Minutes Of the Meeting on URTDSM, SCADA and Communication Issues held on 23-08-2016 at
SRTS- II, POWERGRID Bengaluru
1. Introduction
A Special Meeting on URTDSM, SCADA and Communication issues was held at SRTS-II, PGCIL,
Bengaluru. The list of Participants is given at Annexure-I.
GM, SRTS-II, PGCIL welcomed all the participants to Meeting. In his welcome address he
highlighted the importance of URTDSM project and also the functional features that would aid
the system operator in handling the complexity of Indian power grid and the need for dynamic
analysis and various other real time tools.
Shri S R Bhat, Member Secretary, SRPC said that since the URTDSM project is requirement of all
SR constituents, its proper implementation is the joint responsibility of one and all. Therefore, it
is necessary for all constituents to involve in every stage of project execution, get familiarised
with the functional features so that benefit of URTDSM is fully harnessed. Since the original
schedule of the project is already over, it is all the most important for constituents to make
necessary site facilities available as per DPR / Survey without any bottlenecks. Also, POWERGRID
could kindly co-ordinate in a timely manner with the identified Nodal Officers as well as with
contractors for expeditious completion of the project.
Members from SRPC, SRLDC, PGCIL SRTS-I, PGCIL SRTS-II, PGCIL LD & C, TANTRANSCO,
APTRANSCO, TSTRANSCO, KSEB , KPTCL, NTPC SIMHADRI, APGENCO, NLC, NTPC RAMAGUNDAM
STPS, TPCIL and vendors like ALSTOM, TEJAS, Orange Business participated in this Meeting.
2. URTDSM
Detailed presentation made by PGCIL is enclosed at Annexure-II. PGCIL also handed over a CD
containing entire details of the project viz Technical Specification, LoA etc., to each constituent
during the Meeting. The following was deliberated in the Meeting:
As there could be changes in the Nodal Officer details, all constituents as well as PGCIL (LD
& C, SR-I and SR – II) were kindly requested to update list of Nodal Officers & their contact
details and share the same within a week’s time. All agreed for the same. POWERGRID
indicated the names of the Project Engineers for site co-ordination as follows:
o For Control centre hardware / software - Mr. Rajasekhar
o For PMUs - Mr Aswath Elango
PGCIL LD & C representative highlighted the URTDSM project (SR portion) as follows:
o Total Number of PMUs in SR – I = 96
o Total Number of PMUs in SR – II = 129
o Original schedule of Project completion = January 2016
o Life span of PMUs = 15 years
o Life span of control centres = 7 years
o AMC period = 7 years ( 1 + 6)
Present status of project execution is
o SR – I : 17 PMUs in 4 Substations are integrated
o SR – II : 46 PMUs in 12 Substations are integrated

o Revised schedule of project completion is January 2017
o Delay in project execution attributable to number of contractual and technical
issues.
In response to PGCIL’s request for review & re-confirmation of the items envisaged in the
site survey for each location with due consideration to space constraints etc, the
constituents confirmed as follows :
o A3 colour printers required in all control centres
o SRLDC & KPTCL do not require any furniture items while other control centre
required as per DPR. KSEBL confirmed that furniture, tables, racks were to be
supplied at SLDC Kalamassery.
o KPTCL and TANTRANSCO do not require separate UPS
o KSEBL enquired about the AC /DC load requirement of PMU devices in control
centres and sub stations and also delivery status of Power Supply devices for PMU
devices in SLDC. PGCIL informed that they would be sending request for
confirmation for UPS & Battery set, if the required KVA rating is below 10KVA.
o SRLDC requested to provide separate UPS of appropriate physical size considering
onsite space as shown during the site survey. PGCIL mentioned that it would furnish
the copies of approved drawing detailing UPS envisaged for SRLDC and based on the
same SRLDC may take a call and confirm at the earliest.
o LD & C confirmed that the number of Server Racks at SRLDC as 8 (eight) instead of 6
(six) as shown in original BOQ and requested for space at SRLDC. SRLDC agreed to
examine the space at SRLDC and revert back with details of space constraints, if any.
