CALL TO ORDER Federation President Larry Cunningham called the NARFE Tennessee Federation Executive Board meeting to order at 1:00 p.m. (CDT) on February 17, 2011, and welcomed everyone. John Cushenberry, Chapter 1576, Hermitage/Donelson, Hosts for 2011 Convention, was not present at roll call (arrived Friday, Feb. 18). READING OF MINUTES OF PREVIOUS BOARD MEETING BY LYN DA LEMAY Federation President Larry Cunningham waived reading of the minutes from the previous Board meeting of August 19-20, 2010. These minutes were reviewed, approved, and corrections made by Officers. Ronnie Collins posted on the NARFE Tennessee web site. All Officers received a final copy via email. A motion was made to accept the minutes, seconded, and they were passed by the Board. WILLIAM (BILL) MARTIN, REGION X VICE-PRESIDENT Region X Vice-President Bill Martin spoke to the Federation Board. Mr. Martin said an email would be sent notifying of an opening in Region X for a Pre-retirement Seminar Regional Coordinator to market the PRS program. This person must have a graduate level of experience or equivalent in Sales or Marketing. Bill Martin talked about e-chapters (electronic). National Vice-President Paul Carew is a strong supporter of e-chapters. He talked about the NIAC, National Internet Advisory Committee, of which Region X has two of the five people on the Committee. Paul Carew is head of the Committee. There may be some meetings by Go-To-Meeting. The Committee members have met only once. They will meet with the National Legislative Conference and make a presentation next week. The Committee will meet with all Federation Presidents in July 2011. Another Committee Mr. Martin talked about having high hopes for is the Membership Committee. This Committee has ten members, five of which will be on recruitment and five on retention. The handouts on questions and responses from National HQ through the Contact the National President on the NARFE website and M&R Strategic Services Draft NARFE Campaign Plan dated January 11, 2011, were discussed. The three parts of the M & R Plan are Core Messages, Advocacy Approach, and Media Approach. These parts are identified, and a discussion is held. A discussion of the NARFE budget was held. Region X VP Bill Martin talks about cuts that may be made, including entitlements, Social Security, Medicare, Medicaid, and Defense. Federation President Larry Cunningham held a discussion on placing magazines in federal buildings and how important it is. J. C. Whitney, Membership Chairman, said regarding getting magazines in public libraries, it is working. He asked if there is a chance to get HQ to back making NARFE magazines available in federal buildings. In large government buildings, it may not be feasible, but a small post office such as in a community would be good.

He also provided a Recap of NARFE National Membership. J. C. Whitney informed the Board that he will not accept the position as Membership Chairman following the Convention in April. JIM GLENN PRESENTED A REPORT OF THE LEGISLATIVE CHA IRMAN (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER I NFORMATION. CAREY FRAZIER PRESENTED A REPORT OF THE IMMEDIATE P AST PRESIDENT (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER INFORMATION. LYNDA LEMAY PROVIDED A REPORT OF THE FEDERATION SEC RETARY (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER I NFORMATION. Federation President Larry Cunningham suggested sending the request for deceased members for the memorial at the Convention to all Chapter Presidents. Federation Secretary Lynda LeMay will work on this. LARRY MINNIEAR PROVIDED A NARFE-PAC CONTRIBUTION ST ATE-CHAPTER REPORT OF THE NARFE-PAC CHAIRMAN, AND IT CAN BE REF ERRED TO FOR FURTHER INFORMATION. Glenda Huff, Financial Secretary, said the M-114 coming out in October worked much better with the newsletter. The resolution submitted by Ronnie Collins will cover some of the problems with the dues and will be presented at the Convention in April.

