In the name of the executive board of the Ivory Coast Federa-tion and the steering committee, I am happy and proud to wel-come you in Ivory Coast on the occasion of the 41st edition ofour queen event.

Happy — I always have a lot of pleasure to receive heresportsmen coming from diverse horizons because, thanks toour rally, they will have the possibility of discovering our beau-tiful Ivory Coast …� Proud — I measure the path browsed these last yearsand, yes, I am proud to contribute, with the team around me,to the revival of the Ivorian Coast sport automobile.�

Here we are at the beginning of the 5th decade of the BandamaRallye in Ivory Coast and we have the privilege to approachthis new stage with a certain "knowledge" last year, our eventwas classified at the 2nd rank of the African Championship bythe FIA (which count 8 rallies), over all criteria. This rankingmeans that we can still progress and, from this point of view,the presence last year in our country of Jean Todt, presidentof FIA, and of Michèle Mouton, which manages the commissionof the WRC, was particularly useful and enriching.

Other element of satisfaction, the crew which win our rally in2014 made then a beautiful continental campaign and retur-ned with the title there! So congratulations to our Championsof Africa, Gary Chaynes and Romain Comas they carried highthe Ivory Coast colors!

These extremely positive point show that we are on the righttrack! However, our ambition is not to satisfy us of this beau-tiful result, but trying to do better! By organizing in way moreprofessional our Bandama Rally which, been born in 1969, isa part of the Ivory Coast sports heritage and is, more thanever, the big continental event, it is not a coincidence if ourcountry grants him a particular interest.�Since a few years, theorganizers of the events mattering for the Africa's Champions-hip meet very often, work together and improve ceaselesslytheir structure to reach the ultimate objective: that an Africanrally will be again registered in the Rallies World Championship,it would be only justice! Let us remember ourselves that mostbeautiful pages of this tough competition were written doub-tless in Morocco, Kenya and in Ivory Coast, in a past which isnot so distant …

Then, our rally returning to the WRC? The challenge is consi-derable, but I am persuaded that we can do it … With theessential contribution of the volunteers who work beside theFISA on the success of the Rally … With the support of theYamoussoukro authorities and all the crossed localities …With the precious help of our numerous partners, among whomthe commitment and the optimism testify of their faith in thefuture of Ivory Coast and the car-racing in particular … With,finally, the forthright support of the Ivory Coast government -in the front row of which I allow to place Mister Alain Logo-gnon, our minister of the promotion of the youth, sports andthe leisure activities, who made a lot a lot for the triumph ofthe Automobile Sports in Ivorian Coast!

I say traditional "Akwaba" to the personalities of the FIA whowill, either to examine our rally through a magnifying glass,or to accompany us in its realization. And I welcome all thecompetitors, foreigners and national, who are going to be inconfrontation on the Rally Route which we carefully studied…I greet in advance their skills, intelligence and courage who,maybe, will lead them to the victory! With my team, I wantedto propose them a sequence of "mastered adventure": the timefor the competitive sectors on open road is passed, but I wantto show them that the Ivory Coast, secured tracks, continueto offer a magnificent ground to challenge the stopwatch! Maythe best man win!�Finally, I want our rally symbolize the sport and the party! Letus not tarnish its image — on the contrary, let us make itknown, here and somewhere else, and I count for it on ourjournalists friends. And for you, spectators of the big cities andvillages, you, so numerous and without whom the rally wouldbe nothing, thank you to respect safety instructions, to remainvery careful and to invest you in an approach of "sustainabledevelopment" … In conviviality!�We know that we can count on the commitment of all, for livemuch longer this Rally!��

Between 1993 and 2012, in seven occasions, the event cannot be organized. Nevertheless, the thirteen events whichtake place during these two decades allows numerous pilotsto make a name, such Servant, Molinié, Moriféré, Fané…Year 2013 marks the beginning of a real revival of the IvoryCoast car-racing, on the initiative of the new president of theFederation, Alain Ambrosino. The Bandama Rally completelychange size, its organization professionalizes and it finds itsplace in the African Championship timetable.

