01. INTRODUCTION / WELCOME Dear participants, dear guests, It is our great pleasure to welcome you to the first round of the FIA European Rally Championship 2012. The rally will be from Thursday to Saturday, 05th – 07th January 2012. The rally centre with servicepark, rally headquarters, media centre and the event hall (Freistädter Messehalle) will be based in Freistadt, northern part of Upper Austria close to the Czech boarder. Jännerrallye 2012 is very proud to host the FIA European Rally Championship, the International Austrian Rally Championship and to welcome again the International Czech Rally Championship. The information in this Rally Guide is to provide useful informations to the competitors and drivers in preparing their participation and/or visit of our event. Should you require any further information, please do not hesitate to contact the members of the organisation in the permanent Rally Secretariat. 1.01 HISTORY

The Jänner-Rallye® in Mühlviertel has been organized since 1969 and was held 15 times up to 1986. Even then this event was a success with the public (spectator numbers of well above 100,000 were usual). Famous drivers of the rally sport, such as Stig Blomqvist, Per Engseth, Rudi Stohl, John Haugland, Rauno Aaltonen, Shekar Mehta, Ladislav Krecek and Mister Jänner-Rallye® Franz Wittmann characterized the Jänner-Rallye®. 1986-2001 Jänner-Rallye® has not been organized because of lake of financial sources. In 2002 Jänner-Rallye® became IQ- Jänner-Rallye® and was brought back to life.. IQ is a petrol station brand owned by the oil wholesale company Julius Stiglechner, which was founded in 1923 (IQ-Diskont – simply fill up clever). The event was held again as Challenge 2002 and immediately became a complete success with big interest of the public (60,000 spectators). Due to this success RCM (Rallye Club Mühlviertel) was founded in July 2002 with the purpose to further develop Jänner-Rallye®. 2003: Jänner-Rallye® received the status of a championship (Austrian championship and FIA European Rally Championship Regional Cup Central coeff. 2). In May 2003 RCM acquired the rights of the name Jänner-Rallye® Another further big step in the development of this event was made on 13.08.2003 by signing of the contract between the RCM and the Autoklub Ceske Republiky (ACR). The contract guaranteed that the Int. Jänner-Rallye® became part of the Czech championship 2004. 2004: A remarkable number of starters was achieved with 85 starters from 8 nations. 2005/2006: Together with the Sumava-Rally an additional Winter Cup was held, which was well accepted by the drivers and teams with approx. 50 participants. The upward trend continued with 116 starters from 9 nations. 2005 – 2009 more than 100 participants from up to 10 nations were usual, 2009 FIA European Rally Championship Regional Cup Central Coff. 5. 2010 Jänner-Rallye® had to be cancelled because of rejected approval by the Austrian authorities (3 month before the event a heavy accident happened by a hill climp race in Upper Austria). 2011 FIA European Rally Championship Regional Cup Central Coeff. 10, 100 participants, more than 100.000 spectators and more than 190 accredited journalists.

04.02 CRITERIA FOR ACCEPTANCE OF ENTRIES

In case application is sent by fax or has been made electronically, the original entry form must reach the permanent office-adress (Art. 02.01.) not later than 2 days following the closing date of entries. In case the competitor is not one of the drivers, the entry form must be accompanied by a copy of the valid competitors’ licence. A Maximum of 120 entries will be accepted by the organiser. In case of exceeding this limit, the date of receiving the entry form and payment of entry fee will be the criteria of acceptance or not acceptance of the entry. Entries of priority drivers will be accepted basically.

Article 05. SERVICEPARK 05.01 GENERAL INFORMATION OF THE SERVICE PARK

GPS reference: Servicepark: N: 14°30′11″ E: 48°30′21″ Parc Ferme N: 14°29′59,2″ E: 48°30′37,6″ Servicepark will be located at 4240 Freistadt, Stieranger, Parc Ferme in Braucommune Freistadt, Brauhausstraße 2, 4240 Freistadt, app. 300m far away from Servicepark. General layout see appendix II.III. Service park will be opened on Wednesday, 04th January 2012, 12:00. The teams may bring their auxiliary vehicles into the service park. They can park them within their designated service area, if there is not enough space, auxiliary vehicles shall be placed at the parking area P3 shown at general layout appendix II.III. Any parking of team vehicles outside their designated service area in the service park is strictly prohibited. Competitors wishing to use a joint service area with another competitor must inform the organiser until the deadline at the latest as specified in Art. 03.01. 05.02 FACILITIES AT SERVICE PARK - Type of surface: partly paved and partly gravel - Available space: acc. Art. 04.04. - Toilets and water supply are available at the Messehalle Freistadt

free of charge - electrical power (220/380 V) will be supplied by the organiser free of

charge; individual extension cables has to be provided by the teams up to 100m from the distribution point; sockets: German standard

