1. Introduction
National Informatics Centre (NIC) is a premiere S&T organization of the Government of India in the field of Informatics Services and Information Technology (IT). NIC has established a nationwide ICT Network – NICNET – with gateway nodes in Central Government Departments, 35 State/UT Secretariats, and in almost all 602 District Collectorates, for IT services. NIC District Center established in Morena District in January 1989 and NIC District Centre providing effective ICT support to the District administration and Judiciary administration of the District Morena.
The following sections describe the various major activities at NIC, Morena during the last one year.
2. Infrastructure of DIC Morena
The DIC Morena is equipped with stateof the art computing and communication facilities.

3.1 Letter Monitoring System (LMS)
v Letter Monitoring System is a window based, event driven Application v Software is currently operational at Collectorate, Divisional Commissioner. v Project is based on standard template v Project is based on V.B. 6.0 platform & MSACCESS 2000 as back end v DVBTTSurekhEN font is being used for Data Entry screens, Query and

v Complaint Monitoring System is a window based, menu driven Application, aimed at empowering the monitoring of Complaints Received from citizens v The Application is developed in V.B. 6.0 platform & MSACCESS 2000 as back end v DVBTTSurekhEN font is being used for Data Entry screens, Query and Reports. v The Application is operational since the month of May 2004 v Total number of records entered & processed by the user during the year are “2637”

3.3 Time Limit MIS (TL) :
v Time Limit Paper Monitoring System is a window based, menu driven Application, aimed at empowering the monitoring of DO and important letters Received from Divisional Commissioner and GoMP related to time limit v The Application is developed MSACCESS 2000 v Kruti dev 010 dynamic font is being used for Data Entry screens, Query and Weekly Reports are being generated OIC wise for review in TL meeting. v The Application is operational since the month of March 2006 v Total number of records entered & processed by the user during the year are “1062”

3.4 Labor Data Management Information System (LDMIS)
v Labor Data Management Information System is a window based, menu driven Application, aimed at empowering the monitoring of Laborer data of beneficiaries of Urban and Rural areas of the district. v The Application is designed, developed in .NET as front end tool & SQL SERVER 2005 as back end v KritiDev 010 font is being used for Data Entry screens, Query and Reports. v Block wise, Beneficiaries wise reports can be generated for monitoring purpose v The Application was implemented and operational since August 2010 v Total number of “21510” records entered & processed by user till Dec. 2012.

5. QMS – Implementation at Morena
As per the Quality Management Policy ( QMS) of NIC our center has already taken all the necessary steps for effective implementaion of QMS.
6. Web Site development & Updation
NIC Morena has updated the district website for necessary changes on time to time. The following web sites developed and updated by NIC Morena as and when required :

7. Email / Internet Connectivity provided
l So far “59” users of Government Departments are using EMail facility under NICNET domain to access Email account.
l State of the art 34 MBPS leased line and router base connectivity has been provided to users for fast and hazel free Email / Internet access.
l Extension of 34 MBPS Leased line, round the clock provided to:
• Head Post Office, Morena
• Divisional Forest Office, Morena
l Extended 2 LAN nodes in Collectorate Local Area Network. Total 30 Nodes operational under NICNETLAN at Morena.
8. Training Programs organized
In addition to the abovecited activities NIC, Morena has organized various training programs to State & Central Government Staff of various departments on Basic Computer Fundamental & Internet Usage and provided training materials to participants. The details are given below:

9. TrainingcumWorkshop Organized during 2012
Successfully organized Training/workshop on eUparjan offline & online application on 28 th ,29 th Feb and 1 st March’12 attended by 43 DEO& Society Managers, Runners(12) and District officials concerned.
Successfully organized District level training and orientation programme for Animal Husbandry Officials under NADRS project on 2.3.2012 attended by 15 participants. Soft & Hard copy of District & Block level User Manual provided to them.
Successfully imparted training to Janpratinidhi (150) of Ambah and Porsa block on Lokseva Guarantee Act 2010 at Janpad Meeting Ambah and Porsa on 1.10.2012 in 2 sessions.
Successfully imparted operational Training on LSK portal http://lokseva.gov.in/training to 110 DO and DAO in 4 batches at Govt. Polytechnic College Morena.
Successfully organized Training/workshop on eUparjan offline application on 28.12.2012 attended by 52DEO& Society Managers, Runners(12) and District officials concerned at Govt. Polytechnic College.

