Twinning Town ActivityAlong the Moray Firth

Coast

Twinning links in Moray commenced about 50 years ago andsince 1992 have been overseen by The Moray Twinning As-sociation, through which Moray Council gives an annual grantto support Twinning. Moray has a long history of Twinning andcurrently has five active Twinning’s, some being more activethan others. The five links are: Dufftown, twinned with Mortlachin Canada; Elgin twinned with Landshut in Bavaria;Lossiemouth twinned with Hersbruck in Germany; and Forrestwinned with Mount Dora in Florida and Vienenburg in LowerSaxony. Although each of these five operate in very differentways they all have the same purpose, and that is to fostersocial, cultural and educational links.Dufftown - Mortlach, Canada This group is very active and lastyear three separate groups from Dufftown visited Mortlach inJune, July and September. A couple from Mortlach also cameacross to Dufftown and while here visited their son who isstudying at Glasgow, perhaps as a result of twinning.

Elgin - Landshut, Bavaria This is a very active link and hasbeen for more than 50 years. Many long lasting friendshipshave been built up over the years and exchange visits aremade regularly. Last year, for example, 42 members headed toGermany for the Royal Wedding, which is re-enacted everyfour years. School visits also take place regularly in both di-rections and there is also a link between the firemen in bothtowns.Lossiemouth - Hersbruck, Germany This group unfortunatelywent through a bit of a lull and without new blood were indanger of folding, but after a lot of activity by the remainingcommittee, they have managed to attract new members, andhave appointed 5 new committee members. Last year a suc-cessful visit was hosted and appears to have a bright future.Forres - Mount Dora, Florida This group facilitates a schoolexchange every year. Two students are chosen, each year, byapplication and interview, with parents also being interviewed.Successful students spend about a month in their twin town,or Sister City as it’s known by the residents of Mount Dora.Approximately three weeks are spent attending school where

students from both sides find it a very interesting and worth-while experience. There is quite an active social side to theexchange. The two students who visited last year have said,“We both found it an invaluable experience and it helped tosubstantially broaden our outlook.”Forres – Vienenburg, Germany During the 25 years of theexistence of the partnership, regular visits to and from Forresand Vienenburg, both formal and informal, have taken place.In 1985 the first group from Forres went to the twin town andwere given a rousing reception. 1994 - 10th Anniversary cele-brated in Vienenburg. 2004 - 20th Anniversary celebrated inForres. 2006 - celebration of the 700th Anniversary of the townof Vienenburg, when a carving by local craftsman JackFalconer was presented to the Mayor of Vienenburg on behalfof the people of Forres, and now has pride of place in theCouncil Chambers in Vienenburg. 2009 - the celebration of the25th Aniversary in Vienenburg.Numerous informal and private visits have been made overthe years, most recently to Forres in June 2008 in glorioussunshine. Strong lasting friendships have been made andwarm, generous hospitality is always offered to visitors on bothsides. It is fun! Twinning is good for tolerance and acceptanceof foreign cultures and good for building friendships. AllTwinning Societies live and die by the willingness of ordinarypeople to get involved. That can mean attending the regularlocal social events arranged by each society, or (for the moreadventurous) travelling abroad to meet and stay with people inthe twinning town.All of the societies in Moray are listed belowand all are constantly on the look-out for new members, soplease contact them. If you are reading this in the Nairn area,your closest twinning societies are either Forres or Inverness.

We booked a holiday two weeksago. Its not until August, and we’renot going very far away, but it isbooked and the deposit paid, sowe have to go. Its not that I don’twant to go, in fact the veryopposite. I want there to besomething to look forward to, anda guarantee that at the end ofAugust, there will be a break in theweekly madness.

Sometimes life seems to be gettingbusier. My computer doesn’t helpme to finish my stuff quicker, itenables me to do more! Thatdoesn’t seem fair, I thought tech-nology was there to help us getmore leisure time - it doesn’t workfor me. But I am looking forward tothis holiday.

Someone said to me recently, ‘Allwe can expect you to do is yourbest.’ My best! I’ve never done my

best. I remember years ago when Iused to coach swimming, thecoach would sometimes flickswimmers with a towel when theydid a tumble turn if he thought theywere not doing there best, andhow it speeded them up. Flick.Ouch! Sometimes it was onlywhen the swimmers were almost

exhausted that they did their besttimes because they had gonethrough the pain barrier, and someof them almost flew.

Do our best, I don’t know what mybest is, I suspect it would kill me ifI ever got near it. Are we reallyexpected to do our best? If wewere to do our best, how longcould we keep it up? Could a100m sprinter run a marathon atsprinting pace - it would probablykill him, and yet we are expected tokeep on going in our jobs and inthe rat race day after day.

I think God has another way thanthis. He tells us of Grace andPeace, not to take us out of our lifeexperience, but to enable us to gothrough our life experience withoutgetting frazzled and burned. ThisGrace and Peace is somethingGod gives us for free. Where is it?It is found in a friendship withJesus. How do you get that, askHim, ‘Jesus would you be myfriend?’ Childs play, isn’t it.

Matters arisingRY had already expressed NWCCinterest in the future of the FarmersShowfield with the Nairnshire FarmingSociety and wished clarification as toitem 7 of Minutes of Meeting of 23February. JF commented that theFarming Society was still undecided asto what to do with the field. They hadoption of selling to developer, applyingfor planning for field and selling orhaving Common Good purchase thefield as permanent green space for thecentre of Nairn. RY to contact theFarming Society to discover their inten-tions for the future of the field.Proposed Firhall Bridge ProjectRY was in receipt of email from Mr MurdDunbar requesting NWCC support forthe project to make Firhall Bridge moreaccessible. NWCC support for im-provements to the bridge were minutedin our minutes of 23 February. Thisproject would fall under the disabilityequality Acts which the Highland Councilis endeavouring to take steps to makesuch a service available. Cllr SandyPark was minuted as being affirmativewith regards to making this bridge ac-cessible to everyone, but would be amatter for funding such a project.GV had been informed that THC couldonly fund the bridge if it met 100%access requirements, however thebridge would only become 90% acces-sible as electronic buggies would not beable to cross. GV thought it would bebeneficial for Mr Dunbar to meet withMrs Louise Clark, Ward Manager todiscuss this project. JF and RY to in-vestigate this further and arrangemeeting on behalf of Mr Dunbar.Sandown AppealRY thanked GV for representing NWCCat all the inquiry meetings and forpresenting the residents views so elo-quently. GV commented that it was nowwaiting for the Reporter and that it wasdifficult to gauge what his decision wouldbe. One of the key points that Deveronmade was that there were only approx150 letters commenting about the de-velopment and their lawyers claimedthat this may be an insufficient numberto be truly representative of the town. GV regretted that though many people

gave verbal support to the CommunityCouncils in opposing the Deveron De-velopment and there were many lettersto the Nairnshire and media coveragementioning the Sandown appeal, far toofew Nairn residents actually took up penor mouse and put their objections inwriting.JF mentioned that going by the evidenceof so few letters submitted, it could lookas though the people of Nairn don’treally care, and that there is a need tocommunicate to have a more represen-tative count, 2% is not a weightyobjection, and JF made an importantpoint that planners require individualletters, not one letter with many signa-tures, nor one letter with a petition orrepresenting a larger organisation.Some have suggested that theCommunity Councils were sufferingfrom nimbyism, however both NWCCand Nairn Residents Concern Groupboth stressed that they welcomedsuitable development, but made clearthat it should be good development,lower density, height restrictive, andmaintaining an architectural and culturalintegrity.BS added that the inquiry has concludedand we await the results. The Reporterwill take 6 to 8 weeks to make his rec-ommendation and local residents shouldtake their concerns to local MSP’s tothoughtfully consider the views of thecitizens of the town.Extension of 20mph speed limitJF has approached THC about consid-eration of 20mph speed limit aroundNairn as a pilot scheme for theHighlands which then if successful couldbe incorporated in towns throughout theHighlands. The Scottish Government isconsidering changes to the speed limitsthroughout Scotland. Road trafficsurveys would be carried out withWaverley Road and some side roadsincluded in the survey. The proposal isto exclude A96 and B class roads, but allother residential areas to have 20 mphspeed limit. The community would haveto decide if they wish to participate in thispilot scheme and JF will ask whetherother CC’s consider this to be a goodidea. JF to write to the Nairnshire toencourage residents to write to their

