The Ganga is in a much cleaner condition
in the hilly areas of Uttarakhand. But, this is
also the region where there is an increase

Atithi Devo Bhavah [Atithi devo bhavaḥ] (Sanskrit:
अतिथि देवो भवः; English: 'The guest is God' or 'Guest
become God') which is a Sanskrit verse, taken from an
ancient Hindu Scriptures which became part of the
"code of conduct" for our society.
Atithi devo bhav regards a procedure of the Host-
Guest relationship.

All our Tourism Policy shall be framed with this main motto of “Athithi Devo Bhava”
Policy Shall also give broad directions addressing the following key aspects :
Development of Tourist spots
Facilitation of better connectivity to the tourist spots
Provision of essential facilities at the Tourist Spots
Creation of Tourist friendly environment in the spots
Maintenance of clean & green surroundings
Above all, make all that possible to give every tourist a feeling of being true “Athithi”, - Who’s treated like a GOD !
Tourism Policy – Let’s be specific ! 8
Yes, first & foremost, we need India Specific Tourism Policy so that all stake holders work towards the common goals set for promotion of tourism, all over India
But, Let also have State, and if possible, area specific Tourism Policy as well
This is essential, as at times, policy guidelines may have to be varied, keeping in view of the specific needs of the tourist spots which may not be alike every where !
A specific Tourism Policy applicable to that area alone may help to promote tourism better ; eg. Sep. Tourism Policy for J & K addressing the security concerns as one of the main goals of policy;

On indicative basis, following states / tourist spots can
have area specific Tourism Policy, which can help to
promote tourism better :
J & K : To address security concern
Goa: With international tourists /beach potential in mind
Rajasthan : Specific Policy covering Desert Tourism
Kerala : With the coverage of back water / ayurveda
Tamilnadu : Taking into account of Temples in mind
Karnataka / MP : to take care Forest Tourism / Wild life

India has Embassies / Consulate Generals at many countries and every embassy may have their own web page / sites
True all these sites have either an information about India or about links giving details of India ; But do we have these details ready in the native language of respective countries ?
Those who want to visit India from abroad, all may not be familiar with English, so….Let’s have our Indian Tourism data / details, web page in their own language !
Let’s also promote Indian Tourism in all these countries through cultural exchanges between respective 2 countries

Once International Tourists arrive in India, let’s treat
them with respect
All our International Airports shall have Tourism
Development offices, where they can get any help /
assistance / details needed
The officers / staff in these offices should be trained to
handle any kind of tourists with care, affection and
loads of patience
It would be even better, if all our airports are provided
with information e – portals, where information can be
accessed by the tourists on their own

Details of Tourist spots / how to reach / where to stay
/ where to eat etc.. should all be available and if it’s
possible to be made available in various international
languages such as French, Russian, German etc.., it is
much better !
Possibility of giving a micro – SD card with all these
interactive details already fed / stored in the chip, can
also be thought - which can be sold at a nominal
charge ; we can have state or region specific cards !
This micro – SD card can be used via smart phones
of International Tourists in offline mode by them !

Those who’re in the Tourism business should also change
their mindset to treat International Tourists with respect,
honour, and humility
Nobody should be allowed to mislead them for
commercial gains !
All International Tourists should be given preference at
the Tourist spots for buying the entry tickets and if
there’s rush, it’s better to have a sep. / dedicated
counter for International Tourists, so that, they really
feel ‘special’ & ‘honored’ to be there, in India !

In any monuments of historical value, let’s have
information centers at the entrance, where we can have
single sheet information literature / pamphlets in
international languages
This can be given free of cost to encourage tourism & in
case of any fund crunch, money spent for the same can
be recovered through selling adv. space in this
information brochure
In important places / tourist spots, let us also have
Dictaphone giving audio descriptions of the spots /
paintings / sculptures etc..

All important tourist spots, can have tourist guides who’re well informed about the place and if we can have few guides, who can dabble few international lang. words (if not full), it is even better !
Negative feedback / publicity can cause immense damage to tourism potential of India and hence we all need to work towards being friendly, warmly & hospitable
Our aim should be such that, Int. Tourists should return back with a mindset to desire to visit India again or at least encourage his / her friends / near & dear ones in their country to visit India

In nutshell, the international tourist should return back to his / her country with good memories and feedback of India Visit
Let’s also start taking their feedback at the airport, at the end of their exit / return journey
Many of our airports have Tourist information centers at arrival lounge….Let’s have feedback centers at the departure lounge as well to get this feedback, which should ultimately help us to make INDIA MORE TOURIST FRIENDLY !

Domestic Tourists are no less important and Tourism related agencies should treat Indian Tourists also a “ATHITHIS” !
Just as Tourist information details are made available in different international languages, Let’s also explore the need of making such literature in regional languages .
All South Indian States can have this kind of information literature in Hindi at all their famous tourist spots eg. Details of Mysore Palace can be in Hindi language too in addition to English / Kannada / Tamil / Telugu / Malayalam etc.
Dictaphone giving descriptions in regional languages can also be thought off.

In our school education, we have lots of emphasis on Environment / Moral science / Energy conservation etc..
Both Central & State Government conducts lots of annual events / functions / expert talks / competitions etc.. to promote all these vital aspects of life : Fine …..Rightly So !
But, Do we have any similar practice for Tourism development through our Schools / Colleges ….?, which is also an important aspect of life & nation development !
Why can’t we have such exchanges / events / occasions to promote Indian Tourism – which should help the industry to grow further due to spreading of awareness / knowledge !

