MINUTES OF 444th MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 11th & 12th FEBRUARY 2013

AT NTPC MUMBAI. The 444th meeting of Operation & Co-ordination Sub-Committee of WRPC was held

on 11th & 12th February 2013 at NTPC, Mumbai. The list of participants is enclosed at Annex-I-A.

Shri G. J. Deshpande, ED, NTPC HQ-I, Mumbai welcomed to all the participants of 444th OCC meeting and thanked WRPC for giving an opportunity to NTPC to host the 444th meeting at NTPC Mumbai. Shri S D Taksande, Member Secretary(I/c), WRPC welcomed all the participants of OCC & thanked Shri G. J.Deshpande, ED, NTPC HQ-I, Mumbai & his team for hosting the 444th OCCM. He informed that important items for discussion for Draft Grid Security Expert System and Automatic Demand Management Schemes were a part of the agenda of the meeting and DISCOMs were invited specially for discussion of some of the points pertaining to the above schemes. He informed that Hon’ble CERC had given directives for taking the above items in RPC meeting. Some aspects of the above schemes were discussed in the recent PCM meeting and balance portions shall be discussed in today’s OCC meeting and the recommendations shall be included in the forthcoming WRPC meeting. Also the issue of Upgradation of 400 kV Bina-Gwalior-Agra to 765 kV level operation shall also be discussed.

He informed the forum to discuss these important issues first and then routine items may be taken up for discussion.

1 AUTOMATIC DEMAND MANAGEMENT SCHEME:

Member Secretary(I/c), WRPC requested DISCOMs to highlight the implementation

strategy of automatic demand management Scheme (ADMS) in their system. SLDC (GETCO), representative made a presentation on Implementation of Automatic

Demand Management Scheme IEGC Clause 5.4 in Gujarat Distribution. The highlights of presentation are as follows:

• As per Regulation 5.4.2 of IEGC, DISCOMs have to regulate their load at frequency below 49.7 Hz under overdrawl situation.

• The present schedule and drawl computation is available through SCADA at SLDC / ALDC. The same has to be extended to DISCOMs’ ADSM Master Control Station. Alternatively, the same can be referred from SLDC web site. DISCOM has to identify various locations for tripping as per ADSM.

• As the phenomenon of frequency touching 49.7 Hz, is likely to occur many times a day, the load on the feeders to be shed should be rotated to minimize repeated occurrence on the same feeder. This can be achieved by suitable Programmable Logic Controller

(PLC). Further details can be worked out based on number of locations for PLCs identified by DISCOMs, quantity of load to be shed by DISCOMs etc.

• Preparedness required from DISCOMs: Identification of location for ADSM Master Control Station Identification of locations for PLCs Identification of feeders for load shedding.

The schematic diagram of ADMS is enclosed at Annexure-I-B.

Shri K M Dave, CE, MGVCL, Gujarat deliberated the following points regarding ADSM

during the meeting:

• Main Requirement is Grid Security & Grid Discipline

• The voltage Level is not specified to achieve the load relief as per norms of IEGC

Regulation 5.4.

• DISCOMs operate at 11 kV and below voltage level controlling 11 kV feeders

• In Gujarat, all EHV system including 66 kV voltage system, is under STU control

• The logic and priority for load curtailment at 66 kV by analyzing 66 kV sub stations is

already given to SLDC by all DISCOMs.

• The system under STU control is equipped with all facility to achieve load curtailment

as per IEGC Regulation 5.4.

• Automatic load disconnection through relays (df/dt) is in operation at all 66 KV

systems, and under control and being operated by STU.

• Under contingency requirement in real time immediate load relief is achievable only

through disconnection of huge load which is not achievable through disconnection of

11 kV feeders.

• During State level OCC meetings each DISCOMs have provided prioritized list of 66

kV Substations for load curtailment to SLDC to curtail load in case of exigencies as

envisaged in the IEGC.

• In the submission to CERC in the matter of Petition No : 264 the following has been

also elaborated.

a. The all 66 KV Sub-Stations falling under the distribution licensee area /

supplying power to DISCOM are grouped in four priorities for load curtailment

by STU in the event of exigencies.

b. The STU have installed frequency responsive relays on all 66 kV EHV lines and

they are operational since decades.


c. DISCOMs have load shedding system with identified feeders and load

anticipated load relief for 11 kV feeders which is in operation as per SLDC

directives.

LIMITATIONS TO OPERATE AT 11 kV VOLTAGE LEVEL (DISCOMs 11 kV FEEDERS)

• 11 KV feeders can not be provided with automatic df/dt relays ( As ADSM), as actual

load on those 11KV feeders at the time of emergency is not certain. Hence the actual

load curtailment could be far less than required.