Community Council expressing theirviews. RY thanked JF all his work.Consultation on Single CommunityCouncilRY is having productive meetings withother community councils with view topossible joint meetings later in the year.BS commented that THC review ofstructure throughout Scotland of CC’s first phase has come out and from thisreorganisation, this presented furtherlocal discussion on a Single Communitycouncil for Nairn. Discussion for SingleCC has been put on the Agenda for CCForum on 22 March, 2010.E-Planning and Community CouncilConsultationsGV commented that he understood thatTHC had a Statutory Duty to consultCC’s on all planning applications in theirareas. GV did not believe that THC’sreliance on the e-planning process dis-charged their statutory obligations to theCC’s, hardcopy details of applicationswere required. Currently NWCC has notbeen advised on recent planning appli-cations. NWCC will have opportunity toair views on e-planning at CommunityCouncil Forum meeting on 22 March,2010.

Treasurer’s ReportGV as treasurer, mentioned that NWCCwas fortunate to receive funds fromprevious NWCC which brought our totalto £2167.00 and after paying our bills toCommunity Centre, Nairnshire etc wereleft with total of £1992.00.GV will produce accounts to the Marchyear end for the 20 April meeting.

Time, date and place of next meetingRY thanked those attending the meetingand GV informed that NWCC hasbooked the Community Centre for futuremeetings and those are 20 April, 18May, 15 June, NWCC will not meet Julyand August, then 21 September, 19October, 16 November and 15December, 2010. The next meeting ofNWCC will be held in the CommunityCentre on Tuesday, 20 April 2010 at7.30 pm. The meeting was closed at9.00pm and Minutes of Meeting wererecorded by Seonaid Armstrong,secretary.

The sights, sounds and tastes of Scotland blendedtogether at the 11th annual Spirit of Speyside Whisky FestivalOne of the biggest whisky festivals in Europe will take place

in Speyside this Spring, with organisers expecting morerecord-breaking crowds from both home and abroad.The 11th Spirit of Speyside Whisky Festival runs from

Thursday, 29th April to Monday, 3rd May and sees some ofthe world’s most iconic whisky distilleries lining up to take partin what has become a major international event on theScottish tourism calendar. The Festival was established in 1999 to celebrate

Scotland’s Malt Whisky Country and to help promote tourismin Moray, and especially Speyside, in the traditionally quietermonths. And 10 years later, last year’s ‘dramfest’ servedaround 250,000 nips to an estimated 24,000 visitors generat-ing an economic benefit of almost £1million. This year five days of whisky, music, food and fun feature

in a programme of more than 230 events taking place aroundSpeyside.The impressive line-

up for the Festivalincludes distilleries suchas The Glenlivet, Glen-fiddich, The Macallanand Benromach – fourof over 50 distilleries inSpeyside, and just a fewof the many distilleriestaking part in this year’sfestival.Visitors to the festival

are also treated to a rareoccurrence – the opportunity for a look behind the scenes atother well-known distilleries in the area, usually closed to thepublic, including Mortlach, Benrinnes and Tomintoul. Festival goers can choose from over 230 different events

over the five days ranging from distillery tours, landrover toursand cooperage tours to whisky masterclasses, guided whiskywalks, ceilidhs, live music, poetry sessions, locally organisedfamily friendly activities and free events.After enjoying a dram or two in a distillery, at a local hotel

or restaurant or participating venue, whisky lovers and would-be gourmets can also learn more about the role of whisky asan ingredient or accompaniment. Workshops offering tastingsessions which examine the relationship between whisky andchocolate, lamb, steak and even sausages run during theFestival – check out the Knockomie Hotel in Forres andGordon & MacPhail in Elgin for more details. A number of distilleries, hotels and restaurants around the

region will be hosting lunches and dinners which featuremenus prepared to complement the dram or include the spiritin their dishes.

