Interventions due to MASSCOTE- Results and Impact

• Complete re-engineering of the whole rehabilitation package of Bennithora system

• Measuring devices (flumes) installed for the first time on canals

• Redesigning of canal offtakes and regulators in Gandorinalaproject for better canal operation

• Water reached stretches beyond 110 km upto 200 km (for first time) in Bhadra system

• Telemetry system of data acquisition and transmission in GLBC & 6 other projects

IMPLEMENTATION STRATEGY FOR MODERNIZATION

1.The policy issues ;

i. Revised approach to hydraulic equity

ii. Accept the need for flexible Cropping patterns.

iii. Shift from protective to productive irrigation

iv. Service oriented management (SOM) and explicit IWRM

v. Revisiting the concept and practices of “Payment for water services”

2. Improve the internal performance indicators

3. Improve the water use efficiency

4. Capacity building at all levels

5. Establishing a centre of excellence in WRD (AC-IWRM)

An economically sustainable and equitable water delivery system

which supports growth of agriculture wealth by increasing

recycling and conjunctive use.

Vision Bhadra

A modern, economically sustainable, multi purpose water resource

project maximizing agricultural output and water productivity

through adoption of modern irrigation management techniques,

participatory management by stake holders, greatly enhancing

the quality of life of the people and economic outputs while

preserving and enhancing the quality of environment.

Suggestions for one YearTLBC-Canal Operation improvements-Short term

• Allocation of water to the distributaries to be determined by installing measuring devices at initial reaches of outlets.

• Water to be supplied to the tail enders first

• Providing hand held GPS to each sub-division to measure cropped area of the individual farmer

• Silt removal and jungle clearance of the distributaries has to be done before start of season.

• Action for arresting the leakages found in some outlets, gates of escapes, certain reaches of embankments of distributaries and in aqueducts to be made

• Water Management to be done from tail end to upstream.

• Regulation of water flow in Main canal & second level and tertiary off-take points

• Offtake operators to be outsourced in case of in-adequate staff for water management

• WUCS assisted with finance and administration.

TLBC-Canal Operation improvements-Long term

• CANAL:

• TLBC should be covered under GIS for maintenance of canal, providing information to farmers, for tax collection.

• Creation of Balancing Reservoir as per topography of ground to give assured water to tail end.

• Automation of Canal Network system(Priority - Main Canal)

• Some of the users are constructing big size farm ponds along distributories. They are to be properly Planned & Regulated.

• The reaches of the canal which are passing near public places are to be provided with RCC Cut & Cover.

• Provide inlets in the hillock reaches of cannal along with catch water drain

• Security task force should be formed to give assured quantam of water to all stakeholders

Operation cost is too high. One single management centre for two projects instead of three (30,000 Ha). In Bennitora Project, one division and three sub-divisions are shifted to other projects thereby reducing the operation cost by 26% and one sub division from Gandorinala is shifted to other project thereby reducing the cost of operation by 30%

MICRO-IRRIGATION

➢ To enhance Water Use Efficiency (WUE) in irrigation projects , aparadigm shift in the method of application of water fromflood/furrow irrigation to micro-irrigation is under implementation inseveral projects of the State, thereby increasing the WUE to over80% from the present 50% in flow irrigation.

➢The projects under implementation are:
