and Post Graduate Programme from the Academic Year 2016-17.

The Academic Council at its meeting held on 06 August 2016 has approved the

recommendations of the Core Committee which has proposed amendment to the regulations

enclosed here with.

Hence the amended regulations governing the effective implementation of Choice Based Credit

System (CBCS) and Continuous Assessment Grading Pattern as per the UGC order

D.O.No.F.1-2/2008 (XI Plan) 31 Jan 2008, 30 Mareh 2009, D.O.No.F.1-l/2014 (Seey) 12 Nov

2014 and 20 Jan 2015 for the Under Graduate Programme and Post Graduate Programme from

the Academic Year 2016-17 as approved by the Academic Council is hereby notified.

This will come into effect from the Academic Year 2016-17 itself. These rules and regulations

are also applicable for the students admitted in the Academic Year 2015-16 except the See.10.1

and 19.14.1which are explicitly mentioned in Annexure IV.

Government College (Autonomous) Rules 2016-17

In exercise of the powers conferred under the statute of the Autonomous College and Institutions

of Mysore University 1999 and Powers delegated by the University of Mysore through its order

No: 010$/$.HtoBoAoHF4'+$&,,'",( dated 8th June 2005, 010$/$.HtoBoAoHF@'+&&,,'",(

dated 9th January 2006 (Revised) No. F. &("'$'%%) (Desk-AC) dated 28.01.2005 and No. F. 22-

112012 (AC) dated 03.09.2012 Academic Council in its meeting on 5 August 2016 has revised

the Rules and Regulations of the College.

Preamble:

In view of need to maintain quality and excellence in teaching, learning, academic improvement

and training programmes and to evolve and impart comprehensive education in basic/applied

branches of Science, Arts, Commerce and Business Administration to promote advanced studies

and to maintain the standard of higher education and whereas in furtherance of these objects and

to manage the Autonomous College, the CoLLegehereby makes the following rules .

Chapter 1

Preliminary

1.1 Short title and commencement

l.l.1 These rules may be called The Government College (Autonomous) Rules 2016-17.

l.l.2 They shall come into force from the date on which the governing body gives its assent to

the rules.

1.2 Definitions

In these rules unless the context otherwise requires:

l.2.1 Academic Council means the Academic Council of the College.

l.2.2 Authority's means for the purpose of these rules, Governing Body, Academic Council,

Board of Studies and Finance Committee of the College and also include any other

designated bodies/committees approved by the Governing Body of the college.

1.2.3 Autonomous College means the college, which has obtained the Autonomous Status as

per the Statutes of the University of Mysore.

l.2.4 Chairman means the Chairman of the Governing body nominated by the Govt. of

Karnataka.

1.2.5 Controller/ Deputy Controller of Examination mean any person appointed by the

Governing Body for a term of three years.

1.2.6 Other Authorities means, any other bodies/committees constituted by the Governing

Body of the college, as per the statute.

l.2.7 Parent University means the University of Mysore.

1.2.8 Principal means the Head of the College.

1.2.9 Head of the Department means senior most faculty member of the department

according gradation list issued by the Department of Collegiate Education from time to

time.

l.2.10 Statute means the Provisions of the statutes relating to Autonomous Status assented to

by the Vice Chancellor on 04.09.2000 and notified vide notification No

010$.HtoBoAL$,,"'%%% dated 23rd February 2001.

1.2.11 Teachers/faculty means Assistant Professors, Associate Professors, Guest Faculty an

Chapter 2

2.1 Authorities of the college

The College shall have the following statutory bodies/committees to ensure the proper

management of the academic, financial and general administrative affairs. In addition the

college shall also have other committees as per the statute

2.1.1 Governing Body

1. Constitution

2. Term of the members: Two years except for the UGC nominee whose term will be a full six

years.

3. Meeting: At least twice a year.

4. Quorum: To constitute the quorum 2/3 members shall be present. If there is no quorum,

the meeting shall be adjourned and the subsequent meeting need not have quorum.

5. Powers and Functions: Subject to the existing provision in the bye-laws of respective

college and rules laid down by the state government, the governing body shall have

powers to:

a) Approve Rules and Regulations of the College framed/ revised by the Academic

Council.

b) Fix the fees and other charges payable by the students of the college on the

recommendations of the Finance Committee.

c) Approval of the budget estimates relating to the grant received/receivable from UGC,

and income from fees, etc. collected for the activities to undertake the scheme of

autonomy and ensuring the audited accounts for the above.

d) Institute scholarships, fellowships, studentships, medals, prizes and certificates on the

recommendations of the Academic Council

f) Perform such other functions and institute committees, as may be necessary and

deemed fit for the proper development, and fulfill the objectives for which the

college has been declared as autonomous.

2.1.2 Academic Council

1. Constitution

The academic council shall consist of the following members

a) The principal (Chairman).

b) All the heads of department in the college.

c) Four teachers of the college representing different categories of teaching staff by

rotation on the basis of seniority of service in the college.

d) Not less than four experts from outside the college representing such areas as

Industry, Commerce, Law, Education, Medicine, Engineering etc., to be nominated

by the Governing Body.

e) Three nominees of the university.

f) A faculty member nominated by the principal (member secretary)

2. Terms of Members: The term of the nominated members shall be two years.

3. Meetings: The principal shall convene a meeting of the Academic Council at least once

a year.

4. Functions: Without prejudice to the generality of functions mentioned, the Academic

Council will have powers to:

a) Scrutinize and approve the proposals with or without modification of the Boards of

Studies with regard to courses of study, academic regulations, curricula, syllabi and

modifications thereof, instructional and evaluation arrangements, methods,

procedures relevant thereto etc., provided that where the Academic Council differs

on any proposal, it will have the right to return the matter for reconsideration to the

Board of Studies concerned or reject it, after giving reasons to do so.

b) Make regulations regarding the admission of students to different programmes of

study in the college.

c) Make regulations for sports, extra-curricular activities, and proper maintenance and

functioning of the playgrounds and hostels.

d) Recommend to the Governing Body proposals for institution of new programmes of

study.

e) Recommend to the Governing Body institution of scholarships, studentships,

fellowships, prizes and medals, and to fra~ations for the awa

2# Advise the Governing Body on suggestions(s) pertaining to academic affairs made by

it.

g) Perform such other functions as may be assigned by the Governing Body.

