Phew, and breathe… another Christmas and New Year over. Welcome to 2019. You have probably had your fill of turkey curry, turkey rissoles and turkey sandwiches - I know I have!This is an important time of the year where the Community Council, after consulting with residents, will agree the budget for the next year. With resources very tight at MK Council, we find ourselves trying to take on more services providing our residents the best we can. We also have the elections in May, where we may see some new Community Councillors (see the item regarding becoming a Parish Councillor inside).We are Mid-winter now, so please keep an eye on vulnerable neighbours. January and February can be the loneliest of months so please be mindful of people on their own. We have had the shortest day and days are getting longer (albeit slowly) and we

I know I often say this but the last few months have been extremely productive and the next few months will hopefully bear the fruit that this latter period has produced. In particular we have been able to develop budget proposals which protect all our existing services and provide some additional funds to improve the environment and provide additional people orientated services. It is worth saying that this would not have been possible had MK Council followed nearly all other Councils and cut the grant we get known as the Local Council Tax Support Grant, but thankfully they haven’t and for the 3rd year in a row they have fully protected the level of these grants. Next year alone we will be receiving £153,000 from this source. This is a tremendous vote of confidence in the Parish Council Sector despite the massive financial challenges they and all Councils face.

We have recently consulted on our proposals by way of two consultation events, a consultation leaflet and questionnaire distributed to every household and consultation via our website. You may receive this Newsletter after our final decision meeting on the 14th January, but if you have it beforehand do feel free to come along to this meeting to have your say and listen to the debate. It starts at 6pm at our Hub Offices on Coffee Hall (Garraways by the shops).

This will be our final budget of this Council. All 19 Councillors step down in May and fresh elections

are held for a 4 year term of office. Of course many serving Councillors can and will stand again, but so can anyone else provided they are 18, a UK or EU, or Commonwealth Citizen and are either on the electoral register somewhere in Woughton or live within 3 miles of the Parish Council (there are a few other detailed rules that you may wish to ask about but are unlikely to affect you.) The elections are run on the same day and in the same way as all elections, but the number of Cllrs elected to represent our various estates differs according to the number of electors on each estate. To summarise Eaglestone, Coffee Hall and Netherfield elect 4 Cllrs each, Beanhill 3, Peartree Bridge 2, and Leadenhall and Tinkers Bridge 1 each. If you might be interested in seeking election let the Office know. Some information sessions will be run in January (see page X) to provide you with all the answers you may wish to know, including how to stand, roles and expectations of Cllrs and so on. This year’s Remembrance events had a special meaning, as they also signified the centenary of the end of World War 1 – The Great War. 100 years ago, the guns finally fell silent and the world started to rebuild after the horrors and losses suffered.

Woughton remembered with two events; the Annual Children’s Parade and the Service on Sunday the 11th. Both were beautifully moving and showed just how much Woughton cares.

The Children’s Parade was bigger than ever, with nearly 1,100 children in attendance, alongside teachers, parents, service personnel and others. Led by a piper, the service included the two minutes silence, bugler, poems and readings and the release of doves. Hearing the bells ring out at the end of the silence to signal the end of the war was especially moving.

Sunday was a more reserved event, with the vicar leading the service which continued in the church afterwards. The silence at 11am across Woughton, the country and beyond gave a moment for quiet reflection of the sacrifices made by the brave men and women of our armed forces and their families. Organised by the Coffee Hall Residents Association, the Church of Christ the Vine, the Royal British Legion Jubilee Branch and supported by officers and members from Woughton Community Council, local schools and others from across our community, these events showed all that is great about Woughton.

Following these events, the council had a presentation from Cllr Terry Baines from Campbell Park Parish Council and Milton Keynes Council, who is the Lead Member for the Armed Forces. As a result of this, Woughton Community Council has agreed to sign the Armed Forces Covenant, showing the councils commitment to supporting those that are or have served and the families who support them.

DOG FOULING IS A HUGE PROBLEM..........

……..particularly on and around the play areas on our estates!

Our Play Ranger team are struggling to put on play sessions for the children around the Woughton Community Council area because of the amount of DOG POO on the play areas they use. The Play Rangers are no longer able to set up play equipment on the green spaces in Eaglestone, Beanhill and Tinkers Bridge due to the fouling issue.

