Objective is to educate fresher & budding engineers to apprise about practicalities on job communications for virtual interactions.

Proceedings:IntroductionNew PM, Head of Planning, Mechanical/Quality/ QS Engineers introduced.All existing personnel on project introduced also.

1. Safety issue was raised with request that staff was seen working without Personal Protection Equipment PPE. Protection should be respected.

2. Many areas at high levels were left without safeguard rails to allow fall of any worker. Such areas should be provided with temporary rails using old scrap materials.

3. Any person from site can be trained to look after safety affairs in general.4. Quality System does not appear to be in force on site. Quality plans such as safety

QC, Documents controls are being worked out that shall be implemented soon.5. Implementation of this system shall help run project smoothly avoiding rework

maintaining quality.

Site OrganizationProposed organization chart was circulated for comments to be suggested to head of planning.

DCC Hamid looking after work oc documents control shall control all technical & engineering transmittals & co ordinations.

Supervision issuesHas been observed that certain workers on site use mobile phones for watching video & sit on site wasting time. This practice has to be avoided by the site staff. Close watch is required. Material wastage is also to be avoided as seen that cement bags were left open.

Out putNoted that workers did not give adequate standard out put on excuse of delayed salaries release which practice is not acceptable. Management is informed to look into the matter.

Dry wallsIssue taken up due to quantities quantification requiring assistance from Survey section. Survey section is requested to coordinate & support as decision was taken.

ScheduleSince responsible dedicated planner has joined the team, all feed back respecting balance works & other information be handed to him. Decided period to complete the project is 7 months only. More foremen were demanded to be mobilized, head of planning to look into the issue.



Site coordinationAgreed that weekly meeting should be held on Tuesday to cover all issues on site requiring coordination in addition to act on the minutes of the meeting with consultant.

Landscape1. Complete coordination must be carried out to attack on the entire landscape.2. All required sections should be looked into.3. All services issues be charted out.4. Zonal wise plan should be charted out by the Head of planning with support from

all related engineers.

Out put1. In case of extra than specified or fixed quantities, relevant worker shall be

awarded bonus on extra quantities done.

2. Items such as helmets etc can be procured & voucher submitted for reimbursement of payments.

Scope:1. Mosque is not in the scope of work for the time being.2. STP is also not in the scope.3. Certain issues on OP & KC are to be investigated

All personnel to work as a member of team without any nationality consideration.Transportation to new engineers about purchasing food etc would be effected which Eng Mohd Saed would manage.

All materials arriving on site should be inspected directed from quality criteria & if not to mark, can be returned while after receipt, inspection by the consultant must be managed immediately for clearing payment issues.

Eng Usman shall refine new office for Adhoc PM Eng Suraj Singh for smooth use.

New Computers have been ordered.

1. All zones were discussed for cause of fill.

2. All site entry gates are to be checked whether or not, entries for heavy trucks can be permitted.

3. Filling has to continue & deliveries of fill material should continue without break.

4. Laboratory for field density test is expected probably on 29.8.2010.5. Work request to be submitted for relevant areas.

1 Labour Working Issues/Output/Time Keeper – Checking on site. Warning to painters

Due to not finding all reported workers available on site during visits, all workers to be checked at site shift joining time in morning on 1.9.2010. Time keeper to support checking.

On complaint by Foreman Gulzar, paint foreman, 8 painters were warned verbally to produce required output or action would be taken against them.

All foreman have to check & report all outputs by quantities daily which engineers have to enforce strictly.

Balance quantities are to be resolved for estimation for procurement & assessment of additional workforce required.

3 Bus trip & time controlsOnly one micro bus is available that makes 2 or 3 trips for all shifts. It is not practically feasible by engineers to be present ahead of workers to check them in morning shift.Moreover, condition of bus us worse to show a glimpse of any reputed construction company. It packs staff. Engineers should be provided a separate transport to maintain dignity. Joining shift late too is not a preferred option.

4 Stores issues-Material checks All



While making procurement requisitions, the originator should refer to stores incharge to make sure that the requested item is not available. Duplicate procurement should be avoided as it blocks cash flow.While materials arrive at site stores, store keeper must refer to the originator for inspections by engineer & then engineer to arrange inspection by consultant if so required. Item should then be delivered to originator.Quantities & qualities must be checked. Also noted that it takes weeks for procurement which impacts the works progress. Work is hampered even by smaller items.