2.1.3 Board of Studies (UG and PG)

1. Constitution

a) Head of the department concerned (Chairman).

b) The senior faculty of each specialization.

c) Two experts in the subject from outside the college to be nominated by the Academic

Council.

d) One expert to be nominated by the vice-chancellor from a panel of six recommended

by the college principal.

e) One representative from industry/corporate sector/allied area relating to placement.

2# One postgraduate meritorious alumnus to be nominated by the principal.

g) The chairman, Board of Studies, may with the approval of the principal of the

college, co-opt:

1. Experts from outside the college whenever special courses of studies are to be

formulated.

ii. Other members of staff of the same faculty.

Note: As per the guideline No. 10 of DCE circular i5<)~~:~dc':):289:miJC)e~~2013-14

dated 21.05.2014, senior most faculty member of the department shall be the

chairman of BoS (UG) and senior most faculty member with PhD degree shall be

the chairman of BoS (PG). If senior most faculty member of the department having

the PhD degree qualification, he/she shall execute the responsibilities of BoS

chairman for both UG and PG.

2. Term: The term of the nominated members shall be two years.

3. Meeting: The principal of the college shall draw the schedule for meeting of the Board

of Studies for different departments. The meeting may be scheduled as and when

necessary, but at least once a year.

4. Functions: The Board of Studies of a department in the college shall:

(a) prepare syllabi for various courses/programme keeping in view the objectives of the

college, interest of the stakeholders and national requirement for consideration and

approval of the Academic Council;

(b) suggest methodologies for innovative teaching and evaluation techniques;

(c) suggest panel of names to the Academi~il for appointment of examiners/ BoE;

(d) coordinate research, teaching, extension and other academic activities m the

department/college.

Note: As per UGC order D.O.No.1-1212015(CM) dated 22 Dee 2015 in the core

papers under the proposed guidelines 30 flexibility is proposed in adopting the

syllabus as per the template advised by the UGC. It is pertinent to point out that as

per the existing education policy different institutions and universities are required

to maintain 70% equivalence in the syllabi and the same is being maintained under

the proposed system of CBCS. This condition is also applicable if DSE/SEC are

chosen from the templates provided in UGC website.

2.1.4 Finance committee

1. Composition:

(a) The principal (Chairman).

(b) One person to be nominated by the Governing Body of the college for a period of

two years.

(c) One senior-most teacher of the college to be nominated in rotation by the principal

for two years.

2. Functions: The Finance Committee will be an advisory body to the Governing Body,

and will meet at least twice a year to consider:

a) budget estimates relating to the grant received/receivable from UGC, and income

from fees, etc. collected for the activities to undertake the scheme of autonomy; and

b) audited accounts for the above.

2.2 Rights and Privileges

2.2.1 Matters of Autonomy

1. Prescribing syllabus, courses of study, providing new courses and subjects of study.

2. Arranging for instructions of students.

3. Devising methods of evaluation, examination and tests leading to award Degrees by the

University.

4. The Degree shall be awarded by the University and the name of the College shall be

mentioned in the Degree certificate.

S. Admission of students to programs of study; provided that no student who does not

having minimum standard of eligibility prescribed for that course shall be admitted to the

College; provided further, that the intake of students shall not exceed the number fixed

by the University.

6. The College if it so desires, may start Diploma and Certificate Courses only after

obtaining permission from the University and Government of Karnataka. Certificates of

the Diploma and Certificate Courses shall, however, be issued under the seal of the

College.

2.2.2 Procedure to introduce a new course/programme by autonomous college:

Step 1

The concerned department of the college should conceive the idea of introducing new

course and it should be well discussed in the Board of Studies of that subject. The Board

of Studies will formulate the idea into a proposal with all necessary details such as

objectives, eligibility, course content and fees structure. Such proposal will be forwarded

to the Academic Council. The proposal will be in the shape of an ordinance.

Step 2

The Academic Council will discuss such proposal in its meeting and shall approve the

proposal. In case the Council finds the proposal appropriate. The Academic Council shall

have the right to send back the proposal to the Board of Studies for revision/modification

or may reject the proposal giving suitable reasons. The proposal can be resubmitted to

the Academic Council for reconsideration after the necessary modifications are made.

Step 3

The proposals approved by the Academic Council will ultimately be submitted to the

Governing Body of the college for final approval and for permission to execute the

proposal.

Step 4

Autonomous college shall send all proposal approved by the Governing Body of the

college to the Government for sanction of such programme.

Step 5

Autonomous college shall send all proposal approved by the Governing Body of the

college along with the sanction letter from the Government to the University for

information. University may ask clarification regarding the issues in the proposal from

the college. The college is bound to give such clarification with an understanding that the

university shall accept the students for award of degree under such newly proposed

courses.

2.2.3 Meetings of the Statutory Bodies

Introduction of a new course should be executed after due preparation and large scale

participatory discussions.

(% Preparation for a course to be introduced in the next academic session should start in the

month of October of the preceding session with meetings of Board of Studies.

2. Academic Council meeting shall be held twice, once in the month of AprillMay to

discuss proposals for the next academic session and again in the month of June/July to

monitor status of newly introduced courses. Academic Council shall propose ways and

means to maintain quality norms.

3. Governing Body meetings should follow the meetings of Academic Council. In the

month of July/August the Governing Body should pass the budget of the autonomous

fund including the autonomy grant received from UGc.

4. Finance committee should meet at least twice in a financial year. The meetings can be

organized in the month of April and September of every year. The meeting in the month

of April shall be the budget meeting for autonomy grant and in September will be

another budget meeting for autonomous fund created by the college through examination

and other relevant fees.

2.2.4 Examination Cell ! System

1. Autonomous College shall have an Examination Cell headed by Controller of

Examination who will be a permanent faculty nominated by the Principal on the basis of

potential of the person.

2. Principal of the college shall be the Chief Controller of Examinations.

3. Principal of the College shall nominate one/two Deputy Controller(s) for the effective

functioning of examination cell.

