Notice of Community Meeting

There will be an online community session on Thursday,

October 15th at 6:00pm. Purpose is to discuss the following:

1. Robert’s Bank Terminal 2 Agreement, and 2. The Musqueam / Port Relationship Agreement

Presentations will be provided by Vancouver Port Authority and Musqueam staff.

REQUEST FOR PROPOSAL FOR ARTIST(S) FROM MUSQUEAM NATION FOR

WALKWAY CANOPY: GLASS GLAZING PATTERN AND STRUCTURE COLOUR FOR

NEW UBC RESIDENCE OUTDOOR PRECINCT INTRODUCTION The University of British Columbia (UBC) is a public research university with campuses in Vancouver and Kelowna, British Columbia. It serves 55,000 students on its Vancouver campus (28% international), and hosts upwards of 2 million campus visitors each year. A new student residence complex on the UBC Vancouver campus is scheduled to open in fall 2021 and includes five residential buildings that will house 940 upper-year students. UBC Student Housing and Community Services (SHCS) is overseeing all aspects of this project. SHCS (formerly Student Housing and Hospitality Services) partnered with Musqueam to name həm̓ləsəm̓ and q̓ələχən Houses in 2011, and cə̓snaʔəm House in 2017 at Totem Park Residence. There is a joint Musqueam/SHCS storytelling committee that has been developing educational materials and opportunities for students to learn more about the land, language, culture, and history of the Musqueam people. This project is also in support of the core tenets of the Memorandum of Affiliation signed between UBC and Musqueam in 2006. Among the Memorandum’s tenets are commitments to create a visual Musqueam presence on campus and increase Musqueam programming and curricula. SCOPE OF WORK Musqueam Indian Band and UBC SHCS are seeking original concepts from aspiring and established Musqueam artists. The result of this commission will be original artwork for the pre-designed walkway canopy structure. Only a preliminary sketch and outline is required at application. After the artist is selected, preliminary designs will be discussed with the production team and developed into a final image and a vectorized graphic to scale according to production specifications. The selected artist will be required to:

• Attend 3-4 Musqueam-UBC SHCS storytelling committee meetings • Provide multiple specifically-sized design drawings for glass frit on the canopy (which we would

repeat as needed) • Provide suggested art feature(s) for the canopy metal frame • Provide a colour suggestion for the canopy metalwork frame

PURPOSE & PROJECT GOALS UBC SHCS wishes to foster a stronger connection between student residents, staff, and visitors who live and work on the traditional, ancestral and unceded territory of the Musqueam people through the commissioning of artwork that can be applied to three large-scale canopy structures. This work will be

accompanied by additional storytelling materials inside each building, as well as landscaping and exterior plant signage designed in consultation with Musqueam. SELECTION PROCESS The final design will be selected by a committee composed of representatives designated by Musqueam Indian Band and UBC SHCS. The successful candidate will then work collaboratively with key stakeholders including Musqueam, UBC SHCS, and architects to refine a final design. CONSIDERATIONS + SPECIFICATIONS • Review the attached project map (Appendix 1), preliminary canopy renderings (Appendix 2), and

examples of glazing patterns and production information (Appendix 3) to consider possibilities. • Designs: It is mandatory that the design should reflect Musqueam traditions and art. • Symbolism: Consider concepts of teaching, learning, transformation, sustainability and/or wellness

from a Musqueam perspective. You may also want to tie in the hən̓q̓əmin̓əm̓ and English house names and stories that are being jointly selected, themed around the following five ocean animals: 1) Orca House | q̓ǝlɬalǝmǝcǝn lelǝm̓, 2) Sturgeon House | qʷta:yθǝn lelǝm̓, 3) Herring House | sɬewǝt’ lelǝm̓, 4) Otter House | tǝmǝs lelǝm̓ and 5) Octopus House | sqimǝkiʷ lelǝm̓.

