TSC, and who in those capacities would have a seat on the Faculty Board. Prof Volmink also congratulated the new TSC members on their election. 1. MINUTES 1.1 APPROVAL OF MINUTES OF THE PREVIOUS MEETING 1.1.1 MINUTES OF THE ORDINARY MEETING OF THE FACULTY BOARD, 25

JULY 2011 The minutes were approved, and signed by the chairperson. 2. PERSONALIA/DEAN’S MANAGEMENT REPORT 2.1 NEW APPOINTMENTS AND PROMOTIONS The Dean announced the following new appointments and promotions:

Prof TH Boyd had been appointed as extraordinary professor in anatomical pathology. Dr WF Ferris of Endocrinology had been promoted to associate professor. Ms B Gerber of Speech-Language and Hearing Therapy had been promoted to senior lecturer. Dr L Keiller of Physiotherapy had been promoted to lecturer. Prof PD van Helden had been reappointed as executive head of the Department of Biomedical Sciences and as head of the Division of Molecular Biology and Human Genetics.

2.2 ADJUSTMENTS TO THE PROVISIONS REGARDING THE APPOINTMENT OF HEADS OF DEPARTMENTS AND DIVISIONS

It had become possible to appoint heads of departments and divisions on a permanent

basis. The election process that had been followed was therefore replaced by an appointment process. That required that the current heads’ tenures be extended until a new appointment had been made in the environments concerned – that is, where more than one candidate would be available in a particular environment. Where a motivation had been submitted, future vacancies could be filled on a permanent basis in consideration of scarce skills. The abovementioned provisions would apply to the executive heads of departments that consist of only one discipline, as in the case of Paediatrics and Child Health. The appointment procedure for executive heads of departments that consist of more than one discipline would remain unchanged. A case in point would be Pathology, which consists of Medical Microbiology as well as other disciplines.

2.3 BUDGET 2012 The Faculty’s budget for 2012 had been cut by R8 572 669, which could be attributed

to the decrease in publication units, educational input units at honours level and educational output units, especially regarding MB,ChB.

The smaller budget would require cuts in operational and equipment allocations in

order to honour obligations regarding the salaries account. Reserve funds would also be employed to cushion the effect of the abovementioned cuts. Efforts would have to be made to increase publication outputs, to reach the targets regarding student registration and to improve the through-flow rate of students.

2.4 RECOGNITION AND AWARDS 2.4.1 Global ranking According to the QS World University Rankings, SU ranked between 410th and 450th

among the recognised universities in the world; Life Sciences, which includes Health Sciences, ranked 301st. SU ranked below UCT and Wits, and above UP and UKZN.

According to the Times Higher Education World University Rankings, SU ranked

between 251th and 275th among the recognised universities in the world. SU was one of only four universities from Africa that had made the list. SU ranked just below UCT, and above Wits and Alexandria University, in Egypt.

2.4.2 The African Network for Drugs and Diagnostics Innovation (ANDI) ANDI had recognised the DST/NRF Centre for Excellence for Biomedical

Tuberculosis Research and the Centre for Infectious Diseases as centres of excellence. Thirty-two such centres in Africa had received recognition. Proff J Nachega, W Preiser and PD van Helden, as well as all those concerned, were congratulated on this achievement.

2.4.3 Department of Biomedical Sciences The Dean announced the following achievements and congratulated those concerned: Prof SS du Plessis of Medical Physiology had received the coveted Dr Sijo Parekattil

Award for Excellence in Reproductive Research from the Centre of Reproductive Medicine at a ceremony in Cleveland, USA.

Staff and students of Medical Physiology had excelled during the 39th conference of

the Physiology Society of SA. The DST/NRF Centre for Excellence for Biomedical Tuberculosis Research had

received a visit from a high-level deputation along with strategic funding partners and leaders in the field of science and technology.

The MRC Centre for Molecular and Cell Biology had had a successful five-yearly

assessment. Prof G Walzl had received a research grant from the Gates Foundation for the amount

of $646 815 for one year as of September 2011. 2.4.4 Department of Interdisciplinary Health Sciences The Dean announced the following achievements and congratulated those concerned: The Centre for Evidence-based Health Care had been officially opened by the Rector

and the provincial minister of health. The Motion Analysis Clinic in the Division of Physiotherapy had prepared Ms

H Lane, who suffers from cerebral palsy, excellently for her participation in the New York Marathon.

The Division of Nursing would rake in the degrees in 2011 – they had 26 MCur

students. 2.4.5 Department of Medicine The Dean announced the following achievements and congratulated those concerned: Prof CT Bolliger of Pulmonology had received international recognition for his book

series Progress in Respiratory Research. Not long before, the 38th title in the series, Paediatric Bronchoscopy, had won a prize awarded by the British Medical Association. Proff PR Donald and PD van Helden had co-edited the most recent title, Tuberculosis Chemotherapy.

2.4.6 Department of Obstetrics and Gynaecology The Dean announced the following achievement: Prof HJ Odendaal and collaborators had received a research grant for the amount of

$5,6 million for five years for their project Prenatal Alcohol in Sudden Infant Death Syndrome and Stillbirth (PASS).

2.4.7 Department of Paediatrics and Child Health The Dean announced the following achievements and congratulated those concerned: Prof N Beyers and Dr S-A Meehan had received a research grant from PEPFAR/CDC

for the amount of $964 623 for one year as of September 2011. Prof MF Cotton and Dr S Innes had received a research grant from Vanderbilt

University/NIH for the amount of $78 462 for one year as of June 2011.

