However, before you get behind the wheel on your own, you have to go through a process established by the Nebraska Department of Motor Vehicles (DMV). New Drivers (Younger Than 18 Years Of Age)

If you are a teenager on the brink of entering adulthood, you may be looking forward to obtaining your driver’s license. This guide can help you achieve that goal. For each step toward obtaining your license, we will outline and help you better understand each procedure you must complete.

Did you know that vehicle crashes are the leading cause of death among people between 15 and 21 years of age? Nebraska has implemented the Graduated Driver’s Licensing (GDL) program to improve teen driving, with the aim of reducing traffic crashes and fatalities involving young drivers. Therefore, you need to complete a licensing process before you can drive independently. As a teen driver and as a new driver, it is important that you carefully read through each step and fully understand the process. This will help you avoid any complications and ensure you are prepared to take on your responsibilities as a driver.

School Learner’s Permit (LPE)

The School Learner’s Permit (LPE) allows you to practice driving before obtaining a School Permit (SCP). With an LPE, you may only drive while accompanied by a licensed driver who is at least 21 years of age. The LPE will expire three months after it is issued. To apply for an LPE, you must:

You may obtain your SCP online (without visiting a DMV location or completing additional testing) if you:

Be at least 14 years and two months of age, but younger than 16 years and three months of age.

Have completed a DMV-approved driver safety course. (The course provider will send your testing waiver electronically to the DMV.)

Have completed a DMV-approved driver safety course in which you passed the written and driving tests, OR present a 50 Hour Certification form signed by your parent, guardian or a licensed driver who is at least 21 years of age.

Provisional Operator’s Permit (POP)

With this permit, you will have more freedom as well as responsibility to drive while you prepare to obtain your Unrestricted Standard Operator’s License (Class O). The Provisional Operator’s Permit (POP) will allow you to drive:

Between 12 a.m. and 6 a.m. without supervision if driving to or from work or a school-related activity.

Have held a School Learner’s Permit (LPE), School Permit (SCP) or Learner’s Permit (LPD) for at least six months.

Complete all testing requirements.

Between the hours of 6 a.m. and 12 a.m. without supervision.

Be 16 years of age or older. You can apply for a POP 60 days before your 16th birthday, but you may not obtain the permit until your 16th birthday or after.

Have completed a DMV-approved driver safety course and passed the tests, OR provide a 50 Hour Certification form signed by your parent, guardian or a licensed driver who is at least 21 years of age.

At any time of day or night if accompanied by a licensed driver who is 21 years of age or older.

Not have earned three or more points on your driving record in the six months before you apply for your POP.

Pay a new POP fee of $17.50.

For the first six months after your POP is issued, you are not permitted to drive with more than one passenger who is younger than 19 years of age and who is not an immediate family member. The POP will expire on the driver’s 18th birthday.

If you completed the DMV-approved driving safety course, the written and driving tests are waived. If you held a learner’s permit when you took the driving safety course, OR if you were issued a School Permit and meet all eligibility requirements, you may obtain your POP online.

If you present the 50 Hour Certification Form and a valid LPD that is valid or has not been expired for more than one year, the written test will be waived. You must only pass the vision and driving tests. If you completed the DMV driving safety course, the written and driving tests are waived.

Standard Operator’s License (Class O)

With a Class O driver’s license, you will no longer need to adhere to new driver restrictions. If you are younger than 18 years of age, you may obtain a Class O license if you have held a POP for at least 12 months and you have not accumulated three or more points on your driving record in the past 12 months. If you are between 18 and 21 years of age, you may obtain a Class O license if you currently have a POP.

If you meet these requirements, you can obtain your Class O license online or visit a Driver Licensing Office.

New Drivers (18 Years Of Age Or Older)If you are between 18 and 21 years of age and already have a Provisional Operator’s Permit (POP), you are eligible for a Standard Operator’s License (Class O). If you meet these requirements, you can obtain your Class O license online or by visiting a Driver Licensing Office.

If you are 18 years of age or older and have never held a POP, you will be required to pass the vision, written and driving tests. If you have a valid Learner’s Permit (LPD) or an LPD that has been expired for no longer than one year, you will be able to waive the written test. When you visit the Driver Licensing Office to apply for your Class O license, you must submit:

While a typical Class O license remains valid for five years, a license issued to a driver who is younger than 21 years of age will expire sooner than five years, depending on the driver’s exact age. A Class O license with a bioptic or telescopic lens restriction will expire after one year. If you are a non-resident with U.S. Customs and Immigration Services (USCIS) documents that are set to expire on a certain date, your driver’s license will also expire on that date.