4. Teaching Faculty working in the college shall be nominated to the Examination Cell for

the post of Controller and Deputy Controller(s) for the tenure of 3 years. They will ~ .,

5~Ldn'troller and Deputy Controller(s) of Examinatioru hall be approved by the Governing

Body. The honorarium for Controller and Deputy Controller(s) of Examination shall be

fixed by the Governing Body within the permissible limit provided in the UGC

guidelines issued time to time.

6. Chief Controller of Examinations must create a committee for smooth conduct of

examination. UG/PG examination committee must consist of all UG/PG Council

members along with the Controller, deputy controller(s) and Principal.

7. There shall be a team of Office Assistants, Computer Programmers, Data Entry

Operators and other helpers in the Autonomous Cell. The complete work of the

Examination cell may be carryout using outsourcing with the approval of the Governing

Body.

8. Examination Cell will have appropriate printing unit also for printing of question papers

and other relevant confidential material. ~ 1%03 4

9. All part-time/full time functionaries of the Examination Cell shall be paid honorarium

for the extra work being done by them apart from their usual work. Such honoraria shall

be proposed by the Finance Committee and shall be approved by the Governing Body.

('% In case of the work of Examination cell is not outsourced, Governing Body may also

approve appointment of full time office staff in the examination cell on contractual basis

on the recommendation of Finance Committee and College Council. Such appointment

must be with the prior permission of the Commissioner, Department of Collegiate

Education. The salary of such staff will also be decided by the same mechanism.

11. Remuneration for examination work shall be decided by the finance committee and shall

be approved by the Governing Body. In no case it should be less than that paid by the

parent university. Details of remuneration, procedure for conduct of examination process

such as paper setting, invigilation, coding, valuation and penalty for violation of

procedure is given in Annexure III

2.2.5 Award of Degree

The Mysore University, alone, has the right to award Degree for the students evaluated

and recommended by the College, and the University shall device the format for the

Degree. However, the name of the College shall be mentioned in the Degree Certificate.

2.3 Review and Evaluation

The College shall constitute appropriate committees to evaluate its student performance,

improvement of standards and assess how best it has used the autonomous status. Such

self evaluation shall be alone at the end of every academic year and the report of the self

evaluation shall be submitted to the university every year by 31 st July. The performance

of the college is reviewed periodically by the University.

2.4 Miscellaneous

1. All recruitment of teaching staff shall be by the State Government.

2. College shall make a formative continuous assessment of student work during each

semester.

3. Teacher evaluation in the college may include periodical self evaluation, institutional

assessment of teacher performance, and student evaluation of teacher performance,

teacher research appraisal and other suitable forms of teacher appraisal.

4. The Principal shall constitute the non-statutory committees/Bodies as per the statute.

*. The members of the statutory bodies are entitled to travelling and other allowances as per

the existing KCSRI Autonomous College RUle~s.

2.5 Power to remove difficulties

If any difficulty arises as to the constitution or reconstitution of any authority of the

College, after the commencement of these rules the Principal of the College with the

approval of the College Council can make such provisions not inconsistent with the rules

of the Autonomous College/ State Government/ UGC/ University of Mysore, as may

appear to be necessary or expedient for removing the difficulties.

Power to make rules

The Governing Body can make any other rules as it may deem fit to fulfill the objectives

for which the College has been declared Autonomou

1. Definitions

In these Regulations, unless the context otherwise requires:

1.1 CBCS: Choice-Based Credit System is a flexible system of learning. Credit defines

the quantum of content/ syllabus prescribed for a course and determines the number of

hours of instruction required. The distinguishing features of CBCS are the following:

It permits students to

(a) learn at their own pace.

(b) choose electives from a wide range of courses offered by the college

(c) undergo additional courses and acquire more than the required number of credits

(d) adopt an inter-disciplinary approach in learning

(e) make best use of the expertise of available faculty

1.2 Discipline Specific Course (Core course) is a course, which should compulsorily be

studied by a candidate as a core requirement.

1.3 Elective Course is a course which can be chosen from a pool of courses and which may

be very specific or specialized or advanced or supportive to the discipline/ subject of

study or which provides an extended scope or which enables an exposure to some other

discipline/subject/domain or nurtures the candidate's proficiency/skill.

1.3.1 Discipline Specific Elective (DSE) is a course offered under the main discipline/subject

of study or a ProjectlDissertation work.

1.3.2 Generic Elective is an elective course chosen from an unrelated discipline/subject, with

an intention to seek exposure beyond discipline(s) of choice.

1.3.3 Ability Enhancement Courses (AEC) may be of two kinds: Ability Enhancement

Compulsory Courses (AECC) and Skill Enhancement Courses (SEC). AECC courses

are the mandatory courses based upon the content that leads to Knowledge enhancement;

Environmental Science and English/Hindi/MIL Communication. SEC courses are value-

based and/or skill-based and are aimed at providing hands-on-training, competencies,

skills, etc.

l.4 Under Graduate (UG) programme means Bachelor's degree m the Faculties of

Science, Arts, Social Sciences and Commerce.

1.5 Post Graduate (PG) programme means Master's degree in the Faculties of Science,

Arts, Social Sciences and Commerce.

Student means a student admitted to UGIPG programmes under these Regulations.

Fee means the fee prescribed by the Auton~~ou. Olleg~fOr the UG

l.8 Credit means the unit by which the course work is measured. In these Regulations oB:

(%* Grade Points is the weightage allotted to marks awarded in a course/paper.

1.10 Credit Points refer to the product of No. of credits multiplied by the Grade Point for a

given course/paper.

l.11 Semester Grade Point Average (SGPA) refers to the performance of the student in a

given semester. SGPA is based on the total credit points earned by the student in all the

courses and the total number of credits assigned to the courses/papers in a semester.

1.12 Cumulative Grade Point Average (<";GPA) refers to the Cumulative Grade Point

Average weighted across all the semesters (6/4 semesters).

3. Eligibility for admission

3.1 For UG programs

A candidate who has passed the two year pre-university examination conducted by the

Pre-university Board of Education in the State of Karnataka or any other examination

considered as equivalent thereto by the College is eligible for admission to the I

Semester of the course. For BSc courses students completing PUC or its equivalent

examination with respective science subjects are eligible. For BCA course students

completing PUC or its equivalent examination with Physics and Mathematics subjects

are eligible.

