Budget/Financial Implications
Allowances for Councillor and officer attendance at conferences have been made within the
2019/20 Budget and Long Term Financial Plan estimates.

BACKGROUND
The biennial Australian Library and Information Association national conference is the peak
conference for the information profession in Australia and will be held in Sydney in May
2020. The conference is attended by library managers and operational staff across all sectors
including academic, specialist, school, as well as public libraries. The conference seeks to
provide a program designed to stimulate and challenge industry professionals.
Nominations for Councillor attendance are requested at this Community Services Committee
Meeting, to be presented to the January 28, 2020 Ordinary Council Meeting, in order to
facilitate timely registrations.
DETAILS OF PROPOSAL The theme of the 2020 conference is Courageous and Audacious. Libraries across all
sectors continue to face a range of funding uncertainties and fundamental changes in usage
patterns. The theme reflects key topics which underpin the increased need for libraries to be
courageous in supporting those who are disadvantaged, marginalised, and unable speak for
themselves, and to tackle projects which are outside their comfort zone.
Libraries are also continually striving to be audacious in developing and progressing new
ideas, taking risks, and being resilient in the case of failure.
COMMENT
The conference themes resonate strongly with the City’s Library Service as it seeks to
implement the guiding principles of the Library Strategic Plan – minimising barriers to
library use, partnering with under-represented user groups to ensure library services meet the
needs of existing and emerging users, and ensuring that the City’s libraries and their services
are accessible and inclusive, reflecting the communities they serve.
Keynote speakers at the 2020 conference include Indigenous author and historian Bruce
Pascoe, State Librarian of Victoria Kate Tomey, Professor of Sociology and Social
Infrastructure expert Eric Klinenberg, and anthropologist Professor Marcia Langton AM.
Some of the conference papers identified as being of interest will examine issues such as:
Positioning the Library as a Place of Cultural Safety
Creating dementia friendly libraries
Inclusive and creative approaches to library community engagement
Merging innovation and community in new libraries

Each of these topics is an area being actively explored by the City’s Library & Heritage
department. In addition to the formal program, the conference also provides the opportunity
to interact with colleagues from library sectors across the country and discuss cross-sector
solutions to the challenges facing the profession.
The City’s Manager Library and Heritage Services has been a personal member of the
Australian Library and Information Association (ALIA) for over 20 years. The City is not a
Corporate Member of ALIA.
Attendance costs for full non-member registration including travel and accommodation
amount to approximately $3,200.
CONCLUSION
The Australian Library and Information Association national conference is held biennially
and offers a program of interest to the library sector, including public libraries. The
conference brings together library and information professionals from across Australia to
share best practice, innovation, and discuss industry trends.
Attendance at the conference is considered beneficial as the Library & Heritage service faces
new challenges of increased and diversified demand.

Cr Munn joined the meeting at 5.33pm.
2.1 - CCTV
At the Council meeting held on 16 December 2019, Cr Peter referred the following matter to
the Community Services Committee.
That the matter of the possibility of a report to install CCTV in Brookdale be referred to the
Community Services Committee.
Comment from Cr Peter
The crime rate in Brookdale is significantly high compared to other suburbs in Ranford Ward
due to many reasons. Many studies showed that the crime prevention effect of the CCTV is
significant. The number of robberies, thefts and home breakage in the area with CCTV
installed reduced moderately.
I have personal experience in the effect of CCTV in our estate. Last year there was a high rate
of home breakage and robberies in Hilbert, and there is a significant reduction the incidents
after the Developer has installed the CCTV in the main entrance to the estate.
I am humbly requesting the officers to look into the matter in conjunction with current
Federal Grant option and please report back to the committee for the installation of CCTV in
the following highlighted locations.
1. Intersection of Harbor Drive and Wungong Road
2. Intersection of Massell Way and Wungong Road.
3. Intersection of Edsell Entrance and Wungong Road.
4. Intersection of Ninth Road and Wungong Road.
5. Intersection of Harber Drive and Ninth Road.
Officer Comment
The City’s CCTV is guided by Policy ENG18 which states:
The purpose of the CCTV and MCCTV system is to assist in deterring and detecting
instances of crime and anti-social behaviour, and to reduce the public’s perception of
crime and the fear of crime.
The CCTV and MCCTV system will not be monitored by the City on a real time basis
for the purposes of alerting and deploying relevant person/s agencies, rather the system
will be used by the City to aid in gathering evidence against offenders after the event.
The City’s CCTV system comprises 177 fixed and pivotal/zoom cameras which are located
internally in City Buildings and externally in locations throughout the Armadale CBD. The
shopping centres and other selected stores also have their own CCTV cameras in the CBD.
There is an annual allocated maintenance and minor works budget of $100,000 which is
sufficient to maintain the current cameras and provide a workable system for use by the WA
Police.

