But what about systems used today?
Before defining the future, we must understand how well current personnel systems support Fleet users today.
For example, do the Official Military Personnel File (OMPF) and Electronic Service Record (ESR) support Fleet user requirements following close-out of the enlisted Field Service Record?
An investigation by the Sailor Service Record Project Team determined the following:
Although OMPF and NSIPS are now the primary source of service record information for Fleet users, it’s not clear to them how to use the systems.
Both ESR and OMPF provide Sailors with access to personnel data and documents, but they’re not sure how to manage the information.
Both ESR and OMPF can provide command stakeholders with access to personnel information belonging to members of the command, but stakeholders don’t understand how to establish accounts.
Neither ESR nor OMPF alone, nor ESR and OMPF in combination, provide Fleet users all the personnel information previously maintained in the Field Service Record.

Follow-on investigation (digging deeper)
OPNAV N16 Fleet Introduction Team (FIT) is planning a Fleet evaluation to determine what, when, where, why and how Fleet users access and engage Navy Personnel Systems in the Fleet environment tody.