- Diesel generators are allowed for heating only and has to be provided by the teams themselves

- the use of liquid gas is strictly forbidden - catering in the service park is strictly forbidden, except an

agreement between team and organiser has been reached - speed limit in the whole service park is 30 km/h - entrance of vehicles into the servicepark is only allowed with fixed

service plates – provided by organiser - on the car. - for waste disposal the container – provided by organiser – has to be

used - the usage of high-pressure cleaners in the service park is strictly

forbidden

05.03 ENVIRONMENTAL

The compliance with the environmental and safety rules in Austria will be carefully checked by officials. Make sure that all crewmembers take care to those rules, in particular with: - crews are obliged to put a sufficiently large plastic ground sheet

under the competition car as long as service works are carried out. The ground sheet must be sufficiently strong, have no damages and be tight, i.e. impervious to oil, fuel, cooling and brake liquids as well as to battery acid. Any residues such as water, oil, fuel any other liquids, dirt and similar must be collected and be disposed environmentally-friendly.

- crews are required to take care that no substances hazardous to water pass over the edge of the ground sheet and into the ground, even in case of rain.

- service crews must be in possession of oil absorbing materials and have available containment for used oil and brake fluid at any time during the event

- to enable a smooth operation of rescue teams in case of accident, all containers with liquid and non-liquid chemicals (e.g. cleaning agents) must carry labels which clearly identify their contents.

- refuelling is allowed only at the foreseen refuelling zone 05.04 CASH DEPOSIT

Each area in the service park must be left in a clean condition and without any rubbish. Before leaving the service park, each entrant must report to the service park staff to get clearance for the corresponding area. Please note that for this purpose, a cash deposit of € 100,-- for each entrant will be required at administrative checks. Each entrant will get a corresponding receipt and this deposit will be reimbursed upon submission of this receipt and after clearance of the entrant´s service park area.

Article 06. TWO-WAY RADIO The usage of radio transmitters is subject to the official assignment of frequencies by the Fernmeldebüro für Oberösterreich und Salzburg. Article 07. FUEL / TYRES 07.01 FUEL

Concerning fuel/refuelling see FIA Regional Rally Championships Sporting Regulations Art. 49. In the service park there will be a refuelling zone, see appendix II.III.

07.02 TYRES Choice of tyres is free and not limited. All tyres used must be readily available commercially and must comply with FIA-RRCR 2011, appendix IV. Only tyres marked by organiser may be used. Studded tyres: Studded tyres are allowed to be used but must be in accordance with following regulations: Only the cylindrical single point studs introduced through the outside of the tread are authorized. They are in no case to go through the tread. They shall meet the following sizes: - maximum base diameter: 6,5 mm, allowance included. Weight: 2 gr. - stud profusion beyond the surface of the brand-new tyre: max. 2 mm. - total stud height including point: 15 mm. Tolerance MAXI 0,5 mm. Density on the surface covered: The number of studs must not exceed 12 pieces per any decimeter of the wheel circumference. In case 18“-tyres are used, a central space of 47 mm must remain free of studs. The use of 15“or 16“-tyres is allowed. In case of 15“or 16“-tyres it is not neccessary to keep a central space of 47 mm free of studs, but the number of studs must also not exeed 12 pieces per any decimeter. Article 12. RECCONNAISANCE 12.01. DATE AND TIME

03rd and 4th January 2012, 08:00 – 20:00 12.02. REGISTRATION PROCEDURE

Prior to reconnaissance, all crews must complete a registration form and collect a reconnaissance pass and a recce vehicle identification at the rallyheadquarter, servicepark Freistadt. The material will be given to the drivers personally. Organiser will provide recce-numbers, which have to be placed at the top right of the front windscreen and at the rear side windows. All identifications must be kept visible for the whole duration of the recce period.

12.03. SUMMARY OF SPECIFIC REGULATIONS AND INSTRUCTIONS FOR RECCE

• Direction Each crew may drive the special stages only in the same direction as the rally. The crews must always enter and leave the special stages through the start and stop of the special stages.

• Number of passages Each driver may not cover each of the 9 different special stages more than two times.

• Respect to traffic laws and driving behaviour All Austrian traffic laws must be strictly observed, safety and rights of other users of the roads must be respected during reconnaissance. All crews must drive in a manner that does not endanger or inconvenience other traffic or people living along the stages. Competitors must bear in mind that the special stages are not yet closed to public or residential traffic during recce.

• Number of persons on board During each recce only the crew is permitted to be in the car.

• Maximum speed At all times the maximum speed on the special stages will be 60 km/h unless a lower limit is indicated by traffic signs, by signs placed by the organiser or in the road book.

• Reconnaissance pass

Crews must stop at the places where a rally official will endorse the crew´s reconnaissance pass and at any other location where instructed.

• Reconnaissance vehicles All cars used for reconnaissance must comply with the prescriptions of article 20.1 of the 2011 FIA Regional Rally Championships Sporting Regulations.