• Even in case of manual control of 11KV systems for load shedding during emergency

conditions, for quickest response to instantaneous dynamic system, all persisting real

time load data of each 11 KV feeders and capturing real time frequency data from

authentic standard data source, is prerequisite. This is possible only if all 11 KV feeders

are covered under SCADA with dedicated communication links. However all 11KV

feeders are located in extreme vast and worst locations that even though if SCADA is

implemented, the reliability and the time taken in operation of large numbers of feeders

are great challenge and practically not possible.

• Looking to the large nos of 11 KV feeders under DISCOMs, implementation of

SCADA system is technically as well as economically not viable for DISCOMs.

• Infallible communication system capable to function 24 x 7 in all the environments.

MPPKVVCL representative endorsed on the Gujarat view along with one addition that the

Master control station shall be at SLDC instead of Discom control centre.

MAHAVITARAN representative made a presentation on Present Load shedding Protocol And

Automatic Demand disconnection Scheme in Maharashtra system. The highlight of

presentation is as follows:

MSEDCL has an advantage over other DISCOMs that is Koyna generation of 1920 MW capacity available, which can be picked up within 15-20 minutes to control over drawl or to support the grid in emergency.

Present Practice to control over drawl: Step 1: Immediately Koyna generation is picked up : About 500 MW of stage 1&2 M/c’s are on bar which can be picked up within 2-3 minutes. Step 2: Further if necessary Koyna stage 3 & 4 m/c’s can be taken on bar within 15-20 minutes.


Step 3: Implementation of planned load shedding from D to A group: As per MERC load shedding protocol MSEDCL has formed A to F and G1,G2, G3 groups according to DCL and implement the load shedding protocol depending upon the demand supply gap, as MERC has approved six scenarios with different demand supply gap. The present approved load shedding protocol is as per Scenaio V-A which is given below.

Generally A to D groups are withdrawn at present and E, F, and G1,G2, G3 groups are implemented. If there is any shortfall in availability PLs group D to A will be implemented as per system requirement to control the over drawl as per SLDC’ s instructions.

Step 4: Distress load shedding from A to U groups in cyclic order till the desired load relief is

obtained: If the demand supply gap is not met by planned load shedding , then distress

load shedding is resorted to meet demand supply gap.

The primary reasons for distress load shedding

• Low frequency in regional grid due to high demand and Low generation in the

region/State

• Over-drawal by the other constituents, causing low frequency

• Tripping of major transmission lines /Units

• Less bilateral power than contracted power

• Restriction of Transmission Corridor

Step 5: Emergency EHV feeders opening:

If the demand supply gap is not met by planned load shedding and distress load

shedding then emergency load shedding is resorted by opening of EHV lines

manually.


In addition to above under frequency relay scheme is in operation when the system frequency falls below 48.8 Hz.

MSEDCL’s concerns

• SLDC Kalwa has submitted list of 145 no. of EHV radial feeders selected for

remote control operation.

• The feeders selected under ADMS should be operated as the last resort to

control critical system condition in extreme system emergency only.

• The Industrial feeders and the feeders in Mumbai/New Mumbai area are to be

excluded.

• 145 radial feeders/ 50 MVA transformers selected (tentative) by SLDC are the

locations where SCADA RTU’s are installed and does not covered the area

where RTU’s are not installed.

• The list of EHV feeders is to be identified such that it should cover all parts of

geographical area of MSEDCL.

• High revenue pockets need to be excluded from the Automatic Demand

Disconnection scheme.

• Possibility of operating at LV side of the EHV power transformers are to be

explored so that the loss making areas/feeders can be selectively disconnected in

emergency.

• The scheme can be finalized in consultation with SLDC.

SE (OPN), SLDC Kalwa, intimated the forum about the decision taken by Hon’ble CERC on

Petition NO 249/MP/2013 dated 14.012013 regarding the implementation of ADMS there may

be technical and system constraints which need to be addressed through appropriate

technology. Since such technological improvements involve capital cost, we are of the view

that such proposals should be discussed at the RPC forums as an agenda item and the

recommendations/decisions of the RPCs should be placed before the Commission for

consideration and necessary directions.

It was decided that the matter needs to be deliberated in greater detail so that the regulations of

IEGC are also implemented and the constraints of respective State Regulators’ is also adhered

to. Also it was noted that some of the aspects are a part of GSES and so there has to be a proper

addressing of the roles of manual, automatic and emergency controls.

The Sub-Committee noted as above.


2. GRID SECURITY EXPERT SYSTEM (GSES):

Member Secretary, WRPC requested WRLDC to explain the overview of GSES system.

GM, WRLDC made a presentation and stressed on need of GSES as follows:

• Large interconnected grid.

• High response time in case of manual actions.