If dog owners continue to fail in their duty

to pick up after their pets, there is the danger of losing the Play Ranger sessions being provided for your children!

Since the re-formation of the Eaglestone Residents Association three years ago, there have been many improvements made to the estate for the benefit of residents. The play area on Broad Dean has been improved in conjunction with Woughton Community Council, paid for by money that the Residents Association sourced through grants. In addition, a project on Ashby is still underway. Previously this was an area that was well in need of some attention, and some new greenery has been planted, which has been well received. The Residents Association is planning to renew some of the planting on the estate and also to brighten up the entrances to Eaglestone. Residents will be involved, especially a group of keen volunteers around Montagu Drive. The Association has regularly distributed colourful newsletters. These have advertised forthcoming events as well as supplying helpful information about services and social events in the area. They have been printed at a very reasonable price by a local business, and posted through doors by the association.

An exciting project was the design of a flag for the estate last year after holding a competition involving Falconhurst School pupils. The striking flag is flying on the green near the Eaglestone Centre. For the first time in many years, our association took part in the local summer festival, selling plants at the Four Bridges Family Festival. We also joined the Coffee Hall association with a plant stall at their World War I Day in August.

Other notable developments on Eaglestone include

the opening of a new Post Office in the Eagle Supermarket as well as now being able to collect the Citizen newspaper from the same store. The Residents Association has also been busy organising a Winter Warmer – although attendance from residents was low, there have been discussions regarding how to improve the event for next year. The Residents Association are always looking for more residents to attend meetings, volunteer for events and improve the community – if this is something that you are interested in, please attend one of the meetings. They are held in the Eaglestone Centre every second Wednesday of each month, starting at 7pm.

Some residents may remember the flooding back in May this year. Although other estates in Woughton were badly affected by this, Eaglestone ‘got off’ lightly but the Eaglestone Centre also suffered some damage. Although managed by Woughton Community Council, the repairs are the responsibility

of Milton Keynes Council. They have only recently agreed to the repairs and improvement works that need to be done so that this venue can be fully utilised by the community once again. They are replacing the entire heating system and toilets, as well as making some significant changes to the downstairs area, including taking out one squash court, but retaining the other for residents and others to hire.

The Eaglestone Centre is also going to be the home of a new pre-school. There was a concerted effort by residents to ensure the old Eaglestone preschool could remain open, including by organising a fundraiser, but sadly their efforts were unsuccessful. Woughton Community Council were also concerned by the lack of early years provision in the wider Woughton area and the Officers at WCC have been in discussions with a new provider. Fortunately, a new provider has agreed to open a new preschool in the New Year, operating from the Eaglestone Centre. More information about this can be obtained by contacting Woughton Community Council directly.

Many residents have been concerned about parking on Eaglestone. This affects many residents, and I have been in touch with residents on Golden Drive, who are particularly concerned and affected by this. The problem seems to be inconsiderate parking from staff and visitors to the hospital. Milton Keynes Council, unfortunately, are very reluctant to act on this issue and listen to those affected, however the hospital seem to be attempting to listen to resident’s

concerns.MKC are also unwilling to devolve enforcement powers to Woughton Community Council, who are willing to listen to those affected more carefully and are working tirelessly to support residents in Eaglestone and across Woughton with this issue. To this end, WCC have been sending representatives to a Parking Forum, in which residents’ concerns are relayed and potential solutions considered. We will continue to work with other stakeholders to find a solution to this issue.

The four Councillors for Eaglestone are always willing to help residents with concerns and we are eager to hear from you. Woughton Community Council are currently undertaking a Budget Consultation – please get in touch with us and let us know what you think. We will ensure that we relay questions and concerns as well as what you think our priorities should be. We cannot do everything, so telling us what you want to see us do is so important.

Council meetings are open to the public, and it would be great to see some Eaglestone residents there.

Diwali is celebrated by millions of Hindus, Sikhs and Jains across the world. This year, we were lucky to join the Gurdwara on Leadenhall in celebrating on Wednesday 7th November.