3.l.1 Students who have passed any JOC (10+2) are eligible to join I Semester BA.

1 A Candidate who has passed 3 years Diploma in Commercial or Secretarial Practice

conducted by Department of Technical Education, Government of Karnataka is eligible

for admission to III Semester BBA directly. However, such a candidate has to earn

required credits in AECC, SEC, DSE and GE of the respective programme.

2 A Candidate who has passed 2 years Diploma (after PUC) in Business Administration

conducted by Department of Technical Education, Government of Karnataka is eligible

for admission to V Semester BBA programme subject to the condition that the candidate

has to earn required credits in AECC, SEC, DSE and GE of the respective programme.

3 A Candidate who has passed 3 years Diploma in Paramedical course conducted by

Department of Technical Education, Government of Karnataka is eligible for admission

to I Semester BSc (CBZ).

4 A Candidate who has passed two years ITI course conducted by the Directorate of

Employment and Training, Karnataka is eligible for admission to I Semester BA.

5 A candidate who has produced duplicate TC for his admission with one/more than one

year break, his/her admission is subject to the review of College Council.

Note: A candidate who has passed any other examination equivalent to 10+2 or 10+3 is

eligible for admission to the IfIII semester with the pre-approval of the parent university.

3.2 For PG Programs

1. A candidate who has passed the three year degree with respective displine as a major/

optional subject or earned 24 credits by any UGC recognized university or any other

examination considered as equivalent thereto by the college is eligible for admission to

the I Semester of the programme. For MSc Computer Science programme candidates

completing BCAlBSC(IT) are also eligible. The minimum percentage required for the

admission to PG programs (for non CBCS) is subject to the orders issued by the parent

university time to time.

2. PG admission shall be carried out with an entrance examination conducted by the

Institution with the weightage of 50:50 for entrance and overall (all six semesters) merit

in the respective discipline or through parent University admission process.

3.3 A Candidate is not eligible to get the admission to any other UGIPG programme second

time after completion of a UG/PG Programme in any U niversity/ Autonomous College.

3.4 For re-admission in the case of DROPPED all courses (discontinuing a programme) .

4 Medium of Instruction

The medium of Instruction shall be English! Kannada

5 Structure of Programme

The UG programme is used to denote BA, BSc, BCA, BCom, BBA and PG programme

is used to denote MA, MSc and MCom offered by the college under CBCS.

Different courses of study are labeled and defined as follows:

5.1 Core course - Discipline Specific Core (DSC)/Language: A course, which should

compulsorily be studied by a candidate aim to cover the basics that a student is expected

to imbibe in that particular discipline.

5.2 Elective Course: Generally a course which can be chosen from a pool of courses and

which may be very specific or specialized or advanced or supportive to the discipline/

subject of study or which provides an extended scope or which enables an exposure to

some other discipline/subject/domain or nurtures the candidate's proficiency/skill is

called an Elective Course.

5.2.1 Discipline Specific Elective (DSE) Course: Elective courses offered under the main

discipline/ subject of study.

5.2.2 DissertationiProject*: An elective course designed to acquire special/advanced

knowledge, such as supplement study/support study to a project work, and a candidate

studies such a course on his own with an advisory support by a teacher/faculty member.

5.2.3 Generic Elective (GE) Course: An elective course chosen from an unrelated

discipline/subject, with an intention to seek exposure beyond discipline(s) of choice.

5.3 Ability Enhancement Courses (AEC): The Ability Enhancement (AE) Courses may be

of two kinds:

5.3.1 Ability Enhancement Compulsory Courses (AECC): The courses based upon the

content that leads to Knowledge enhancement; Environmental Science and

English/Hindi/MIL Communication. These are mandatory for all disciplines.

5.3.2 Skill Enhancement Courses (SEC): The value-based and/or skill-based courses and

are aimed at providing hands-on-training, competencies, skills, etc. These courses may

be chosen from a pool of courses designed to provide value-based and/or skill-based

knowledge and should contain both theory and lab/hands-on/training/field work.

5.4 Practical/tutorials: One each with every core and discipline/generic specific elective

paper. Wherever there is a practical there will be no tutorial and vice-versa.

Project/Dissertation work would be of 6/8 credits. A Project/Dissertation work may be

given in lieu of a discipline specific elective paper.

6 Semesters and Course structure

6.1 An academic year consists of two semesters.

a) Odd Semester (1, III and V Semester): July to November

b) Even Semester (II, IV and VI Semester): January to May

6.2 A semester normally extends over a period of 15-16 weeks with 90 working days. Each

week has 22-28 hours of instruction spread over a 6-day week.

6.3 Course structure

6.3.1 Every course offered will have three components associated with the teaching-learning

process of the course, namely Lecture - L, Tutorial- T and Practical- P, where L stands

Lecture session. T stands Tutorial session consisting participatory discussion / self study/

desk work! brief seminar presentations by students and such other novel methods that

make a student to absorb and assimilate more effectively the contents delivered in the

Lecture classes. P stands Practice session and it consists of Hands on experience /

Laboratory Experiments / Field Studies / Case studies that equip students to acquire the

much required skill component. In terms of credits, every one hour session of L or T

amounts to 1credit per semester and a minimum of two hour session of P amounts to

1 credit per semester, over a period of one semester of 15 weeks working days for

teaching-learning process. The total duration of a semester is 20 weeks inclusive of

semester-end examination.

6.3.2 A course shall have either or all the three components. That means a course may have

only lecture component, or only practical component or combination of any two or all

the three components. The total credits earned by a student at the end of the semester

upon successfully completion the course is L + T + P. The credit pattern of the course is

indicated as L: T : P. If a course is of 2-6 credits then the different credit distribution

patterns in L : T : P format could be 5 : 1 : 0, 4 : 0 : 0, 4 : 0 : 2, 3 : 1 : 0, 2 : 0 : 2, 3 : 0 : 1,

3 : 0 : 0, 0 : 0 : 2, 2 : 0 : 0, 0 : 0 : 4. The credit pattern for a PG Programme can be

decided by the respective BoS with the approval of Academic Council.