• Need for automatic control actions

• A step towards automatic secondary control

• Self healing power system

• Basic infrastructure in place; logic can vary

He further explained the GSES Scheme as automated defense plan to keep the system secure for the following ten contingencies:

1. Over-drawals

2. Over-Injection or under-drawals

3. Under-voltage

4. Line loading crossing pre-defined limits

5. Power flows exceeding Total Transfer Capability (TTC)

6. Loss of generation exceeding 1000 MW or loss of a high capacity transmission corridor

7. Angular separation exceeding pre-defined limits

8. Under Frequency Relays (UFRs)

9. Rate Of Change of Frequency or df/dt relays

10. Islanding schemes

Automated defense plan suggested by WRLDC for secure operation of grids is enclosed at

Annexure-I-C.

The OCC discussed the above matter. MS, WRPC summarized the discussions as follows:

(1) AUFLS and df/dt have to be implemented for NEW Grid and WR alone cannot take a

decision with respect to increase in number of stages and quantum of load relief. Already

the Zalte Committee recommendations take care of revision of quantum. In case more

stages are required the matter requires to be discussed under a common forum, preferably

CEA.


(2) Regarding Islanding schemes, a Task Force under Shri V.Ramakrishna is already

investigating.

(3) While in principle the GSES was acceptable, however the GSES has to be discussed in

detail and then recommendations can be made for implementing the same.

OCC agreed to the above.

3. UP-GRADATION OF BINA – GWALIOR – AGRA 765KV CORRIDOR

Back Ground

In 442nd OCCM, following decision were taken for up-gradation work of 765 kV Bina-

Gwalior-Agra link.

Quote:

“The Sub-committee discussed the up-gradation work of 765 kV Bina-Gwalior-Agra link.

With the present level of power transfer at 765 kV level to NR, they apprehended a very high

voltage situation particularly in Seoni, Bina, Gwalior areas. Already many lines are opened to

curtail high voltage. There seems to be no significant increase in generation levels and

therefore charging at 765 kV voltages will increase the voltages further. Accordingly the sub-

committee requested POWERGRID to carry out necessary studies, in line with the present

generation and anticipated generation and off peak scenario in WR and chalk out the reactive

power absorption requirements so that up-gradation to 765 kV operation of the above lines

may eventually take place. The results of the studies may be discussed in the OCC / Study

forum of WR before operation at 765 kV levels commence”.

Unquote.

Member Secretary, WRPC asked the PGCIL representative to give a brief presentation about study

result for up gradation work.

DGM PGCIL made a presentation on study result based on WRLDC Data for up-gradation

work of 765 kV Bina-Gwalior-Agra link. & following conclusion has been derived:

• By Upgrading to 765kV, power flow on Gwalior - Agra Corridor increased from 800MW to 1200MW.

• The Voltage rise at 765kV buses limited to 10kV with the reactive compensation provided.

• The Voltage rise to be lesser with increased loading towards NR.


• With one ckt of Bina-Gwalior-Agra at 765kV and another ckt at 400kV, loading of Bina-Gwalior to be restricted to about 1100 - 1150MW in view of availability of only one ICT at Bina.

WRLDC agreed provided Gwalior ICT commissioned before. Regarding the concern of

charging at high voltage, PGCIL informed that the study was performed without

considering Sasan generation and with the pick up of Sasan generation, the voltages will

come down. Also from June, the loads on NR will pick up and this would bring the

voltages further down to more acceptable levels. Adequate reactive compensation of 4 *

240 MVAR (total) was provided on Bina-Gwalior lines.

Constituents requested for circulation of study result. PGCIL sent the soft copies of cases in

email. WRPC requested constituents to go through the study result & revert back with in a

week.

SE(Opn), WRPC informed that the line outage dates were accordingly planned in March

2013. The matter shall be put up to WRPC for decision in the forthcoming WRPC meeting.


4. M/S IDEAL ENERGY INTERIM CONNECTIVITY:

Back Ground:

M/s IEPL has been granted interim connectivity through LILO of single circuit 400kV Mundra –

Wardha (PGCIL) line. This connectivity has been established on 16-12-2012 and it was a

temporary arrangement till the commission of 400 kV Koradi – Wardha (PGCIL) double circuit

line.

M/s IEPL is requesting for further extension of above said connectivity (temporary arrangement)

to inject the inform power as 400 kV Koradi – Wardha line is getting delayed. Letter issued by

MSETCL is in this regard is enclosed (Annexure 8.4.18).

Member Secretary stated that Ms IEPL was granted connectivity on 400 kV Wardha-Mauda line

only for drawing start-up power. if they want to inject the power while testing and


commissioning, the appropriate authority is CTU and MSETCL,CTU and IEPL may sign relevant

contract for connectivity.


In post lunch session Member Secretary, WRPC requested to SE(Opn), WRPC to take up the regular agenda items.

SE(Opn), WRPC then took the agenda items in seriatim.