11. Miscellaneous Activities
l SECCENSUS 2011 : Extended complete ICT Support to District Administration for Computerization of SECCENSUS2011 project. Conducted “7” VC sessions, Implementation of online application (https://seccensus.nic.in), creation of USER and its permissions to Charge level Officers, Nodal Officer and Vendor etc. Extracted and Viewed SEC Census 2011 image files data of Rural and Urban Area of Morena District provided by Vendor.
l AGMARKNET : Successfully implemented/reinstalled AGMARKNET s/w in 07 KUMS of Morena for Daily Market Rate transmission in AGMARKNET portal. Monthly Status of Daily Market Rate put up to DM. Reinstallation of AGMARKNET s/w on KUMS, Sabalgarh m/c.
l Mandi Election 2012 : Implemented PPFRS software for Deployment of Polling Personnel during Mandi Elections 2012 for 7 Mandis in the District. Employee data of 6500 of 260 offices entered and Checklist of Department wise Employee list, Randomization of Polling Personnel, List for Training I and II, Duty orders of Polling Personnel, Decoded list of Polling party corresponding to Polling Station, List of Polling Station corresponding to Team Code, etc for 709 parties formed using PPFRS for Mandi Elections 2012 for 7 Mandis in the District. Round the clock ICT support to complete the task related to Mandi Elections 2012 process within time limit.
l Euparjan 201112 : District level User Manual provided to users. Downloaded eProcurement s/w setup and IME from FTPMP and installed in 43 Laptop of eProcurement centres of District. Imparted software training to DEO, Runner and Society Manager users of 25 eProcurement Centres on 28.2.12 & 29.2.12 respectively. Provided training to 41participant including DEO, Society Manager on EUparjan on 1.3.12, Installed final version of Euparjan SW in all 43 client machines in 3 days, final printout of farmers given, final training to 13 runner for uploading/downloading data. Runner module ver 1.0 downloaded and provided to runners to upload/download data of 43 societies of euparjan. Demonstration of 2nd Phase Data, Society New.exe and Compact Repair DB.exe and Runner 2.0 to Data Entry Operators, Runner at NIC Morena. The hands on session done by them using the laptop procured by Societies for wheat procurement during the training. Technical support and troubleshooting for eUparjan MIS. Visited various procurement centre under e Uparjan project for the implementation, technical support and timely data transmission. ICT support for Finalization of euparjan project, database backup, final database uploaded and generated reports for societies. eUparjan 2012 project feedback sent to MPSC. Round the clock complete ICT support to 43Societies for successful implementation of euparjan 201112 offline and online module, Runner module including its Installation, Training, Daily Reports, Reinstallation, backup, Feedback etc within time limit.

l Lok Seva : Creation of 137 New user/ids and password in the new website. Downloaded RFP Document and provided to DM. Attended software training through VC and also attended VC session on 27.4.2012 reviewed by PS, PSM dept. M.P. Bhopal. Visit of Lok seva Kendra Janpad & Nagar Palika Morena on 25.9.2012 along with DM. Configuration of Digital Signature Certificate for District Manager and other officials. LokSeva S/W Test RunFeedback. Verification DSC forms of User, S/w Training imparted to LSK operators and Manager on 31.8.12 at Govt. Ploytechnic College. Imparted training to JANPRATINIDHI (150) of PORSA & AMBAH Block on LSGA 2010 process. Imparted operational training on web based LSK s/w ( http://lokseva.gov.in/training) to Designated Officers & DAO(110) in 4 batches at Govt. Polytechnic College Morena. http://mpedistrict.gov.in .
l eUparjan 201213 : Imparted training to DEO(52), Runner(11) and Society Managers(52) on offline eUparjan Application and Runner 4.0 module at Govt. Polytechnic College Morena on 28.12.12. eUparjanWheat2013 and Runner Version 4.0 downloaded on 29th Dec12 and installed in 52 Societies laptop on 31.12.12 for Farmer Registration process.
l NADRS : Successfully Coordinated & support for implementation of NADRS project at 7 Blocks and District Veterinary Office. Conducted District level training and orientation programme for Animal Husbandry Officials under NADRS project on 2.3.2012 attended by 15 participants. Visited NADRS 7 nodes and provided Block level user manuals and District level user manual to Deputy Veterinary Officer. H/w related problems conveyed to HCL as per procedure.
l LRMS : Implementation and support for Bhuabhilekh(CLRMPV3R4) and BHUNAKSHA s/w at all Tehsil machines of District. Reinstalled CLRV3R4 in Sabalgarh Tehsil m/c on 18.12.2012. Backup restored twice in Sabalgarh m/c. Yearend done.
l BHUNAKSHA : Successfully installed and implemented BHUNAKSHA s/w at all Tehsil machines of District.
l eScholarship : Implementation support for web application to Nodal officers/Institute level for locking, processing of applications of 20125 records in the district. ( http://www.scholarshipportal.mp.nic.in )
l Video Conference : Successfully organized/conducted 542 VC sessions attended by 2514 officials including 12 VC of Honorable Chief Minister high priority program Samadhan Online, PARAKH ; ‘9’VC Social Welfare Schemes of CM&CS and “12”Law and Order VC, CM/CS VC for IG/Commissioner etc. Conducted Transport Commissioner VC on 19.10.12 from NIC Morena. Attended Election Commission of India VC on 12.10.12.