While LD & C representative discussing the communication networking part of PMUs, SRLDC
requested for details on communication path redundancy. GM SRTS-II advised LD & C to
submit the detailed list of PMU having redundant communication path and vice versa for
further review. LD & C agreed for the same to furnish within a month.
In response to the query of SRLDC whether existing PMU under pilot project would be
integrated to the URTDSM project, it was clarified by LD & C representative that all PMUs
installed under pilot project will also be integrated but not the PDCs.
KPTCL representative mentioned that as per architecture shown, SLDC control centre would
be getting PMU data of State owned stations only and not of the ISGS / ISTS locations even
within the state. This leaves a handicapped situation to the SLDC control centres and many
of the application features of the project could not be utilised by them. Therefore, it is
essential that visibility / data of at least entire state details be made available to the SLDC
irrespective of state owned / IPPs / ISGS / ISTS. APTRASNSCO & TSTRANSCO also endorsed
KPTCL’s view. In response to this requirement, LD&C clarified that though the requirement
of the SLDC appears rational, the original DPR did not envisage such an arrangement.
However, the matter would be referred to Engineering Division and any changes could be
carried out in this regard, the same will be considered in Phase – II URTDS project.
KSEBL representative also mentioned that the very purpose of URTDSM project is to
facilitate the system operator for ensuring secured grid operation in the midst of increasing
complexity of grid operation. The C37 – 118 protocol used in this project also supports for bi-
directional data flow. Therefore, it is very much essential to have bi-directional data flow
between SLDC & RLDC control centres so that entire regional data is available to all the

SLDCs for study as well as support each other. LD & C representative mentioned that this
feedback also would be given to Engineering Division of PGCIL for review.
All constituents expressed concern that details about the project progress had not been
updated to them time to time and also requested to involve the utilities during FAT & SAT
process. In response, LD&C representative mentioned that FAT was already in progress and
involving all the constituents in FAT may lead to co-ordination issues and may take more
time. LD & C also mentioned that SAT is more exhaustive and hence full involvement in SAT
may meet all the expectations / requirements of constituents. It was confirmed that draft
SAT procedure would be circulated to all the constituents at the earliest. LD & C also
confirmed that training would be provided to all constituents & SRLDC on PMUs & Control
Centre HW / SW training on SAT procedure before commencement of SAT.
On further deliberations, it was agreed that in addition to providing exhaustive SAT
procedure, training etc., PGCIL (LD & C) representative would also witness the complete SAT
in any one location (say at SRLDC) wherein all constituents of the region could participate
and get trained. Subsequently, individual constituent can take-up SAT independently in their
locations.
It was also highlighted that Training on Application part also was very much required. PGCIL
(LD & C) representative stated that this requirement would be communicated to the
Management.
PGCIL expressed concern that there are site specific difficulties in accessing the site, material
delivery, getting co-ordination from site engineer, facilitating CT / PT connection etc., and
requested the constituent’s full co-operation for executing the project in fast track mode. In
response, NLC, APGENCO and other constituents expressed that no prior intimation was
received from PGCIL regarding despatch of materials while the contractor (ALSTOM) also did
not adhere to their schedule of visit as well as any reschedule without advance
communication. This adversely affected the constituents for effective co-ordination. On
deliberations, it was agreed that PGCIL would intimate to constituents a week in advance
regarding despatch of equipment and commissioning activities at their respective sites. The
contractor was also strictly advised to adhere to the visit schedule and communicate in
advance to the respective site co-ordinator / nodal officer, in case of any slippage / change
in schedule.
Constituents’ requested PGCIL to update the Drawings with changes done in the
CT/PT/Status wiring for the PMU system and submit as built drawing.
PGCIL raised concern that the station CT/PT points could not be extended at NTPC
Kayamkulam wherein they were told to approach KSEBL for NoC. After deliberations, KSEBL
confirmed that they would co-ordinate with respective departments of KSEB and NTPC,
Kayamkulam to sort out this issue and expedite integration.
PGCIL also expressed that similar constraints were faced in AP system also at locations such
as Vemagiri, etc. In response, AP representative mentioned that there also certain
difficulties involving metering / commercial issues of DISCOMs. However, the matter would
be appraised to senior level of respective departments and facilitated for integration /
completion of work at the earliest.