JOAN GATES PRESENTED A REPORT OF THE ALZHEIMER’S CH AIR (ATTACHED) AND IT CAN BE REFERRED TO FOR FURTHER IN FORMATION. There is a new Alzheimer’s Coordinator Manual. Chapters will be able to use chapter dues for Alzheimer’s donations. The National office is going to change this (rescind it by letter from National) to where they will be able to claim the donations. Joan Gates said the Alzheimer’s contact from National is now Clara Weston. RONNIE COLLINS PRESENTED A REPORT OF THE NETWORK CO ORDINATOR-WEBMASTER (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER INFORMATION Federation Network Coordinator-Webmaster Ronnie Collins said it would be good if the National Office helps track the invalid email addresses, but they said they didn’t keep a list of the invalid email addresses. Mr. Collins provided a copy to each Board member of each chapter’s email address updates and alternates. He added that he is working on sending the Federation Newsletter by email. J. C. Whitney, Membership Chairman, said he needed something in place to notify of presidents that have changed. Larry Cunningham receives every F7 and sends it to Ronnie Collins, who updates and keeps up with these. MAX COATS PRESENTED A REPORT OF THE NEWSLETTER EDIT OR. A question was asked from the Board if it is necessary to have a January newsletter. After some discussion, the consensus of Board members was that the January issue is important, but there would be a better effort to have information to the editor by the first of December. Max Coats added that there is not adequate information to put into the newsletter. Since there is no limit to what can be put in the newsletter, everyone needs to work on submitting articles. When you have 4,300 members and the newsletter costs $6,500-$7,500, there should be more than four or five pages. The editor has collateral duties such as responding to NARFE members that have questions not answered by other means. Currently, Chapters are being encouraged to send articles to be included in the newsletter. These articles can include achievements of each Chapter, something unique to increase membership, etc. MARIE ANGLIN PRESENTED A REPORT OF THE FEDERATION T REASURER (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER I NFORMATION. Federation Treasurer Marie Anglin provided a Federation Financial Report and Budget and Expense Report, 4th Quarter, ending December 31, 2010.

Federation President Larry Cunningham asked for a motion to accept the Treasurer’s Report. A motion was made, seconded, and all voted in favor of accepting the Treasurer’s Report. Federation President Larry Cunningham provided the Actual to Projection 2010. Projected through June, we did not have sufficient funds for what was projected to be paid out. He asked that the Board be ready on Friday to discuss this. Meeting was adjourned for the day at 4:30 p.m. FRIDAY, February 18, 2011 Meeting was called to order at 8:30 a.m. by Federation President Larry Cunningham. REPORTS BY FEDERATION OFFICERS, CONTINUED TOM DUNCAN PRESENTED A REPORT OF THE PUBLIC RELATIO NS OFFICER (ATTACHED), AND IT CAN BE REFERRED TO FOR FURTHER I NFORMATION. Tom Duncan, Public Relations Officer, said a Candidate application was submitted for Glenn Turner for the GEICO Public Service Award. There is monetary as well as travel money to Washington, D.C. It will be presented in May 2011. If he wins, this will be good for the Tennessee Federation. He added that NARFE Tennessee is looking at trying to get the videos from the National NARFE Convention. The ones in Grand Rapids, Michigan, were on the pattern of Title Max. The videos could be shown at the Tennessee State Convention in Nashville, Tennessee, this year. Tennessee public broadcasting would be another idea. BUDGET Federation President Larry Cunningham led a discussion of the Tennessee Federation Budget and Expense Report, Finance Committee Report, and cuts that may need to be made for this year. With the new 10 percent fund, we will get more back from NARFE national. Larry Cunningham discusses the Yearly Expense Overview with the Board. Federation President Larry Cunningham said he would like an article for the newsletter sent from each Chapter at each issue. With 4,300 members, there should be an article from each East, Middle, and West Tennessee Chapters. He continued that there should be a small amount of Chapter Officers Training this year at the Convention. This training should be to show them how to get on the National website. This should be approximately two hours in the afternoon. There will be no monetary benefit.

