The Larry Fullerton PhotojournalismScholarship was established through contri-butions by the Fullerton family and friendsat the Dayton Foundation to assist studentspursuing careers in photojournalism. LarryFullerton was a long time member of ONPAas a photojournalist and later as assistantmanaging editor of The Hamilton JournalNews.

The Larry Fullerton PhotojournalismScholarship is a $2,000 scholarship avail-able to cover undergraduate tuition and labfees for the 19998-2000 school year.Additional scholarships may be available atthe discretion of the ONPA and the DaytonFoundation.

In order to be eligible, a student mustmeet the following criteria:• Be a resident of the state of Ohio• Attend one of the following:

• An accredited Ohio college or university• An accredited Ohio junior college offer-

ing an associate degree.• An Ohio school or institution offering a

structured two year curriculum.• Have a 2.5 or better cumulative gradepoint

average, verified by a copy of your most recent transcript.

• Demonstrate need for financial assistance.• Submit a portfolio of no fewer than 10 ormore than 15 slides that demonstrate cre-

ativity, technical excellence, versatility andthe ability to communicate visually. Theportfolio should include news, features,sports, portraits and must include at leastone picture story. Picture stories shall be nomore than six slides, numbered in order ofviewing and will be counted as one entry inthe portfolio.

Applications and portfolios must bereceived at the photo department of TheDayton Daily News postmarked no laterthan February 7, 2000.

The decision on the scholarship win-ners will be made by the ONPA board basedon the portfolio and financial need. Thisdecision will be submitted to the DaytonFoundation for final approval.

Your portfolio will be returned provid-ed you provide a pre-paid self addressedshipping container. Those who do notchoose to provide return shipping materialsmay pick up their portfolio following theawards dinner.

The scholarship recipient also willreceive a plaque from ONPA and will behonored at the annual awards banquet inApril.

Larry Fullerton Scholarship entries due

SWITCH HITTER - ONPA life member Ron Kuntz had the tables turned on him by ClevelandIndians shortstop Omar Vizquel during batting practice in the Divisional Series against the BostonRed Sox. This time is was Vizquel with the camera and Kuntz with the bat. It’s unknown if Kuntzhas a shoe contract yet but at least we know he won’t throw baseballs at the photographers likesome of them big stars.

Tis the season for the annual ONPANewstape and Still contests. Rules areincluded in this issue. Do everyone afavor, pretend you’ve never enteredbefore and please read and follow therules. Your contest chairmen will be mostthankful. There are minor changes in bothcontests this year. If we told what whatthey were here you wouldn’t read therules, so just read the rules.

Due to a lack of space planning bythe editor the entry forms for theTelevision Station of the Year will bemailed to television members separately.

Photographers Dave Zapotosky ofThe Blade and Mike Cardew of theAkron Beacon Journal tied for first placeas Best Photographer in Ohio in theSociety of Professional Journalists annualcompetition.

The final standings for the NPPAStudent Quarterly Clip Contest are in andfor the second year in a row OhioUniversity graduate student BruceBennett has won the contest. Bennettaccumulated 568 points in the competi-tion and is now working at the PalmBeach Post.

Fellow Ohio University studentSang-Jib Min placed second with 238points. Kent State University studentJason Kaye placed 6th and John Brightof Ohio University placed 16th.

Ed Suba of The Beacon Journal wasrecognized for design and illustrationwork by Creativity Inc. of Cincinnati. Thework will be published in this year’sCreativity Annual. The winning entry inthe Magazine Cover category was acover for the Beacon Magazine illustrat-ing the annual best and worst list. In all,more than 7,000 entries from 40 statesand 40 countries were submitted for con-sideration in the prestigious art competi-tion.

ONPA members Malinda Rackleyand Glenn Hartong from Cincinnati tiedthe knot on October 16th. Wedding invita-tions were complete with a drawing of thecouple in wedding duds covered withcameras on top of a cake. Best wishesgo out to the happy couple.

