Child Craig Conover Christopher Creer Jason Miller Chris Sorensen Mayor’s Message One of our most prized assets in the community is our Hobble Creek Golf Course just up the canyon a few miles. It is one of the most popular public Golf Courses in the state and as I talk to golfers around the state they always mention our golf course and how much they like it. At the end of the year we had our three long time Greens Keepers, Chris Jensen, Steve Braun and Kelly Giles, retire. They have done an excellent job for many years at keeping our course in top shape. There are few public courses around that have been kept up like our course and I would like to give a big thank-you to these men for their service. Throughout the years, they have spent countless hours taking care of the course. I have seen them there at 6:00 a.m. in the morning and at 7:30 p.m. at night. Chris, our former Greens Keeper Superintendent, has put in 43 years on the course. We wish them all the best luck in their future endeavors. For those who have not been up to the club house recently it is going through an extensive renovation. This is being done in a partnership with Sunroc Building Materials who will continue to run the snack bar in the clubhouse. Craig Norman, our Golf Pro, is excited about the remodel and how good of shape the course is in. I suggest you stop into the Clubhouse soon and check out the renovations. This budget includes operating transfers from the Enterprise Funds to the General Fund in the following approximate amounts (including the value of utilities billed at standard rates): Electric $1,661,754 Water $284,965 Sewer $249,098 Solid Waste $72,750 Storm Water $69,702 A Public Hearing on the Final Budget is scheduled for June 6, 2017 at 7:00 p.m. in the Civic Center Council Chambers, 110 South Main. The public is invited. Detailed information of the proposed budget is available from the Finance Department, 801.489.2700. 80 years of the Art Ball The Springville Museum of Art Annual Art Ball scheduled for May 13, 2017 from 7:00 p.m. to 10:00 p.m. is a community event and fund raiser for the Museum. Hor d’oeuvres and desserts will be served by vendors from Lemon & Sage. Throughout the night there will be a performance by Vocal Point, an ongoing Silent Art Auction, a photo booth, presentation of Art Royalty, and an ice sculptor working in the Stewart Sculpture Garden. The Silent Auction features work from over 50 artists of all levels: high school and college students and professors, emerging artists and professional artists. Featured artists are J. Kirk Richards, Tyler Swain, Cassandra Barney, Paige Anderson, Robert Barrett, Justin Wheatley and many more. There will be paintings in oil, watercolor, acrylic, ceramic, jewelry, photography, etc. Tickets may be purchased online at smofa.org/art-ball. php Youth Court Applications Due May 15, 2017 Is your student interested in Justice, the Law and Serving the Community? Springville Youth Court applications for the 2017-2018 school year will be accepted until May 15, 2017. Positions on the court are open to 9th-12th grade students for the upcoming school year. Serving on the court requires training and a monthly commitment. The application and more information can be obtained online at www.springville.org/ youthcourt or by calling 801-491-7823. Springville Historic Preservation Springville City is recognized as a Certified Local Government (CLG) by the State of Utah. Being a Certified Local Government means the city has been “certified” as eligible to apply for federal grants for historic preservation. As a CLG, Springville has access to tools and resources to help historic buildings become a more vital part of the community’s social and economic fabric. One way to receive help is through the use of CLG grants. CLG Grants assist local governments in documenting and preserving historic buildings and archaeological sites. The grants, which consist of federal and state funds, require a 50/50 match of local funds or donated services, such as work hours. Residents and property owners who own historic properties can apply through the city’s Historic Preservation website to be considered for a portion of the CLG grant monies. Most grants awarded range from $3,000-$5,000. Projects that can be funded include: Conducting architectural and archaeological surveys Nominating properties to the National Register of Historic Places Printing walking tour booklets Preparing feasibility studies and working drawings for property improvements Rehabilitating National Register properties. Grant cycles last 18 months. CLGs may have only one grant at a time, so they can apply for a grant no more often than every other year. Art City Day’s Fun-A-Rama will be Thursday, June 8th from 11 am-3 pm, at the Arts Park located at 1300 E Terrace Ave. This year’s event will be presented by Custom Events. New Jolley’s Ranch Youth Camp Jolley’s Ranch has a new Youth Camp that has been designated for organized youth groups and their leaders (scouts, young women, fathers & sons, youth conference, etc). This camp is in a secluded area of Jolley’s Ranch with its own restrooms and parking area. There is no pavilion at this camp. Maximum capacity for tent camping is 50 people. This camp is not available to reserve online. You must call (801) 489 2770 to make your reservation. Drug Take Back Springville citizens it is that time of year again to clean out your cabinets of all unused, old and expired medication. Drop-off location will be in front of the Springville Library, Saturday May 20th, from 11 a.m. to 2 p.m. Please help to keep our families and drinking water safe through proper disposal. Municipal Election 2017 In 2017 you will be voting for three seats (2 city council and 1 mayor). Springville City needs dedicated residents willing to lead and serve. City Council members have the power to make a real difference in the community. What are the requirements for running for city office? 