And there’s no better wayto work off the excess of agood dining experience thanby joining one of the manywalks or outdoor activitiesaround Malt Whisky Countryduring the Festival. Take agentle “dramble” around theseven distilleries of Dufftown,or join in one of many guidedwalks with the SpeysideRangers or take advantageof a ‘hike’ with whisky expertDave Broom to the summit ofBen Rinnes and enjoy thepanoramic views across theCairngorms north to the Moray Firth and south to Lochnagar.There’s also the chance of spotting mountain hare andptarmigan on other guided walks and off-road trails in thewilder parts of the Cairngorm National park.Visitors can also step back in time and follow in the

footsteps of the Speyside smugglers with the launch of TheGlenlivet Smugglers’ Trails. The Glenlivet Estate has a fasci-nating history, much of which is associated with its past con-nection to illicit whisky distilling and this history, combinedwith a picturesque landscape of wide open spaces and rollinghills make it a truly memorable place to visit with the chanceto relive Glenlivet’s spirited past. The two walks during theFestival accompanied by a Crown Estate Ranger are a 6kmand 11km circular walk. Speyside is home to more than half of Scotland’s whisky

distilleries, and the Festival certainly succeeds in capitalisingon its location at the heart of Malt Whisky Country. TheFestival also goes out of its way to ensure that there’s moreon offer than just whisky at the Spirit of Speyside WhiskyFestival.Family and free events include a Pipe Band and Mounted

Summer Lemon Tart

As we are coming in to the summer months a sweetlike lemon tart is light and refreshing and any chef worththeir name will have this on their menu.

PPaassttrryy500g plain flour175g icing sugar250g unsalted butter, at room temperaturegrated zest of 1 lemon1 vanilla pod, split open1 ½ eggs, beaten

LLeemmoonn ffiilllliinngg9 eggs400g caster sugargrated zest of 2 lemonsjuice of 5 lemons250ml double cream

DDeeccoorraattiioonn50g icing sugarsprigs of mint

Sift the flour and icing sugar on to a work surfaceand work in the butter. Make a well in the centre andadd the lemon zest and seeds scraped from the vanillapod. Add the eggs. Knead the mixture with your fingers,working as quickly as you can, until everything iscombined to a smooth dough. Wrap in plastic film andleave to rest in the fridge for at least 30 minutes.

Pre-heat the oven to 180°C. Grease a flan tin witha removable base that is 20cm in diameter and 3.75cmdeep. Roll out the pastry on a lightly floured surface toa disc large enough to line the tin and allowing anoverhang of not less than 1cm. Lay the pastry gentlyinto the tin.

Line the pastry case with greaseproof paper and fillwith enough dry baking beans or lentils (or indeed anydry pulses) to ensure the sides as well as the bottomare weighted. Bake for 10 minutes. Remove the beansand greaseproof paper and trim off the overhanging

pastry, then return the flan case to the oven to bake fora further 10 minutes

Meanwhile, make the lemon filling. Whisk the eggswith the caster sugar and lemon zest in a large bowluntil smooth. Stir in the lemon juice, then add the cream.Continue to whisk until all the ingredients are thor-oughly combined. Skim any froth from the top.

Reduce the oven temperature 120°C. Pour the coldfilling into the hot pastry case (this will ensure that thecase is sealed). Bake for 30 minutes. Remove from theoven and leave to cool and set for about an hour.

When ready to serve, preheat the grill to very hot.Sift the icing sugar over the top of the tart and place itunder the grill to caramelise the sugar to a light goldenbrown. Alternatively, you can just sprinkle the tart withicing sugar without caramelising it. Cut the tart intoslices and decorate each with a sprig of mint.

• Tip The secret of a really good lemon tart is thatthe filling should be firm and clear and the pastry lightand crisp. It should never be cut immediately after it iscooked as it needs time to cool and set for at least anhour, or the filling will be too runny.