Plain Dealer photographer BillKennedy who works out of the MedinaCounty bureau is recuperating from backsurgery. We wish him a speedyreturn.We know how much he must havemissed football season.

The topic of picture story subjectswas brought up in a panel discussion atthe recent NPPA Flying Short Coursestop in Pittsburgh. A photographer whowas stumped as far as subjects go wastold by Shirley Ware of The MedinaCounty Gazette that a lot of people havea story worthy of being told. “The trick,she said, is shooting them before theyappear on the obit page.”

The National Association ofFreelance Photographers ceased opera-tions on October 31st. The organizationcited several reasons for the break-up,all which caused a lack of interest ofenough freelance photographers to sus-tain itself as a viable organization.

Scott Barkley, award-winning chiefphotographer for WLW-TV in Cincinnati,died October 26th of complications from abrain tumor. Scott Barkley was 52.

Born in Fort Wayne, Indiana, Barkleystarted his career as a U.S. Air Forcereporter/photographer for the Star & Stripes.He came to WLW-TV in 1974 after workingin South Bend and Indianapolis.

His 25 year career at WLW-TV wasmarked by many milestones. In 1983 he wasthe only NBC photographer in Beirut,Lebanon when an American military bar-racks was bombed. He was also inside theLucasville prison during the riots of 1993 tophotograph the surrender.

Barkley traveled to the Far East with theCincinnati Sister Cities program and covered

Pope John Paul II's 1995 visit to New YorkCity.

He won four regional Emmy awards inhis career and the Archdiocesan Medal fromthe Archdiocese of Cincinnati in 1983 forvideo about then-Archbishop JosephBernardin. He also was the first man toreceive a media award from the GreaterCincinnati Coalition on Domestic Violencein 1994.

His influence on the Cincinnati TV mar-ket was such that the staffs of two competingstations offered to cover the WLW-TV news-room so staffers there could attend funeralservices.

He is survived by his wife Elizabeth andthree daughters, Katie, Liz and Annie all athome.

EENNTTRRYY FFEEEE• There will be a $20 fee per person entering. The entry fee iswaived for full time students. Please make checks payable toONPA Inc. and include the check with your entries. Entries notaccompanied by the entry fee WILL NOT BE JUDGED.

EENNTTRRIIEESS• All photographs are to be entered as 35mm transparencies.Only one image per slide is allowed. While most will be copiesmade from prints, duplicates of transparencies are also eligible. • Please don’t send original slides or use glass mounts. • Picture stories may contain up to 12 individual slides but onlyone image per slide.• Slides placing in individual categories and portfolio competi-tion will be archived at Ohio State University.• Slides will not be returned.

STAFF OF THE YEAR• The Staff of the Year competition is split into two categories.One for newspapers with a daily circulation under 100,000 anda second for newspapers with a daily circulation over 100,000.• One half of the newspaper’s full time staff must enter theONPA Still Picture Contest. • A letter from the newspaper must be sent to the contest chair-man naming the photographers on the staff that are entering,the number of full time photographers the newspaper employand the newspaper’s daily circulation.• Part-time photographers entries will count toward the news-papers total as long as the requirement for participation by halfof the full-time staff is met.• Points will be awarded to each newspaper according to pho-tographer’s wins in the individual categories. 5 points for any1st place win, 4 points for any 2nd place win, 3 points for any3rd place win and 1 point for honorable mention. • Points of photographers that work for more than one publica-tion during the year will be awarded to the publication for whomthe image was produced.• The staff with the highest point total will be the 1999 Staff ofthe Year.