The City, in very limited cases when required, can also deploy a mobile CCTV (MCCTV)
camera to a specific problem area outside the fixed camera network to address issues such as
illegal waste dumping or the monitoring of the trial opening of the Wymond Road
Emergency Gate during the current bushfire season.
The Armadale Police and Armadale Detectives (Level 2 Orchard House) have wireless visual
access to the external cameras which are used to pinpoint specific camera times and locations
for recording of incidents. The wireless visual access also allows police to view camera
footage live so that they can determine what response is required and where. This occurs at
major events such as Australia Day. Any requests for copies of CCTV footage are made in
writing and as per the City’s policy, footage cannot be provided directly to any member of
the public. The City has a Memorandum of Understanding (MOU) with the Armadale Police
in respect to the CCTV system.
The demand for CCTV cameras in general throughout society is increasing and it is not
currently possible to have cameras in every area of the City of Armadale. The City’s current
camera locations have been developed in consultation with the Armadale Police. If Council
were to determine to investigate expanding the CCTV system then the WA Police would be
consulted on locations.
There are State and Federal grants available for the upfront costs of installation of CCTV,
however Council has previously not been supportive of expanding the CCTV program
because of the recurrent asset costs and the uncertainty of the effectiveness.
Committee Discussion
Councillor Peter spoke to his item and Committee were in general agreeance that there are
numerous suburbs within the City that could benefit from CCTV. If the matter was to be
further considered, then it would need to be evidence based, using current statistics to ensure
the appropriate areas could be addressed, using a staged, whole of City strategic approach.
The Acting Executive Director clarified that funding opportunities for CCTV present from
time to time, however there are no programs open at this time.
A new Strategic Community Plan is currently in development, and the desire for a strong
focus on community safety has been indicated based on recent community engagement
feedback.
With that in mind, Committee determined that the matter should be deferred to a future
Community Services Committee once further progress has been made on the Strategic
Community Plan and as such, the recommendation was considered accordingly.

The City has a Donations budget of $20,600 for the current financial year of which $26,000
has already been expended. Whilst the Donations budget usually has small overspend each

year, this year there has been a greater number of requests for sporting and recreation
participation which will result in a greater overspend than in past years. This year’s
Donations budget overspend will be reported in the Mid-Year review and with the amount
varying depending on Council’s decision to donate to the Australian Fires (NSW, VIC, QLD,
SA).

BACKGROUND
Council has indicated that it wishes to consider a donation to support and assist the
communities affected by the unprecedented fires so far this season that has led to significant
property losses and human impact in many communities in Australia’s eastern states.
Policy COMD6 – Assistance in relation to natural or other disasters provides guidance for
how Council considers providing assistance to communities that have been significantly
impacted by an emergency emanating from fire, flood, earthquake of other disaster.
Council may determine to provide assistance, financial or other (staff/equipment) either
directly to a Local Government that shares a common interest with the City of Armadale (eg
bordering, National Area Alliance), or through a recognised relief fund such as the Lord
Mayors Distress Relief Fund (LMDRF) and/or to WALGA’s Emergency Support Program.
Council has made previously made the following donations in response to natural disasters:
2009 City of Whittlesea $50,000
2011 LMDRF – Augusta Margaret River Fires $20,000
2014 LMDRF – Parkerville Fires (Mundaring) $20,000
Discussion with WALGA has noted that the Emergency Support Program is not currently
operational and have provided Local Governments with a list of organisations who are
providing aid to firefighting efforts or to disaster relief and recovery. LMDRF applies to
disasters only in WA so is not an option currently.
There are over 40 Local Governments currently affected by the fires and the extent and level
of damage will still be being assessed, so difficult to ascertain which or how many Local
Governments Council would wish to consider.
Council may consider donating directly to the State Fire Services and Brigades such as:
NSW Rural Fire Service
VIC State Country Fire Association
QLD Fire and Rescue
SA Country Fires Service.
or to a Disaster Relief Fund such as:
Australian Red Cross Disaster Relief and Recovery Fund

or to a combination of the above.
There have been suggestions that the City establishes its own fund for residents to contribute.
Whilst achievable, it is not supported given there are so many agencies already established
that donations can be made though. These are being promoted through the City’s social
media for community awareness. In addition, the City is investigating how it can support
recognised agencies who may wish to take the Australia Day event as an opportunity for
collections.
DETAILS OF PROPOSAL
It is proposed that Council consider a donation of $50,000 to the Australian Red Cross
Disaster Relief and Recovery Fund to support the communities affected by the 2019/20 fires
in Australia’s eastern states.
COMMENT
Donations for natural disasters are assessed on an individual case by case basis. The size and
significance of the fires on Australia’s eastern states, makes it complicated to determine the
best option for donating as all agencies as noted in this report are worthwhile and will
ultimately benefit individuals or the response and recovery efforts.
The proposal of the Australian Red Cross Disaster Relief and Recovery Fund is made with
the view that the organization is recognised as a major co-ordinator and facilitator in
Australian natural disasters.
OPTIONS
Council has a number of options that it could make including varying amounts to varying
organisations or it has the option of not making a donation.
CONCLUSION
Determining how to donate financially to such a significant natural disaster event is not easy
as all organisations are involved in assisting communities either through response or recovery
efforts. It is appropriate for Council to consider a donation on behalf of its residents as an
indication of its understanding and support of communities impacted, given the City’s own
experiences in the 2011 Roleystone/Kelmscott bushfire.
OFFICER RECOMMENDATION
That Council donate $50,000 to the Australian Red Cross Disaster Relief and Recovery Fund
to support the communities affected by the 2019/20 fire’s in Australia’s Eastern States.

Committee Discussion
Committee considered the report and expressed a strong desire to assist the recovery effort.
The following points were raised and discussed;
The City’s assistance should be targeted to local governments and in particular any outer
growth councils which are affiliated with Armadale through the National Growth Areas
Alliance (NGAA)
Based on the City’s experience with the 2011 Kelmscott/Roleystone fire and the assistance
that was provided by other councils in making officers available in specialised areas,
enquires be made to affected Council/s to investigate the option of making one or more
officers available to assist the recovery, or how best to provide financial assistance in line
with the City’s Policy COMD6 – Assistance in relation to natural or other disasters.
Again, based on the City’s experience in understanding that the recovery effort will take a
considerable time, there is no imperative to make an immediate decision and so taking some
time to investigate the most beneficial way to assist in the recovery will not adversely impact
communities affected by the fires.
The recommendation was amended accordingly.
