INTRODUCTION

The National Board of Examinations (NBE) was established in 1975 by theGovernment of India with the prime objective of improving the quality of theMedical Education by establishing high and uniform standards of postgraduateexaminations in modern medicine on an all India basis.

NBE postgraduate and postdoctoral examinations in approved disciplines leadingto the award of Diplomate of National Board. The Medical Council of India haslaid down standards for postgraduate examinations conducted by variousmedical colleges and affiliated to concerned universities, yet the levels ofproficiency and standards of evaluation vary considerably in these institutions, leading to lack of uniform and acceptable benchmarks for assessment andqualification.

The setting up of a National Body to conduct postgraduate medical examinationand training has provided common standards and mechanism of evaluationof minimum level of desired knowledge and competencies and fulfillment ofthe objectives for which postgraduate courses has been started in medicalinstitutions. Moreover, intra country and international comparison is facilitatedwith the availability of commonly accepted evaluation mechanism like the DNB.The Diplomate National Board final examinations are conducted on all Indiabasis on standardized format and multiple assessment tools are used forassessing the candidate.

RECOGNITION OF DNB QUALIFICATIONS

The Nomenclature of the qualification awarded by the National Board ofExaminations is “Diplomate of National Board”. The list of recognisedqualifications awarded by NBE in various Broad and Super specialities asapproved by the Government of India and included in the First Schedule ofIMC Act 1956 is as at Annexure I.

As per the Indian Medical Council Act, 1956; the power to recognize medicalqualification and determine their equivalence rests with central government. The Diplomate qualifications awarded by the National Board of Examinationsare equated with the postgraduate and post doctorate degrees awarded byother Indian Universities for all purposes including appointment to teachingposts as lecturer/Assistant Professor by the Government of India, Ministry ofHealth and Family Welfare; vide their notifications issued from time to time.

The holders of DNB qualification awarded after an examination i.e. DNB areeligible to be considered for specialist’s post/faculty in any Hospital includinga training/teaching institution on a teaching post as faculty member.

Sub: Conducting of DNB courses at medical colleges/institutions-Regarding

Sir,

I am directed to say that this Ministry vide letter of even number dated 17th August,2004 communicated its decision that the medical institutions in the country runningpost-graduate/super-speciality courses permitted/ recognized as per MCI norms, are permitted to run DNB programmes provided they have additional faculty to trainDNB candidates. The position was also reiterated vide letter dated 19th September,2005 addressed to various Health/Medical Education Secretaries of all the States/UTs to admit DNB trainees in various PG/Super-Speciality courses provided theyhave additional faculty since it was brought to our notice that the medical collegesare not being able to start the DNB courses even though they had additional faculty. This was primarily with a view to ensuring optimal utilization of manpower and theclinical load, which is available in various medical colleges for production of qualitymanpower. This letter was based on MCI’s stand in the matter as contained in theirletter no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objectionin introducing DNB courses in medical institutions in the concerned departmentsprovided the PG teachers of the respective departments admitting students underthem for MD/MS/DM/M.Ch. courses may not register students under them for DNBCourses simultaneously.

It has now been brought to our notice that the MCI vide their letter dated 11.11.2005addressed to various Universities, Directors of Medical Education of all StateGovernments/UTs, Secretaries of health/Medical Education Departments of all theStates etc, interalia, informing them that it may be made sure by them not to conductDNB and other parallel courses i.e. CPS etc. in any subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever the intuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. and PG diploma courses. It has also beenstated therein that the decision has been taken by the PG Committee and the sameahs been communicated to all concerned. This is contrary to the stand taken bythis Ministry in this regard. In this connection, it is also to be stated that any decisiontaken by the PG Committee of MCI, including those with regard to the policies, isonly recommendatory in nature and requires the approval of the Council and theGovernment.

In the present case, if the PG Committee/the Council considered that the earlier policyof allowing DNB courses to be run parallel to MD/MS etc. in medical colleges requiresany change, the Council should have sent such proposal along with reasons for theproposed change of their stand to the Government for its consideration particularlywhen the Central Government have issued instructions to all concerned allowingconduct of DNB courses along with MD/MS etc. subject to availability of additionalfaculty, it is pertinent to point out that the copy of the instructions of the CentralGovernment dated 19.9.2005 was also specifically endorsed to the Acting Presidentof MCI for their information. Accordingly, MCI may send the recommendation of thePG Committee along with detailed reasons for change of their earlier stand in regardto allowing DNB courses to be run in medical colleges along with MD/MS/DM/M.Ch./PG Diploma courses against excess faculty to the Government for consideration.

Issue of this communication dated 11.11.2005 by the MCI directly to various agenciesincluding State Governments contrary to the instructions issued by the CentralGovernment based on the MCI’s earlier stand on the matter is not only not appropriatebut has also created confusion in various institutions/State Governments. Till suchtime as the Government takes a final decision on the PG Committeerecommendations, the Government instructions as contained in letter dated19th September, 2005 will remain in force. A copy of this letter is being sent toall concerned
