2. INTRODUCTION

The National Board of Examinations (NBE) was established in 1975 by theGovernment of India with the prime objective of improving the quality of theMedical Education by establishing high and uniform standards of postgraduateexaminations in modern medicine on an all India basis.

NBE conducts postgraduate and postdoctoral examinations in approved disciplinesleading to the award of Diplomate of National Board. The Medical Council ofIndia has laid down standards for postgraduate examinations conducted byvarious medical colleges and affiliated to concerned universities, yet the levelsof proficiency and standards of evaluation vary considerably in these institutions,leading to lack of uniform and acceptable benchmarks for assessment andqualification.

The setting up of a National Body to conduct postgraduate medical examinationand training has provided common standards and mechanism of evaluation ofminimum level of desired knowledge and competencies and fulfillment of theobjectives for which postgraduate courses has been started in medical institutions.Moreover, intra country and international comparison is facilitated with theavailability of commonly accepted evaluation mechanism like the DNB. TheDiplomate National Board final examinations are conducted on all India basison standardized format and multiple assessment tools are used for assessingthe candidate.

POST-DOCTORAL FELLOWSHIP PROGRAM IN SUB-SPECIALITIES

Well equipped centers have been identified and accredited by NBE in theconcerned specialties. Candidates with DNB/MD/MS/MCh qualification in theconcerned specialty are eligible for fellowship programme. Selection to thefellowship programme is based on an entrance test and admission to the courseswill be through centralised merit based counseling. The trainee will go through astructured training programme, maintain a performance record book and undergoan examination at the end of the training. Candidates will be awarded Fellow ofNational Board of Examinations at the annual convocation of NBE.

3. INFORMATION FOR CANDIDATES

3.1 Fellowship Entrance Test (FET) is the entrance examination for admissionto the 2 years Post Doctoral FNB programme.

3.2 Applications for admission to the examination should definitely reachNBE by the specified date. There is no provision for condoning any kindof delay including postal delay.

3.3 Statements made by the candidate in the application form shall be certifiedby the head of the institution/gazetted officer at the appropriate placeand the application shall be supported by the relevant documents.

Candidates who are not in service shall get their forms certified by aGazetted Officer.

3.4 Applications of candidates producing false or fabricated records shallnot be considered and candidates may be further debarred fromappearing in any future examinations.

3.5 Candidates should go through the bulletin carefully for eligibility criteriabefore contacting the NBE Office. Queries pertaining to eligibility andother issues shall only be entertained if the information requested is notgiven in bulletin or on NBE website www.natboard.edu.in

3.6 Incomplete applications or applications not in accordance withinstructions will not be considered. The examination fee will not berefunded.

3.7 Fee shall neither be carried forward to a future date nor refunded underany circumstances. Applications in original along with enclosures receivedafter the due date shall not be entertained and shall be returned as suchto the sender.

3.8 Candidate found to be ineligible at any stage of examination shall not bepermitted to appear in the examination. In an unlikely event of anyineligible candidate appearing and/or being successful in theexamination, the results/candidature of such candidate shall be cancelledand/or are deemed to be cancelled.

3.9 Instructions in the information-bulletin are liable to changes based ondecisions taken by NBE from time to time.

3.10 NBE reserves the right to withdraw permission, if any, grantedinadvertently to any candidate who is not eligible to appear in the FETeven though the admit card/roll number has been issued or name/rollnumber is displayed on NBE website.

3.11 Candidates’ eligibility is purely provisional & is subject to the fulfillmentof meeting eligibility criteria as prescribed by NBE.

3.12 NBE reserves its absolute rights to alter the examination schedule,pattern, policy and guidelines at any time during the continuation or afterthe completion of FNB training. The candidate shall have no rightwhatsoever for claiming /deriving any right from past or present schedule,policy and guidelines of NBE.

3.13 The existing schedule, pattern, policy and guidelines are for readyreference only but in no way they are or are ought to be treated asrepresentative or acknowledgment of fact that NBE is bound to followthe same in future.

3.14 In case of any ambiguity in interpretation of any of the instructions/ terms/rules/criteria regarding the determination of eligibility/ conduct ofexaminations/registration of candidates/information contained herein,the interpretation of the National Board of Examinations shall be finaland binding.

3.15 Request will not be entertained for change in date/center of examinationunder any circumstances.

3.16 Absentees from the examination will forfeit their examination fee.

3.17 Photocopy of the filled in application form may be retained by thecandidate for future use/correspondence.

3.18 All certificates (photocopies) should be attested by a Gazetted Officer.Unattested/Uncertified copies will not be accepted under anycircumstances.

3.19 Result and Roll number for FET may also be seen on the NBE websitewww.natboard.edu.in

3.20 Candidates are advised to carry a Photo Identity issued by anyGovernment Agency like Passport or Driving license or PAN cardor Aadhar Card or Voter’s ID card etc. The staff/officers on examduty at examination centers are authorized to verify the identity ofcandidates.