In response to the query of not using armoured cable for CT / PT connection, POWERGRID
clarified that the cable would be made pass through continuous galvanised spiral coil,
wherever armoured cable is not used. This was agreed by all.

PGCIL requested for co-operation of all to resolve site specific issues.To avert prolonged
attempts in a single site where ever difficulties are faced by PGCIL, it may extend PMU
connection to the panel TB and further connection to CT/PT may be required to be done by
the constituents. Forum requested all cooperation of all constituents in order to avoid such
situation.
NTPC, Simhadri requested PGCIL and Alstom to visit their site once to verify the CT /PT
connection extended for correctness of connections. Alstom and PGCIL representatives were
requested by constituents to certify the completion of the commissioning activity at each
site.
SRLDC enquired about the type of AMC whether Service contract or Comprehensive AMC. It
was expressed by the constituents during meeting that the 10 % spares are getting
exhausted during warranty itself. Hence they requested to enhance the % of Spare. LD & C
representative mentioned that it is a type of comprehensive AMC with deployment of one
residential engineer of OEM at every control centre. It may not be possible to increase the %
of mandatory spares at this juncture. Spares would be provided with the concept of
rounding off the fraction to next integer. However, he would revert back with complete
details on all these contractual issues.
KSEBL enquired about the mandatory spares supplied at each site. PGCIL agreed to furnish
the details.
NLC Stage – II expressed space constraint for erection of PMU though PMU was received. It
requested permission for removing the obsolete SEM panel in the premises. NLC was
requested to address a letter to MO SRLDC for clearance to remove the obsolete SEM panel.
SRLDC was requested to advise NLC appropriately in the matter.
PGCIL assured KSEBL that cable for Kalamassery S/S to SLDC (control Centre) would be
delivered soon.
3. SCADA and Communication Issues
AGM SRLDC acknowledged that with efforts of PGCIL, many pending SCADA points were
attended and the list of issues coming down. It was noted that following pending issues had
been resolved:
ICCP Communication links from AP, Telangana and Madurai (TN ) and KPTCL to Back
up Control Centre of SRLDC ( at New Delhi ) had been provided by PGCIL.
220 KV EMS network model has been completed in ALSTOM system.
Talcher RCI, Kozhikode , Bhadravathy RTUs stand by Channels had been provided.
With this ,all central sector stations RTUs except Kaiga RTU had been provided with
main and stand by Channels.
Joint verification of SCADA drawals with each constituent and SRLDC had been
carried out successfully.
Availability of communication channels and data availability had also improved.
All new elements had been integrated on time with the SCADA/EMS system of
ALSTOM.

Pending Items as on date are:
Data discrepancies in ISGS/IPP/PGCIL/STUs
Data discrepancies were highlighted by SRLDC (Annexure-III).
Action Plan: To be addressed at the earliest.
Establishing E1 Link between Backup SRLDC to Backup NLDC
Action Plan: PGCIL confirmed that the link would be provided in a week time.
Subsequently PGCIL vide E-mail dated 25.08.2016 informed that the E1 ICCP link between
backup SRLDC (at NRLDC) & backup NLDC (at ERLDC) has been established and the port
numbers are as given below :
NRLDC end: E1-1-110-2 (Contact person: Mr. Narendra Kr Meena, Sr. Engr/NR-ULDC,
9810082410)
ERLDC end: Slot-25 / Port-14 (Contact person: Mr. Shamik Nandi, Engr, ER-ULDC,
9830078558)
ICCP link between KPTCL Main & Backup SRLDC
PGCIL informed that the link had been commissioned last week.
KPTCL representative pointed out that errors are being observed after configuring the ICCP
association between Main KPTCL & Backup SRLDC.
SRLDC representative confirmed that the as per KPTCL request, logs pertaining to association
formation were collected and shared with KPTCL.
Action Plan: It is agreed to call for a Meeting between KPTCL, ABB, SRLDC & ALSTOM within
a week with joint co-ordination of SRLDC & KPTCL.