ITEM No. 1: CONFIRMATION OF THE MINUTES

SE(Opn), WRPC stated that Minutes of 443rd meeting of Operation & Coordination Sub-

Committee of WRPC held on 11th January 2013 preceded by Pre OCC on 10th January 2013 at

NSPCL Bhilai hosted by NSPCL were forwarded vide letter No. WRPC/OPN/OCC-

Minutes/2012-13/731 dated 22.01.2013.

No comments have been received.

Minutes of 442nd OCCM were confirmed by the Committee. ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

JANUARY 2013 S.E. (Opn.), WRPC requested WRLDC to brief the committee on Grid Operation during

January 2013.

Chief Manager, WRLDC in the presentation concentrated broadly on the performance

of the grid for January month. A brief is given below:

WRLDC intimated broadly the performance of the grid which is outlined as follows:

Frequency Particulars

During January 2013 the system frequency was below 49.7 Hz for 4.63 % of time against

4.39 % of time during December 2012. The system frequency was within the IEGC range of

49.7Hz -50.2 Hz for 80.95 % of the time against 84.10 % of time during December 2012. The

average monthly frequency was 50.01 Hz during January 2013 and in December 2012 it was

50.00 Hz. Regarding operation in high frequency range, frequency during the month of January

2013 was above 50.20 Hz for 14.42 % of time against 11.51 % of time during December 2012.

The detailed frequency particulars are enclosed at Annex- 2.1.

The Sub-Committee noted the detailed frequency particulars.


2.1 Operational Discipline

Inter-regional exchanges status:

• WR-ER Link : Total export of 133 MUs to ER against export schedule of 383 MUs. Maximum overdrawal by ER was 13.02 MUs on 16th Jan,2013 and underdrawl by ER 3.57 MUs.

• WR–NR Link : Maximum Overdrawal by NR was 5.56 MUs on 2ndJan,2013. Total export of 1381 MUs to NR against export schedule of 1473Mus.

• WR–SR Link : Export of 676 MUs against export schedule of 670 MUs.

Total WR net export in the month of January’13 was 1917 MUs against net export schedule of 1752 MUs( December’12 was 305 MUs.)

Operational messages (A/B/C) issued to WR constituents during the month of January 2013 were as below:

2.3 Voltage Profile

As per the data received from WRLDC, Voltage profile at some of 765/400 kV sub-stations

during the month of January 2013 as furnished by WRLDC is enclosed at Annex-2.3. He stated that

voltages beyond the stipulated limits in IEGC were observed at certain S/S, the deviations of

voltages from the accepted limit on either side were recorded at the following locations in WR grid

which were noted by Committee:-

As per WRLDC records during January 2013 the system frequency didn’t touched 48.8 Hz. The details of UFR status received from constituents for the month of January 2013 is enclosed at Annexure 2.4.

The Committee noted the above. 2.5 Power Cuts / Load Restrictions

The committee noted the details of Power Cuts and Regulatory Measures during January 2013 as furnished by the state utilities as per the enclosed Annex.2.5.

2.6 Details of Generating Units under Forced outages

Details of generating units under forced outages during January 2013 were discussed. The modified details of force outages programme of Generating units are given in Annex-2.6.

2.7 Details of Generating Units under Planned outages

The status of planned outage is modified as per intimation by concern members. The modified details of generating units under Planned Outages during January 2013 are given in Annex-2.7.

The Sub-Committee discussed and finalized the planned outages.


ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units

The maintenance programme of generating units for February 2013 & March 2013 was discussed. The Committee approved maintenance programme of the generating units for February

2013 & March 2013 as given in Annex 3.1.

The Sub-Committee finalized the outage schedule of generating units for the above period and the modified outages plan is placed at Annex 3.1.

3.2 A. Outage Programme of Transmission Lines/elements

3.2.1 A pre-OCC was held on 11.02.2013 at NTPC for better planning of the transmission

lines/elements outages during the month of March 2013 & additional outages for February

2013.

SE (Opn), WRPC informed that in line with the last OCC decision, this OCC will discuss

outages for the month of March 2013. He further informed that the some of the transmission

elements outages planning in the month of February 2013 has been also considered(which were

earlier planned but could not be availed in real time during January 2013).

SE(O), WRPC informed that line outage planning is becoming very complex day by day which

needs sophisticated and better planning well in advance. For the 445th OCC transmission

elements outages planning data, must be submitted on or before 04.03.2013 otherwise it may

not be possible to accommodate the same in agenda items & also during the meeting.

He thanked the constituent’s and WRLDC support for planning and informed the pre OCC

lasted about 4 hours of discussion.

• 3.2.2 The Committee discussed the maintenance Programme for transmission

lines/elements for the months of February 2013 and March 2013.