• Tyres Tyres used for reconnaissance shall be road-homologated series production tyres. It is strictly forbidden to use studded tyres during recce.

• Other reminders All competitors are reminded of the following traffic laws applicable in Austria: o Allways keep to the right! o Safety belts must always be worn! o Right has right-of-way! All speed limits signposted or otherwise marked must be strictly respected, both on special stages and on road sections. Organiser and police will carry out speed controls! The instructions given in the road book are to be respected, in particular when joining or crossing main roads.

Article 13. SCRUTINEERING, SEALING AND MARKING

13.01 DATE, TIME AND PLACE Scrutineering will take place on 5th January 2012 from 08:00 to 13:30 in the Messehalle Freistadt. Individual times will be published in the entry confirmation.

13.02 PREPARATIONS TO BE MADE BEFORE SCRUTINEERING • Administrative checks must be completed before the cars are

presented for scrutineering. Competitors will receive a signed administrative clearance form which must be submitted at scrutineering.

• Safety rally tracking system must be installed in the cars before the cars are presented for scrutineering. Installation instructions see Appendix IV.

• The homologation form of the rally car and certificates for the roll cage and fuel tank must be brought to scrutineering.

• At scrutineering competitors must present all items of clothing including helmets and HANS intended to be used. The provisions of Appendix L, Chapter III (Drivers Equipment), to the 2011 FIA International Sporting Code should be carefully studied and must be respected. The regulations on drivers equipment apply to shakedown as well.

13.03 COLLECTION/RETURN OF RALLY SAFETY TRACKING SYSTEM Rally safety tracking system will be available and has to be collected at rally headquarter beginning from 04th January 2012, 14:00. Please note that a cash deposit of € 300,-- for each entrant will be required. Each entrant will get a corresponding receipt and this deposit will be reimbursed upon submission of this receipt and return of the tracking unit. The tracking unit has to be returned at the rally headquarter. Should a competitor retire, they must return the tracking unit and associated cables to the rally headquarter as soon as possible after retirement.

Article 14. SHAKEDOWN 14.01 GENERAL INFORMATION

Location: Shakedown will be in Freistadt Trölsberg which is app. 3 km far away from the service park. Length of shakedown: 1,74 km, 100 % tarmac; map of shakedown see Appendix II.II. Timetable: 10:00 – 13:00 Teams with startnumber 120 – 30 13:00 – 15:00 Teams with startnumber 30 – 1

14.02 REGISTRATION AND INFORMATION Teams intending to participate at the shakedown must fill in a registration form during the administrative checks. Teams are allowed to participate at the shakedown only, if the administrative checks and scrutineering has been passed successfully. Only driver and co-driver are allowed to take part at the shakedown. All safety requirements according FIA Sporting Regulations must be respected during shakedown.

Article 15. START PROCEDURE 15.01 PRESENTATION OF RALLYTEAMS

Presentation of rally teams (cars, driver and co-driver) will be on Thursday, 05th January 2012, 16:00 – 17:00 main square Freistadt. Driver and co-driver must wear their overalls. The cars have to be brought from service park to town town by their drivers. Timetable and time card will be issued during the administrative checks.

15.02 CEREMONIAL START Ceremonial start will be held in the Messehalle Freistadt on 05th January 2012 and start at 19:00. Rally cars, driver and co-driver (dressed with their approved overalls) have to be present . The ceremonial start will be in the reverse order of the start list of leg 1 (highest number will be the first car). Timetable will be issued during the administrative checks.

15.03 START OF THE RALLY The competitive element of the rally will start on Friday, 06th January 2012, 07:30 from TC0 service park Freistadt.

Article 16. FINISH PROCEDURE The finishing procedure will be held in the Messehalle Freistadt (TC18B) whereby the first car will be the 6th of the total classification followed by 5th up to the winner of the rally. Further cars are entering based on the starting list of leg 2. The competitive element of the rally will conclude at TC18C (Parc ferme IN). Prize giving ceremony will be on Saturday, 07.01.2012, 21:00 hrs in the Messehalle Freistadt without rally cars.

Article 17. PR ACTIVITIES

• Non exclusive cooperation agreements with the most important print medias will be concluded, including advertising 1 month prior the event.

• Non exclusive cooperation agreements with motorsportjournals will be concluded including advertising in the last edition of the year.

• Non exclusive agreements with TV-stations will be concluded (ORF, Mediasport cz, LT 1, MTV) including announcing the rally 2-3 weeks prior the event.

• Exclusive agreement will be concluded with Life Radio including 5 jingles every day announcing the event beginning middle of December 2011 up to 6th January and from 5th – 7th January 2012 reporting the whole day about the rally.

• Discotour (about 10 - 15 different Discos in Upper Austria and Bohemia) promoting the rally.