Finally, last year, the event welcomes two personalities ofthe International Federation of the Automobile: Jean Todt,FIA President, and Michèle Mouton, president of the WorldChampionship Rallies Commission … Their only presenceproved that Ivory Coast remained, more than ever, a magnifi-cent ground of sports challenges - the next one will it be a re-turn of Bandama in the World Rally Championship timetable?It is the Ivory Coast native Gary Chaynes who wins this 2014edition, what brings him to participate then in several otherround of the African Championship and to take win it! After 'Ambro' in 1983, 87 and 88, the country counts againa Champion of Africa in its ranks! Of good omen for the continuation …

Rally history … Ivory Coast, ground of sports challengesNear one half a century ago, after Morocco, Uganda, Kenyaor South Africa, Ivory Coast joined the list of the Africancountries organizing international automobile events … �We are in 1969: on December 6th and 7th, Jean-Claude Bertrand and his group of buddies bring to a successfulconclusion the very first edition of the Bandama Rally. It is to the couple Marc and Hélène Gérenthon that returnsthe honor to inaugurate the prize list …Only two years later, in December, 1971, the event receivesits first foreign participants come, in particular Bob Neyretand Claudine Trautmann.�From December 28th, 1972 till January 3rd, 1973 takes place the fourth edition … But toDaloa, at the middle-route, there is no more a crew in race!Bandama has just built up its reputation of 'impossible' eventand it enters the sport automobile legend!One year later, in December, 1973, we crowd on the startingline, the undistributed prices of the previous edition havingbeen thrown in …�There is even of very high society: Larrousse, Mehta, Chasseuil, Fall, Mikkola, Mäkinen, Neyret,Nicolas, Guichet, Pescarolo, Beltoise … No less!�

From then on, the event becomes more important little by little and, in 1978, it is the consecration with the registrationin the World Championship: the Bandama Rally joins twoother African stage (Kenya and Morocco) in the most high-level. He will stay there during fifteen years.�During this period splendor, the Ivory Coast tracks will be the frame of wild battles bringing into conflict the most prestigious manufacturers, and the best pilots. Peugeot, Citroën, Mercedes, Datsun then Nissan, Mitsubishi, Opel,Toyota, Volkswagen, Audi, Renault … Nicolas, Thérier, Waldegård, Mikkola, Salonen, Vatanen, Kankkunen, Fréquelin, Eklund, Mehta, Ragnotti, Blomqvist, Rörhl, Mouton … �Local pilots also make speak about them (Ambrosino, Mitri, Assef, Tauziac, in particular), to the pointthat some of them are punctually integrated into officialteams. 'Ambro' is the first 'local' pilot to take away the trialof time of the 'World cup' - it was in 1988 …�

The epic time of the World Championship ends in 1992, butthe adventure continues in the Ivory Coast roads, within theframework of the national calendar and within the frame-work of some registrations in the African Championship.

4 SERVICE PARKDuring the 41e Rallye Côte d’Ivoire-Bandama the service parkwill be located on the parking of the Hôtel President in Yamoussoukro.Surface : asphalt. Teams will be provided with a surface areaof approximately 10 m x 10 m.Acces times for authorised vehicles (subject to change): Wednesday 4th and Thursdsay 5th march

ENVIRONMENTAL REQUIREMENTSDuring repairs, the use of a floor cloth is compulsory.The Rallye Côte d’Ivoire-Bandama’s impact on the environment is one of the main organizer’s priorities. Please, help us to proceed…

RULESTwo service vehicles are allowed per entered car. They muststay inside the service zone designed for the crew’s car. The acces to the service park is allowed only to the vehiculesidentified “Assistance” or “Auxiliaire”.These vehicles may not be driven in the lanes used by competing cars during a period extending from 15 minutesbefore the due check-in time of the first competitor at "TC SPin" to the last competitor’s check-in time at "TC SP out".

Any vehicle or trailers found parked outside the zones inwhich they are permitted or which fail to respect the published timetable will be towed away immediately.

Speed is limited at 30 km/h within the Service Park and 5km/h within Refueling areas.During repairs, the use of a floor cloth and the proximity ofan operational 5 kg fire extinguisher are compulsory.

5 TWO-WAY RADIOSAPPLICATION PROCEDUREThe use on Ivorian territory of radio transmission equipmentis subject to prior approval of temporaty use of frequenciesby the Agence Ivoirienne de Gestion des Fréquences (AIGF).

6 FUEL AND TYRESFUELThe quality of the fuel issued by Côte d’Ivoire is unleaded 92 octane (ron). All cars must have a minimum fuel autonomy enabling themto drive at least 100 km including competitive sections.

Use of Avgas is permitted.For crews who need to order Avgas, price is 2.200 CFA(3,40 €).

> Ordering procedure: Crews may find the order document on the rally websitewww.rallyedubandama.infoThe order must be sent by email to the FISA [email protected] or by fax +225 21 24 73 92 before the 20th February 2015. Payment must be done to FISA at least on Monday 23rd February 2015 at 12.00.

