Objective: To identify key development problems and
corresponding goals and objectives.
1 Development issues, goals,objectives/targets,strategies, PPAs: after each
section/subsection of thePlanning environment
Summary:
1. Identify development issues/problems, based on
the previous analysis of the planning environment.2. Derive development goals and objectives. (These
goals and objectives shall be the basis for
formulating strategies, programs, projects and
other activities in Section E.)

Development issues/problems are basically problemsdirectly relating to symptoms or indicators of
development such as non-availability of services, lack of income and employment, lack of housing, encroachment into environmentally-constrained
lands (high risk areas), etc.
1. Development issues and problems
1.1 Summarize trends and scenarios, according to the
various drivers and symptoms or indicatorsassessed in the Planning Environment (Section C).
1.2 Identify development issues/problems, based on the
previous analysis of the Planning Environment. (For
each of the key sectors, these issues are identified inSection C-6.3.)

PLANNING ENVIRONMENT
Goals and objectives may be derived directly from the drivers but their significance
is not as direct compared to those derived from the symptoms. For example, a goal
of reducing the population growth rate is a direct response to the issue of rapid
population growth but its significance is fully appreciated only when such rapidgrowth contributes to low family incomes and levels of service (symptoms).
Goals are more
directly derived
from symptoms
rather than thedrivers of
development.
Objectives
provide additional
detail (usually interms of the
affected
population and
location) to the
goals.

Identifying Development Issues and
Goals, Objectives and Targets
Objectives: to identify the development issues and the
goals, objectives and targets based on the risk issues
Output: Enhanced set of development issues and their
corresponding goals, objectives and targets
Process: from the matrix on risk impact to the land
use and physical framework, identify development
issues and the corresponding goals and
objectives/targets that need to be attained