Prof M Claassens had received a research grant from Wits University/PEPFAR for the amount of $455 193 for one year as of October 2011.

Dr A Dramowski had received fellowship of the Federation of Infectious Diseases of

SA. Prof A Hesseling had been elected as chairperson of the newly founded Committee on

Tuberculosis of the NIH Paediatric HIV Trials Network (IMPAACT). Prof P Hesseling had been honoured with CANSA’s GA Oettlé Medal for his

contribution towards the treatment of paediatric cancer. 2.4.8 Department of Pathology Ms N van der Merwe, an MPath student, was congratulated with the prize she had won

for best poster at the Biological Psychiatry Congress. 2.4.9 Department of Psychiatry The Dean announced the following achievements and congratulated those concerned: Dr L Asmal was the only South African who had been invited to attend the coveted

workshop of the Inter Academy Medical Panel Young Physician Leaders in Berlin. Prof C Lochner had been elected as one of the Young Affiliates for the Academy of

Sciences of the Developing World, and had been inducted by the deputy minister of science and technology as founding member of the South-African Young Academy of Science (SAYAS).

Prof S Seedat had been one of only two South African speakers at the workshop to

which Dr Asmal had been invited. The SU/MRC Unit on Anxiety and Stress-related Disorders had had a successful five-

yearly assessment. 2.4.10 Department of Surgical Sciences Drs C Anley and R King of Orthopaedics were congratulated on the prize they had

shared for best address, awarded to them by the South African Association for Surgery of the Hand. Dr Anley had also received the prize for best surgery address at the Annual Academic Day.

2.4.11 Rector’s Awards The following five students had received academic honorary colours from SU’s SC:

• Mr H Botha (MB,ChB) • Ms A Conradie (MB,ChB) • Ms J Kock (MB,ChB) • Ms S Linde (BScPhysio) • Ms M Radue (MB,ChB).

The following students had also been honoured by the Rector, and the Dean congratulated them on the rewards they had received: Mr W Ganya (MB,ChB) had received the Rector’s Award (“Succeeding Against the Odds”) for his academic achievements, leadership and community engagement. Mr S Marais (MB,ChB) had received an award for extraordinary leadership. Mr C Saaiman (MB,ChB) had received an award for community engagement. Dr A Zarrabi of Urology had received the medal for best M student. 2.5 Other highlights: The Dean went on to announce other highlights that the Faculty had enjoyed not long

before, namely: The 55th Annual Academic Day, which had been held in August, had attracted a

record number of addresses and poster presentations (318) as well as the first female guest speaker, Prof V Corfield.

The Novartis SU Clinical Science Workshop had been held in August in Stellenbosch.

The workshop was a product of the partnership between the Faculty and Novartis, who sponsors the studies of 30 postgraduate medical students from Africa to enrol here for the MScMedSc (Clin Epidem).

Not long before, the International Workshop on Health Care Ethics had been hosted to

compile a textbook for Africa on research ethics. Delegates from 11 African countries had attended the workshop.

The accreditation panel of the MDB had visited the Faculty to accredit the MB,ChB

programme and the internship for medical scientists. The MDB had paid a follow-up visit to accredit the MMed – a programme that had

received only provisional accreditation in the past. Seventy black students who had been selected for undergraduate programmes for 2012

had visited the Faculty as part of its recruitment campaign. The year before, 76% of them had accepted the offer of being selected. The Dean conveyed his thanks and appreciation to everyone who had contributed towards the success of this undertaking.

3. REPORTS BY COMMITTEES: 3.1 REPORT BY THE COMMITTEE FOR UNDERGRADUATE TEACHING,

3 OCTOBER 2011 The report was approved, along with the recommendations in the relevant annexures. 3.2 REPORT BY SUBCOMMITTEE C OF THE RESEARCH COMMITTEE, 18 APRIL

2011 The Board took note of the report. 3.3 REPORT BY THE COMMITTEE FOR POSTGRADUATE TEACHING,

12 OCTOBER 2011 The Faculty Board recommended:

1. That A.1 to B.11.3 be accepted.

2. That B.11.4 not be taken further, since Mr CY Lin had discontinued his PhD studies.

3. That B.11.5 to B.15 be approved, provided that, as far as B.15 was concerned,

Dr AE Victor be nominated as replacement internal examiner for the MMed (Chir) research assignment of Dr LP Taylor to replace Dr K Baatjies, who had become involved in the research on which the assignment was based.

4. That B.16 to B.25 be approved, provided that, as far as B.25 was concerned,

Ms M van der Linde’s application to enrol for the MSc (Med Physiol) and the BAHons (Psych) simultaneously in 2012 be rejected, seeing that the Faculty of Arts and Social Sciences had not approved it.

5. That B.26 to C be approved.

4. RECOMMENDATIONS BY THE FACULTY COMMITTEE, 25 OCTOBER

2011 The Faculty Board confirmed the following recommendations by the Faculty

Committee of 25 October 2011: 4.1 Proposal for a new programme: MPhil (Emerg Med)

That the attached proposal for the MPhil (Emerg Med) (Annexure A) be approved. 4.2 Proposal for a new programme: Master of Infection Prevention and Control

That the attached proposal for the M in Infection Prevention and Control (Annexure B) be approved.

for MB,ChB to replace Dr P Steyn of Obstetrics and Gynaecology, who had left SU’s employ.

4.5 Composition of the Faculty Board: membership of a representative of the Tygerberg

Hospital specialists’ committee That the composition of the Faculty Board be adjusted to no longer provide for a

representative of Tygerberg Hospital’s specialist’s committee, because this committee had ceased to exist.
