The vehicle caught fire after Stapleton lost control on Highway 87 North, about 7 miles north of Milton. The Chrysler was traveling north at the time and went onto the east shoulder of the road, accord- ing to FHP . The car hit a tree and stopped at the site of impact. Emergency 911 dispatchers re- ceived the call at 9:23 p.m., saying two people were trapped inside the burning car. It is reported sev- eral people tried to put out the fire and rescue the pair from inside the vehicle. Several citizens risked their own lives in an attempt to help two men trapped in a burning car Wednesday night following a traf-fic accident.

The wreck happened on High-way 87 north of NAS Whiting Field.

One person died and one was seriously injured. The Florida Highway Patrol said Charles Ter-ry Griffis, 50, of Century, died at the scene of the crash. He was the passenger in a 2000 Chrysler Con-corde driven by William Samuel

Witness Laura Campbell- Carnley commented on the Press Gazette Facebook page: “I slowed down because I saw lights and vehicles on the side of the road. A man ran to my car and asked if I had a fire extinguisher. I didn’t but I pulled over and ran them the only water I had — just a half a bottle. It

wasn’t enough to do anything but we wanted to help.

“I frantically called 911. The men put the fire out with their jackets. My husband and another man tried to open the passenger door but it was stuck. Luckily an EMT was there and she was hold-ing the head of the driver.”

Campbell-Carnley said it ap-peared the passenger did not have a pulse.

“...it was a terrible feeling not knowing what to do and wonder-ing how we would get them out if the fire started again. It is amazing though — all the people coming

together to try to save these two peoples lives.”

Skyline and Allentown Fire De-partments responded to the scene and performed an extrication to remove Stapleton. He was taken to Sacred Heart Hospital. At the time, he was unresponsive and unconscious.

The State Fire Marshal’s office has been called to investigate a fire that burned a Milton home early Wednes-day morning.

It appears the home, located near the intersection of Hamilton Bridge Road and Glover Lane, is a total loss.

Milton Fire Chief John Reble said his department was called to fight two blazes at the home, the second starting just an hour after the first was put out.

The first fire alarm went out to fire-fighters around 12:30 a.m. After being on scene and fighting a garage fire that appeared to be influenced by fuel spilled on in the garage, Reble says the fire was extinguished and Milton fire-fighters cleared the scene at 3 a.m.

A second call came in over 911 from a man was passing by around 3:54 a.m.

Upon arrival, Reble says it was ob-vious this fire was burning in the roof over the living room.

June 23, 2012, started off like any other day for Sgt. Kirstie Ennis — she was on a mission of com-bat resupplies and troop carries.

The 21-year-old Marine from Milton was a gunner on a CH-53D flying into Now Zad, Afghanistan.

It was her second de-ployment to Afghanistan and she was among eight people in the helicopter: two pilots, three gunners and three people being transported.

About three hours into

the flight; however, Ennis knew this mission was different.

“At about 1,500 feet the tail gunner called in that our helicopter was being spotlighted and shortly after the three crew mem-bers in the back of the air-craft called to pull power — meaning we could all sense we were flying too fast toward the ground and at the wrong angle,” Ennis said. “There was no power for the pilots to pull and shortly after, our heli-copter made impact with the ground.”

within the city and extending to an area south along the Blackwater River to the southern portion of the Village of Bagdad.

According to city documents, “Over the last century, there has been a clear shift in Milton from an industry-based economy to one based on tourism and recreation. … If Milton, the Village of Bagdad, and Santa Rosa County invite the world, what exactly are we supplying?”

Jorgenson said the cost of the Master Plan is not to exceed $45,000. The City has committed $15,000 and the County, through the Tourism De-velopment Council, $30,000.

Although the plan states that the city and county are looking for direc-tion over a five-year horizon, Jor-gensen said that might be a bit too eager.

“(In) a perfect world we would love to implement the elements in the plan within five years. Realisti-cally that will not happen,” he said. “It’s an aggressive schedule. What

we do not want is a 20-year plan that isn’t viable five years from now.”

Officials hope that the master plan will provide direction on future development and redevelopment. It will also give the city and county guidance on enhancement of the city and county’s parks system, open spaces, recreation facilities, private sector development, and recreation programs. The Santa Rosa County Courthouse will be part of the study,

as the consultants will be determin-ing if the current building will be able to serve the community well in the future.

From here, a review/ selection committee will look over the seven RFPs received and select the team or firm it believes is most qualified.

Jorgensen said the timeline for the projects once a contract is ne-gotiated maybe as soon as 60 to 90 days.

does not regret her decision to be-come a Marine — her whole heart was in it.

Ennis followed a family tradition of Marine service — both her moth-er and father were Marines. In 2008, after graduating from Milton High School and Pensacola Junior College with her Associates of Arts at 17, she joined the Marine Corps.

“My parents instilled in me that if I was going to dedicate myself to something, I had better do it to the best of my ability; to never let my mind get the best of me; to stand up for what is right,” she said. “Disci-pline and respect were huge aspects in my home, looking back I may not have realized it, but those were the best aspects my parents could have raised me with.”

Ennis is now part of the Wounded Warrior Battalion in San Diego and is working on her Master’s Degree in Human Behavior through National University.

After completing her five-year commitment with the Marines this year, Ennis plans to continue in school to receive a Ph.D in Psychology.

“I am a firm believer in paying it forward,” Ennis said. “There have been a lot of people to help me along my recovery process. I want to turn around and help those who have suf-fered from similar situations.”

Ennis wants to one day work with Veterans Affairs or stay close with military mental health to help ser-vice members who are struggling with disorders like PTSD.

The Emerald Coast Young Ma-rines will be hosting a luncheon hon-oring Ennis at 11:30 a.m. Saturday at the Elks Lodge, 127 W. Pine Ave., Crestview.

Mobile, AlA. — SW Panhandle Search and Rescue K-9/Emotional First Aid Team, Inc. was awarded the “FBI Director’s Community Leadership Award” at the FBI training center in Mobile, Ala. This team partners with the FBI and local law enforcement in searching for missing persons in Alabama and Florida. They also educate their communities with the “Watch, Whistle & Wait” child survival program; “Morgan’s Vision” an Alzheimer’s and assisted living facility program; and the “K-9 Guardians of the Heart” program, a canine therapy team that provides comfort, companionship and unconditional love to our citizens in need.

The search and rescue team serves as an auxiliary team for both the Santa Rosa County and the Walton County Sheriff ’s Offices in the panhandle area of Flor-ida and for the Daphne, Ala. Police Department. Their highly trained canines were instrumental in locating 3 US Coast Guardsmen, whose helicopter crashed in Mobil Bay in Alabama; they worked the Caylee Anthony case in Central Florida and were an integral part for the search for the four babies thrown from the Dauphin Island Bridge in Alabama. They have done a number of searches in Escambia, Santa Rosa, Okaloosa and Wal-ton counties as well.

Since 1990, the FBI has publicly recognized individ-uals and organizations who have exhibited exemplary leadership within the local community and whose lead-ership has assisted the FBI and local law enforcement personnel in making safer communities. Each year, the special agent in charge of each FBI field office has the opportunity, with input from FBI employees, to select an individual or organization that has made a signifi-cant difference in the lives of others.

On Wednesday just after noon, a pedestrian identified by the Florida Highway Patrol as Demetri Stone, 19, Pen-sacola was struck while walking near the CSX tracks.

He was walking northbound on the railroad tracks south of Johnson Ave. at Chemstrand.

Reports say a CSX train was traveling north on the tracks approaching Stone. The engineer told police he sounded the train’s horn.

Stone told FHP he heard the train’s horn and stepped over the west rail continuing to walk along the outside edge of the rail on wooden pylons.

The front left corner of the train struck Stone on his right side. The impact threw Stone across Johnson Ave landing on the north side of roadway, according to FHP.

