Dear Mr. Morgan: SCA Environmental, Inc. (SCA) performed air monitoring at perimeter fence line locations during site management work at the above-referenced site. Four (4) fixed air monitoring stations (AMS) have been established on the property. The testing equipment, analytical methods, and air monitoring goals are discussed in the Air Monitoring Plan presented in the Asbestos Dust Mitigation Plan (ADMP, RGA, 2009). Locations of the AMS are identified on Figure 1. Attached are the following Tables and Charts summarizing the data for April 1 – 30, 2010:

Note also that:

1. All TEM results for airborne asbestos stayed below 0.016 s/cc, and the only result that exceeded one half of that level occurred on May 27, 2010, when the result was 0.013 s/cc at Air Monitoring Station 2 (AMS2). AMS2 is located within 20-ft to the intersection of Evans Avenue and Jennings Street. Based on observations of off-site construction activities in the vicinity on May 27 (trenching and installation of piping along Jennings Street), we have strong reasons to believe that this result was associated with such off-site activities, rather than from the low-level maintenance activities on-site.

2. Average daily photometer readings of respirable dust were always well below 0.1 mg/m3,

less than 20% of the Project Monitoring Goal of 0.5 mg/m3. On four days (5/17, 5/25, and at two stations on 5/27/2010), short time maximum readings exceeded 0.5 mg/m3, but the average levels for all sampling stations remained below 0.1 mg/m3, less than 20% of the Project Monitoring Goal. The causes of these spikes were not known, and might be attributed to random wind events.
