The Early Edition Kim and I have returned from our brief holiday to FNQ. We had a lovely time and enjoyed the warmth. I can understand why so many head north for the winter. I have been keeping an eye lately on the price of the popular classics and I am surprised by the prices that are being asked and paid. This, I believe shows that our hobby is in good health and people are willing to pay to become part of it. It also raises concerns that it also pricing people out of the market and making it more difficult for younger people to get a start. So, it may be the time to get the car you’ve always promised yourself before it’s too late. We have plenty happening this month which means that there is no excuses for not getting out and about, especially if you haven’t got your attendance count up. Time to start thinking about Vehicle of the Year and Club Person of the Year. If you have a vehicle that is eligible let me know so that we can let all Club members aware to enable them to vote. Also think about who may be deserving of recognition for their service to the Club. In the meantime. Keep the wheels rolling and happy motoring. Graham

Bob announced that the CHMC Half-Yearly Meeting is to be held in Queanbey-an on Sat 27 October and called for issues to be raised thereat. LIBRARIAN’S REPORT: October Hemmings Classic Car magazine is available as are two book donated by Mick : Classic Cars & The Readers’ digest Book of the Car. WELFARE OFFICER’S REPORT: Bron reported that

• Get well cards were sent to Pat Curry, Ken Dewhurst, Bruce Moffat (following an operation), Greg Hannon and Jan Brandscheid.

• Jane Ferris had a hip replacement in Sydney on Monday and is to have her other hip replaced in a couple of weeks. PUBLICITY OFFICER’S REPORT: Nothing to report MEMBERSHIP OFFICER’S REPORT: The Club now has 157 financial members. PROPERTY OFFICER’S REPORT: Nothing to report. WEBMASTER’S REPORT: No report.

GENERAL BUSINESS

• In pursuance of the changes to the constitution as proposed and published in the September issue of our newsletter, New England Wheels, the secretary read the Notice of Motion “Changes to the Constitution” to the Meeting. As Robert com-mented, an object of the changes is to include the new position of Membership Officer in the Committee and to layout the duties associated with the new position. The changes propose to the Constitution also includes the removal of the require-ment to advertise changes to the constitution in the ‘local press’, as the Club magazine (issued to all members), is our main form of communication, whilst the effectiveness of the local press is of diminishing. The proposed Constitution changes where published last month and are reprinted elsewhere in this issue.

• Mick advised that there is a 1934 Chev for sale $16,000. It needs some work. Contact Mick on 6772 8425

• Robert spoke ‘words of encouragement’ to the members to nominate for a position at the November Club elections.

• Bob also spoke on the matter in terms of the privileges we as members enjoy :- Concessional registration Club events Social engagement within the Club and with other clubs and enthusiasts

He called on members to “Step Up To The Plate” and play a role in running the Club to ensure its continued success. All that is necessary is to give a little time and remember that backup/assistance is always available. There are 25 positions to be filled … put yourself forward … keep the Club operating at its current high level.

• Bron asked whether a venue had been chosen for the Club Christmas Party … the answer is yes.

• John Lewis moved the following motion which was seconded by Russell Nicholson:- ‘That the Club should purchase a personal safety/protection kit as outlined by Graham at an earlier meeting. The purpose of the acquisition was for use on Club runs and to allow members to see what it contained and what its usefulness might be to members wishing to own one themselves’

Discussion: there was much discussion in which Mick indicated that all participating vehicles on his ‘Long Run’ are required to carry a First Aid Kit. The treasurer indicated that the necessary funds are available ($175 ?)

The motion was then put to the meeting and carried by a large majority.

• Col said that there are Membership Cards still to be collected, reminding members that proof of membership of the Club, ie your card, is required to be carried with you when using a Club vehicle.

• Bob ask who was attending the Hub rally so that he could coordinate departure. He also asked those that were travelling on after the Rally to contact him so that the details could be recorded to ensure appropriate coverage.