6.3.3 The concerned BoS will choose the convenient credit pattern for every course based on

the requirement as per UGC order D.O.No.F.1-1I2014 (Secy) 12 Nov 2014 and 20 Jan

2015. However, a course shall be of2 to 6 credits and will be evaluated for 100 marks. A

course with less than 3 credits in the credit pattern will be evaluated for 50 marks.

For any other approved course the eva can be decided by the respective

BoS.

6.3A A project work/Dissertation of 6 credits is termed as Minor Project and will be evaluated

for 100 marks. A project work more than 6 credits is termed as Major Project and will be

evaluated for 200 marks. A project work/Dissertation may not be in accordance with the

credit pattern given in 6.3.2. Project guidance of 2/4 hours for a group of 4/5 students

may be treated as direct teaching hours in the credit pattern of 0 : X : 0, 0 : 0 : X or 0 : X

: X as recommended by the BoS with the approval of Academic Council.

~7 Council

There shall be various Councils headed by the Principal, in order to optimize the use of

resources and talents, to avoid duplication of courses and for effective coordination of

CBCS programmes and to take decisions about the issues related to the college.

7.1 College Council consisting of HOD's of all departments.

7.2 UG Council consisting of HOD's of all UO departments.

7.3 PG Council consisting of entire faculty of all PO departments.

The UO and PO council will prepare the common time-table in consultation with the

Principal of the college and to co-ordinate the CoE for the smooth conduct of

examinations. The Councils will meet at least twice in a semester.

7A Departmental Council consisting of all the teachers of the Department.

7A.1 The u~/poCouncil shall be responsible for admission to all the programmes offered by

the College including conduct of entrance tests, verification of records, admission, and

evaluation.

7A.2 Courses (Core/Elective) are designed by faculty and approved by the Departmental

Council shall be approved by the BoS.

7A.3 Course teacher(s)/ Mentor offering a course will also be responsible for maintaining

attendance and performance sheets of all the students registered for the course.

7AA Teacher(s) / Mentor offering a course will give the attendance and performance sheets

for C I and C2 examinations to the Head of the Department who in turn consolidates all

such performance sheets of courses pertaining to the programmes offered by the

department and forward the same to be processed by the CoE.

8 Student Advisor/ Mentor and programme co-ordinator

8.1 Student Advisor/ Mentor: Every student will have a member of faculty of the

Department as his/her student advisor. All teachers of the department s~ s

8.2 Programme co-ordinator: Head of the Department/ a nominated faculty member to co-

ordinate the mentor's work and is responsible for the possible student support services in

the respective programme.

9 Conduct

Every student is required to observe discipline and decorum both inside and outside the

campus in accordance with the Autonomous College/ Department of Collegiate

Education! University of Mysore Student Conduct Rules.

11 Scheme of Instruction

11.1 The minimum duration for completion of a UG/PG Programme in any subject is 614

semesters. The maximum period for completion is 12/8 emesters counting from fir t

seme ter. Even if a candidate earns the required number of credits in less than 6/4

semesters, he/she has to necessarily study 614 semesters for the 312 years UG/PG

programme.

11.2 A candidate has to earn a minimum of 132176 credits, for successful completion of a

UG/PG programme in accordance with the See 10.1 and See 10.2. The 132176 credits

shall be earned by the candidate by studying DSC/AECC/SEC/DSE/GE as specified in

the See 19.14.

11.3 A candidate of UGIPG programme has a provision to go with a normal pace of 22/18

credits per semester. However he/she may opt to go with a slow pace not less than 18/16

credits per semester or with an accelerated pace of as high as 26124 credits per semester

with the approval of UGIPG council.

11.4 In excess to the minimum of 132176 credit for a UGIPG programme in the concerned

discipline(s)1 subject(s) of study, a candidate can opt to complete a maximum of 24/16

along with the UG/PG programme. In such of the cases wherein, a candidate opts to earn

at least 4 extra credits in different discipline(s)1 subject(s) in addition to a minimum of

132176 credits at UG/PG level as said above then an add on proficiency certification will

be issued to the candidate by listing the courses studied and grades earned.

11.5 Only such candidates who register for a minimum of 18/16 credits

semesters shall be considered for declaration of ranks, medals and are eligible to apply

for student fellowship, scholarship, freeships and hostel facilities.

12 Course Registration

12.1 After admission to a Programme, a Registration Number will be assigned to every

student by the college.

12.2 Every student must register (in consultation with his/her advisor/mentor) for the courses

he/she intends to undergo in that semester by applying in the prescribed proforma in

triplicate (duly signed by the candidate, student advisor/mentor and the Programme co-

ordinatorIHOD), within the prescribed date notified in the Academic Calendar.

12.3 Withdrawal from a course is permitted up to one week from the date of registration.

12.4 After registration, a student can drop an elective course agreed to earlier and can

substitute it by another elective course for valid reasons with the consent of the Student

Advisor, but before the prescribed date for withdrawal of courses provided that the

candidate will be able to fulfill the required minimum attendance in the substitute course.

Withdrawal from a course will not be permitted for those who undergo late registration.

Cancelation of a course (DSC/AECC/SECIDSE/OE) may be permitted before the

conduct of Cl examination.

12.5 From the second semester onwards, registration for the courses will be done by students

on or before a specified date in consultation with their student advisor/mentor. A student

will become eligible for registration only if he/she has cleared all dues to the Institution,

during the previous semester.

12.6 The courses registered after withdrawal should enable the student to earn a minimum of

18/16 credits per semester for a UOIPG programme.

12.7 If a student is unable to attend any classes (DROPED all courses) of both odd and even

semester (discontinue the program), he/she is not eligible to get the re-admission to same

or other programme in the next academic year. However due to medical reason his/her

re-admission in the consecutive academic year may be consider with the approval of

College Council on producing the proper documents to support the reason for

discontinuation. This provision may be provided only once for a programme.

12.8 In case of a PO student for the I year, he/she has to apply for the admission under regular

selection process with the approval of the College Council on producing the proper

documents to support the reason for discontinuity. This provision may be provided only

once for a programme.