TYRESThe use of slick, studded or spiked tyres is prohibited underpain of exclusion.Drivers must use moulded tyres, in accordance with the FIArules.In addition, in accordance with the 2015 Regional RallyChampionships Sporting Regulations concerning the use of tyres, the quantity of tyres that may be used is unlimited.

7 IMPORT OF VEHICLES AND SPARE PARTSVehicles from foreign countries will need to show an ATA (obtained from the Board of Trade of the country of origin) to customs authorities at their point of entry into the Côted'Ivoire as well as the bill of lading.

11 ROUTE RECONNAISSANCEBefore the start of reconnaissance, each crew must be registered by the Organizers and sign a document detailingthe vehicle that will be used during the reconnaissance.A distinctive sign, given at registration, must be affixed to the vehicle at the level of the windshield during all thereconnaissance (windscreen sticker).

Used vehicle must be conform to article 25.1.1 of the FIASporting Regional Rallies Regulations 2015.

SPECIFIC RESTRICTION AND NATIONAL SPEED LIMIT ON THE COMPETITIVE SECTIONSDuring the reconnaissance the number of passages on thecompetitive sections is limited to two. Each crew will be issued with a reconnaissance card valid for the passagesthrough each competitive section. This card must be carried inthe reconnaissance vehicle and must be shown and endorsedby an official at the start and finish of each competitive section during reconnaissance.

All reconnaissance of the rally route has to be done at reasonable speed in accordance with the traffic rules.

All reconnaissance operations for all the crews may only becarried out using series production cars complying with thespecifications defined in the FIA Sporting Regional Rallies Regulations 2015, art 25.1.2.

RECONNAISSANCE SCHEDULEFor all the crews, the reconnaissance schedule is:• Wednesday 4th March 2015 from 06.00 to 18.00• Thursday 5th March 2015 from 06.00 to 18.00

It is strictly forbidden to recce at any other time. Checks willbe made by the Authorities and the Organizers.

12 SCRUTINEERING, SEALINGAND MARKING

Any team taking part in the Rally must arrive at scrutineeringwith its full crew and car in accordance with the published timetable. Any car reporting to the scrutineering area outsidethe prescribed time limits will not be allowed to start, excepted in the case of “force majeure” duly recognized assuch by the Stewards.

SAFETY TRACKING EQUIPMENTAll competitors must make provision in their cars (bracketscorrectly secured) for the installation of a Safety Tracking System (FIA RRSR 2015 Art. 65.2).

FINAL SCRUTINEERINGFor the cars classified in 1st, 2nd and 3rd position, the finalchecks have to be attended by the mandated representativeof the competitor and two mechanics with their necessarytools. They must be present at the start of the final checks.

Location for final checks: Hôtel Président – Sunday 8th Marchat 10.30 – Parc Fermé.

Every car reaching the Parc Fermé may be subject to a finalcheck (horn, windshield, turn signal, lights…).

13 SHAKEDOWNA shakedown stage will be organized with the purpose forcompetitors to trial their cars.It will be run on part of the CS05 (Logbakro-Noumogola Aba-kro) Friday 6th March between 9.00 and 13.00.Competitors who want to take part to the shakedown stagemust be registered at the rallye secretariat before Thursday5th March, 12.00.Every passenger aboard the vehicle during shakedown and

which is not committed in the rally must have signed a discharge.Vehicles must have satisfied the technical checks before theshakedown.A competitor whose car breaks down during the shakedownand who cannot start Leg 1A (Super-Special) will neverthe-less be required to attend the start of leg 1B (section 2) if hehas informed the Clerk of the Course before Friday 6th marchat 15.00. Both crew members will have to attend the ceremony of de-parture in racing suits, and at the hour which will have beenindicated to them.The car must reach the Parc Fermé at least one hour beforethe start of Leg 1B and it will be authorized to start onlyafter been checked by the Technical Officers.

14 START PROCEDURECEREMONIAL STARTAll crew members must be present at the Ceremonial Start,Friday 6th March 2015 at 18.00, in front of the Hôtel Président in Yamoussoukro.

STARTING ORDERS The starting order for the Section 1A (Super-Special Stage)will be given in the reverse order of the starting list. Time interval between each car will be one minute (1 mn).

The starting order for Leg 1B will be given according to thestarting list. Time interval between each car will be three minutes (3 mn).

The starting order for Leg 2 will be determined according tothe partial unofficial classification established at the end ofthe Leg 1. Time interval between each car will be three minutes (3 mn).

15 FINISH PROCEDURE

Finish procedure will be given in an addenda.Drivers will be allowed to take their cars out of the “parcfermé” only after it will be declared “open” and after the publication of the official results.
