Elder abuse is vastly under-reported, but it is estimated that up to 10 per cent of older people worldwide experience it - particularly from adult children and other family members. Like other forms of family violence, elder abuse is about one person abusing their power over another. It reflects the ageism that is endemic in our society today and the gender inequality.

Seniors Rights Victoria is the key state-wide service preventing and responding to elder abuse. It provides information, support, advice and education to older people in the community to help safeguard their rights, dignity and independence. Services include a Helpline (open 10-5pm weekdays), specialist legal services, short-term advocacy for individuals and community and professional education. Seniors Rights Victoria is a program of COTA Vic and supported by the Victorian Government.

To guard against elder abuse, older people should make sure their financial, medical, legal and other affairs are in proper order. They must also be empowered to recognise signs of elder abuse, and speak out.

Worried about someone?

Warning signs of elder abuse may include an older person seeming fearful, anxious or isolated. He or she may have injuries, or an absence of personal care. Disappearance of possessions, unexplained financial transactions, and unusual changes to a Will, title or other documents are also of concern, as are arguments with a caregiver. Given that most elder abuse occurs behind closed doors, it is important for those close by to be attentive, supportive and watch out for signs.

A perpetrator may try to cover elder abuse up, explain it away or isolate the older person from people who could help.

If you’re worried about someone, ask them what is going on, listen and believe what they tell you, and support their right to make their own decisions – even if they don’t seem like the best ones to you. Admitting abuse and challenging the behaviours of the perpetrator – especially a family member – can understandably be very difficult for older people. It is important that they have support and are able to talk to someone they trust. Encourage them to call Seniors Rights Victoria for help.

If you cannot talk to the older person, try requesting a welfare check from the local police, contacting agencies that are providing services to the person at home, or requesting a visit from the local Aged Care Assessment Service.

“It is important to remember that elder abuse can happen to any older person, irrespective of their means and background,” says Seniors Rights Victoria’s Manager, Jenny Blakey. “The incidence of elder abuse in Victoria and elsewhere is only going to increase as our population ages, which is why we need to tackle it now. I’d encourage anyone who experiences or witnesses elder abuse to seek help”.