5 Equipment maintenance & avoidance of idlingNoted that due to delayed delivery of fill materials, some idling of shovel happened that requires avoidance.Requisition for required equipment must be made quiet in advance to facilitate timely delivery.

6 Engineering Submittal IssuesMany submitted items of Electromechanical require follow up such as BMS/FM 200 etc.Submissions are delayed due to delayed processing.Certain submission for example Ramps were made in 8/2010 but not tractable which requires resubmission.But due to non availability of printing ink, hard copies cannot be taken. It is ill state of affairs.Submissions have to be expedited

10 Quantity Surveyors Issues-Land Surveyors assistanceSince QS are overloaded currently to compute finishing items for procurement purpose, it is suggested that engineers could help them provided their site job is not effected adversely. In addition to that available 2 land surveyors on site are not dedicatedly occupied. They are asked to assist QS in producing required quantities both from site as well as from drawings. 11 Schedule for 7 months & landscape schedule planNew schedule for 7 months & landscape schedule are being processed.Reported system to base on quantities & not on % .All reporting of output should base on quantities of work.

12 Landscape & demobilization of site establishmentA meeting conducted by HOP on 30.8.2010 to finalise landscape schedule.Ramps around buildings where damaged concrete protection/waterproofing needs repairs, coordination be done with subcontractor.Offices require relocation to Single Female areas being an urgent issue-to be planned.Deliberation is required for other areas clashing with landscape such as stores etc. Scrap steel |& form materials.Otherwise, full scale attack on landscape is not feasible.

Observation Note: Non attending progress review meeting is a matter of serious concern. Noticed that many responsinle engineers & certain manager do not attend this important meeting meant for making site & work decisions promptly. It is advised to all concerned that they schedule out in accordance to comply with requirement of this meeting.

Planned attempt to check workers’ head count failed for the reason that I could not reach to site in time in morning on 1.9.2010 due to transport non availability in time. Shall be checked after Id.

On complaint by Foreman Gulzar, paint foreman, 8 painters were warned verbally to produce required output or action would be taken against them. It has been noted that these workers are spoiling site environment & others too are not doing to required production mark. Even, Eng Usman senior architect intends these to be removed from site. Action to be initiated immediately. These were also given an opportunity in past but, no improvement has been reported.

It is not feasible for engineers to report daily output but they may produce weekly. Daily activity based report can be provided.

Balance quantities are to be used from planning department that is available on reporting.

4 Stores issues-Material checksSite has witnessed acute shortage of cash not allowing to make local purchases. Eng Usman suggested an availability of site imprest fund of at least one hundred fifty thousand monthly so that materials urgently required & hire of machines as well as water payment could be cleared.

Many vendors are not delivering materials due to non payments. Site store computer was sent for repairs long back yet, not returned. No details of updated stock are available.

Technical office should be established to resolve store materials issues. From head office certain relevant staff should be mobilized to check the required & unrequired materials issue out of available materials & unrequired materials be returned to other locations.

5 Equipment maintenance & avoidance of idlingAll equipment working on site should not be allowed any idling as it costs a lot. All logs of equipment working should be filled by responsible engineer & not by any helper as is being effected.

Main Entrance Structural Computation.Consultant requires design calculations from subcontractor of curtain wall.Technical requirements:Design of loading for rafters.Design of steel beam for long span.Web members/thickness of steel/welding connection.Foregoing being consultants’ comments on submittal.Elevators;Mechanical section conducted a meeting with consultants on 5.9.2010 regarding various comments on subcontractor submittal about fixing arrangements, details with structural core walls fixing, protection of rails from corrosion & hoist check after installation. Comly with comments.

Eng Jameil & Eng Usman have been coordinating jointly for architectural & structurals all.




Electromechanical sections are requested to explore possibility who can competently serve for allied services coordination that is an urgent requirement.Issue is to be raised to management.

All copies of approved documents in complete should be made available on site for ready references by the site electromechanical team. This is also an urgent requirement.

9 Quality Control Issues/rework/water/remedial actionsQC report regarding issue of lintels installation for raising door height on tower was taken up while Eng Jameil informed that it shall be remedied only at later stage. Currently only finishing is going on just to make look good.

Curing:Foreman have to arrange for the curing water to be filled into site drums. Water drums are now available on site.