• SE(Opn), WRPC informed that many lines not pertaining to the region were included in

the list. He informed that as per the control areas, IEGC roles and existing practices

WR OCC discusses all 400 kV and 765 kV lines outages, irrespective of ownership, all

inter-regional/ inter-state lines , all 220 kV lines from ISGS stations. Where outage of a

line not covered under the above and wholly under a state, for example a 220 kV line in

Gujarat, the agency seeking the outage shall have to approach Gujarat STU /SLDC


authorities. If there are any problems, WR OCC may be informed for any assistance

required.

The Sub-Committee accordingly finalised the maintenance programme as given at Annex 3.2.

B. Line outages planned vs. implemented: The status of lines planned vs. lines availed and any deviation from planning or emergency

outages for the concerned month shall be submitted by WRLDC for discussion in respective

OCC. Accordingly in the next OCC, WRLDC shall furnish the Status of complete list of line

outages during the month of February 2013 planned vis-à-vis implemented.

C. Code giving procedure:

SE(O), WRPC informed that since short term market clearance depends on available

transmission capacity & is cleared on day ahead basis, there was a need for better planning . In

this regard he informed that that following was decided in the previous OCC meeting and shall

be implemented:

(A) All utilities shall confirmed on D-2 about readiness to avail outages(where D is date of outage).

(B) WRLDC shall issue code in real time within 10 minutes either the code to avail or cancel depending on real time conditions.

(C) All utilities that do not confirm by D-2, those outages shall be deemed cancelled.

D. Clearing of Rescheduled line outages: SE(Opn), WRPC informed that in spite of planning in the OCC, at times a few outages are required to be shifted in real time. Under such conditions WRLDC is insisting on WRPC to give clearance for shift of plan. SE(Opn), WRPC stated that WRLDC/ SLDC can mutually decide and shift from the plan if grid conditions permit. Only the number of such cases to the possible extent, shall be very few. AGM, WRLDC informed that any shift from the plan cleared from OCC, has to be cleared by WRPC OCC and hence SE(Opn), WRPC was approached. He requested that this practice of getting clearance from WRPC on behalf of the constituents for such changes is very much required.

The matter was discussed and OCC members agreed that SE(O), WRPC may on behalf of OCC members, give approval without further consultation with OCC members for such changes, provided system conditions permit WRLDC to give the outage, and the same may be brought to the notice of the next OCC for comments, if any. However the utilities were requested to adhere to the plan as far as possible.

The Committee noted the above. E. Time limits for changes in Outage plan: AGM, WRLDC informed that outages cleared say more than a month ago but could not be availed in real time due to system conditions were


being asked by the utilities. He queried how long the outage earlier planned but not availed may be claimed. The OCC discussed the matter and concluded the following 1) All outages of M + 1 is cleared by OCC ( Where M is the current month) 2) Any outage of M+1, which could not be cleared in M+1, can be availed within the next week. Example any outage planned on Thursday in week W of M+1 month, and not availed can be availed upto the next Thursday in week W +1. Thereafter a new outage plan has to be proposed in the next OCC. ( The OCC accepted day wise approach as load-shedding plans are generally planned day-wise) 3) All outages shall adhere to the Code Giving procedure in C above. 4) Considering difficulties in giving line outages, all utilites may plan the outage with adequate manpower and avoid repeating outages again and again. The Committee noted the above. 3.3 Anticipated Power Supply Position for the months – February 2013 & March- 2013 Anticipated Power Supply Position for the months of February 2013 & March 2013 were

discussed. The details of anticipated regional deficit are given below:

8.1 Quarterly Review of Crisis Management Plan

All the constituents are requested to submit the CMP report for the third quarter (October

2012 to December 2012) for the year 2012-13.


8.2 Status of Physical & Cyber Security in Power Sector regarding

Status of physical & cyber security in Power Sector for the Second quarter (October 2012 to December 2012) have not been received from any of the constituents. The constituents/utilities may were requested to send the same.

The Sub-Committee noted as above. 8.3 Annual Load Generation Balance for the year 2013-14 based on outage planning & peak

off-peak data:

A meeting of LGBR group was held on 29th November, 2012 at WRLDC, Mumbai. The group

finalized the tentative outage Program of major thermal units for the Year 2013-14. The same was

sent to CEA for finalizing annual generating target for the Year 2013-14 & uploaded at WRPC

website.

A meeting in finalizing the generation target in respect of various generating units including IPPs

for the year 2013-14 was organized by CEA on 28.01.2013. It was requested that IPPs expected


to commence delivering of power in WR grid during year 2013-14 may furnish month wise

generation for intimation to CEA for further needful.

Regarding the Annual LGBR for 2013-14 based on data received so far WRPC, preparation of

draft Annual LGBR is under progress.


ITEMS FROM WRLDC:

8.4.1: Reactive Power Absorption:

Background:

As per IEGC clause 6.6(6) Reactive power and voltage control “The ISGS and other

generating stations connected to regional grid shall generate/absorb reactive power as per

instructions of RLDC, within capability limits of the respective generating units, that is without

sacrificing on the active generation required at that time. No payments shall be made to the

generating companies for such VAr generation/absorption.”

