This rally will be held under the National Sporting regulations of AKK-Motorsport, sporting regulations of the Finnish Rally Champiohship and these supplementary regulations. Modifications, amendment and/or changes of these supplementary regulations will be announced only by the numbered and dated bulletins issued by organisers of the Steward. 6. ENTRY PROCEDUR

Any licence-holder whishing to take part in the 52st Arctic Lapland Rally must fill in an entry form at www.arcticrally.fi – competitors-forms – forms 2017 before Mon 16.01.2017 at 23.59. If there are any problems to do your entry in the internet you can also send the enrty form to the Rally Secretary. You can find the enrty form at www.arcticrally.fi /competitors /forms/ forms 2017. Arctic Lapland Rally P.O. Box 2231 FIN-96201 ROVANIEMI [email protected] Details concerning the co-driver must be sent in by the close of entries. If the application is sent by fax, the orginal enrty form must reach the organiser no later than one week after the close of entries. Competitors and drivers who wish to take part in an international competition organised abroad can only do so with the approval of their own ASN.

The number of entrants is fixed at 220 cars. In case there are more than 220 enrties, the lack of comptition expirienc will be used as grounds for rejection.

7. Organisers have liability insurance included in the ASN visa and insurance for their officials. Organiser will also issue third party insurance cover valid on special stages for cars registerd abroad. All registration documents must be kept with the car at all times.

8. SERVICES

On the rally there will only be one service area at Mäntyvaara Trotting Track. The service is allowed only on the service area. Two service vehciles per competitor are allowed to enter the service area. Service place is 6 m x 8 m. The service area Mäntyvaara Trotting track will be open from Thu 26.01.2017 at 08.00. Service Park Manager TBA

Service vehicles must be carry a fire-extinguisher ready for use, as well as an oil spitt kit. During all servicing, there must be a tarpaulin at least the size of the rally car underneath it. The absence of any one of these will result in immediate Clerk of the course decision to exclude the competitor. Sanctions fot other Infringements in service area: 1 Infringement EUR 250,00 2 Infringement EUR 500,00 3 Infringement out of event Remote service Friday 27.01.2017 Vanttauskoski between SS 3 and SS 4. Saturday 28.01.2017 Kemijärvi between SS 6 and SS 7. At the remote service area it is permitted, within the due time for that road section, to service and repair the car, to change tyres and to install auxiliary lights. No more than two (2) mechanics are allowed in the remote service area. Maximum lenght of the service vehicle is 8 meters. The area may be accessed by the service crew ca. 10 minutes prior to the arrival of their competitor. Tyres Under the prescriptions of FRC regulations, art.16, 20 tyres may be used during the rally. In Classes 1-7 competitors must submit the list of tyre barcodes to the Organiser as per art. 17.2.1 of the FRC regulations. List must give to Organiser at Scrutineering. If the list does not include all of the tyres, the list of tyres using in leg 2 must be given to the Rally Office latest at Friday 27.01. at 23.00.

FIA R1 – R5 homologated cars can use 5”-5,5” x 16” wheels. In classes 1,7 and 15 WRC-homologated cars can use 5,5” x 16” wheels. In between SPB – SPC road homologated winter tyres are allowed.

9. REFUEL ZONES

Refuelling is only allowed at petrol stations directed by the Organiser, as per Art. 15.1 of the FRC regulations and at supplementary refuel zones marked in the road book of the rally.

Competitor must use fuel from their own drums/cans at the Heinuvaara and Kämä Refuel Zone. Entering to refuel Zones Kämä and Heinuvaara is voluntary.

At Vanttauskoski and Pirttikoski Refuel Zone the competitor may use either fuel from their own drums/cans of fuel bought from the Vanttauskoski petrol station. Other than these, the competitors may refuel in Rovaniemi at Shell Erottaja or Teboil Erottaja and in Kemijärvi at ABC petrol stations on the route of the rally.