OHIO UNDERSTANDING AWARD• The Ohio Understanding Award is a separate category of thestill picture contest. The concept for the competition evolvesaround the presentation of in-depth projects that do not fall intothe standard picture story category.• The entry may be in the form of published material (magazinearticle, book, tear sheets, etc.) mounted prints, slides or in abound portfolio.• Also accompanying the entry should be a statement no longerthan 300 words explaining the project, to give the judges aclear understanding of what they are judging.• The entry may be from an individual or a joint effort, (a num-ber of photographers, an entire staff from one publication).• These entries are not included in the regular contest; howev-er single photos from the entry can also be entered in the stillcontest, but in the form of a separate slide.

PICTURE USAGE• Any Ohio publication is eligible for the picture usage compe-tition. Anyone may enter his/her publication. • There are two categories in the competition: Newspapers witha daily circulation under 100,00 and newspapers with daily cir-culation over 100,000.

• Submit in one envelope, four complete newspapers, only oneof which may be a Sunday edition. Entrants must submit news-papers from the following dates: Wednesday, April 21, 1999;Wednesday, November 3, 1999; plus two issues of yourchoosing, only one of which may be a Sunday edition. Entriesare not to be mounted.

CONTEST JUDGING• The 1999 still contest will be judged February 18-19 at TheFawcett Center Hotel and Conference Center in Columbus,Ohio. The Fawcett Center is located at 2400 Olentangy RiverRoad just north of Lane Ave. The hotel offers plenty of freeparking for those attending.• Rooms are available at The Fawcett Center Friday andSaturday for those wishing overnight accommodations. Forreservations call 1-800-637-2316.• A closed judging will take place Friday, February 18. No onewill be admitted to the closed judging. Picture stories, the OhioUnderstanding Award and picture usage categories will bejudged at this time.• The open judging will take place Saturday, February 19 begin-ning at approximately 9 a.m.. The remaining individual cate-gories will be judged at this time concluding with the portfoliocategory.• The number of awards in each category past the first placeaward will be at the discretion of the judges. A category withless than 15 entries can be eliminated at the discretion of thejudges.• The traditional meet the judges mixer is planned for Saturdayevening at the hotel for those of you who wish to lavish praiseon these astute minds who have deemed your work worthy ofan award. It goes without saying that these same brilliant mindswill be condemned by others at this time as well. Please keepthe bashing to a minimum, those who won might get offended.

ELIGIBILITY• The Ohio News PhotographersAssociation newstape contest is open toall photographers whose tapes air onOhio-based television stations.• Entrants must be members of ONPAfor the year entered (except for Stationof the Year category). • Entries must have originally airedbetween January 1 and December 31,1999. No additional tape may be shot.Re-editing is not allowed. Entries mustbe on 3/4 inch U-matic, Betacam, MII orDVCPRO. • An official entry sheet listing the pho-tographer's name, station, category, title,airdate and length must accompanyeach tape entered. The order of entrieson the tape should correspond to theorder on the entry sheet. Stations whowish to combine entries by categories onseparate tapes are encouraged to do so.• Each entry may be judged in only onecategory with the exception of the editingcategories. It is permissible to use thesame story in both news and editing.• A photographer may enter as an indi-vidual effort any story containing tapeshot by another photographer whosevideo does not exceed 25 percent of thetotal content. Historic video (black andwhite, color film or video not shot by theentrant) should not exceed 25 percent ofthe entry.• A "Best of Show" award may be given

by the judges if one entry is determinedto be of such outstanding quality that itdeserves such a designation. Thisaward is at the judges' discretion.• Judges will award first, second andthird places in each category. Any hon-orable mentions are at the judges' dis-cretion.• Please read the rules and category def-initions carefully. Rules infractions mayresult in disqualification from that particu-lar category. The contest chairman willnotify the entrant if such an infractionoccurs.

CATEGORIESSPOT NEWS - Coverage of an unplannedincident where there was no advancednotice or opportunity to plan coverage.Must be shot and aired within 24 hours ofthe incident. Maximum length 3:00 min-utes.

GENERAL NEWS - Coverage of a plannedevent; a sidebar to a spot news story; orcoverage of a timely subject. No musicis allowed, unless it is part of the naturalsound. Stories that may be consideredfeatures may be disqualified from thiscategory. Must be shot and aired within24 hours. Maximum length 5:00 min-utes.

