Stock Taking for National Adaptation Planning
Supported By
Glenn Hodes, Climate Policy & Finance Specialist
UNDP Bangkok Regional Hub
In cooperation with
Overview of this module
– Relevance of stocktaking– Using stocktaking results for NAP process– Scope & objects for stocktaking– Stocktaking methods and Examples (e.g. in Ag Sector)– Prepare a stocktaking
What can you expect to learn from this session?
• Get to know different methods for stocktaking
• Learn how to use the results of stocktaking exercises for developing NAP process and section CC action plans
• Reflect on planning capacities in Viet Nam at various levels
Context
The NAP process is an opportunity for Viet Nam to better:
1. Address risks and vulnerabilities in climate-sensitive sectors; and2. Identify and prioritize response actions to build resilience and reduce loss & damage3. Coordinate and integrated these with wide policy, planning and budgeting processes4. Strengthen capacities to use domestic and international climate finance more effectively.
4
Relevance of stocktaking to the NAP
• The NAP process is a complex task• Making use of already existing work saves resources• Stocktaking identifies existing building blocks:
– Identify and assess the nature and scope of adaptation planning– Identify vulnerabilities – Identify entry points
Identify points of departure for the national NAP process
Using the stocktaking results for the NAP process
• Stocktaking helps to identify gaps and needs:• Understand and map out relevant actors and clarify better their roles• Show existing adaptation initiatives and their potential• Determine capacity levels and gaps for effective adaptation• Provide an overview of existing data and information
Current situation Intended state• How to go from here to there? (Roadmap)
Possible Scope / Objects for stocktaking
Policy and planning
framework for adaptation
Institutions and stakeholders
Capacities for planning and implementing
Availability and accessibility of
climate and vulnerability data
Availability and accessibility of resources and
funds
Adaptation initiatives and
adaptation measures
Stocktaking methods
• Desk studies– Literature reviews– Legislative and legal/regulatory gap analyses– Analysis of ‘grey literature’
• Surveys with questionnaires• Individual interviews with experts (e.g. NAP Align)• Stakeholder or expert workshops (e.g. SNAP)• Combined methods, e.g. desk studies and interviews / focus groups Resources needed differ depending on method!
D. Reporting, Monitoring and Review
• Coordination and communication needs
• Monitoring system• Knowledge capitalization
A. Laying the groundwork and addressing gaps
• NAP process not yet launched• Coordination and ownership needs• Lack of climate change scenarios• Monitoring system• Knowledge capitalization• Capacity development
C. Implementation Strategies
• Coordination and ownership• Monitoring system• Knowledge capitalization
B. Preparatory Elements• Coordination and ownership needs• Lack of climate change scenarios• Monitoring system• Lack of technical skills/expertise

Prepare a stocktaking
• Purpose: What is the purpose and subject of the stocktaking? What do you expect to learn from it?
• Data collection: What are possible sources of information? How to collect the information?• Resources: Is it achievable in the given time frame and with the available resources?• Evaluation and documentation: How should the data be evaluated, documented and made
available? (e.g. reports) • Visualization: How should the results presented in a (visually) appealing manner to politicians
and other decision-makers? (e.g. diagrams)
Example: Overview/Spider diagram

Exercise
• Think about questions listed in UNFCCC NAP Guidelines on Stock Taking for
your own situation. • Give an example • Work in sub-groups and write down your results
Thanks for your attention