In his entry form, the competitor shall notify the organaiser of the fuel he wants touse (98E5, E85, or the FIA Appendix J), as well as which refuellin system he will use (from the pump at the service stations or from his own drums/cans at the organiser's refuel zone).

10. RECONNAISSANCE ( not for B-juniors) The material for reconnaissance wili be available for competitors at Rally HQ. Starting from Sunday 22.01.2017 at 16.00. When signing for material, competitor must give full information about the reconnaissance car, mobile phone number and place of accommodation, and return them to the rally office with any forms listed in the FRC regulations.

The ID-numbers (competitor's number) must be attached to the reconnaissance car in the top centre of the windscreen, on the right rear side window and rear window. These must be visible fot the whole reconnaissance.

The maximum speed limit is 80 km/h during reconnaissance unless a lower limit is indicated by traffic signs or by signs placed by the organiser . The competitors must drive in a manner that does not endanger or inconvenience other traffic or people living near the stages. All competitors have summary of the Finnish Traffic Law in Rally Guide. The organiser will control speed used as well as the manner of driving during reconnaissance. Also the police will make checks along the route and will penalise for traffic infringements according to Finnish Traffic Law. In Finland the use of radar detectors is forbidden and if a competitor is found using detector during the reconnaissance or the competition, he will be excluded or refused to start. Only road-homologated tyres are allowed during reconnaissance. Competitors must stop if asked to do so by any rally officials along the route, under pain of refusal to start.

Reconnaissance starts on Monday, 23.01.2017 at 08.00 and will end on Thursday, 26.01.2017 at 18.00.

A detaild reconnaissance schedule will be given in the Rally Guide. Competitors must stay in contact with the Rally office in order to recive any additional weather and other information. Reconnaissance cars In the reconnaissance car, there must be warm overalls for drivers, a snow shovel, a first aid kit, a tow rope and a reflecting triangle sign to be used for warning following cars in case of road blockage.

11. ADVERTISING

Competitors must reserve advertising spaces on their rally cars according to the FRC regulations. On the competition numbers the advertising will be RANTASIPI POHJANHOVI 50 x 52 cm. On the hood 22 x 44 cm Rallyplate (Pic. 1) Windscreen advertising by the Finnish Rally Regulations. Pic 1

12. START OF THE RALLY FRC, Suomi CUP, Seniors, Legends, Gran Tourismo, A-juniors, Historic ja B-juniors Driver or co-driver has to have GSM-phone open in rally car because of accidents. Phone number has to be given to Rally HQ before start. All competitors must carry organaiser's GSP Safety Tracking device. More information will be given in the Rally Guide. . Start times will be published on the Official Notice Board according the programme. Time Cards will be given at the start ramp (TC0). The cars will be started on Friday 27.01.2017 at 12 noon from Lordi Square. Start times will be given at 1 minute intervals. There will not be a start parc fermé, but crews are recommended to be in the start area max. 30 minutes and min. 10 minutes before each car´s individual starting time. Start list for Leg 2 will be published on the Official Notice Board according the programme. For classes 1-7 the starting order will be classification order by class. For other classes it will be classification order from Leg 1.

The organiser may increase starting intervals between classes (class 1-7) or competitors (in classes 8-24), during the rally, for safety reasons.

Competitors will be started to Leg 2 from the parc fermé. They may enter parc fermé 10 min before their start time. Timecards will be given at parc fermé OUT control (TC 5d).

Competitors who have retired before the end of Leg 1, may re-start for Leg 2. The competitor must inform the rally office for his intention to do so no later than 15 minutes before the publication of Provisional Results for Leg 1 in his class.