Reporting of Status point of Gazuwaka (Isolators not reporting)
PGCIL informed that the issue had been attended at site level and status of isolators is
updating in local SCADA and they had sent a log of the same to SRLDC on 22nd Aug 2016.
Action Plan: SRLDC acknowledged the receipt of the same and they would revert back on
verification / validation at SRLDC end.
Data discrepancies between site & SCADA values
SRLDC emphasized that due to data discrepancies, grid drawls are being affected and many a
times large variations are being observed in real time grid drawls of constituents. It was
mentioned that these errors need to be attended so as to provide correct grid drawls in real
time to all constituents.
Action Plan: After deliberations, it was noted that all faulty data points involved in
computation of real time grid drawl of constituents need to be attended immediately and
resolved within a week through effective co-ordination between SR – I, SR – II and SRLDC by
taking this assignment with exclusive focus.
Other points of discrepancies would be resolved in subsequent weeks, but within a month.

Updation of Scheduled share/Difference in deviation KSEBL pointed out that there was delay in the updation of scheduled share for each block at
KSEB’s SLDC SCADA system from SRLDC SCADA system through ICCP. There was difference in
deviation observed between KSEB SLDC and that at SRLDC.
Action Plan: SRLDC agreed to look into the matter on updation of scheduled share. On
difference in deviation, SRLDC informed that scheme of SCADA w.r.t. SEM point connectivity
has already started for AP and the same would be taken up for all the constituents. They
ready for a joint verification on interchange values with standard Power Quality Analysers.
Replacement of Faulty status card at Vijaywada S/S
Action Plan: PGCIL informed that the faulty Status card would be replaced in 2 weeks’ time
in coordination with OEM.
Replacement of Transducer at NTPC Ramagundam
SRLDC mentioned that while any one of the Ramagundam – Bhadrawathi lines is under
outage, line flow (non up-dation beyond +/- 600 MW) is not happening, thereby leading to
error during real time operation.
Action Plan: NTPC confirmed that that procurement action for programmable transducer
procurement is under process and the material receipt expected in a month. Accordingly the
RTU replacement work would be completed within 2 months.
Providing additional RTU at NTPC Talcher
Action Plan: NTPC Talcher RTU – It was noted that as per 122nd OCC discussions, RTU
procurement is under progress and the same would be completed in 2 months.
Establishing Standby data channel from NPCIL Kaiga
Action Plan: PGCIL confirmed that the link would be provided by end August 2016.
Frequent interruption of communication link between KSEBL back-up SLDC & SRLDC back-up control centre KSEBL mentioned that in the recent days (for past 3 weeks) there are frequent interruptions
of above communication link posing difficulties.
Action Plan: PGCIL agreed to look in to the matter and resolve on priority.
Non-availability / Continuous interruption of DCPC communication
SRLDC mentioned that there was failure of links for Madurai (4/22/26.07.2016), Puducherry
(4.07.2016) and Salem (04.07.2016) DCPC on continuous basis though redundant
communication path availability had been confirmed by POWERGRID.
Action Plan: On deliberations, PGCIL agreed to analyse the reasons for link outages on the
given dates and would furnish the details within a week.
Compliance of agreed procedure on Data Integration of new elements before CoD
SRLDC mentioned that SCADA data integration & metering arrangements of new grid
elements needs to be done well on time as per agreed philosophy in the Special
Communication Meeting. However, request for data integration / validation were being

received just on the day or before a day. This leads to difficulties in mapping, onlining the
data in SRLDC disturbing the real time grid operation. It was also mentioned that there is co-
ordination / support requirement with OEM while on lining the new data base to avoid
SCADA failure etc.
Action Plan: PGCIL confirmed that baring few instances, the timelines are being adhered and
it would be ensured further to abide by the same. Site executives and communication co-
coordinators at RHQ level would be suitably informed for advance action and avoid future
difficulties.
Training on RTU maintenance
Action Plan: PGCIL informed that a training module on RTU maintenance is being organised
at Hosur S/S on 15th September and all CGS of SR and Regional Entities would be invited to
attend the same.