• Roberts mentioned that Tony Van Den Hoogen has established a club in Uralla. Tony indicated that this is correct but that he intends is to remain a member of our Club.

• George Pethard asked permission to take his Morris Minor to the MM Nationals 20-25 September.

NOTICE OF MOTION CHANGES TO THE CONSTITUTION I, Graham Earl, would like to propose the following changes to The Constitution of The Classic and Specialist Car Club on Northern NSW Inc. Clause 4. Ordinary Member – This clause currently reads; Ordinary Member: Means a person accepted as a member of the Club. Application for membership may be made to the Secretary at any time, on the appropriate form (available from the Secretary). As soon as practicable after receiving application for membership, the Secre-tary must refer the application to the Committee which will determine whether to accept the application. If accepted, the Secretary must as soon as practicable, notify the nominee to pay, within the period of 28 days, the appropriate fee. On payment of the fees the Public Officer must enter the nominee’s name in the register of members and on doing so the nominee becomes a member of the Club. This clause to be changed to read; Ordinary Member: Means a person accepted as a member of the Club. DUTIES OF OFFICE BEARERS The addition of Membership Officer. Membership Officer shall

Issue and collect completed Membership Application forms from prospective members; keep a register of Members in which dates of acceptance or cessation of membership must be recorded and which shall be available to

all Members on request; issue Membership Cards to members on payment of annual subscription; maintain the Attendance Register for Club events and meetings.

The reason for the changes to the listed Clauses is to reflect the addition of the Membership Officer and to define the role and responsibilities associated with the position to the makeup of the Club Committee and the associated Clause 10. Alteration – currently reads; ALTERATION This Constitution shall remain in force until altered or repealed by a two-thirds majority at any validly constituted Annual Gen-eral Meeting, or at a validly constituted Special General Meeting called for the purpose. One months’ notice in writing shall be given of any proposed change, and the Meeting shall be advertised in the Club maga-zine and the local press. This Clause to be changed to remove references to the local press and replaced by published on the Club’s website. The reason for this is that the local press no longer is a major means of communication and that the public is not required to be made aware of changes to the operation of the Club. The Club Magazine is issued to all Club members and is our main form of communication.

TOUR TO GLENWOOD VILLAGE

Contributed by Don Hewitt Wednesday September 19th was the day for the mid-week run to Glenwood Retirement Village in Glen Innes, to share our pas-sion with those folks who have great memories of days gone by when our classic cars were emerging as shiny “brand spankers” from showrooms. The seed was sown for the event when Father John Carey, a resident of the Masonic Village, suggested to his brother David that the folk from Glenwood would welcome a visit by our Club to “put on a show” and maybe take some more able people for a short run to bring back experiences of days that linger in their memories.

Twenty-one Club members in 10 cars took the non-stop trip north in an organised and uneventful journey to the park and com-fort stop in Glen for our customary cuppa. At 10:30 we processed to the Retirement Village in Lambeth St. where special park-ing had been allocated. The enthusiasm of the residents soon became obvious as the caring staff escorted elderly folk out into the glorious sunshine to enjoy what seemed to be a highlight of their week. We were told that many had been looking forward to this day ever since it was announced. “My Dad or my Auntie had a car like that one” or in some cases based on their age some said “my first car was a Chev or a Humber or a Holden just like that one. One old bloke even said, “I had a Buick like that when wool was a pound a pound”. I didn’t hear anyone say, “I had a ROVER like that”. There were no doctors or solicitors present. We were all surprised at the number that opted to go for a drive to revive their experiences of cars with foot starters, handbrakes poking out of the floor, quarter window vents and no troublesome seat belts in the back. I was proud of the Club Members who embraced transporting our guests with enthusiasm, good humour and patience. Well done.

After the touring we were all welcomed to join the residents and staff in a BBQ plus with all the trimmin’s. Many photographs were taken which I feel sure will serve in reminding those who do not have the freedom to escape and enjoy old cars in the same way that we club members do.