Witnesses told police Stone got up and began walk-ing around. He was taken to Sacred Heart Hospital with minor injuries. Alcohol was not a factor in the incident, according to FHP reports.

FoRT WAlToN beACH — “I have a warrant out for my arrest,” a Pace man de-clared after he was approached by a Fort Walton Beach Police officer for causing a traffic hazard.

On Dec. 17 the officer watched a man back his car into Miracle Strip Parkway, causing a hazard. The officer ap-proached the driver and immediately noticed a strong smell of alcohol. The man, identified as 32-year-old Shaun Robert Whiting, said, “I have a warrant out for my arrest.”

The officer conducted checks and discovered Whiting was wanted for pa-role violation in Escambia County. He also learned

Whiting’s driver license had been suspended mul-tiple times.

Whiting refused to perform field sobriety tests and was taken into custody.

sample. Further investiga-tion revealed he had been arrested for DUI four or more times.

He was charged with DUI, DUI refusal and DUI four or more convictions. His court date is Feb. 12.

NAVARRe — The cost to renovate the Navarre Beach Bridge has increased after “action levels” of lead were found in the span’s paint.

An action level is an Envi-ronmental Protection Agen-cy designation that in this case indicates the amount of lead exceeds safe levels and must be removed and disposed of as hazardous waste, Santa Rosa County Engineer Roger Blaylock said.

County commissioners voted Dec. 13 to approve a $769,497 budget amendment to cover the cost of the lead abatement.

“When it becomes an is-sue like that it requires a sig-nificant amount of testing, not just for the material but for the workers,” Blaylock said. “This is a very closely monitored project.”

Monitoring includes tak-ing blood samples of work-ers before, during and after

the job, Blaylock said.The discovery of the lead

came as a surprise, he said.The Florida Department

of Transportation reported before turning the bridge over to the county in 2006 that it had tested the span and found no lead present, he said.

“Documentation we re-ceived from DOT last year when we started the proj-ect indicated lead had been

abated on the bridge,” Blay-lock said. “In those docu-ments it described a past renovation project in which material removed had been collected, placed in 55-gallon drums and disposed of.”

The cost of the abate-ment, which includes haul-ing the lead to a hazardous waste site in another state, brings the price tag for the bridgework to $3.14 million.

The project began last

October. The original cost was being paid from $4 mil-lion the DOT gave Santa Rosa for maintenance when county officials agreed to take ownership of the 50-year-old bridge.

“We will be talking to DOT” about the misinfor-mation provided, Blaylock said. “I don’t know if we’ll go back and ask them for more money.”

The original contract with Structural Preservation Systems called for repairs to the bridge’s fender system, replacement of pedestrian railings, concrete spall and crack repairs, replacement of expansion joints and steel replacement and repair.

Blaylock said workers are removing the lead just ahead of those doing the renovation.

The timeline to finish the project has been extended 60 days, but contractors are “making every effort to keep to the March 1 time frame for completion,” Blaylock said.

Almost two years ago, U.S. News & World Report came out with a story titled “Educators Implicated in Atlanta Cheating Scandal.” It reported that “for 10 years, hundreds of Atlanta public school teachers and principals changed answers on state tests in one of the largest cheating scandals in U.S. history.” More than three-quarters of the 56 Atlanta schools investigated had cheated on the National Assessment of Educational Progress test, sometimes called the national report card. Cheating orders came from school administrators and included brazen acts such as teachers reading answers aloud during the test and erasing incorrect answers. One teacher told a colleague, “I had to give your kids, or your students, the answers because they’re dumb as hell.” Atlanta’s not alone. There have been investigations, reports and charges of teacher-assisted cheating in other cities, such as Philadelphia, Houston, New York, Detroit, Baltimore, Los Angeles and Washington.

Recently, The Atlanta Journal-Constitution’s blog carried a story titled “A new cheating scandal: Aspiring teachers hiring ringers.” According to the story, for at least 15 years, teachers in Arkansas, Mississippi and Tennessee paid Clarence Mumford, who’s now under indictment, between $1,500

and $3,000 to send someone else to take their Praxis exam, which is used for K-12 teacher certifi cation in 40 states. Sandra Stotsky, an education professor at the University

of Arkansas, said, “(Praxis I) is an easy test for anyone who has completed high school but has nothing to do with college-level ability or scores.” She added, “The test is far too undemanding for a prospective teacher. ... The fact that these people hired somebody to take an easy test of their skills suggests that these prospective

teachers were probably so academically weak it is questionable whether they would have been suitable teachers.”

Here’s a practice Praxis I math question: Which of the following is equal to a quarter-million — 40,000, 250,000, 2,500,000, 1/4,000,000 or 4/1,000,000? The test taker is asked to click on the correct answer.

CNN broke this cheating story last July, but the story hasn’t gotten much national press since then. In an article for NewsBusters, titled “Months-Old, Three-State Teacher Certifi cation Test Cheating Scandal Gets Major AP Story — on a Slow News Weekend” (11/25/12), Tom Blumer quotes speculation by the blog “educationrealist”: “I will be extremely surprised if it does not turn out that most if not all of the teachers who bought themselves a test grade are black. (I am also

betting that the actual testers are white, but am not as certain. It just seems that if black people were taking the test and guaranteeing passage, the fees would be higher.)”

There’s some basis in fact for the speculation that it’s mostly black teachers buying grades, and that includes former Steelers wide receiver Cedrick Wilson, who’s been indicted for fraud. According to a study titled “Differences in Passing Rates on Praxis I Tests by Race/Ethnicity Group” (March 2011), the percentages of blacks who passed the Praxis I reading, writing and mathematics tests on their fi rst try were 41, 44 and 37, respectively. For white test takers, the respective percentages were 82, 80 and 78.

This test-taking fraud is merely the tip of a much larger iceberg. It highlights the educational fraud being perpetrated on blacks during their K-12 education. Four or fi ve years of college — even majoring in education, an undemanding subject — cannot make up for those 13 years of rotten education. Then they’re given a college degree that is fraudulent, seeing as some have diffi culty passing a test that shouldn’t be challenging to even a 12th-grader. Here’s my question: If they manage to get through the mockery of teacher certifi cation, at what schools do you think they will teach?

Fraud leads to dishonest educators

We’re quite a reactionary society.

We don’t really work to prevent anything. Instead, we tend to wait for horrible things to happen then work to create something that would have prevented that thing.

For example, after 9/11, we quickly put together airport security so tough that passengers almost have to fl y nude. We take off our shoes. We remove our belts. We remove our watches. We agree to be patted down. We allow machines to scan us that can see our naked bodies. And we do all this to make sure planes are not hijacked and fl own into

buildings.Trouble is, that was the 2001

way terrorists got at us. They’ve moved on to other measures now. We know this because of other plots that have been thwarted. Obviously, (like the planes back in 2001) the best terrorist method is one nobody has thought of.

Still, we do all the things mentioned above. We also waved goodbye to many of the basic freedoms and rights we enjoyed before 2001, all in the name of safety. But does any of that guarantee there will not be another terrorist attack? Of course not. The next one will

come in an unexpected fashion.Most recently, we have

the tragedy at Sandy Hook Elementary School. It was horrible. Already, our local school system is scrambling to improve security. Nationally, we’re hearing another push for new gun control laws. Some have even suggested we no longer need guns at all and believe the Second Amendment should be repealed.

But this shooting (like so many others) is the random result of a mentally deranged individual. These tragedies are not the result of a glaring hole in security or a lackluster

enforcement of existing laws. And that’s where the problem materializes.

Even if guns were outlawed tomorrow, how would we ever round them all up? How would we know when we grabbed the last gun? And even if we were successful in destroying the last one of them, nothing would change. A mentally deranged individual will turn to whatever method is at hand. Sometimes all that’s needed is a little poison and some Kool-Aid.