Maintenance of CGS RTUs beyond 30-06-2017
PGCIL informed that 15 year maintenance period for ISGS RTUs at Ramagundam, Neyveli
TS2, Neyveli TS 1 Exp, KGS & MAPS is coming to an end on 30th June 2017. After which these
assets shall be transferred to respective CGS and further maintenance of RTUs beyond
30.06.2017 is to be taken care by respective CGS.
Action Plan: After deliberations, it is decided that the matter is marked for discussion in
forthcoming TCC / SRPC meeting.
RLDC Certification for filing CERC tariff petition for ULDC assets (OPGW communication links) PGCIL informed that as per CERC mandate, RLDC certification is mandatory for filing tariff
petition for commissioned communication assets and links. It was mentioned that the link
passing through ISTS network are getting certified by SRLDC on availability checking as on
date. Difficulties are being faced for the links passing through STU network.
Action Plan: After discussions, it was finalised that PGCIL would present a procedure for
certification of communication links and related assets in forthcoming OCC, wherein it would
be deliberated and approved.
Restoration of Warangal Sub-LDC –KTPS link by TSTRANSCO
Action Plan: TSTRANSCO representative informed that cable laying work is going on and the
status & schedule for completion would be communicated within a week.
Clearance from TSTRANSCO for laying of balance OPGW in KTPS-Khammam line
PGCIL mentioned that due to non-availability of clearance from TSTRANSCO, above OPGW
laying works is getting delayed and thereby impacting the project schedule.
Action Plan: TSTRANSCO confirmed to revert back within a week.
OPGW stringing on balance portion of KPTCL lines
PGCIL expressed its concern that despite continuous follow up with KPTCL authorities,
necessary clearance & co-ordination from KPTCL could not be received for stringing of
URTDSM/SCADA/Communication Meeting – 23.08.2016 Page 8
OPGW in certain portions of KPTCL lines as deliberated in earlier OCC and other meetings of
SRPC.
Action Plan: It was informed by MS, SRPC that this issue was marked for discussion in
ensuing SRPC meeting.
Sparing of fibres in TANTRANSCO links by TANTRANSCO
PGCIL requested TANTRANSCO to spare 4 no. fibres in following TN links for integration in SR
network:
1. Chennai SLDC-Sriperumbdur
2. Chennai SLDC-Tondiarpet
3. Sriperumbdur-SP KOIL
4. SPKOIL- NLYTS 2
5. Arasur –MTPS-Salem(PG)
6. Krkd230-Madurai Subldc
7. Vallur-NCTPS2-NCTPS1
Action Plan: TANTRANSCO informed that fibres of the links under Sl. No. 1,2 & 6 are not
available right now and about others, TANTRANSCO representatives agreed to
communicate their consent upon approval from their competent authority . They also
requested PGCIL to raise the matter with CE (P&C), TANTRANSCO for early resolution.
Site finalisation for installation of SDH & PDH at Madurai 400 TANTRANSCO
PGCIL mentioned that the site finalisation of SDH & PDH panels at Madurai(TN) S/s are yet to
be made by TANTRANSCO and requested for urgent action.
Action Plan: TANTRANSCO confirmed to revert back within a week.
Replacement / Rectification of damaged OPGW in Kadalangudi-Thiruvaru
PGCIL informed that OPGW of Kadalangudi-Thiruvarur got damaged in mid- span due to
suspected induction on account of insufficient clearance of Thiruvarur-Tanjore line passing
the above line. They requested TANTRANSCO to study this matter in detail and provide
recommendation for further rectification of the link.
Action Plan: TANTRANSCO confirmed to revert back within a week.
Sparing of Fibres in Kalamassery-Brahmapuram link by KSEBL
PGCIL requested to confirm sparing Fibres Kalamassery-Brahmapuram link for extending
MCN-STM-16 connectivity from SRLDC to KSEBL’s main SLDC.
Action Plan: KSEBL informed that the request from PGCIL had already been forwarded to the
Higher Management for approval and the approval was expected shortly.
Interconnectivity of SDH equipments at Kozhikode & Edamon
PGCIL requested KSEBL to accord permission for interconnectivity of the newly installed SDH
equipments at Kozhikode & Edamon with the existing KSEBL’s SDH equipments so as to
integrate the new OPGW links of Edamon-Thirunelveli and Mysore-Kozhikode with ULDC
network of KSEBL.