Just as our Airports have Tourist Information Centers,
let’s also have such centers all over our important
Railway Stations / Bus – Stations
Big Stations / Bus Terminals can also have e – portals
through which information can be accessed
In all such cases, e- portals shall be updated regularly
to avoid giving misinformation
Display of basic details of all tourist spots nearby (such
as distance, how to reach / bus timings etc. should be
made mandatory at the Bus / Railway terminals

Officials / Staff engaged in tourist information center
office should be sincere, dedicated to the cause and
should have loads of patience to answer any kind of
query, which might be asked by visiting tourists
Tourism officials / Staff should address all these queries
without getting agitated / perturbed although the types
of questions could be monotonous, day in & out !
Let’s not despair …. & work for tourism development
and work for the nation !

Regardless of Domestic or International Tourism, there are
certain basic requirements, which must be adhered to
promote tourism at all our tourist spots :
Better cleanliness around / maintenance throughout
Zero tolerance towards littering by tourists of any kind
Easy availability of dust bins for use
Clean & well maintained Toilets at all Tourist spots
Availability of Fresh Air / Water for drinking / gardening
Tourist friendly staff/guides/direction arrow at all places

Let’s have display boards of information on all important
events / paintings / sculptures / monuments etc..
Display of quotable quotes, catchy slogans on cleanliness /
necessity to maintain the area & clean in strategic locations,
without spoiling the sanctity of the area / tourist spots
Some of these instructions / importance of cleanliness to
maintain the area clean & green can be printed on the
back of entrance ticket
Let’s instill the discipline & sense of maintaining cleanliness
in one & all at the entrance of spots itself !

Entrance of any tourist spots is key, if we maintain it
clean, it’s the way forward to keep the area neat
In addition, if we maintain cleanliness inside all our
tourist spots, every tourist will be forced to maintain
that…..take for instance, two model places …..
Swami Narayan Temple in Delhi – North India or
Vivekanand Rock Memorial in Kanyakumari – South
India, both places are maintained spick and span &
nobody dares to make it dirty…..as,
“CLEANLINESS SUCCEEDS CLEANLINESS !”
“DIRTINESS BREEDS DIRTINESS ! !”

very thin gap between development and
disturbance of ecological balance of the area
Best approach could be to have a balanced
middle-of – the road approach which takes into
account of both issues and address both the
concerns
Without development, no tourism possible …but,
Without ecological balance survival, no tourism
possible either…..!

Environmental Impact Assessment studies have to be carried out before carrying any major development in the tourism potential areas / tourist spots
Any side effect on ecology on account of tourism development shall be addressed through alternative means eg. If one tree is to be cut for tourism development, 10 trees are to be planted instead first !
Consent of local populace in this regard should not be undermined as they are the basic stake holders & their survival / economic upliftment should form an important criteria for any assessment on either side of the issue !

This is a very complex issue and advice of ecological experts needs to be taken into account
Tourism in some of these range is the only source of income and one cannot stop tourism overnight citing effect on ecological imbalance
At the same time, we cannot go overboard and damage our mountains / hills / environment, citing the needs of tourism development
A well measured, middle of the road, balanced approach alone could help to resolve this double edged sword !

Let us not allow unbridled / uncontrolled construction of big
hotels / big mansions in this mountainous / hilly area
Small is beautiful and small homes / tourist cottages should
help to retain the job opportunities for the locals /
economic upliftment of the area, as well as preserving the
ecological balance of the area
Abroad, movement of heavy vehicles / transport etc.. are
heavily restricted in some of the mountain ranges and let’s
examine, case by case, such proposals, if any, to minimize
the carbon emission in the area, which should help to
preserve the sanctity / purity of the area / its environment

First & fore most, let us carry out a detailed survey of the route through Ganga originates and flows further …downwards
Let us examine the locations, where water from other sources, if any, join this route
We should ensure that, only nature generated water flows in this route
Anybody discharging the domestic or industrial water from their hotels / homes / cottages etc.. to the ‘pavitra ganga dhara’ should be stopped immediately

Expert agencies should be involved for this approach, for carrying out environment impact assessment studies
Water quality shall be checked regularly to assess the contents of water, as it gives an important indications of any pollution, its source etc..
Expertise from European mountainous nations such as Switzerland / Sweden can be taken as they have been able to maintain a very high level / degree of cleanliness & purity of their water

Basic do’s & don’ts for the tourists as well as local populace shall be conveyed to preserve the purity of Ganga
Construction dust / waste on account of any construction in the vicinity of route / near by areas could vitiate / pollute the ganga water
Regulations to prevent such unwarranted mixture of construction dust / cement particles etc.. Into water shall be ensured / implemented
The above measures shall be conveyed through education, followed by strict implementation of rules prevailing

Handling of waste (solid or liquid) in a mountain / hilly area requires a separate approach
Let us try to recycle the waste generated so that, bare minimum waste goes back to landfill
Handling of waste in hilly areas should be taken as pilot project on top most priority as it not only helps to preserve the environment of hilly area, but would also help to maintain the purity / sanctity of our GANGA MATHA !