Poison can come from something as seemingly innocuous as a mushroom.

Would we then have people talking about collecting every wild mushroom on the planet? Schools have chemistry labs. They typically have strong acids. Horrible things could be done using the acid.

Guns are simply not the only thing used to harm people.

And we’ll never get a handle on these things as long as we wait for them to happen and try to stop repeats.

What we need is some thought to general concepts that would stop multiple threats. Do we know what that is? No, but we know it hasn’t been found, yet.

and when I came out to start my car, the battery was dead. There were these good Samaritans and guardian angels parked next to me and came over to help me. They gave me a jump start with my jumper cables and followed me to Kmart. Even though the battery was only one year old, it wouldn’t work. They stayed with me and put a new battery in my car and made sure it charged. I got home without any more problems. I want to thank Johnny and Jody for their kindness. They just added more stars to their crown. Lena.

told back in November that the old bridge near the former Reggie’s was being repaired and a temporary bridge was to be built south of it. And then the old bridge torn down and a new one to be built in that location. Is that information correct, and if so, when? And is there any word on courthouse location, etc.? Everett, and I live behind Nichols Seafood. For the last 6 months, we’ve had to deal with this dropoff that they’ve created when they fi xed the booboo on this road widening. I am sick and tired of my vehicle getting beat to death dropping off this 6-inch dropoff every time I come into my neighborhood, and the state of Florida won’t do nothing. I’m just hoping that people that see this who go to Nichols Seafood and all these other businesses will get on the bandwagon, and let’s call Tallahassee and raise a little Cain. This is the most ridiculous thing I’ve ever seen in my life, with what they call themselves a road contractor in the state of Florida. They don’t have any oversight. Thank you.

I think it’s petty and vindictive of the other councilmen to force Main Street to remove those. Main Street is doing a great job on helping the downtown area, and I think the city is disenfranchising a lot of downtown business owners and volunteers. It’s middle school bullying. They need to grow up.

Now, evidently, and I would just guess having lived here all my life, that whoever wrote the opinion of the trial didn’t come from here. Whoever wrote the other opinion was born and raised right here in good ol’ Santa Rosa County.

Santa Rosa County has been chosen to receive $19,022 to supplement emergency food and shelter programs in the area.

The selection was made by a National Board that is chaired by the Department of Homeland Se-curity’s Federal Emergency Man-agement Agency and consists of representatives from The Salva-tion Army; American Red Cross; Council of Jewish Federations; Catholic Charities, USA; National Council of Churches of Christ in the USA; and The United Way of

America, which will provide the administrative staff and func-tions as fiscal agent. The Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.

A local board made up of The United Way of Santa Rosa County; Santa Rosa County; The City of Milton; The American Red Cross; The Salvation Army; Local Ministerial Association; Catholic Charities of NW Florida; The NW Florida Area Agency on Aging Inc.; Santa Rosa County Emergency Management; and

a homeless/formerly homeless or past recipient of services will determine how the funds awarded to Santa Rosa County are to be distributed among the emergency food and shelter pro-grams run by local service orga-nizations in the area. The local board is responsible for recom-mending agencies to receive these funds and any additional funds available under this phase of the program.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must be private voluntary non-profit or units of government,

have an accounting system, practice nondiscrimination, have demonstrated the capability to deliver emergency food and/or shelter programs and if they are a private voluntary organiza-tion, they must have a voluntary board. Qualifying organizations are urged to apply. Deadline to apply is 4 p.m. on Friday, Jan. 25. Any application postmarked by this date will be considered.

Santa Rosa County has dis-tributed emergency food and shelter funds previously to South Santa Rosa Interfaith Ministries Inc. This agency was responsible for providing emergency shelter

assistance to 84 people and utility assistance to 158 people who had no other resources with which to meet their own needs.