The experience of the club members counter acted the recent negative publicity of some Retirement Institutions and I believe some of our members were quietly thinking “should I be looking for an application form to enter a Royal Freemasons’ Benevo-lent Institution”. It was a great event.

Parking – Following the impressive display & favourable comments from the public attending Langford for The Hub Rally last year we have been requested to park on the bank to the right of the gates. On arrival marshalls will be in attendance to direct you. Depart at a time to suit yourself, preferably after lunch. Membership Application Process People intending to become members of the CSCCNNSW are required to attend a General Meeting of the Club and intro-

duce themselves to the Membership Officer and collect an Application Form and a copy of the Constitution. They are also required to introduce themselves to the Club. The Application Form will not be accepted at this meeting.

Applicants are to submit their completed Application Form at the next meeting. It MUST be signed by the applicant, or the Application will be rejected. The Application will be approved/not approved by the Committee, may take a couple of months. The Membership Officer will then notify the applicant.

Once the applicant has been accepted they are to pay the equivalent of 3 years subscription within 28 days of being notified of their acceptance. Failure to pay within the stated period will result in forfeiture of the application. An additional $20 per year is payable for a printed magazine.

Historic Vehicle Registration will only be available three (3) months after payment of their fees. HVS Registration Procedure

You MUST be a financial member of the CSCCNNSW.

Only unmodified vehicles eligible for the existing scheme can be registered in this scheme.

For ALL new registrations, irrespective of whether a vehicle has a current Pink Slip roadworthy certificate, all vehicles are

required to be inspected by the CSCC Registration Officer, or Assistant Registration Officer, before the RMS Historic

Vehicle Declaration (Form 1259) will be stamped and signed. You cannot renew registration at a RMS office unless the

form bears the Club Seal and Registrar's signature.

All historic vehicles registered by members of the CSCC are required to have a current comprehensive insurance policy

which must be shown to the Registrar. You must also show your current Club Membership card.

Once all the above have been completed, submit the registration certificate, RMS Historic Vehicle Declaration form and

payment to a Roads and Maritime Services or Service NSW office. When doing so you have the option to have a log

book (at no extra cost) for usage outside Club events

When your Vehicle has been passed for registration by RMS you MUST inform the CSCC Registrar, or Assistant Registrar,

of the Plate Number, if you are on the logbook and any other changes to your Registration.

HVS Usage Rules For owners of vehicles with Conditional Registration:

A Movement Permit must be obtained from the Club Movement Officer and carried for any non-club approved movement, where the member is NOT a participant in the Logbook Scheme;

Movement Officer will document and give verbal approval for maintenance runs in excess of 30 km radius from their place of residence, where the member is NOT a participant in the Logbook Scheme;

Must observe all RMS and national road rules and regulations; Members are not liable for any infringement notices or fines incurred by another person in control of their conditionally

registered vehicle provided such use is in accordance with this clause and the member indemnifies the Club from any and all liability which may arise as a result of such usage;

Members on the Logbook Scheme are required to complete the logbook for each usage that is not a Club Run. This includes ALL Maintenance Runs regardless of distance;

It is a requirement by Law that you Carry the Purple Card Issued by RMS, Your Log Book and /or Proof of a Club Event in the Vehicle at all times;

Caution needs to be exercised when leaving a vehicle with an outside workshop for work. If the mechanic is to test drive the vehicle he must make a log book entry. Only one log book entry needs to be made for each day, but a separate signature is required by every person who drives the vehicle on that day.

Any member may bring to the attention of the Executive an alleged misuse of Conditionally Registered Vehicle by a mem-ber of the Club, but such notification must be in writing and signed by the member making the allegation.

In the case of apparent misuse of a Conditionally Registered vehicle the owner will first be asked by the Executive to explain the misuse; after consultation the Executive will formally remind the owner of the RMS rules and regulations for Conditional Registra-

tion; and the Executive will report back to the next General Meeting and either recommend no further action or some form of discipli-

nary action to be taken;