Action Plan: KSEBL agreed to revert back after consultation with their management.

Ownership of SDH equipment installed under Microwave Replacement Project
KSEBL requested PGCIL to intimate details of recovery of project cost of Microwave
Replacement Project and ownership of equipments installed in KSEBL under the project.
Action Plan: PGCIL informed that they would collect the details from their commercial
division and would forward it.
Alternate communication channel between main and backup SLDC of KSEBL
KSEBL requested to establish path diversified channel between main and backup SLDC of
KSEBL through ULDC network. Alternate or Protection path links may be established to the
KSEBL's linear network through PGCIL/ULDC network on request and after studying it in
detail. The urgent & essential links (data /Voice) need to be identified.
Action Plan: PGCIL agreed to establish the channel within a weeks’ time.
Insufficient Ethernet ports in SDH equipment at Kalamassery for PMUs
KSEBL informed that there are not adequate Ethernet ports in SDH equipment at
Kalamassery to cater to the needs of PMUs integration.
Action Plan: PGCIL informed that the priority is to be given for interfacing / integrating
system operation traffic. Ethernet ports in SDH equipments, installed under fibre expansion
programme are to be spared for PMU data integration. The internal usage etc shall be met
with usage of Switches as far as possible.
Issues in the new SCADA upgradation project
KSEBL raised a number of issues in SCADA upgradation project.
Action Plan: PGCIL and SRLDC informed that a separate meeting would be convened shortly.
Cost details of various projects
KSEBL requested for details of split up of costing to constituents (KSEBL) of ULDC, Microwave
replacement project, CIP Phone (fibre expansion project) and URTDSM projects.
Action Plan: PGCIL stated that project-wise split-up details would be furnished.
Other issues raised by KSEBL
o Alternate data link path during the scheduled Tower re- arrangement work at Trissur as requested by KSEBL , would be provided by PGCIL through Kochi -PGCIL (Pallikara) –Kalamassery (KSEBL) fibre, once the fibre for STM-16 is approved and ensured from KSEBL side.
o KSEBL pointed out the need for MCN network (STM-16) to KSEBL backup SLDC at Thiruvanthapuram by making use of STM-16 devices there. PGCIL replied that it would be verified soon.
o SDH (STM-4) equipment used by PGCIL in KSEBL Thiruvnathapuram would be spared soon and schedule of works for replacing the links from the devices would be given soon.
o KSEBL mentioned about frequent failure of SDH/PDH links and suggested that same may be studied for any issues from GPS clock. PGCIL confirmed that it would be studied by vendor to identify the need of additional clocks for KSEBL, if any, other than in Somanahalli, Vijayawada & Madurai.
o KSEBL sought details of the charger & battery set (48V) that was delivered in Kalamassery.

PGCIL confirmed that it could be utilised to extend power to SDH/PDH (Tejas) equipments. o Mandatory spares for SDH & PDH (Tejas) were requested by KSEBL. PGCIL stated that the
spares are being maintained by them, being Central Sector Project. M/s Tejas was responsible for replacement; collection from site as and when required and installation back at site. PGCIL confirmed that it was the responsibility of M/s Tejas to arrange them at site.
o KSEBL highlighted the need for the discussions on the issues in KSEBL's SDH/PDH network , M/s Tejas representative briefed and stated that the issues would be solved within a week. KSEBL observed that the solution and issue reports should also be made available to KSEBL and the solutions should be permanent without frequent configuration changes.
o KSEBL reported that IP phone had been connected to SRLDC and to other locations (as far as possible). The reported failures in IP phones were discussed. PGCIL requested the vendor to attend to them urgently and report the need of replacement of cards etc if any. If required the issues may be attended at site. The spares are to be supplied by the vendor.
o KSEBL reported that the Microwave tower decommissioning procedures and arrangements for replacement of Alcatel MUX have been started as per the last MOM. PGCIL stated that they could go ahead as per 29th SRPC Meeting MOM.
4. Conclusion