• Finalized artwork is not required. Exact specifications are to be determined collaboratively. • Shadows: There is an opportunity to be creative with the use of shadows and the potential for

patterns to appear on the ground in the sunshine. • Language: If the successful submission includes the hən̓q̓əmin̓əm̓ language, the artist will be asked

to collaborate with the Musqueam Language and Culture Department. SELECTION CRITERIA The artist who best aligns with the project considerations and specifications will be chosen by the selection panel. The successful submission will be chosen on its artistic merits, storytelling and interview process/presentation of idea. SUBMISSION REQUIREMENTS Interested artists must submit their proposal in writing, and include the following components: • Artist’s biography / summary and full artist’s full contact information • Concept design(s): initial concept design(s) in the form of sketches or drawings which you

believe reflects the considerations and specifications above • Vision statement: an associated statement or story, of 50 to 200 words, which explains the artist’s

intention and significance of the proposed design(s). • Optional: Examples of previous work (up to 5 images). Digital images must be clearly labeled with title,

medium, dimensions, date of work and short description. COMPENSATION - $10,000* The selected artist will be compensated once the full design for the glass frit has been completed and they have provided design suggestions for the metalwork frame. They will be expected to be an active participant throughout the design and production stages. All costs associated with the final production and installation of the work will be covered separately. * Minimum $10,000 compensation. Additional compensation may be provided based on design complexity and the provision of comprehensive services during the implementation process, such as fabrication and installation.

REQUEST FOR PROPOSAL (RFP) FOR ARTIST/S FROM MUSQUEAM NATION FOR

THE DESIGN AND BUILD OF “TRADITIONAL MARKER” HOUSE POST(S) FOR

PEARSON DOGWOOD REDEVELOPMENT (PARCEL B)

ORGANIZATION:

Vancouver Coastal Health (VCH) is a provincial Health Authority providing health services in the Greater Vancouver, Sea to Sky, Sunshine Coast and Central Coast areas. VCH administers 13 hospitals (amongst other health facilities) including Vancouver General Hospital (VGH) originally named Vancouver City Hospital between 1886 and 1902. VGH is the largest hospital in British Columbia (and second largest in Canada) providing services to over 25,000 overnight patients, 300,000 clinic visits and 100,000 emergency department visits per annum.

PURPOSE OF THIS REQUEST FOR EXPRESSIONS OF INTEREST:

Pearson Dogwood Redevelopment wishes to acknowledge that the facility is located on the unceded traditional territory of the Musqueam Nation through the commissioning of two “Traditional Marker” House Posts to be installed at the entrance of Pearson Dogwood Redevelopment.

Pearson Dogwood Redevelopment is a long-term care home that will address high priority health care needs through the redevelopment of two older residential care facilities, George Pearson Centre and Dogwood Lodge. It will also bring together a number of community programs serving South Vancouver to support local residents with a full range of health services and support.

Vancouver Coastal Health is seeking proposals from artists (selected by a panel of cultural experts from Musqueam Nation) for two Territorial Markers to be carved and then erected at the entrance of Parcel B, where they will be viewed from all sides by passing staff, residents, families, visitors, and passersby.

POST SPECIFICATIONS:

1) Post Symbolism: Each post will symbolize the new found community that resides in the long term care home through concepts of holistic health, healing and wellness from a Musqueam perspective.

2) Post Design: Both posts will be installed around the steel beam in a 360 design, or can be a 1/2 round panel design, or can be 2 panel design installed on the front and back of the beam. Artist(s) may include an image of their design and its installation in their EOI. A base support is provided by the beams but extra stabilization support should be considered in the design. The posts should be weatherproof. It is mandatory that the design expresses authenticity in the Musqueam Art form and not the style of other Nations.

3) Post Dimensions: 14-feet. Artists may choose to include / add on the cost of acquiring one 14-foot log in their EOI response. See image below for post measurements.

4) Post Carving / Construction: Artists will need to organize their own carving shed / area for their log during

the build process. Artist(s) will need to organize the delivery of the completed pole, and provide supervised direction of its installment.

5) Timeline for Post Completion: Posts will need to be completed within 20 months from approval date and ready for installation. Both pieces will be installed together for a combined unveiling ceremony.

ARTIST SPECIFICATIONS:

Artists who submit an EOI must: 1) Be from / affiliate to Musqueam 2) Be willing to build their house post according to the specifications listed

SELECTION PROCESS:

The successful artist who best aligns with the specifications listed will be chosen by the selection comittee. The inclusion of youth mentorship is encouraged. The successful House Post design will be chosen on its artistic merits, traditional storyline and interview process/presentation of idea – the budget will not be the deciding factor in choosing the successful artist.

The committee will be prioritizing the selection of two artists/designs; 1 artist/s for each House Post.