The committee discussed the matter in 443rd OCC. The list of messages sent from WRLDC is

attached at Annexure-8.4.1. Constituents are requested to bring the data for discussing

compliance/non compliance to IEGC 6.6 by Generators.


8.4. 2: Implementation of Demand Management (IEGC 5.4)

Discussed in opening remark of Member Secretary, WRPC.


8.4.3: Contingency Procedure

As per IEGC 5.4.2 C

“Each User/STU/SLDC shall formulate contingency procedures and make arrangements that

will enable demand disconnection to take place, as instructed by the RLDC/SLDC, under

normal and/or contingent conditions. These contingency procedures and arrangements shall

regularly be / updated by User/STU and monitored by RLDC/SLDC. RLDC/SLDC may direct

any User/STU to modify the above procedures/arrangement, if required, in the interest of grid

security and the concerned User/STU shall abide by these directions.”



8.4.4: Demand Estimation for Operational Purposes

IEGC clause 5.3

(e) “demand estimation for operational purposes is to be done on a daily/weekly/monthly basis

initially, mechanisms and facilities at SLDCs shall be created at the earliest but not later than

1.1.2011 to facilitate on-line estimation of demand for daily operational use for each 15

minutes block.

(f) The monthly estimated demand by the SLDC shall be provided to RLDC and RPC for

better operation planning

(h) In order to facilitate estimation of Total Transfer Capability /Available Transfer Capability

on three months ahead basis, the SLDC shall furnish estimated demand and availability data to

RLDCs


8.4.5: Black start

Total 10 stations of MP, Chhattisgarh and Maharashtra have completed the Mock drill.

GETCO and MP have intimated the Mock drill of Ukai Hydro in February and Birsingpur in

January,2013.All constituents are requested to give their confirmed black start Mock drill

schedule, so that the exercise shall be completed by the end of March,2013(annexure -8.4.5).


8.4.6: RGMO

WRLDC is analyzing response of generating units that have confirmed their participation in

RGMO exercise and is submitting the analysis in every OCC meeting. However, a large

number of units still remained out of RGMO. it is requested to discuss and confirm the status.

The status of RGMO (As on Jan’13) shall be presented during 444th OCC.


8.4.7: SCADA Telemetry Status of SCADA Telemetry is enclosed in Annexure-8.4.7. Telemetry of TCSC at Raipur is

to be made available at WRLDC.



8.4.8: Prolonged Outage of Power System

50 MVAr Line Reactor of 400 kV Koradi-Bhilai S/C at Bhilai out from 27/04/2012.

Above elements is found to be under prolonged outage and are hereby reported to RPC as per

IEGC 5.2(e).


8.4.9 : Disturbance data

IEGC 5.2 (r) is reproduced below:

“All the Users, STU/SLDC and CTU shall send information/data including disturbance

recorder/sequential event recorder output to RLDC within 24 hours for purpose of analysis of

any grid disturbance/event. No User, SLDC/STU or CTU shall block any data/information

required by the RLDC and RPC for maintaining reliability and security of the grid and for

analysis of an event.”

8.4.10: Emergency Outages availed by constituents

As per IEGC 5.7, outage planning for next month is discussed in every OCC meeting,

in consultation with WRLDC and constituents. However, constituents are also availing

emergency shutdowns. As discussed in various OCC forums, the agency availing emergency

shutdown has to explain the emergency in next OCC.


The list of major outages availed under emergency category are listed at Annexure-8.4.10.


8.4.11: Extended Planned outages.

The planned outage on following lines was extended by agencies. The agencies may

explain the delay in restoration:

1) 400 kV Sipat-Ranchi D/C by WRTS-II and NTPC ( Approved: 21/01/13;

Availed:21/01 to 25/01/13)

2) 400 kV Raipur-Raigarh#2 was extended by WRTS-II and KWPCL. (Approved

17/01-18/01/13; Availed:17/01-26/01/13)


8.4.12: Load Crash in NR in the night hours of 17th/18th January, 2013.

Due to inclement weather in Northern Region in the night hours of 17th/18th January, 2013,

about 9000MW load crashed in the Northern region. About 2000-2300MW change of power

flow took place on West to North corridor. Even about 2000MW demand was observed to be

less in the Western Region compared to the previous night. The load crash started at about

22hrs of 17-01-2013. High frequency (maximum:50.83Hz) and High voltages prevailed

throughout the night hours and about 12 lines of 400KV were either opened or tripped in a

span of 1hour 20Minutes, i.e., between 22hrs-23:20hrs.Power to the tune of 1100MW was

wheeled through Mundra-Mohindragarh HVDC and 400kV Kankroli-Bhinmal-Kansari ,

220kV Kota/Modak- Badod paths. Loading on 400kV Itarsi-Khandwa-II, 400kV Sugen-Vapi

and 400kV Chorania-Kasor were observed to be on raising trend in the early hours of 18th