12.9 If a student attended C3 examination of IIIII semester and DROPED all courses of IIIIV

consecutive academic year. However he/she may get the admission to IIIIII year (III/V

semester) in the consecutive academic year with the approval of College Council. This

provision may be provided only once for a programme.

12.10 Any breakup semesters (II/IV/VI) can continue by the candidates after the completion

of the regular duration of the programme by registering the courses with the re-

admission.

12.11 Students re-admitted to any programme under Sec. 12.7, 12.8, 12.9 and 12.10 ;f

(above three sections) are not eligible to participate in sportslNSSINCC/any other

extra-curricular activities.

13 Continuous Assessments

13.1 Assessment and evaluation processes happen in a continuous mode. However, for

reporting purposes, a semester is divided into 3 discrete components identified as C 1,

C2, and C3.

13.2 The performance of a candidate in a course will be assessed with reference to 6.3.3 as

explained below.

13.2.1 The first component, Cl of assessment is for 15%. This will be based on test, assignment

and/or seminar. During the first half of the semester, the first 50% of the syllabus will be

completed. This shall be consolidated during the 8th week of the semester.

13.2.2 The second component, C2 of assessment is for 15%. This will be based on test,

assignment and/or seminar. The continuous assessment and scores of second half of the

semester will be consolidated during the 15th week of the semester. During the second

half of the semester the remaining syllabus of the course will be completed.

13.2.3 The outline for continuous assessment activities for Cl and C2 will be proposed by the

teacher(s) concerned before the commencement of the semester and will be discussed

and decided in the respective Departmental Council with the approval of BOS. The

students should be informed about the modalities well in advance. The evaluated

courses/assignments during Cl and C2 of assessment are immediately returned to the

candidates after obtaining acknowledgement in the register maintained by the concern

teacher for this purpose.

13.2.4 If any course is designed with L : T : P credits pattern of X : 0 : 2, Departmental Council

with the approval of BoS can conduct Cl with the continuous assessment through

practical record and C2 with the continuous assessment through practical record and a

13.2.5 If any course is designed with L : T : P credits pattern of 0 : 0 : 2, Departmental Council

with the approval of BOS can conduct only C2 with the continuous assessment through

practical record and a test.

13.2.6 During the 18th -20th week of the semester, a semester-end examination of 3 hours

duration shall be conducted for each course. This forms the third/final component of

assessment (C3) and the maximum marks for the final component will be 70% of the

marks assigned to the respective course according to See 6.3.3. However, candidate has

to apply for the C3 examination in the prescribed format with applicable fee to the

examination cell. If any candidate fails to apply within the specified date, he/she will not

be permitted to appear for C3 examination.

14 Attendance

14.1 The teacher handling a course shall be responsible for maintaining a record of attendance

of students who have registered for the course.

14.2 All faculty members shall intimate the Head of the Department at least seven calendar

days before the last instruction day in the semester the particulars of all students who

have less than 75% attendance in one or more courses. However any student who

participated in the marked events (NSS/NCC/Sports etc), the classes conducted in the

duration actually participated shall be excluded from the total number of classes

conducted.

14.3 A candidate who has less than 75% attendance shall not be permitted to apply for the

end-semester examination in the course in which the shortfall exists.

14.4 The HOD shall announce the names of all students who will not be eligible to take the

end-semester examinations in the various courses and send a copy of the same to the

college office. Registrations of such students for those courses shall be treated as

canceled. If the course is a core course, the candidate should register for and repeat the

course when it is offered next. If any candidate is willing to re-register a course after the

regular period of admitted programme, he has to re-admit to the programme by paying

prescribed fee with the approval of UG/PG council.

15 Examination and Evaluation

15.1 Evaluation will be done on a continuous basis, three times during each semester. For the

purpose of uniformity, particularly for inter-departmental transfer of credits, there will be

a uniform procedure of examination to be adopted by all faculty members. There will be

two sessional components Cl and C2, and one end-semester examination :3 for each

15.2 Cl and C2 examinations (of one to two hours duration) may employ one or more

assessment tools such as objective tests, assignments, paper presentation, laboratory

work, etc suitable to the course. This requires an element of openness. The students are

to be informed in advance about the nature of assessment. A Student cannot repeat Cl

and C2.

15.3 Provision of appeal for Cl and C2

15.3.1 If a candidate is not satisfied with the evaluation of Cl and C2 components, he/she can

approach the grievance cell with the written submission together with all facts, the

assignments, C1 and C2 written papers etc, which were evaluated. He/she can do so

before the specified date by the department. The grievance cell is empowered to revise

the marks if the case is genuine and is also empowered to levy penalty as prescribed by

the policy of the Autonomous college on the candidate if his/her submission is found to

be baseless and unduly motivated. This cell may recommend for taking

disciplinary/corrective action on an evaluator if he/she is found guilty. The decision

taken by the grievance cell is final. For every programme there will be one grievance

cell. The composition of the grievance cell is as follows.

15.3.2 In case the evaluation of Cl and C2 components has found to be erratic, then such cases

shall be referred to the UG/PG council to establish whether or not any valuer has been

erratic in his evaluation, and to recommend if the committee so desires, any punitive

measures in accordance with the Annexure III.

15.4 There shall be one end semester examination C3 of 3 hours duration carrying 70% of

marks in each course covering the entire syllabus prescribed for the course. The end

semester examination is normally a written / laboratory based examination. The duration

of the practical examination will be decided by the Departmental Committee with the

approval of BoS. Model question paper for each course has to be prepared by the teacher

and the same should be forwarded to the Head of the Depart

IS.S The C3 examination schedule will be prepared by the controller of examination in

consultation with the examination committee and to be displayed in the notice board at

least one week before the examination.

IS.6 In case of a course with practical component or with only practical component, a

practical examination will be conducted with both internal and external examiners. A

candidate will be assessed on the following basis.

15.10 Finally, awarding the grades should be completed latest by 24th week of the semester.

16 Question paper setting coding valuation and declaration of results

16.1 Constitution of Board of Examination

Board of Studies shall nominate the Board of Examiners and consist of the following

members:

1. Head of the Department concerned/Senior faculty member on rotation shall be the

Chairman of the Board.