1. Must be 18 years old or older 2. Must be registered as a Springville City voter 3. Must have lived in Springville City for 12 consecutive months immediately preceding the date of election. 4. Any mentally incompetent person, any person convicted of a felony, or any person convicted of treason or a crime against an elective franchise may not hold office in this state until the right to vote or hold elective office is restored as provided by statute (see Utah Code 20A.2.101.3 or 20A.2.101.5). 2017 Election Dates Filing period – Regular business hours, June 1 through June 7, 2017, ending at 5:00 p.m. Primary Election (if needed) – August 15th General Election – November 7th This year, Springville City will be working with Utah County to conduct an all Vote by Mail election. Please be sure you are registered to vote! If you have changed your name or address, even within the city, it is necessary to re-register. The last day Utah County will accept mail-in voter registration forms for a Primary Election is July 17, 2017. Ballot packets will be prepared and mailed to registered voters 28 days before each election. Watch the Springville City website and the Springville City Facebook page for more information to be posted. You may also contact the City Recorders office at (801) 489-2700. Vote by Mail Information The concept of an all vote by mail election has been implemented with great success by many municipalities and counties throughout the state. Conducting an all vote by mail election will create an easy, accessible method for each registered voter to complete their ballot in the comfort of their home and the convenience of just dropping it in the mail. This year Springville City will be working with Utah County to conduct an all vote by mail election for the 2017 Primary and General Municipal Elections. Each registered voter will be mailed a ballot and instructions for returning the ballot. Ballots for the Primary Election will be mailed out by Tuesday, July 25; and ballots for the General Election will be mailed out by Tuesday, October 17. Ballots must be returned by mail and clearly postmarked before Election Day. Ballots cannot and will not be forwarded by the postal service. All ballots that are determined undeliverable are returned to the county clerk’s office. If you have not received your ballot within two weeks after they are mailed, please call the Utah County Clerks Elections Division office. National Public Works Week May 21-27, 2017 Pressurized Irrigation (PI) The pressurized irrigation is now ready for use in the west part of Springville. Please make sure you clean out your sprinkling system filter regularly. Because the pressure of the secondary water is so much higher than culinary water, be aware that more water will be going through your sprinkling system. If you do not have a PRV (Pressure Reducing Valve), you will need to reduce your watering duration time to avoid high water bills. All new homes west of 400 West are required by code to connect to PI. For more information on how to connect, please visit the city website or call Public Works at 801-491-2780. Yard Waste Disposal Center The Springville Yard Waste Disposal Center is open Tuesday through Saturday 8:00 a.m. to 6:00 p.m. closed Sundays and Holidays. The entrance to the yard waste facility is approximately 600 West 700 North. Composted materials suitable for soil enhancement will be available for purchase for $20 per cubic yard (cash or check only). An attendant is on site to load compost. Disposal materials must be suitable to be ground for composting. All contaminants must be removed that would damage the grinding equipment. There is a metal dumpster available for citizen convenience for all scrap metal, excluding refrigeration, air conditioners and freezers, unless there is a sticker stating they are free of freon. Patrons will now be asked to show proof of Springville residency before using the facility. Non-residents will be charged a fee or they can take their yard waste to the South Utah Valley Solid Waste District (Transfer Station) at 2450 West 400 South in Springville. Springville Ranked 3rd for Small Business Using 16 key metrics, including average growth in number of small businesses to investor access to labor costs, Wallethub.com ranked Springville 3rd in the nation for Best City to Start a Small Business. 1,261 small cities, with popluations between 25,000 and 100,000 were considered by comparing 1) Business Environment, 2) Access to Resources and 3) Business Costs.