GENERAL SPORTS - Coverage of a plannedsports event. Must have an outcome.(e.g. Who won?) Not a highlights vo. Nomusic is allowed, unless it is part of thenatural sound. Stories that may be con-sidered features may be disqualifiedfrom this category. Must be shot andaired within 24 hours. Maximum length5:00 minutes.

NEWS FEATURE - A feature story shot andedited within 48 hours. Maximum length10:00 minutes.

SPORTS FEATURE - A sidebar story focus-ing on the people, concepts and/or activ-ities of a sporting event. Must be shotand edited within 48 hours. Maximumlength 5:00 minutes.

FEATURE - A planned story where the pho-tographer put considerable time andeffort into the production of the story.Features that score highly show imagina-tion and creativity. Maximum length10:00 minutes.

IN DEPTH - A planned story where the pho-tographer put considerable time andeffort into the production of the story. Itmay be divided into a series and aired onsuccessive days. If so, edit the individualparts eliminating the introductions, butleaving a second of black leaderbetween each piece. Maximum length30:00 minutes.

PERSONALITY PROFILE - A "portrait" about aperson or personality. Stories shouldfocus on the "persona" rather than anevent. Maximum length 5:00 minutes.

EDITING - Award for best video and audioediting with or without the use of post-production effects (dissolves, wipes,freeze frames, slow-motion, etc.)Judging will be based on the strengthand clarity of the story, not necessarilythe amount or type of post-productioneffects used. Maximum length 10:00minutes.

LIVE SHOT - Will be judged on creativeuse of “live” broadcasting equipment(e.g. live trucks, mast cams, helicoptersand portable units). Must have high pro-duction values. Live shows do not count.If engineers and other photographerswere involved please list their names onthe entry. Maximum length 10:00 min-utes.

PHOTOGRAPHER OF THE YEARThe person recognized as the TVPhotographer of the Year must show ahigh level of skill and professionalism.This category is a separate tape.Stories entered in other categories mayalso be part of the composite entry forthis category. The entry should include:• A cassette with the compiled entry ofyour best news photography with entriesin five of the following categories in thefollowing order: Spot News (required),General News, Sports (either general orfeature), News Feature, Feature, InDepth and Personality Profile. Enter nomore than two stories per category.Maximum length 30:00 minutes.

STATION OF THE YEARThe award of TV Station of the Year rec-ognizes a local broadcast station's staffconsistency in providing outstandingnews photography coverage for and

about the audience it serves. The entryshould include:• A brief, one-page summary of the sta-tion's philosophy on television news pho-tography. Indicate the size of staff anddelineate the area covered.• A cassette with the compiled entry ofthe station's best news photography withentries in five of the seven categories inthe following order: Spot News(required), General News, Sports (eithergeneral or feature), News Feature,Feature, In Depth, Personality Profile.• Maximum length 30:00 minutes.• At least one third of a station's photog-raphy staff must be represented with nomore than two entries per photographer.A minimum of three photographers mustparticipate.• Each story must include names of allphotographers who participated.• Photographers involved in the categoryneed not be members of ONPA. There isa single $35.00 fee for the Station of theYear entry.

DUB YOUR STORIES• Dub only the story. Countdowns,anchor lead-ins, tags, and mentions ofyour name are to be eliminated. If yourname is mentioned in the story, kill theaudio where your name is mentioned.The same goes for a video mention. Youmay note it on the reverse side of theentry form. The audio channels must bemixed on the entry tape.• If more than one person is enteringfrom your station, please compile yourtapes. Put all the Spot on one tape,General on another, etc. Enclose a com-pilation listing sheet with each tape. Onthe compilation sheet, list the stories inthe order in which they appear on thetape.• Leave 50 seconds of black on the frontof the tape and 5 seconds between sto-ries.