Mike Bradshaw 57 passed away on December 13, 2012, from cancer. Mike was born in Yuma, Arizona on December 9, 1955. He met his wife Hettie in Azusa, CA where he was an auto mechanic for many years, He later schooled as a Machinist and held that position for 25 years. In 1983 he joined the U.S. Navy as a Gas Turbine Mechanic but was Honorably discharged in 1985 after the death of his son. He resided in California for many years before relocating to Milton, FL Mikes passion was dirt

track racing at Southern Raceway, he had a wonderful talent for making things ‘run’; he built and rebuilt motors, and was THE ‘motor man’ on B & W Racing Team, he also

owned his own Mobile Truck Service company for many years. Mike retired in 2012 with hopes of traveling out west in their motor home with his wife, the journey was to begin this year.

Mike passed away with his family by his side. He resided in Milton, FL., and is preceded in death by his father Raymond

Bradshaw, his mother Marie Wunder, and his son Kenneth Bradshaw. He is survived by his wife of 32 years, Hettie Bradshaw, his daughters Lisa and Traci Bradshaw, his sisters Neola Larabee, and Celina Worman. His brother in-law Gary “skippy” along with his nieces Joana Worman, Laura Eckhoff, Tracy Lynn and nephew Mike Wilbar.

We will always remember, his jokes, stories, his very presence. We miss you Mike, you have left a hole that will never be filled. God Bless You — it’s time to be with your son Kenny.

Lavern Clarice “Aunt Burn” Williams, age 76, of Milton, Fla., passed away Dec. 28, 2012. She was born Jan. 16, 1936, in Milton, Fla., to the late Ray G. Lewis and Mary Alice Hollana Lewis.

Lavern was a school bus driver for over 10 years with Santa Rosa County School System. She was a member of Pine View Methodist Church. She loved to play

bingo and visiting family members.

Survivors include two daughters, Mary Ann (Michael) Douglas of Petal, Miss., and Carol Loren (Steve) Worrell of Wiggins, Miss.; three stepsons, Danny McNamee of Jacksonville, Fla., Bill “Will” (Corrine) McNamee of Tacoma, Washington and Donald (Lynda) McNamee of Jackson, Miss.; a grandson,

Chase Miller; a brother, Jimmy (Terry) Lewis of Allentown, Fla.; two sisters, Doris (Romine) Borders and Mary Corn, all of Allentown, Fla.

Florida Fish and Wildlife Conservation Commission

The Florida Fish and Wildlife Conservation Commission will host a series of public meetings in late January to help shape the future of deer management in the Florida Panhandle.

“We are working on an exciting project to establish deer management units throughout Florida,” said Cory Morea, the FWC’s Deer Management Program coordinator. “We are looking at the Panhandle fi rst, but we are moving to a new model of deer management in the state in which hunters and other stakeholders will have a greater impact on deer management decisions.”

DMUs will divide the state into smaller geographic areas where deer population characteristics are similar. The state is divided into four management zones that are used to set hunting season dates based on deer breeding chronology. As proposed, DMUs will be smaller units within zones and allow the FWC to manage deer on a more local level based on the preferences of hunters, farmers and other interested stakeholders.

Two DMUs are

proposed for Zone D, which encompasses much of the Florida Panhandle region (western portions of Gadsden, Leon and Wakulla counties and all counties west of them). One unit would cover the area south of

Interstate 10 and the other north of Interstate 10.

The new DMUs are

intended to allow the

FWC more fl exibility with

deer management based upon the deer population, habitat conditions and public

preference within each of the units.

“We surveyed hunters, farmers and other members of the general public to determine attitudes and opinions regarding deer management, and we will be sharing the results of that survey at the public meetings. We will also present information on the DMU model and will be gathering public input on deer management preferences,” Morea said.

For people who cannot attend any of the meetings, there will be other opportunities to learn about this project and provide input.

“We have information on

our website, and we will be accepting comments online,” Morea said, noting public input will determine what changes might be made and that “no changes” is an option. “This project is about managing deer based on public preference.

“Of course, we wouldn’t do anything to risk the sustainability of this valuable public resource, but deer densities and other deer management preferences, such as antler regulations, can be better suited to public preferences using the DMU model.”

