Mobile Data Collection should always be compared to paper based data collection.

It does not fit if:1) Only a few forms have to be collected2) The data to be collected do not include rich

content (image, GPS) or are collected in one single place

3) The collection process has to be managed by a partner on which UNHCR has a limited control

4) Too many data collectors must be hired