BUDGET CUTS Federation President Larry Cunningham goes over the budget cuts from the August 2010 Board meeting. The following items from the Board meeting were included in the cuts for 2011: Send only one to the Region X Conference: The Region X Conference is to be held in Corbin, Kentucky, in 2011. Bill Martin, Region X Vice-President, added the conference will include Membership Marketing and Retention, Public Relations, and Service Officers. After some discussion, it was decided to send four - President, Public Relations, First Vice-President, and Membership Chairman. Federation President Larry Cunningham asked for a motion to send four people to the Region X Conference. A motion was made, seconded, and all were in favor of sending the four to the Region X Conference. Send no one to the National Presidents’ Conference: After discussion, it was decided to send the Federation President to the National Presidents’ Conference in Reno, Nevada. Carey Frazier, Immediate Past President, made the motion to send the Federation President to the Conference, it was seconded, and all were in favor. Federation Treasurer Marie Anglin amended the motion to also pay expenses for the President. The motion was seconded, and all were in favor of paying all expenses for the Federation President to attend the National Presidents’ Conference. OLD BUSINESS There was no old business presented. NEW BUSINESS CHANGES TO POLICY MANUAL After a lengthy discussion on whether to change the issue dates for the newsletter, it was decided by the Board to leave the newsletter as is in the Policy Manual, page 4, under Newsletter Editor, c. Page 7, under VI. Authorized Travel, e. Chapter Officer Training, change the paragraph to read, “The Federation shall provide Chapter Officer Training at each Convention. All Chapter Officers and interested members are encouraged to attend.”

A motion was made, seconded, and all were in favor. Page 6, under VI. Authorized Travel, third paragraph, second sentence, change to read, “Sunday travel will be authorized as needed.” A motion was made to change authorized travel to as needed, seconded, and all were in favor. Page 7, under VIII. Convention Dates, change as follows: “2011: April 18-19 2012: April 16-17 2013: April 15-16 2014: April 21-22 2015: April 20-21” A motion was made to change Convention dates, seconded, and all were in favor. CHAPTER PROXIES Federation President Larry Cunningham said he needed to get with the chapters in their respective areas to find someone from every chapter and if they need a proxy. 2011 STATE CONVENTION John Cushenberry from host Chapter 1576 presented additional information on the 2011 State Convention to be held in Nashville, Tennessee, in April. It will be at the Radisson (Music Valley Drive) at Opryland. Opryland Hotel chefs will be preparing the food. Federation President Larry Cunningham asked that before the program is printed up that John Cushenberry send it to him for review, and he will send to the Board members. John Cushenberry agreed to this. He said that March 11th was the deadline to have information in for the program. A table for NARFE-PAC is needed at the Convention. John Cushenberry said eight tables are right outside the Convention Center door. John added the sound system was extra, because the system they had was not adequate for the Convention Hall. Federation President Larry Cunningham added that if you have not made reservations, please do so. The Board meeting will be from 11:00 a.m.-12:00 noon, and Committees will meet from 2:00 p.m.-3:00 p.m. Training is from 3:00 p.m.-5:00 p.m. We will need some legislative training. Rooms are available for committee meetings that can be closed off. Parking is free. There is no restaurant inside the hotel. There is a café on site. Rooms are in the process of being renovated. FEDERATION PRESIDENT LARRY CUNNINGHAM SCHEDULED THE NEXT BOARD MEETING FOR AUGUST 18-19, 2011, AT THE RAMADA INN IN LEBANON, TENNESSEE. 2012 STATE CONVENTION REPORT Larry Henderson provided the 2012 State Convention Report (attached), and it can be referred to for further information. He asked for questions. The next meeting was scheduled for the week after the convention. Federation President Larry Cunningham said he is looking for a host for the 2013 Convention in East Tennessee. This is normally brought up at the Convention. Federation President Larry Cunningham said last year Carey Frazier sent out the instruction sheet for the Committee chairs. It is in the Convention Planning Book. John Cushenberry said each Federation Committee needs to update to the current cost of what that Convention is. The Committee Planning Book can be found on the NARFE TN website under LIBRARY. The Board discussed the Federation having a Facebook page since the National office has one. There are 13-14 chapters that have them. Federation President Larry Cunningham asked for a volunteer to set up Facebook for the Federation, and First-Vice President John Wells agreed to work on this. Federation President Larry Cunningham asked for a motion to adjourn. It was seconded and accepted. And installed officers at both (a very long day).

TN FED MEMBERSHIP ACTIONS TAKEN 12 Feb 2011 1) I didn’t make any Chapter visits but I did get involved in a few “discussions” via e-mails. I provided Ms Joan Gates the October Membership Totals that she needed for the Alzheimer’s year-end report. Sent an e-mail to Bill Martin stating the M-111 Officer Roster was pretty screwed up and could something be done about it. (The M-111 is still screwed up.) In response to an e-mail from Larry Cunningham, got a member transferred from Knoxville Chapter 204 to Clarksville 870 (she was from Dover, 25 miles from Clarksville). Tried to assist Larry Henderson with the problems he was having with Chapter 793, West-Ken-Ten, but really wasn’t that much help but I did send him some Chapter Pamphlets to give to the newly assigned officers. 2) Membership Totals: I’ve provided the Membership Monthly Summary Report covering from April 2010 thru January 2011. Ya’ll can take a look at your respective chapters and see how the numbers increased or decreased and also see what the total membership was in April 2010 and what it is thru January 2011. This report shows the Total Voting Members, Non-Voting Members, and then Total Membership. Any questions on this report? 3) Now take a look at the NARFE National Membership Recap Report. This report reflects the running monthly totals from January 2010 thru December 2010. I have noted the four months showing an overall gain of members which are May, October, November, and December. The remaining eight months which show an overall loss of members, are shown in red on the second half of the report. We had an overall loss of 9,367 members for the entire year. This figure is 1,952 higher than the loss for 2009 of 7,415 NARFE National Members. These are the numbers that we have to figure out a way to turn around and start showing an overall gain of members. The last three months of the year were fairly good in that we gained a total of 1,477 members and maybe this trend will continue throughout year 2011. I’d like to point out on the Membership Losses, that the “Dropped For Non-Payment” column reflects 78% of the 40,020 total members lost, while the “Reported Deaths” were only 21%. The 78% is the number that we must hone in on if we are going to turn around our retention problem. Here’s an interesting observation - - the number of members being dropped for non-payment has been virtually identical for the last three years; year 2008 it was 80.5%, year 2009 it was 78.3% and year 2010 it was 78%. Seems like not much is being done to overcome the retention problem that we’re faced with. Any questions on this report? 4) I’d like to pass on some more “Membership Woes” and then I’ll get off my soap box. The NARFE National Membership Totals have ONLY shown a positive growth for five individual years since 1986. The five years are: 1986, +541; 1993, +1,330; 1994, +4,140; 1995, +799; and 1999, +4,275. All of the other 25 years have ended with an overall loss of members. To do the math: The five years of gains total 11,085 members and the twenty years of losses total 199,310 members!! This is TOTALLY unacceptable and someone should be concerned about the future of NARFE. In 1986 the total NARFE Membership was 489,758 and at the end of year 2010 it was 300,935 members. This alone is a difference of 188,823 and at one time, at the end of October 2010, the overall total dropped to 299,724 which was the first time it’s been below three hundred thousand and could very well drop below that level again. There has NOT been an overall yearly gain for the past 11 years and no one seems to care. If NARFE Hq doesn’t do something to stop this loss of members, NARFE will be history in the not too distant future.

5) Based on items 3 and 4 above, I have decided not to continue as Membership Chair after May of this year. I will be available to assist anyone who is elected as the new Membership Chair and will gladly turn over any reports or files that I have accumulated over the last three years. I have provided Herb Arnett with a list of 7 names that I would recommend for the job. I have these names if anyone is interested. It’s been a pleasure to work with everyone on the Board but I’m just tired of fighting city hall and not seeing any improvements or changes to our problems. Legislative Chairman Report