The word Diwali comes from the Sanskrit word deepavali, meaning “rows of lighted lamps” and is commemorates different things for different groups; Hindus celebrate the return of deities Rama and Sita to Ayodhya after their 14-year exile. They also celebrate the day Mother Goddess Durga destroyed a demon called Mahisha.

Sikhs particularly celebrate the release from prison of the sixth guru Hargobind Singh in 1619. But Sikhs celebrated the festival before this date. In fact the foundation stone of the Golden Temple at Amritsar, the most holy place in the Sikh world, was laid on Diwali in 1577.

The summer of 2018 was busy for a small band of Peartree Bridge residents who decided to form an officially recognised Residents’ Association. After

distributing 2000 leaflets across the neighbourhood and holding three exploratory meetings, residents voted overwhelmingly in favour of forming a group. A Committee was elected, a Constitution was drawn up, and on the 27th September the Peartree Bridge Residents’ Association was officially recognised by Woughton Community Council.

So far two official meetings have been held, and residents have also had meetings with the Leader of WCC, the local Environment Officer and three senior members of Milton Keynes Council. High on the agenda is improving the environment, housing conditions and community spirit.

The Association is soon to receive its first financial grant of £400. Several ideas have been proposed on how to spend it, the most popular being to fund a lunch club for elderly and isolated senior residents living in Peartree Bridge.

Peartree Bridge has a new Residents’Association!The lunches will be hosted by Age UK at the Peartree Centre, Chadds Lane, Mondays and Wednesdays, 10am - 2pm. Residents can make new friends, play a game of dominoes or cards, engage in a sing-along or simply enjoy the meal. If you are over 55, live in Peartree Bridge, and would like to join the scheme, or if you know of a neighbour who might like to join, please contact Linda at [email protected] before January 25th.

The next Residents Association meeting is on Wednesday 9th January, 7-9pm at the Stonehouse Restaurant, Peartree Bridge Inn (backroom next to the canal)

The main discussion will be on forming a Critical Incident Plan for Peartree Bridge. Members of other Woughton Residents’ Associations are welcome to attend.

About MK ActMK ACT is a charity in Milton Keynes that provides quality support services to families experiencing domestic abuse. Working with over 100 families’ everyday to help them move on from fear and abuse. They have been providing safe emergency accommodation in Milton Keynes for women and their children escaping domestic violence for over 40 years. Over the last year Mk ACT has supported 985 people.

H O W D O W E S Q U A R E T H I S C I R C L E ?

Here at the Community Council, we hear lots about parking issues across the parish and are eager to see how we can make things better. Some issues are about there being too many cars and not enough spaces, but others are about people being inconsiderate and not thinking about the impact on other around.

The hospital is one of our largest employers, with hundreds of people going to the site each day, either to work there, as a patient or to visit. Despite new car parks being built, there remain issues around capacity. This means that there are estates surrounding the hospital that bear the brunt, with people parking outside peoples houses, on blind corners and in other places which can cause danger and inconvenience.

We also experience issues with other areas, especially when there are events taking place at places of worship, the Bowl, the Stadium and other venues. Issues around local schools at drop off / pick up time are also difficult – whilst this isn’t a problem only for Woughton, it is worrying to see how some people put children’s lives in danger, just so that they can be closer to the school.

Woughton Community Council are currently working with Milton Keynes Council, Thames Valley Police, the hospital, places of worship and Resident Associations to try and find solutions to some of these issues. Earlier this year, we saw yellow lines installed in some areas – whilst this has helped, it seems to have simply pushed the problem to other areas. The parking competition with local schools raised some awareness and when council officers attend the schools, parking and road manners improve, but soon slip back again when they aren’t

there. We shall continue to work on this and hope that we can find some solutions. However, this is something that we are ALL going to have to get behind, so please:

- Park considerately.

- DON’T stop on zebra crossings / hatching outside schools

- Please don’t park on the grass verges – it trashes them and makes them impossible to mow.

We will continue to explore all options open – resident permits, more yellow lines, restrictions on verge parking, more enforcement patrols, but these options are all dependent on everyone being committed to these changes. We will update you as soon as we hear anything from our partners.
