecially belonging to weaker sections about their rights. Government has to be vigi-lant for ensuring that there is no discrimination against the girl child and her rights areprotected. The social stigma like child marriage, Female foeticide, and child abuse andchild prostitution must be eradicated immediately.Indian Government Enactments

The National Commission for Women has in the last few years introduced sev-eral new bills in the parliament from time to time towards eradication of many socialevils. Some of the significant enactments are mentioned here.The Hindu Widow Re-Marriage Act of 1856

In the traditions at Hindu society there was a ban on widow remarriage - it wasone of the most important evils from which women in the traditional Hindu societysuffered a lot. This act allowed widow to remarry and section 5 of this Act ensured her toenjoy all the rights, which a married woman did.The Child Marriage Restraint Act of 1929

The practice of child marriage was another social evil from which women intraditional Hindu society suffered a lot. Age at marriage for girls was 9 or 10 and afterpassing this act the minimum marriageable age of women was fixed to 15 years. Laterthis age was increased up to 18 years.The Hindu Women’s Right to Property Act of 1937

In the traditional society women had no property rights. In the eyes of law shewas a minor or ward. This act recognized a widow of a deceased person as a survivingpersonality with the same right as his in the joint property. Thus, through this Act womenin the Hindu society received the property right to a limited extent.

The Hindu Marriage Act of 1955This Act has recognized the equal rights of men and women in the matters of

marriage and divorce. Under the provision of this Act either the man or woman canpresent a petition in a court of law for divorce, wife has got equal right to divorce hus-band.The Hindu Succession Act of 1956

This Act recognized an equal right for women in the matter of inheritance ofproperty. She can inherit the property of her father along with her brothers. She can alsosell or mortgage the inherited property or use it for herself. For the first time absoluteownership was conferred to a woman through this Act.The suppression of Immoral Traffic in Women and Girls Act of 1956-57

This Act aims to deal with the problem of prostitution and to promote the wel-fare of fallen women. Main objectives of this Act are to reduce the scope of prostitutionand to reform prostitution under this Act. Every state is expected to set up protectivehome and to appoint women police and women social workers. In protective homesthese fallen women will be given training in tailoring, toy and basket making and othercrafts so that they may earn for their maintenance in proper way.The Dowry Prohibition Act 1961

The main objective of this Act is to abolish giving and taking dowry at the timeof marriage. The term dowry refers to a valuable property or thing, which is determinedby the parties to a marriage for a marriage. The practice of dowry had produced very badeffects. Dowry system, dowry cases have not been reduced. Still this Act makes someeffort in bringing social change.

The above mentioned are the important legislations, which brought an upwardtrend in the status of women in India.Social Transformation of Women

Like all other spheres of social change in India, there is an undeniable gap be-tween policy and practice. More notably, the deeply entrenched social hierarchies basedon class, caste, ethnic, and communal divisions leave many communities on the marginswith little knowledge of their rights and even less protection from local, state, and na-tional governmental policies. Inequality between men and women runs across the board,including in education, economic opportunities, representation in governance, and otherstate and private institutions. Though it is gradually increasing, the female literacy ratein India is less than the male literacy rate. Far fewer girls than boys are enrolled inschool, and many girls drop out. In urban India, girls are nearly on a par with boys interms of education. However, in rural India girls continue to be less well-educated than

boys. According to the National Sample Survey Data of 1997, only the states of Keralaand Mizoram have approached universal female literacy. According to scholars, the majorfactor behind improvements in the social and economic status of women in Kerala isliteracy. The status of women is not similar in all the primitive societies. It is determinedby the functions allotted to them, the social attitudes towards them, the behavior ofmales and the social contribution of the women. These ideals and functions are, how-ever, not universal.The Role of Education in Empowerment

Education is an important human activity. It enriches the women in the self de-velopment and as well as the society as a whole. Empowerment is a strategy that has asa primary goal an equitable redistribution of power and resources. The empowerment ofwomen has been recognized through many international, regional and national confer-ences as a basic human right and also as imperative for national development, popula-tion stabilization and global well-being. Education makes a man who he is and what hedoes. It chooses his faith and when he is on the right path, he leaves him on his own, tomake his own decisions with his new life with Education. It shows the surroundingpeople who you are, what you like and what you don't. Education is a basic need forprosperity. Therefore, all the human resources must be utilized for the progress of thecountry through education. Based on International conventions “Education has the dualfunction of transmitting to the new generation the heritage of the past with its accumu-lated wisdom in the history of human kind, and preparing it for the present and the futurethat the emergent needs of society and individuals hold for before us,” While recogniz-ing that the enhancement of the happiness and well-being of all individuals with dueregard to their environment, inclusive of both the material world and all forms of lifeshould be our goal, it is safe to assume that we should increasingly expect the unex-pected in every facet of existence, educational enterprise, present and future, for itssuccessful function form the point of view of both the individual and society.Conclusion :

Thus, Empowerment means a psychological sense of personal control or influ-ence and a concern with actual social influence, political power and legal rights. It is amulti level construct referring to individuals, organizations and community. It is an in-ternational, ongoing process centered in the local community, involving mutual respect,critical reflection, caring and group participation, through which people lacking an equalshare of valued resources gain greater access to the control over these resources.Education is an essential right, which permits each person to receive instruction and toblossom socially. The right to an education is vital for the economic, social and culturaldevelopment of all societies. Education is the process of instruction aimed at the all
