France: a long tradition of Centralization

The decentralization process that started in France in the 1980s marks a major break with the tradition of centralization, that has shaped the political and administrative organization of France.

1982: a milestone in the decentralization process → Law of March 2nd 1982: deep reform of territorial organization. Embodies the principle of free administration by territorial authorities (22 regions, 101 departments, 36700 municipalities)

→ Transfer of responsibilities; more autonomy; enshrined in the Constitution

2003: 2nd act of Decentralization → Constitutional law – new and broader transfer of responsibilities Decentralization is enshrined in the Constitution (art. 1)

2012-2014: new stakes of Decentralization → stakes: simplification of the local institutional landscape (“millefeuille territorial”)

→ Goals: simplification, clarification, pooling resources, public expenditure reduction, grassroots democracy. Plan: from 22 to 14 regions.

Types of Decentralization

Managerial or Administrative Decentralization :

→ usually takes the form of performance management with management by objectives (MBO).

→ classical managerial strategy for reconciling flexibility and accountability in PES organisations

→ common denominator of diverse intra-organisational decentralisation strategies

Political Decentralization :

→ lower tiers of government play a central role in implementation

→ implementation agencies are no longer subordinate departments of a central administration but autonomous political entities

Pôle emploi’s decentralization process: why?

Local network on entire territory needs broader leeway to adapt service offer to local needs

Aids and services matching national priorities that do not always adapt to local stakes

Diversified and complex and local situations

A more adaptable service offer & organization are necessary