Drainage system: According to CM Eng Mohd El Saed, DGIP & GC Eng Sayeed decided to lower the invert levels of manholes by 400 mm. Excavations for lines have been started. It is also recommended that in case, the final line is to be connected to the external manholes drainage, IL of that Manholes should also be investigated at this stage so that any incompatibility could be resolved.

Compaction:On 7.9.2010, road roller was noticed working for compaction immediately after spraying water. It spoiled some surface that was already tested. Water should be allowed to percolate first. Consultants QS commented on site.

16 Any other businessAccommodation:Noticed that certain workers join the site for many days but, are not allotted their accommodation. They have to wander here & there. This practice has to stop.

Insurance company representative visited site & collected relevant project information on 4.9.2010.

Certified welder Parvez Ahmad test procedure certificate has expired on 2.9.2010. Revalidation is required.

It is also recommended that in case, the final line is to be connected to the external manholes drainage, IL of that Manholes should also be investigated at this stage so that any incompatibility could be resolved.

1 Labour Working Issues/Output– Checking on site. 13.Productivity was gradually improving with positive

signs. But, there is seen drop again. Week started for pushing works but, subcontractor did not mobilize. To be pushed or to select more.

1 Explanation Regarding Tool Box TalksExplanation was given to all foremen about giving the Tool Box Talks to workers on regular basis as a part of preventing serious injuries that augment to loss of man hours.

All were informed necessity of safe use of all tools & equipment that could cause mishaps on site. All foremen are responsible to deliver their workers about how to control tools use activities. PPEs are being arranged for all. In case, someone found not using PPE after being issued, disciplinary action shall be taken.

List of certain tools or equipment in common use on site were announced. Brief procedures shall be explained by engineers to foremen so that, they could explain to workers Tool Box Talks

at least twice a week. It shall be a must activity on site.2 Foremen Incentives

It was also announced that Foreman appraisal system was being brought into force immediately & relevant format has been developed by planning, to be filled by engineers after evaluating foreman skills. These include all aspects of foreman performance. Based on engineer’s report & site management review, foreman shall be selected to grades for being awarded incentives for motivation.

3 General: All foremen were directed to evaluate their workers as well, for appraisal leading to motivation award. Foremen should not worry about their bonus but, how to create working environment for workers so that workers work by pro action rather than being forced. The same formula applies to foreman as well. 19 Material submittals:- all material ATE so far, has submitted with single data or catalogues attachment only though, contractually, it should be submitted in duplicate. One copy has to be returned to ATE after signing.

20 Coordination:1. Coordination on site is too poor. No one knows about what

activities should be started. Any operation is started anywhere & then rework is done. Services are not installed & walling is completed. Then walling is removed for installing services.

2. Engineers have to check all drawings & specification prior to commencing any activity. All contract scope must be known to concerned engineers.

3. No Work request submission should be made prior to making complete coordination of relevant activity. After commencing works, the area should not be abandoned & restarted anytime without information.

4. Once activity starts, considerable areas should be completed prior to raising any RFI.

5. All smaller areas RFI should be avoided keeping in view nature of buildings, accessibility & limitation of inspectors.

6. ATE engineers should act professionally, as there is no difference between ATE & ZFP engineers. All are professionals & should conduct accordingly. What checks are required on activities, must be known to ATE engineers on site. It is not the job of ZFP to teach ATE engineers about good professional practice.

1. Administrative language of contract is Arabic

2. Technical communication with ZFP should be effected in English.

3. ATE should write from head office using English language for any technical issues with ZFP.

4. English letters can be issued from office of Project Manager on site.

22 Unrequired letters:1. It has been a practice by ATE to write anything without

analyzing thoroughly for the entirety of the items as packages.

2. ATE should write only those issues that have merits.

3. ZFP does not accept ATE to contribute time wastage based on such low profile letters.

23 1. Quality System:2. ATE advised that site has already started implementing

quality system of organization by issuing job descriptions at various levels, control of stores procurement, ensuring punctuality of all workforce & all catagories of personnel.

3. ATE now believes in self regulation of all works to help ZFP invest minimum time on inspections.

4. Meetings:5. Regular weekly progress review meetings, daily output

meeting are being organized to review all works results.

6. Soon all project areas shall be covered with QA implementation to contractual requirements.

18.Protection of finishing works- All finishing works such as Aluminum cladding, curtain walls etc. require protection as people make writing on them. Lift doors required prevention & should be taken care of urgently. In case, the doors are damaged, it shall cost ATE.