New Nebraska DriversIf you already hold an out-of-state license and you have just moved to Nebraska, you will have to obtain a Nebraska driver’s license. It is very important to make sure that you obtain a valid driver’s license if you want to drive within the state. Drivers who have recently moved to Nebraska are required to obtain a Nebraska driver’s license within 30 days of establishing residency in the state.

New Nebraska residents who are younger than 18 years of age must meet Provisional Operator Permit (POP) requirements if they wish to exchange a valid out-of-state license for a Nebraska POP. To see if you meet these requirements, please review the POP eligibility requirements listed in the section titled, “New Drivers (Younger than 18 Years of Age).”

If you are a new Nebraska resident, are 18 years of age or older and have a valid out-of-state driver’s license, you will need to complete the following steps to obtain your Nebraska Class O license.

Surrender your out-of-state license.

Visit a Driver Licensing Office to apply for your Class O license.

Pass the driving test. The driving test will be required at the discretion of the DMV Driver Licensing Staff. The driving test is often waived for new Nebraska residents.

Required License Tests

It is mandatory for drivers to pass a vision, written and driving skills test before they can obtain full driving privileges. Below, you will find a brief description of each test.

Vision TestThe vision test is an eye screening that tests your vision acuity and your field of vision to determine if they meet the standards for safe driving. If you fail the test, you must visit an ophthalmologist or optometrist to confirm the results. If you need glasses or contact lenses to meet driving safety standards, you must wear them all the time when you drive.

Your license will indicate this eyewear requirement. If your vision (even after correction) does not meet the minimum standards, you will not be qualified to hold a license.

Written TestThe written test, also known as the knowledge exam, tests your understanding of traffic signs and signals, driving laws and safe driving practices. The test consists of multiple choice questions, and you must correctly answer most of the questions to pass. The question topics are taken from the Nebraska Driver’s Manual, which is also available in audio format. Accordingly, the best way to prepare for the written test is to study the driver’s manual.

You will be required to supply a vehicle to take the driving exam. The vehicle you use to take the test must be in good mechanical condition. At minimum, the vehicle must have working seatbelts, a working speedometer and a clean interior. The driving test examiner will check to make sure your vehicle meets DMV standards.

If you pass the driving test and meet all eligibility requirements, you will be eligible to obtain a license. After you pass the test, you will receive an Issuance Certificate, which you must submit within 90 days to any County

Driving TestOnce you pass the other tests, you need to pass a behind-the-wheel driving exam before getting your driver’s license. All drivers are required to complete the test. This driving test will evaluate your driving skills and your ability to control a vehicle. You will be required to perform some driving tasks and maneuvers. Examples of maneuvers you may need to perform include the following:

Turning

Responding to signs and traffic signals

Parking and backing up

Controlling your speed

Using right of way

Identifying and responding to hazards

Treasurer office. You will also be required to pay a fee. The County Treasurer will provide you with a 30-day receipt. You will receive your license or permit within 30 days.

If you fail the test three times consecutively while applying for your Class O license, you will not be able to reapply to take the test until you can present proof of passing a DMV-approved driver training course (minimum of six hours of classroom instruction and six hours of behind-the-wheel training) OR hold a Learner’s Permit (LPD) for 90 days.

Renewing Your License

You must renew your Nebraska license when its expiration date is near. You may renew you license online or in person? Before you renew your license, it is best that you thoroughly understand the process so that you can avoid any errors or issues that may occur.

When Does A License Expire?Most permits and licenses have a five-year term, which means that they must be renewed every five years. The license expiration date will fall on the license holder’s birthday. However, the license will expire sooner if it was issued before your 21st birthday. In these cases, the license will expire on your 21st birthday. If a license has a bioptic or telescopic restriction, the license will expire one year after it was issued or last renewed. If you are a non-resident with U.S. Customs and Immigration Services (USCIS) documents that are set to expire on a certain date, your driver’s license will also expire on that date.

When Can You Renew A License?The DMV will send you a renewal notice postcard 90 days before your license expires. If you have not received the notice, you can still renew. If you are 21 years of age or older, you may renew up to 90 days before your birthday, when the license is set to expire. If you are younger than 21 years of age, you may apply for renewal up to 60 days before your 21st birthday, when the license will expire. However, your renewed license will not be valid until 10 days before your 21st birthday. If your license has been expired for more than one year, you may have additional license renewal requirements.