3.21 All Payments are to be made by prescribed Pay-In-Slip/Bank Challan.Pay-in-Slip/Bank Challan can be deposited at any branch of Indian Bank/Axis Bank.

3.22 Candidates should ensure before applying for the FET that theMedical Council of India recognizes their MBBS and MD/MS/DM/MChdegree. If it is found at any time that MCI does not recognize the Degreethen NBE shall have the right to cancel the candidature/registration ofthe candidate.

3.23 Terms & Conditions of the Fellowship Entrance Test 2014 as mentionedin the English version shall apply.

3.24 Admission to the post doctoral fellowship FNB course shall be done onlythrough Centralized counseling conducted by National Board ofExamination as per prescribed guidelines. Candidates declared qualifiedin the Fellowship Entrance Test will be asked to participate in thecentralized counseling in order of their specialty specific merit andshall be able to opt for the NBE accredited institution/hospital/medicalcollege of their choice as per seat availability at their merit.

3.25 The validity of the merit position/score shall be for the same admissionsession. The merit position/score obtained shall not be carried forward.

3.26 All the correspondence should be addressed to the Executive Director,National Board of Examinations, Mahatma Gandhi Marg, Ansari Nagar,Medical Enclave, New Delhi-110029. Candidates are requested to kindlysuper scribe the envelope with Subject matter of the correspondencefor expeditious processing.

3.27 The jurisdiction for court cases/disputes shall be within theexclusive jurisdiction of competent courts at Delhi/New Delhi.

4. ELIGIBILITY CRITERIA

4.1 (A) Candidates who are in possession of Post Graduate Medical Degree/Provisional Pass Certificate by 31.12.2013 in the eligible* specialties andtheir Medical qualifications are recognized as per the provisions of IMC Act(1956) may apply for FET- 2014 Admission Session.

(B) Candidates who are in possession of DNB degree certificate/ProvisionalPass Certificate by 31.12.2013 in the eligible* specialties may apply forFET- 2014 Admission Session.

4.2 Candidate should possess permanent registration certificate of MBBSqualification and their additional medical qualification should be recognisedas per provision of IMC Act.

4.3 Candidates found to be ineligible at any stage of FET will not be permittedto appear in the examination. In an unlikely event of any ineligible candidateappearing and/or being successful in the FET, the results/candidature ofsuch candidate shall be cancelled and/or are deemed to be cancelled.

4.4 Requests for appearing in FET from candidates who are qualifying andgetting their results of the basic eligibility qualification after last date ofapplication submission shall be summarily rejected.

Candidate who are qualifying or likely to qualify and getting their resultsafter the last date of application submission need not apply in the FET asthey shall be ineligible to participate at any stage of the admission process.

4.5 Candidates already pursuing a DM/MCh or DNB/FNB course are not eligibleto appear for the FET till such time they have completed the duration ofprescribed course or have been discharged from the course.

4.6 Registration and /or appearance in FETdo not confer any automatic rightsupon the candidate for admission at NBE accredited hospital /institute.

13.UNFAIR MEANS

National Board of Examinations reserves its absolute rights to take penalaction under applicable civil/criminal procedure /guideline or any other actiondeemed appropriate against candidates found using unfair means.

Unfair means includes:

a. Obtaining or attempting support for his candidature by the followingmeans, namely:-

(i) offering illegal gratification to; or

(ii) applying pressure on; or

(iii) blackmailing, or threatening to blackmail any person connectedwith the conduct of the examination; or

b. impersonation; or

c. procuring impersonation by any person; or

d. submitting fabricated documents or documents which have beentampered with; or

e. making statements which are incorrect or false or suppressing materialinformation; or

f. resorting to the following means in connection with his candidature forthe examination, namely :-

(i) obtaining copy of question paper through improper means;

(ii) finding out the particulars of the persons connected with secretwork relating to the examination;

(iii) influencing the examiners; or influencing staff /officers deployedfor exam; or

g. using unfair means during the examination; or

h. writing obscene matter or drawing obscene sketches; or

i. misbehaving at test centre, provoking fellow examinees to boycottexamination, creating a disorderly scene and the like; or

j. harassing or doing bodily harm to the staff deployed by the NBE or itsdesignated agency for the conduct of their examination; or

m. attempting to commit or, as the case may be, abetting the NBE of all orany of the acts specified in the foregoing clauses; the candidate byindulging in unfair means may in addition to rendering himself liable tocriminal prosecution, be liable:-

a. to be disqualified by the NBE from the Examination for which he is acandidate; and/or

b. to be debarred either permanently or for a specified period:-

(i) by the NBE, form any examination or selection held by them;

(ii) by the Central /State Government from any employment under them;and
