Ladies / Gentlemen:
By letter dated March 7, 2017, Helis Oil & Gas Company, L.L.C. ("Helis") submitted an out of service notification for the existing 4-inch bulk gas right-of-way Pipeline Segment No. 17920.
The pipeline which is approximately 33,651 feet (6.37 miles) in length, originates at Lease OCS-G 23883, Eugene Island Block 351 ("El 351"), Well No. SS001 and terminates at Lease OCS-G 02910, Eugene Island Block 327 ("El 327"), A Platform, Offshore, Louisiana.
On January 23, 2017, Helis shut-in El 351, Well No. SS001 due to a suspected paraffin plug in the flowline. Hells remediated the situation and is prepared to resume production; however, the host platform. El 327, A Platform, is currently repairing the departing oil riser. Once repairs are complete, Helis expects to resume operations by July 2017.
He//s hereby requests approval for a temporary cessation of operations for the subject right-of-way through July 31, 2017.