2. Twoffhree senior teachers in the Department on rotation.

3. Twoffhree experts in the subject from universities/ other college.

16.2 Question paper setting

16.2.1 From the list of Examiners provided by the Board of Studies, Chairman of BoE will

prepare a list of paper setters and examiners in each subject.

16.2.2 Questions papers in two /three (for a course in which makeup examination to be

conducted) sets shall be set; one by the internal examiner and one/two by the external

examiner for a course. Whenever there are no sufficient internal examiners, the chairman

BoE shall get the questions papers set by external examiners.

16.2.3 The papers will be scrutinized by a Board of Examiners constituted for this purpose.

16.2.4 The paper setters in each paper will be provided with a copy of blown-up syllabus and

model question paper.

16.2.5 The paper setters have to provide scheme of valuation along with the question paper of

the examination.

16.2.6 The Department has to provide model answers for the question papers of the examination

held and the same should be kept in the library for reference.

16.2.7 The board is responsible for proper scrutiny of question papers. In case, any question

paper is not in accordance with the scheme and syllabus, then such cases shall be referred

to the UGIPG council, and to recommend if the committee so desires, any punitive

measures in accordance with the Annexure III.

16.3 Coding of answer scripts

Before valuation, all the answer scripts shall be coded using false numbers/bar-coding

with a separate false numbers/bar-coding for each paper.

16.4 Valuation

16.4.1 For UG, there shall be single valuation of the answer scripts at the college (Central

Valuation) with minimum 50% of the scripts shall be evaluated by external examiners.

16.4.2 For PG, there will be double valuation (one by internal and one by external) of all answer

scripts at the college (Central Valuation).

16.4.3 The average of marks (after rounding it oft) awarded by the two examiners will be taken,

if the difference between the marks awarded by the two examiners is less than 20%.

16.4.4 If the difference in marks awarded by the two examiners exceeds 20%, it will be referred

to third valuer (other than first two) / BoE. The average of the marks awarded by third

valuation and the nearest of the first two will be final marks.

16.5 Valuation of Minor/ Major Project / Dissertation and Viva-voce

Right from the initial stage of defining the problem, the candidate has to submit the

progress reports periodically and also present his/her progress in the form of seminars in

addition to the regular discussion with the guide. Components of evaluation are as

follows.

Dissertation / project report will be valued jointly by the project supervisor and one

external examiner nominated by the Chairman of BoE. Students may be asked to make a

presentation before the faculty members and students.

17 Photocopy of Answer scripts, Re-totalling and Re-valuation

17.1 A candidate, who desires to apply for Photo copy of his theory answer script of C3

examination, may do so by paying the prescribed fee and submitting prescribed

application directly to the CoE with-in the date, as specified from time to time.

17.2 A candidate, who desires to apply for re-totaling and re-valuation of his only theory

answer script of C3 examination, may do so by paying the prescribed fee and by

submitting the prescribed application, along with the relevant original marks card to the

CoE, within the date as notified from time to time by the College.

17.3 The re-totalling shall provide for checking whether all the answers have been valued and

whether the totaling is correct. In case any answer or part has not been valued, that part

may be referred to another valuer, and marks so awarded shall be added to the totaL In

case there is any mistake in totaling or carryover of marks from the inside sheets to the

facing sheet, the CoE may have it corrected with the approval of the PrincipaL

17.4 The result of Re-totaling shall be announced within 20 days from the last date fixed for

receipt of applications.

17.5 The revaluation shall be referred to second/third valuer (other than first/second) by the

Chairman of BoE. If the revaluation is concerned to more than three courses in a

discipline BoE can carry out the revaluation.

17.6 The result of re-valuation shall be announced within 20 days from the last date fixed for

receipt of applications.

17.7 If the difference between the original marks and the revaluation marks does not exceed

20% of the maximum marks prescribed for that theory paper, the average of the two shall

be the final award.

17.8 If the difference between the original marks and the revaluation marks is more than 20%

of the maximum prescribed for that theory paper, such scripts shall be got valued by

BOE. The marks awarded by the BoE shall be the final award of marks and such scripts

should be preserved at the examination cell at least five years from the date of

examination.

17.9 In case where one or more answers are not valued by the original valuer, then the marks

awarded by the subsequent valuer, as far as these answers are concerned, shall be taken

as they are, without averaging with the marks of the other.

17.10 In cases where the difference between the original marks, first revaluation marks or/and

the second revaluation marks clearly indicate that a particular examiner has been erratic

in his/her valuation, then such cases shall be referred to the College Council to establish

whether or not any valuer has been erratic in his evaluation, and to recommend if the

committee so desires, any punitive measures in accordance with the Annexure III.

17.11 If there is a complaint of a serious nature of erratic or unfair valuation in any paper for a

group of candidates, the principal may after a preliminary inquiry, order for special

valuation of the concerned group or entire set of candidates in the paper concerned. After

such special valuation, a random sample of 10% of the answer scripts, subject to a

minimum of 10, shall be referred for review.

17.12 The provision for gracing shall also apply to such candidates after re-totaling and

revaluation. However the grace marks shall be shown separately in marks ledger and not

in marks card.

18

18.1

Award of grace marks

Grace Marks shall be awarded to a Paper [Theory/Practical/Viva- Voce/ Head of Passing

(Aggregate)] to a maximum of 2% per course, if, after gracing, the candidate gets

minimum prescribed marks in the Theory/Practical/Viva- Voce to get P grade in the

course. The added grace marks to any course(s) should be carried by the other course(s)

from which he/she secures higher than the minimum marks for P grade. The maximum

grace marks permissible in a C3 examination shall not exceed 6 marks.

A candidate shall be eligible to a maximum of 4% (Aggregate) grace marks in a course,

provided the candidate:

1. Appears for the entire examination (all courses);

2. He has not secured the required minimum for pass in only one course

[Theory/Practical/Viva- Voce/Head of Passing (Aggregate)] of the examination.

3. Passes the whole examination by such gracing; and

4. Gets the minimum prescribed marks in the Theory/Practical/Viva- Voce and Head of

Passing (Aggregate) to get grade P by such gracing.

19 Passing minimum

19.1 A candidate has to secure minimum P grade in a course (Grade points = 4 and 40% of

marks).

19.2 If a course with the credit pattern X : 0 : X (L : T : P), to secure P grade in each course

(theory and Practical put together) shall be 40% provided minimum marks in theory and

practical component shall be 30% excluding C1 and C2 component.

19.3 For a course with the credit pattern X : 0 : X (L : T : P), a candidate secure minimum

30% in Cl and C2 put together and also individually in theory as well as in Practical

component to appear for C3 of the respective course.

19.4 In case a candidate secures less than 30% in Cl and C2 put together (Absent or secure

zero marks in Cl or C2), the candidate is said to have DROPPED the course, and such a

candidate is not allowed to appear for C3. This shall be declared by the CoE before the

commencement of C3 examination.

19.5 In case a candidate secures less than 30% in Cl and C2 put together in anyone

component (theory or practical) of a course with the credit pattern X : 0: X (L : T : P),

he/she can appear for the C3 of the component for which he/she is eligible. The

candidate can re-register the course for the respective component (theory or practical)

when it is offered in consecutive semester. The marks secured in the other component

(theory or practical) will be retained.

19.6 In case a candidate secures less than 30% in C3 or absent for C3, the candidate is said to

have not completed the course and he/she may either opt to DROP the course or to

utilize PENDING option. The candidate has to give it in writing to the CoE through

Head of the department within 10 days from the date of notification of final results. If

any candidate fails to give in writing within specified time, it is considered to be

PENDING option. The candidate with PENDING option shall complete C3 component

within double the duration of the programme, by re-appearing only for C3 component of

that course when it is offered next time in the department on payment of prescribed fee

and he / she carries the same marks awarded in Cl and C2.

19.7 In case the candidate secures less than 30% in C3, but his/her Grade G = 4, as per section

20.1 below, then he/she may be declared to have been conditionally successful, provided

that such benefit of conditional clearance based on G = 4 shall not be available for more

than 8 credits for the entire programme of UG/PG course. If a candidate is eligible for

more than one course, the course which has highest marks in C3 will be considered. If

the marks are equal, the following order shall be considered.

a) DSC

b) DSE

c) SEC

d) GE

e) Languages

f) Communication Language/ES

A student shall not utilize this benefit along with the Sec. 18 (grace marks).

19.8 In case a candidate secures more than 30% in C3 and G = 4, then he/she may choose

DROP/PENDING option. The candidate has to give it in writing to the CoE through

Head of the department within 10 days from the date of notification of final results. If

candidate opt for the PENDING, he/she can re-appear only for C3 component within

double the duration of the programme, by paying prescribed fee and he / she carries the

same marks awarded in C1 and C2. In case he/she absent for re-appearing C3 or secures

lower grade than the earlier, earlier grade will be retained. This option can be utilized

one time for a course.

19.9 A candidate can re-appear for C3 of a course when the course is offered again by the

department by paying prescribed fee and he / she carries the same marks awarded in

C1and C2.

19.10 A candidate also has to re-register for the DROPPED course when the course is offered

again by the department if it is a DSC. The candidate may choose the same or an

alternate course in case the dropped course is other than DSC.

19.11 A candidate who is said to have DROPPED project work has to re-register for the same

subsequently within the stipulated period. The details of any dropped course will not

appear in the grade card.

19.12 The tentative / provisional grade card will be issued by the Principal at the end of every

semester indicating the courses completed successfully. This statement will not contain

the list of DROPPED courses.

19.13 Upon successful completion of UG/PG programme a final grade card/Transcript

consisting of grades of all courses successfully completed by the candidate will be issued

by the Principal.

20 Separatel Makeup Examination

20.1 In case of students who could not attend C 1 or C2 due to medical reason or under

extraordinary circumstances or participating in Sports/NCC/NSS/any other

extracurricular activities by satisfying the conditions of See 14, a separate examination

for C2 shall be conducted before C3 examination by the concerned department with the

approval of departmental council. This separate examination can be considered

equivalent to Cl or C2.

20.2 In case of students who secures less than 30% in Cl and C2 put together by satisfying

the conditions of See 14, a makeup examination for C2 shall be conducted before C3

examination by the concerned department with the approval of departmental council.

20.3 The candidate has to give it in writing to the Head of the Department for separatel

makeup examination of C2 within 5 days from the date of notification of results of C2

examination, by paying prescribed fee. However fee may be waived off for the students

who attended Sports/NCC/NSS/any other extracurricular activities.

20.4 Makeup examination (only for C3) shall be conducted only for V and VI semester in

case of UG and, III and IV semester students in case of PG candidates those who are

chosen PENDING option for any course.

20.5 The candidate has to give it in writing to CoE through Head of the department for

makeup examination of C3 within 5 days from the date of notification of results of that

semester, by paying prescribed fee.

20.6 The makeup examination schedule will be prepared by the controller of examination in

consultation with the examination committee and to be displayed in the notice board at

least 5 days before the examination.

20.7 7% (rounded to nearest number) of the maximum marks of that examination shall be

deducted from the secured marks in only makeup examination of C2 and C3.

20.8 A candidate applied for makeup examination of C3 can utilize the facilities provided in

See 17.

SGPA indicates the performance of a student in a given Semester. SGPA is based on the

total credit points earned by the student in all the courses and the total number of credits

assigned to the courses/papers in a Semester.

Note: SGPA is computed only if the candidate passes in all the courses (gets a

minimum P grade in all the courses) of a semester.

1 A candidate can earn maximum of three credits in his/her six semesters UG program as

given in the following table by participating in Sports/ NCC/ NSS /related courses and also

from his/her achievements due to his/her Interest! Hobby apart from the regular registered

courses.

2 At the time of registration of courses during I1III/V semester, students shall register in the

respective departments/coordinator for his/her participation in extra-curricular activity in that

academic year by applying in the prescribed proforma in triplicate (duly signed by the

candidate, concerned co-ordinatorIHOD/Officer and the Program co-ordinator), within the

prescribed date notified in the Academic Calendar.

3 The department head/coordinator shall maintain a record along with the certificate(s) of

participation of each event for all registered candidates.

4 In case the documents produced by the candidate or department head/coordinator is found to

be counterfeit, then such cases shall be referred to the UG council, and to recommend if the

committee so desires, any punitive measures in accordance with the Annexure III