Jim Glenn 8-30-10 - Contacted District Officers about “Meet Your Candidates” month and reporting contacts to me for forwarding to national. 9-08-10 - Visited the Gallatin chapter for their “Meet the Candidates” meeting with Greg Carter. Carey Frazier and Glenn Turner also attended. 9-21-10 - Submitted Newsletter article. 9-21-10 - Reported to Paul Carew legislative activities concerning “Meet the Candidates” Month. 11-10-10 - Visited West Tennessee, Dickson chapter, with VP Larry Henderson. Presented overview of legislative chairman position and gave an update of current legislative issues. 12-01-10 - Submitted Newsletter article. 12-07-10 - Visited the Winchester chapter with Larry Cunningham and Carey Frazier. Again gave overview of legislative chairman position and presented my views on current legislative issues. 1-25-11 - Visited the Tullahoma chapter at their request to install the new officers and provide an update of current legislative issues. 1-10-11 through 2-17-11 – Contacted the new Congressmen from Tennessee trying to set up meetings with each one during the Legislative Conference on March 8th. Meeting has been set with our two Senators, but still working on meetings with the Congressmen.

September 21, 2010 – Attended Music City Chapter 2353 meeting in Nashville, Tennessee.

September 2010 – Emailed first draft of Tennessee NARFE Board Meeting Minutes and sent

to all Board officers for review, comment, and approval.

September 23, 2010 - Following comments from Board Officers sent final draft of the Board Meeting Minutes of August 18-19, 2010, to all officers and to Ronnie Collins for posting to the Tennessee NARFE web site.

December 12, 2010 – Created F7 list for Chapter Officers.

December 2010 – Attended the Natural Resources Conservation Service (NRCS) Retirees

Luncheon and made presentation on National Active and Retired Federal Employees (NARFE). Several retirees showed interest in joining and took the materials.

December 19, 2010 – Created Excel Spreadsheet of delegates, alternates, and proxies to the

National NARFE Convention in Nashville, Tennessee, on April 17-19, 2011. Kept President Larry Cunningham aware of updates via email.

December 19, 2010 – Created Deceased Members Excel spreadsheet and input as received

from Chapters throughout Tennessee during December 2010-February 2011.

December 19, 2010 – Mailed delegate bottom of form to Past Federation President Carey Frazier.

February 14, 2011 - Attended Nashville Chapter 0227 monthly meeting in Nashville,

Tennessee.

February 15, 2011 – Prepared material for Tennessee Federation Board meeting in Lebanon, Tennessee.

February 17-18, 2011 – Attended and participated in the Tennessee Federation Board

Network Coordinator’s Report February 17, 2011

The current number of Tennessee NARFE members on the GEMS list is 968, that is up 115 from August of 2010. A few of these are invalid addresses. I have updated the Chapter information on the website with regards to changes in the chapter president position and meeting information. I need the Federation VPs to help me obtain meeting information for these Chapters: Columbia, Oak Ridge, Hawkins County and the 2 Chapters which are not part of the Federation: Campbell-Claiborne Counties and Maryville. I have updated the Legislative information on the website in regards to the changes in the 112th. U S Congress and as it has been made available. Offices are still be added by some of the new members of Congress. The Federation Convention information is up to date as far as I have been made aware. Chapter Newsletters and Federation Newsletters are added as they become available. I am working on sending out the Federation Newsletters by email to all that are on the email list. Tennessee NARFE Federation Board Meeting February 17 & 18, 2011

Public Relations Chairman Report

Attended NARFE National Convention in Grand Rapids, MI August 28 – September 3, 2010 September 25, 2010, my Wife and I attended a Memorial Service in Humboldt, TN for Larry Henderson’s Wife.

October 8, 2010 attended a pre-retirement conference at the Federal Building in Nashville. Delivered a brief talk for NARFE and handed out applications and other brochures.

October 28 and 29, 2010 worked the Military Retiree Day at Ft. Knox, KY and was assisted by Kentucky NARFE members.

November 14, 2010, accepted the position of President for the Nashville Chapter 227.

On or about January 7, 2011 submitted a Candidate application to NARFE Headquarters on Glenn Turner for the GEICO Public Service Award to be awarded in May 2011.

February 16, contacted the NARFE Public Relations office requesting copies of the NARFE Videos that were shown at the National NARFE Convention in Grand Rapids. We want to show them at our Tennessee State Convention April 17 – 19, 2011. We also want to get them run on some Tennessee TV Stations.