A technical assistance group, composed of members of the public, will

be established to review all available public comments and make recommendations to the FWC on the two DMUs within Zone D. The public meetings and the TAG will be facilitated by a third-party vendor, Normandeau Associates, which will develop a summary report to the FWC.

Up to 25 TAG members will be chosen based upon their expertise, their representation of an important interest group and their willingness to dedicate some time to better deer management in Zone D. Anyone interested will be able to apply for TAG membership at the public meetings or on the FWC’s website.

Finding a place to let Fido run free in Milton soon will be a prob-lem of the past.

Santa Rosa County on Thurs-day transferred management and operational rights of Opti-mist Park to the city, which is working to open a dog park on the location.

“We did find that we had a

need (for a dog park),” said Brian Watkins, Milton city manager. “We had allowed dogs at north end of Russell (Harber) Landing, but now that improvements have been made we don’t allow them there anymore.”

Optimist Park, 6244 Old Bag-dad Highway, has a walking track, playground and two ball fields. North of the track, the city has put up fences around the large open grassy area for the off-leash dog area.

The city is preparing to open the park officially. Watkins said the city plans to put watering sta-tions, benches, shade structures and other improvements to the dog area.

“We had been holding off until the agreement was official. We’ll get started on working on the park now. We’ve ordered signs and are waiting for them to come in,” he said.

The park should be open with-in the next month, Watkins said.

Hunter Walker, county admin-istrator, said the city and county had an agreement last year for Milton to use the ball fields for programs.

“We weren’t programming out of there and (the city) came to the board and requested that we enter an agreement to use for women’s softball program,” Walker said. “Our only stipulation for them (taking the whole park) is that in the event of a (natural or other disaster) the city would

allow the county to use it.”Watkins, said the city’s youth

sports program had expanded to the point where they needed to use more parks. In the mean-time, the need for a dog park had become evident.

“We thought, ‘Boy that would be a nice area,’ ” Watkins said of the grassy area at Optimist Park.

Improvements are being com-pleted now at the dog park. Wat-kins says it should be completed in about 30 days.

Milton plans to open new dog park

CHIPLEY — The Florida Department of Transportation is providing a weekly up-date on the Avalon Boulevard multilane projects in Milton.

• U.S. 90 to Commerce Road: Crews con-tinue side street paving operations and completion of miscellaneous activities throughout the project. Drivers could expect daytime intermittent lane restric-tions between Commerce Road and U.S. 90. Estimated completion winter 2013.

• North of CSX Railroad Bridge to south of Commerce Road: Weather permitting; crews from Panhandle Grading & Paving will begin performing asphalt work. Drivers can expect intermittent and alternating daytime lane closures. Estimated com-pletion winter 2013.

• South of Moors Lodge to CSX Railroad: Crews continue work on the access road. No planned lane closures at this time. Estimated completion fall 2013.

• I-10 to south of the Moors Lodge: During the next two weeks crews, will be plac-ing the structural course on the new southbound roadway. Workers continue sidewalk construction and curb and gut-ter tie-ins at various locations between San Juan Street and San Pablo Street. Northbound bridgework continues. Es-timated completion fall 2013.

STAMFORD, Conn. — The American Insti-tute For Foreign Study, a leading study abroad organization, said Shakespeare’s Globe Education Theater Program has been selected by the Fulbright Commis-sion as one of their prestigious Summer Institutes for the next three years.

Three Fulbright scholarship winners will attend AIFS’ Shakespeare’s Globe Education Theater Program from 2013 to 2015. Award winners will have the majority of their program costs covered including round-trip airfare, tuition and fees, accommodations, insurance, social

program and meals.On the Shakespeare’s Globe Educa-

tion Theater Program, students spend three weeks at Shakespeare’s historic Globe Theater in London, where they will study intensively with actors, direc-tors and other theater practitioners. The program runs June 17 to July 5.

Students applying for the Fulbright award should submit their application materials to the Fulbright Commission.