January, 2013. No ATC/TTC was violated due to import of power. It was an unique situation

where either generation could not be increased further or generation could not be backed down

further. Power ramping to the tune of 100MW/185MW was observed on HVDC, Bhadrawati

towards Southern region on two occasions due to frequency controller action at HVDC,

Bhadrawati. Oscillations of different low frequency modes with poor damping were observed

due to stress in the system. WR system is characterized by skewed/unusual dispatch conditions,

high voltage, high frequency and over drawal by Gujarat ( due to backing down to technical

minimum and withdrawal of high cost generation.) leading to critical line loadings.(Annexure-

8.4.12)

Tripping of following elements would have had been a security threat to western region:-


• 400kV Itarsi-Khandwa-II

• 400kV Seoni-Khandwa –II

• Even One circuit of 400kV Parli-Lonikhand D/C

• Even either circuit of 400kV Kankroli-Kansari or 400kV Bhinmal-Kansari

• Even one pole of HVDC, Bhadrawati

• Even one pole of Talcher-Kolar

A few graphs are attached in the Annex-I to indicate the situation.

• The policy of the DISCOMs to trip 11kV/22kV feeders in panic as a reaction to rain storm

or similar event in order to protect distribution transformers can lead to sudden crash of

load than that can be naturally occur due to the weather effect on loads. Sudden crash of

load would be difficult to deal with.

• Over drawal by Gujarat helped the system but such a measure could over load the network.

• To manage high frequency, generation backing down to the technical minimum shall be

done as advised by LDCs.

• To implement measures to control high voltage should be taken cautiously by LDCs after

considering the net work security aspects.

• Understanding the stress and take actions to relieve the stress to avoid stability problems.


8.4.13. Introduction of Wardha Flow gate: After commissioning of Raipur-Wardha D/C on 31-12-2012, the flows on Bhilai flow

gate are relaxed and the limit of Bhilai flow gate was raised to 4200MW. However, it was

observed that the flows on the out going lines at Wardha and Parli rose to critical values. Also

the 765/400kV voltages at Seoni have been prevailing high. Due to this, one of 765KV Seoni-

Wardha D/C lines had to be kept open frequently and 400kV Bhilai-Seoni tripped on over

voltage on few occasions. Less generation at Sipat NTPC has been another reason for high

voltages in this area.

The criticality of flows (not satisfying ‘N-1’ criteria) on outgoing lines at Wardha had been

severe on following occasions:-

a) Outage of 400kV C’pur-Parli – II & III on 24-01-2013:

During this outage flow on 400kV Wardha-Parli D/C had been 550-580MW/Circuit.

b) Outage of 400kV Koradi-Akola S/C on 29-01-2013.

The flow on 400kV Wardha-Akola had been 550MW/Circuit.


c) Tripping of 400kV Chandrapur-Padghe pole-I on 28-01-2013

The flow on 400kV Warda-Akola had been 550MW/circuit.

In all these cases, the generation at Tiroda had been 375-475MW. In view of expected

generation at Mauda , IEPL and increase of generation at Tiroda the following are necessary:

i) SPS at IEPL and Tiroda

ii) Introduction of Wardha Flow gate with a limit of 2000MW and generation of IEPL &

Tiroda shall be regulated with reference to Wardha flow gate limits initially and under

contingencies drawal of Maharashtra along with generation of injecting stations into Wardha

flow gate needs to be initiate actions.


8.4.14. Less generation at Sipat

The generation at Sipat has been less since September due to coal shortage. The problem has to

be analysed and the means to alleviate the problem to be found out.


8.4.15: Time correction of SEMs in Western Region

WRLDC vide letter No. WRLDC/MO-I/1551/13 dated 22.01.2013 have intimated

that, as per the SEM data received from various locations in Western Region it has

been observed that many SEMs are drifted in time. At few stations in WR, time

correction has not been done since long. The issue of time drifting of SEMs with

respect to GPS was taken up with the constituents of Western Region from time to

time but no positive response received from the constituents.

WRLDC vide its letter dated 4th Sept’2012 requested POWERGRID, WRTS-I and

WRTS-II to carry out time synchronization of all the SEMs in Western Region

and also communicated to all the locations through e-mail to send the time drift

report and to carry out necessary time correction if required. The list of locations

along with the locations so far given feedback is enclosed at Annex-8.4.15 (1) .

Few stations reported to WRLDC that they were not able to perform the time

correction using the Data Collecting Device due to requirement of installation of

some additional “patch” in the existing S/W of DCD.


Since time synchronization of all SEMs is very much required for an error free

calculation of UI accounting, it is requested that POWERGRID may make

arrangements for carrying out time synchronizations in all the locations and for

installation of necessary “patch” in the DCD so that in future the sub-stations can

carry out time correction/ synchronization on a monthly basis.

It is proposed that while downloading the data, the time drift may be noted and

whenever any time correction/synchronization is carried out on the drifted meter;

record may be generated and sent to WRLDC in the prescribed format given at

Annex-8.4.15 (2).


8.4.16: Erroneous SEM data recording

WRLDC vide letter No. WRLDC/MO-I/1551/13 dated 22.01.2013 have intimated that, on analysis of weekly SEM data it is noticed that the following meters are recording erroneous reading and is urgently required to take necessary corrective action by the respective stations. The error may be due to improper inputs to the SEM, mismatch in CTR & PTR used in the calculation/actual connected.

The CTR and PTR used by WRLDC for computations of MWH for the above meters are given against each meters. All stations are requested to check the connected CTR & PTR of these SEMs and report to WRLDC in case of any discrepancy. Also all the stations are requested for ensuring proper inputs to SEMs.

In case the problem could not be fixed by the respective sub-stations it is requested that PGCIL may replace such meters immediately.

8.4.17: Non receipt of SEM data

WRLDC vide letter No. WRLDC/MO-I/1551/13 dated 22.01.2013 have intimated

that, it has been noticed from the past weeks that, the following stations are not

sending SEM data to WRLDC on weekly basis. It is requested that the data from

the following locations may be ensure by the respective agencies without any failure

to WRLDC on weekly basis.

8.4.18 Interim connection of M/S IEPL:

8.4.19 Hon’ble CERC’s order dated 16th Jan’2013 in petition no.209/2011 in the matter of the Renewable Regulatiory Funds Mechanism under Central Electricity Regulatory Commission( IEGC) Regulations 2010.

The Hon’ble CERC’s order dated 18th Feb’2011 has given approval for the detailed

procedure for implantation of the mechanism of Renewable Regulatory Fund (RRF). As per

the order, the RRF procedure were to be implemented wef 1st Jan’2012, and directed NLDC to

arrange for mock exercise as per detailed procedure wef 1st July 2011.

In line with the above order WRLDC had sent communications to all SLDCs for

submission of the required details to WRLDC/WRPC/NLDC.

The Hon’ble CERC further through its order dated 30th March 2012 in Petition

no.209/2011(Suo-Motu), directed the wind generators ,STUs, DISCOMs and SLDCs to take

immediate action in this regard. The wind generators were directed to provide the requisite data

as per direction by NLDC/RLDC/SLDC.

In line with the above order WRLDC had sent communications to all SLDCs for

submission of the required details to WRLDC/WRPC/NLDC. The mater was also taken up in

the 437th & 438th OCC meetings of WRPC.

The Hon’ble Commission further through its order dated 16th Jan’2013 in petition

no.209/2011 in the matter of the Renewable Regulatory Funds Mechanism under Central

Electricity Regulatory Commission( IEGC) Regulations 2010 has directed the following .

1. RRF Mechanism shall come into effect from 01.07.2013.

2. ABT meters are required to be installed only in the Pooling Stations which should be

done expeditiously. In case the ABT meters are not installed by the respective State

Transmission Utility or Distribution Utility by 31.03.2013, the same may be installed

by CTU at the cost concerned State Transmission Utility/ Distribution Utility.

3. Mock exercise for forecasting and scheduling start wef 01.02.2013.

The following are the brief on the Commission’s order dated 16th Jan 2013


1. Any person could become the coordinating agency , which may be one of the

generators or any other mutually agreed agency. This agency shall be referred as

“Coordinating Agency” for the purpose of scheduling, metering and energy accounting.

2. Pooling Stations that are commissioned on or after 03.05 2010 should be considered for

the purpose of RRF mechanism. Accordingly the IEGC-2010 would be amended by the

Hon’ble Commission.

3. Payment should be similar to the conventional generators ie Wind and Solar generators

should be paid at the contract rate as per the schedule and UI mechanism would ensure,

the liability of which would be in accordance with the dispensation for Wind generators

in the Grid Code.

4. Reference rate for contract is fixed as Rs.4/kwh fro NEW grid and Rs.5/kwh for SR

grid.

5. Mutually agreed mechanism shall be developed by the coordination agency and the

Wind generators connected to that pooling station on account of sharing the variations

with reference to the schedule. In case of disagreement, the UI charges should be

shared based on actual generation on wkly basis.

6. The IEGC_2010 and the approved detailed Procedure for implementation of RRF will

be amended/revised in line with the above proposals.

WRLDC vide letter dated 4th Feb’2012 had requested all SLDCs to send the required data

to WRLDC on weekly basis for the previous week for preparation of energy accounts by

WRPC secretariat. The copy of the letter is enclosed as Annex-8.4.19.

WRPC on 12th March (Tuesday) 2013 at Prakash Garh, Bandra Mumbai, preceded by Pre
