Civic League Updates by President Michael Langston
In the past few weeks, I have been made aware of two upcoming city pro-
jects in and around our neighborhoods. At our meeting for March, we will have
the representatives in attendance to discuss both projects; Master Gardener
Will Redfern and Norfolk Civil Engineer Keith Darrow.
Norfolk Master Gardeners are working with the city to install experimental
resilience plantings in various areas around the city. One of the areas selected
for these plantings was the Colonial Place Greenway, where they’ll be focusing
on the area along the pond. They are looking for volunteers to help on the day
of the planting in April. If you are interested in taking part, please email Will at
Norfolk’s Office of Transit was recently awarded a grant. They’ll be using
those funds to construct a path in Lafayette Park to connect to the existing bike
lane on Granby Street (see Bike Bypass Path plan on page 4). This will be done
so it brings cyclists off of Granby and through the park for that stretch of road.
The project is currently being designed by Norfolk Civil Engineer and Pro-
ject Manager, Keith Darrow. Construction of the path is tentatively scheduled to
be built in 2021. Keith will be presenting his plan in more detail at our March
meeting with the hopes of receiving feedback before finalizing the plan.
With both of these projects having a direct impact on all residents, we en-
courage you to attend so your thoughts and concerns are heard directly by
those doing the work.
In addition to these projects, the civic league would like to announce the
Colonial Place/Riverview Greenfest to be held on May 9th on the Colonial Place
Greenway. We are excited to be working with local organizations and business-
es towards making this event a success. Please mark your calendars and stay
tuned for more details in the coming weeks and months.

News from The Garden Club of Colonial Place and Riverview
Introducing... The 2020 Colonial Place & Riverview Backyard Garden Tour

In 1999 Colonial Place resident Ann Fitzgibbon was wondering one day... "I can see people’s front yards on my walks through the neighborhood, but I wonder what their back yards look like." It was that interest and curiosity that was the inspiration for the 1999 Colonial Place/Riverview Backyard Garden Tour. I was fortunate to go on that tour and was served quite a treat. I was so im-pressed with what people had done with their private backyard retreats. I could see that a lot of loving care, pride, and attention had gone into their efforts. Even though I had been pondering doing something special with my own yard for some time, that gar-den tour provided the needed inspiration to get my thinking juices flowing and ultimately completing a landscape plan to my satis-faction.
More recently a neighborhood social event sponsored by the Colonial Place/Riverview Civic League provided an opportunity for me to meet Elizabeth (Buffy) Masten, who also has a love of gardens and landscapes. I mentioned an interest in reviving the tour, and Buffy said, "We should start a garden club," and thus the ball was set rolling. It is with great pride and pleasure that the Garden Club of Colonial Place and Riverview presents the 2020 Backyard Garden Tour on Saturday, May 2, 10am - 3pm (with a rain date set for May 9). The tour will feature several of our neighborhoods’ special garden homes and spaces. Perhaps you too can attend and become inspired to do new things with your own yard that you had not thought of before. You will find more details about this event in the upcoming April edition of this newsletter.
Who Knew?

Gardeners have long known that the Hellebore is a workhorse in the winter garden. This hardy plant blooms brightly in shady spots that would be bare dur-ing the chilly winter months. But who knew that they were also beautiful long-lived cut flowers? Anna Thurman, Norfolk Master Gardener President, Colonial Place resident, and member of the Garden Club of Colonial Place and Riverview knew. Thank you, Anna, for sharing that great tip and beautiful picture of your Hellebore arrangement!

Porch piracy continues to be a problem in our community. Below are some tips to prevent it: 1. If you are unable to receive the package directly from the courier, consider having your package delivered to a neighbor who can receive it or, if possible, have it delivered to your place of employment.
2. Many times customers can leave “special instructions” for the courier. Consider asking the courier to put the package where it is not visible from the sidewalk.
3. Amazon has begun using Amazon lockers. There is one located at the 7-11 at Colley Ave and 38th St. An Amazon locker keeps your package locked up and safe until you can retrieve it.
Your package is stolen, what’s next?
1. Search the area close to your property. If the contents of your package are not of significant value, it is likely that it will have been dumped somewhere close by.
2. Check your security cameras and ask neighbors to check theirs. 3. File a police report. If possible, include any pictures or video you might have gotten. 4. Contact customer service of the retailer. Many times retailers will refund or replace your item if it is
stolen. It is possible that they will require a police report. Protecting our property and neighborhood is a community effort. If you see something, say something. You can file a police report ONLINE without having to wait for an officer to respond. Go to this website https://www.norfolk.gov/index.aspx?NID=3089 for more information and to file a police report.
As always, report any suspicious crime or activity to the Norfolk Police. The nonemergency police number is

Colonial Place/Riverview Civic League General Meeting
Proposed Minutes of February 10, 2020 (unofficial)
The President opened the meeting at 6:35 pm.
The President introduced MJ, owner of Cap’n Crabby, a newly opened restaurant on Granby Street in the space formerly occupied by Subway, who spoke about her menu and plans. A number of questions and answers followed.
The President then introduced Shirley Cooper, who spoke about her new business, Anjanette’s Art Collective, which is located on Granby Street next to the Village Mermaid. She will offer gallery space for local artists as well as art classes.
David Oliver, owner of The Village Mermaid, spoke about his plan to move the monthly market formerly held on the Zoo property to the Maker’s Craft Brewery location on Church Street.
A discussion was held about the prevalence of newspaper circulars throughout the neighborhoods and the opinion that they contribute to littering.
Secretary – presented the previous month’s minutes, which were approved.
Membership Committee – members were reminded that all memberships expired on December 31st and reported 119 new and renewing members at the present time.
Media Committee – we picked up an additional ½ page advertiser for the newsletter. We need a deliverer for the North Colley business area.
The President recognized and thanked Mark Gallagher for his contributions to the Civic League and the neighborhoods in co-chairing the Community Improvements Committee.
Social Events Committee – the next event will be the Chili Cookoff to be held on February 28th.
Glen Coates of the Colonial Place/Riverview Garden Club announced that there will be a tour of neighborhood gardens on May 2. Those interested should contact the Community Garden Leader for more information.
Tanya Bhasin, of the Norfolk School Board, spoke about the School Board’s work and about recent changes to start times. A spirited discussion followed with a number of questions and answers.
The meeting was adjourned at 8:00 pm.