Renewing Your License OnlineRenewing your Nebraska Class O license online is a convenient option. However, to be eligible for online renewal, you must meet certain conditions. These requirements include but are not limited to the following:

You must have renewed in person last time you renewed your license. (You may only renew online once every 10 years.)

You must not have a bioptic or telescopic lens restriction.

Your license must not have an invalid status, such as “suspended” or “revoked.”

You must not have changed your legal name since your last license was issued.

Your Class O license must be scheduled to expire before your 72nd birthday.

You must not need to change your personal data, such as gender, height or weight.

Your physical appearance must be mostly the same, since the DMV will use your photo on file for your renewed license.

You must have a photo and signature on file with the DMV.

Your license must not have a “G,” “V” or “X” restriction.

If you are 21 years of age or older and know you will be out of Nebraska during your 90-day renewal period before your license’s expiration date, you may qualify for an early renewal. To find out if you are eligible for early renewal, you can contact the DMV Driver Licensing Services main office. The DMV may require you to provide proof that you will be out of the state. You must comply with any renewal requirements, including testing requirements.

After the DMV processes your application, you will receive an issuance certificate in the mail. You must sign the certificate and send it back it to the Lincoln DMV office together with the appropriate fee. After your payment is processed, the DMV will mail a 30-day Temporary Driving Receipt to your out-of-state address. Your new license should arrive at your out-of-state address within 10-14 business days.

Renewal FeesRenwal fees will vary depending on how long the license remains valid. While a typical Class O license remains valid for five years, a license issued to a driver who is younger than 21 years of age will expire sooner than five years, depending on the driver’s exact age. Your License

A license suspension, revocation or impoundment means that the driver has lost his or her driving privileges. The Nebraska DMV will only reinstate your suspended or revoked driver’s license if you complete all of the necessary requirements and pay any required fees. The reinstatement process will depend on the reason for suspension or revocation.

In order to reinstate your suspended or revoked driver’s license, you must meet reinstatement requirements and pay any required fees. Suspensions for certain offenses may simply require drivers to surrender their driver’s license, wait until the suspension period comes to an end and pay the license reinstatement fee. However, most will come with their own unique requirements. Below, you will find the requirements to reinstate your license after it has been revoked for excessive demerit points.

Reinstating Your License After A Point RevocationIn Nebraska, your driver’s license will be revoked if you accumulate 12 points within a two-year period. Points are assessed on a driver’s record for certain traffic violation convictions. The number of points assessed for a traffic conviction will depend on the infraction’s severity. For example, you will earn 12 points for a 3rd or subsequent Driving Under the Influence (DUI) offense, while you will earn just one point for speeding one to 10 miles per hour (MPH) over the speed limit on an interstate highway.

Your license will be revoked for six months for your first accumulation of 12 points within two years. If you accumulate 12 points on your record for a second time within five years, you will face a three-year revocation.

To reinstate your license after it has been revoked for point accumulation, you must first surrender your license to the DMV state office at the following address:

If you do not have possession of your license, you may instead complete a lost license affidavit and fax it to 402-471-8288. If you do not surrender your license, you may face fines or jail time.

Sometime after the revocation period begins, you must pass an eight-hour DMV-approved Driver Education and Training Course. Make sure the school submits your certificate of completion to the DMV.

You must notify your insurance company that you need an SR-22 Certificate of Insurance, which serves as proof of financial responsibility to the DMV. The insurance coverage and SR-22 filing must be in effect by the date on which you become eligible for license reinstatement. You must maintain this SR-22 insurance for three years after the date on which you become eligible for license reinstatement. Your insurance company may be able to

complete the SR-22 filing electronically with the DMV. If not, you or your insurance company must deliver in person or mail the original SR-22 filing to the DMV state office (see address above).

You cannot send the SR-22 filing by fax. You must submit an SR-22 Certificate of Insurance for each vehicle registered in your name. If you do not own a vehicle, you must obtain a non-owner insurance policy or operator insurance policy.

To reinstate your driving privileges after a point revocation, you must pay a $125 reinstatement fee. You can send a check or money order made payable to the DMV state office (see address above) or pay online. If you send the check by mail, you must include your name, license or Social Security number, date of birth and mailing address.

If your license has been suspended or revoked, you must apply for a new driver’s license. This means that you will have to complete testing requirements. You must pay an identification card fee to obtain a Nebraska state ID card. Fees will vary depending on how long the ID card remains valid. While a typical ID card remains valid for five years, an ID card issued to a driver who is younger than 21 years of age will expire sooner than five years, depending on the cardholder’s exact age.