For every special stage missed, the competitor will be given as his time the best time in his class plus a five-minute. Should the competitor retire on a road section after the last special stage or in the final service of Leg 1, he will be deemed to have 5 minutes penalty

Any retired competitor, who starts under Rally 2 conditions for Leg 2, must have his car scrutineerd in the parc fermé one (1) hour before his own start time. Only cars which have passed scrutineering will be given permission to start Leg 2. The rally will be driven following international regulations on route signs, itinerary and timecard. The due time given in the time card is added to the actual start time of the special stage, which gives the due arrival time to the following time control. The due time includes the special stage time and the following road section. If you arrive to any other time control than the start of a stage, the arrival time will also be the time of departure from the time control, unless a different time is given by the time control officials. Instructions on the use of the time card can be found as attachment. International route signs can be found in the road book of the 52st Arctic Lapland Rally. Free early arrival allowed at the following Time Controls: TC 5b andTC 5c A new time card will be given for Leg 2 at TC 5d. Each car must carry one snow shovel, first aid kit and two reflective triangels, which must be used to warn following competitors in case of a road blockage. Route given in the road book must be followed on the road sections, under pain of exclusion by the Clerk of the Course. 13. COMPETITOR MATERIAL Each crew will receive starting from 22th January 2017 at 16:00, from the Rally Office at Hotel Rantasipi Pohjanhovi one road book, showing the route of the rally in detail, and two route maps. B-juniors will have their material from an hour before their actual start time on Friday, 27.01.2017. 14. REGROUPS There will be two regroups during the event. Servicing during the regroup is prohibited. Regroup halts are between following Time Controls: SS 2 – SPA and SS 8 – SPD 15. STOPPING OF A SPECIAL STAGE In a case a Special Stage must be stopped due to an accident, a yellow flag will be used according to FIA regulations: A. The competitor must immediately reduce speed when shown the yellow flag, and continue with a low speed to the SS's finish line, abiding by the marshals' instructions. The yellow flag will be shown at every Radio Point preceding the accident. Failure to comply with this rule will lead to a penalty at the discretion of the Stewards. B. The crew that is shown the yellow flag will be awarded the calculated time received from the SS. C. The yellow flag will only be shown on the orders of the Clerk of the course. The yellow flag will only be shown by a marshall wearing a bright yellow tabard with a Radio Point symbol. D. Only yellow flags can be used in the SS.

16. SCRUTINEERING, not for B-juniors Safety checks will be held in Europcar hall, Teknotie 2, Rovaniemi

Safety checks will start on Thursday, 26.01.7 at 16.00. Timetable 16:00-16:30 1 – 50 16:31-17:00 51 – 90 17:01-17:30 91 – 110 17:31-18:00 111 – 120 18:01-18:30 121 – 135 18:31-19:00 136 -

The sealing of turbos and voluntary scrutineering will take place at the same location on Thursday, 26.01.2017 from 8.30 to 16:00. Classes 1 – 2 from 8.30 and Classes 3 – 21 from 10.00. Presence of crew members at the scrutineering is not reguired. During the rally, all cars must carry warm winter clothing, shoes, gloves and hats for both crew members, in case of possible retirement. Shoes and gloves according to FIA standards are compulsory only for drivers on special stages. Scrutineering finishes 30 minutes after the scheduled time of the last competitor. Not for B-juniors. Scrutineering for B-juniors will be at start of the Rally, in Lordi Square, 20 minutes before their starting time. Scrutineering for B-juniors ends 10 minutes after actual starting time of the competitor. Protest Should a driver wish to lodge a protest against another competitor's car, this must be done by phone to the number given in the road book of the rally by the organiser, beforethe arrival of the car in question to the Time Control at the finish of the rally. After this, the car wiil be placed under scrutineers' control. The organiser must verify the identity of the lodger of the protest. All protest made against any car during the rally, must be verified in writing at the latest when the lodger arrives to the final time control. 17. RESULTS The overall classification will be calculated from the times of all special stages from both Legs of the rally and any penalties

expressed in time. Prizes will be awarded according to this overall classification. Provisional final results will be published according to the programme on the official notice board and the final official results can be found on www.arcticrally.fi. 18. PRIZIES AND PRIZE GIVING Awards will be trohpies and items.

The awards list will be published on the Official Note Board. Both of the drivers will be rewarded at the finish ramp on 28.01.2017. All competitors must participate in the prize-giving ceremonies. For imperative reasons, permission for absence may be granted only by the Clerk of the course.