l PARAKH : Successfully conducted ‘10’ Video Conferences of Honorable Chief Secretary of Govt. of M.P. on PARAKH. Implementation support for Basic Amenities Services Monitoring System at 7 blocks consisting of 815 villages and ZP for timely transmission of data and its follow up action in PARAKH web site. Updated contents on CEO ZP website http://zpmorena.nic.in.
l CONFONET : Coordination & Support to District Consumer Forum for implementation of CONFONET project. Successfully conducted CONFONET e learning Session attended by Steno of District Consumer Forum
l IDSP : Coordination and ICT support for implementation of Integrated Disease Surveillance Project in DSU. Attended IDSP Elearning session. Extended ICT support to implement ‘Mother & Child Tracking System’ and Janani Suraksha Yojna in CMHO/CS.
l CIPA : Coordination and ICT support to Superintendent of Police for implementation of Common Integrated Police Application (CIPA). CIPA ver 1.17c s/w running in ‘5’ Police Stations of Morena in PhaseIII. FIR3100 Approx.
l ECourt : Successfully Coordinated & ICT support to District Court for implementation of Court Information System including Training of officials, PAYROLL 2011, Email, etc. Visit of Ambah, Joura, Sabalgarh, Sub Judicial Courts for Physical Verification of Penta Scanning LAN report along with CE of Tacker Technologies Pvt. Ltd, New Delhi. Extended help to filled up Internal Audit Questionnaire on PPMS.
l Implementation support for Monthly DIARY of Officers, Tour and Revenue Cases Monitoring System Web Application at Div. Commissioner office and training imparted to concerned staff. Scanned the Annual Property return of Div Commisioner officials and uploaded on the website. Updated Divisional Commissioner Web site as and when needed.
l Successfully Implemented web based Vidhan Sabha Question Reply Management System (VQRMS).
l MP Social Justice Dept eGovernance portal (SPARSH) : User id and password reset and tested for all 16 users (Urban/Rural) of the District and guided to user department for its implementation. Attended demo in VC session.

12. Conclusion As described in the foregoing sections, NIC, Morena has

Subsequently M.P. State Civil Supply Corporation Morena and NIC District Centre Morena conducted Three Days Training Program on ‘eUparjan Software’ on 28 th , 29 th Feb and 1 st March 2012 held at Govt. Polytechnic College Morena for Data Entry Operators, Runner and Society Managers of District Morena (M.P.) Sh. G. K. Shrivastava, Assistant Supply Officer Morena welcomed the gathering and emphasized an urgent need of this application to monitor and systematized the wheat procurement on minimum support price as per the guideline issued by Commissioner, Food & Civil Supply, Govt. of MP.
In Morena District, there are 43 procurement centers spread in 6 Tehsils. Three days training organized by NIC Morena from 10:30 AM to 5:30 PM on offline euparjan application and online module. The District Supply Officer,Morena, Sh.Arun Jain, of MP CSC Morena, 43 Computer operators, 43 Society Managers and 12 Runner attended the training program. DIO NIC Morena, Dilip Shitoley imparted the training for effective maintenance of hardware, which will use at procurement center during euparjan. He also explained the objective and scope of the eUparjan application. All the features of the “eUparjan Application” also explained to all participants and Do’s and Dont’s. One Day Training Program on ‘eUparjan–201213 Software for Farmer Registration Application’ on 28 th December 2012 at 10:30 AM to 5:00 PM, held at Govt. Polytechnic College Morena for Data Entry Operators, Runner and Society Managers of District Morena (M.P.)
On the request of M.P. State Civil Supply Corporation Madhya Pradesh, NIC Madhya Pradesh State Center, Bhopal conceptualized, designed and developed “eUparjan 201213 offline Application” – in consultation with department of food and civil supply, govt. of M.P. The product is an effective, efficient and transparent system for monitoring the procurement center wise status of daily wheat procurement in the state.An online module namely, Online Procurement Monitoring System 2013 also developed to get consolidate reports on Wheat Procurement at State, District and Other user level.
Subsequently M.P. State Civil Supply Corporation Morena and NIC District Centre Morena conducted One Day Training Program on ‘eUparjan 2012 13 Software’ on 28 th Dec’ 2012 held at Govt. Polytechnic College Morena for Data Entry Operators, Runner and Society Managers of District Morena (M.P.) Sh. G. K.
