    Abstract

    The project paper discusses the usability and content usefulness study of e-JPK web ( Jabatan

    Pembangunan Kemahiran ) formerly known as MLVK ( Majlis Latihan Vokasional Kebangsaan ). e-

    JPK web established to act as one stop service center for centralize application for the skill training,

    there also offer latest information of JPK activity. In the paper, the focus is on finding the maturity

    level of the web design for registration of student via online, user friendly and integration linkof e-JPK. Questionnaire method is applied to analyze and identify the problem that cause difficulties facing

    by user. The result point, the e-JPK have to well informed of their needs.Time and quality are of

    essence when it come to delivering those services. This paper provides an overview of information

    systems service and its significance and challenges in attaining users expectations and satisfaction.

    Introduction

    Today, information and communication technologies (ICT) is very important in the

    organization as a centre of information and communication services to all user. ICT is the nerve centre

    for organizations, where every single transaction or operation is being accomplished using some of

    Information Systems (IS) concept. IS means is the people and organizations utilizing technology, gathe

    , process , store , use and disseminate information. IS also can defined from utilizing of hardware,

    software, data , network , procedures and people. IS is an integration of people and system for

    providing information to support the management and operation in an organization.

    The Department of Skills Development, formerly known as The National Vocational Training

    Council , is one of the agencies under the Human Resource Ministry , responsible for the co-ordination

    and control of skills training as well as career development in skill training, in line with the

    implementation of the National Skills Development Act, 652 (2006) on September 1,2006 . e-JPK web

    ( Jabatan Pembangunan Kemahiran ) formerly known as MLVK ( Majlis Latihan Vokasional

    Kebangsaan ) is a one-stop service center for centralize application for the skill training . It is an

    automated online that matches trainee seeking suitable course with qualification. e-JPK also will

    provide latest information of course ( location , module and duration ) , schedule of exam and status of

    application. e-JPK will improved qualification efficiency of time compare to traditional method. The

    system to avoid lost of data which happened on traditional method such as data storage and to provide

    paper-less monitoring capabilities. And also, to enable customer to acquire information and services

    online.

    Issue and problem

    e-JPK start implemented for Jan, 2009. The user of e-JPK claimed the web have problem as

    below :

    1- Page design

    Not user friendly , system interruption while keying the data. The default will not able

    to finish the task.

    2- Speed access

    Slow process during peak time ( May to June and November to December )

    Usage of technical words instead of general words that not easily understood by the

    public

    3- Link

    Less promotion with other government web. For example, JPA , MARA , SPA etc.

    Website link are not function properly

    This study was designed to answer the usability with the questionnaire proposed and to

    improve the web e-JPK for future improvement.

    Objective and scope of study

    The study objective is to determine the level of usability and content of e-JPK from user view.

    Form the study , we can analyze the web usability and the content preview on e-JPK is useful or not

    for the user. And also, to identify which information or data can be improve for the future

    improvement on usability and content of the e-JPK web.

    The study scope will concentrate to registration of students via online. The scope will cover the

    usability and content usefulness of e-JPK website in term of student registration and to propose the

    solution from study finding.

    Literature Review

    Darell M. West ( 2001) explain the e-Government is referring to the delivery of government

    information and on-line services through the ICT. e-Government is offering the potential of efficiency

    public sector service delivery that enhances the government responsiveness.

    From Shaidin Shafie research, the Malaysia government introduced e-Government in 1997 to

    improved services to public by transforming the way it operates , modernizing and enhancing its

    services delivery . It seeks to improve the speed and quality of policy development, coordination and

    enforcement. For the implementation of E-government, government was initiated Multimedia Super

    Corridor (MSC) . This would enable for government to be more respond to citizens need. All the idea

    initiated by Malaysia former prime minister, Tun Dr Mahathir.

    As per published by Manufacturers Association for Information Technology (MAIT) website

    on May 2008 , the MSC Malaysia vision is by 2020 , Malaysia will transform to knowledge society

    through utilizing of the ICT.

    Methodology

    The study was made based on five step as follow;

    1)Step 1 : Preparation of questionnaires

    From the issue highlighted by user , the group was listed the possibility of issue and problem form e-

    JPK website .From the possibility issue list of e-JPK website ,question was created and segregate to

    three item. The question will evaluate based on user friendly , interactivity and design of e-JPK

    website.

    2)Step 2 : Survey , distribution of questionnaires to users

    Questionnaires distributed by group members to 50 users to get the respond and feedback on the e-JPK

    website. The questioners was distributed to all range of age , gender and education. The answer of the

    question will rating from one to five . Point one until three is a disagree level, and point four until five

    is an agree level.

    3)Step 3 : Collection data

    The feedback and respond from the user on the questionnaires given by group was recorded and

    summarize to data format. The data collection is for analyses of the issue and problem e-JPK

    website.

    4)Step 4 : Analyze and identify data

    From the recorded and summarize data of the survey, the group was analyzed the finding and identify

    what the issue and problem facing by user of e-JPK website .

    5)Step 5 : Documentation

    From the all finding of the survey, the group was documented the finding as group project paper.

    Finding

    The questionnaire was distributed to 50 person from all range of ages , gender , education and

    position. The detail information of user in the survey as shown graph below.

    From the above feedback and respond, the below graph show the average percentage vs user

    friendly , interactivity and design of e-JPK web-site.

    Conclusion

    From the evaluation of the findings, we can conclude that the web-site of the e-JPK is not user

    friendly. The reasons why the respondents felt that e-JPK is not user friendly because :-

    1. They are unable to view easily the contents on page e-JPK.

    2. The document that is needed by users such as forms, notes etc are difficult to down load.

    3. Navigation menu does not assist the users to use the web-site.

    4. Options given do not simplify navigation process.

    5. Link web page is not fully function either between internal or external webpage.

    Regarding interactivity, it is concluded that e-JPK does not interact well with users of the web-site, the

    reasons are:-

    6. The search engine is not well function

    7. Options related to menu do not fulfill users requirement.

    8. There is no available link from e-JPK to other web-site.

    Regarding design, it can be concluded that the design of the e-JPK web-site such as graphic and

    color do not attract users, however the font size used is suitable for all users.

    Recommendation

    As a solution to this findings on the usability of e-JPK website, we would like to recommend

    to the owner of e-JPK website to take into account suggestions below :

    1. The language used in this website is very technical. Simplifying the language used for

    this website would help applicants to register their application for certification of Sijil

    Kemahiran Malaysia thus would create more income for the Jabatan Pembangunan

    Kemahiran (JPK). JPK also should take into consideration the level of education of users

    for e-JPK website whom are mostly come from lower level of education;

    2. The e-JPK website also must be sensitive to other races such as Chinese and Indians

    whom also need to use this website to register on line. The word used in this website

    must be easily understand so may be some of the term used would be written in dual

    language which is Bahasa Malaysia and English;

    3. Make it easier to download file from e-JPK website

    4. Try using more colors to attract users other than blue, light blue or dark blue. Find out

    what colors makes the website look more interesting to the users

    5. Find out the level of education of the users so that the users can easily understand

    instruction given on line;

    6. More options should be given so that users could have more choices when they entered

    data required by e-JPK, for example when users are required to input their qualification;

    option given should be more than 3 choices so that the answers would be more specific

    and accurate;

    The improvement also in-line with Malaysia government mission to develop the country to be

    Multimedia Super Corridor (MSC) country in region.
