Anti-illegal logging checkpoints to be established in N. Mindanao

CAGAYAN de Oro City - Sixteen checkpoints will be established by the De-partment of Environment and Natural Resources, Region 10 (DENR 10) in strategic areas in Northern Mindanao to detect and apprehend illegal forest products.

DEnR 10 Regional Executive Director Ruth m. Tawantawan, chair of the Regional anti-Illegal Logging Task Force said the move is part of the implementation of Execu-tive order no. 23 which declared a moratorium on the cutting and harvesting of timber in the natural and residual forests and creat-ing the anti-illegal logging task force.

The Regional anti-Ille-gal Logging Task Force is composed of officials from the Department of Environ-ment and natural Resources (DEnR), Department of Interior and Local govern-ment (DILg), Philippine national Police (PnP) and

Philippine army (Pa). The composite check-

points will be named as Re-gional anti-Illegal Logging Task Force Checkpoints.

In the province of bukid-non, it will be established in Libertad, Quezon; San Isidro, Talakag; and Pa-mutulon, Kalilangan. In Lanaodel norte the com-posite checkpoints will be established in Dalipuga, Iligan City; nunocan, Ili-gan City; Libertad, Kol-ambugan and butadon, Kapatagan. In the province of misamis occidental, it

will be established in Taboo, Jimenez; Lapasan, Clarin; Tangub City and Calamba. In misamis oriental, it will be established in barangays bulua, Lumbia, Kibaluyot and balubal.

Director Tawantawan disclosed that the compos-ite checkpoints will help seal the entry of illegally cut logs from the autono-mous Region of muslim mindanao (aRmm) and Caraga region. The com-posite checkpoints will be manned by personnel from the DEnR, PnP, Pa and

DILg through the local government units in the respective areas. “We need the support and assistance of our partners in our cam-paign against illegal logging in the region”, she added.

This agreement is con-tained in a resolution passed during the meeting of the Regional anti-Illegal Log-ging Task Force held at the DEnR regional office recently now for the ap-proval by all its members.

The members of the Re-gional anti-Illegal Logging Task Force present during the meeting were DILg Regional Director Rene burdeos, PnP Regional Director gil Hitosis and officials from the Philip-pine army.

The regional task force also came up with a resolu-tion requesting the armed Forces of the Philippines (aFP) to include the detec-tion of illegal forest prod-ucts in the training of K9. another resolution was made by the regional task

force requesting the bureau of Customs to share their X-ray machines for the detection of illegal forest products in the port areas.

The Philippine govern-ment’s efforts to transition the country’s economy to a “green” one receives a boost from the United nations as 50 high and middle-level managers from the Depart-ment of Environment and natural Resources (DEnR) and other government agen-cies have undergone train-ing on green growth.

Entitled “Training of Trainers on green growth,” the 3-day capacity building on november 12-14, this year, at the DEnR’s Social Hall, was co-organized by the Un ESCaP, the govern-ment of the United King-dom, the asian Institute of Technology (aIT), the asian Women’s network on gender and Develop-ment (aWngaD), and the DEnR.

DEnR Secretary Ra-mon J. P. Paje said that the United nations Economic and Social Commission for asia and the Pacific (Un ESCaP) has identi-fied officials of the DEnR, along with those from other government agencies, the academe and civil society organizations to undergo the training to “help them identify which tools and strategies are most innova-tive and cost-effective in promoting a low-carbon economy.”

“This training will fa-miliarize the government’s managers, from national down to the local levels, along with our partners from the academe and civil society, on coming up with strategies on making plans, policies and programs more resource efficient, environ-mentally sustainable, geared towards poverty reduction, and adaptive to climate change,” Paje explained.

Paje added that the training was also being organized as part of a series of activities for Southeast asian countries in support to the outcomes of the Un Conference on Sustainable Development, also known as the Rio+20, as well as the ministerial Confer-ences on Environment and Development for asia and the Pacific. The Un ESCaP would provide the technical expertise for the training sessions.

“ T h e p a r t i c i p a n t s learned on-site for the first three days, gain ad-ditional knowledge through e-learning over the next four weeks, and undergo final assessment for about a week,” he said.

Topics would cover en-vironmental tax and fiscal reform, sustainable infra-structure, the greening of business, low-carbon de-velopment strategies and means of implementation.

Enriquez added that 15 high level and technical policy-makers from the DEnR will also form a composite national team to facilitate and ensure the establishment of an online e-learning node in the DEnR, which could then be shared with other government agencies.

DEnR Secretary Ramon J. P. Paje said that activities slated for the nationwide celebrations will “ensure that the seed of environmentalism will be planted and nurtured and become a way of life for most, if not all, Filipinos.”

“Everyone needs to be aware of the impact of their actions because the success and failure of environmental programs and the overall condition of our environ-ment lie on small, personal acts that accumulate over time,” Paje said.

The activities will be spearheaded by the DEnR’s Environmental management bureau (Emb). most of the activities on environmental awareness center on cli-mate change and solid waste management (SWm). These will be highlighted by the launching of the Eco-Savers’ Program for elementary and high schools on november

Pilipinas (bSP) has part-nered with the metropolitan museum of manila in show-casing its latest collection of newly acquired artworks.

Its latest exhibit, “En-during Commitment: new acquisitions (2009-2012), the bSP art Collection,” presents 38 of its new paint-ings and works of sculpture.

“Representing estab-lished and emerging local artists, the exhibition is an engaging visual feast of the various expressions that may have come out in the last decade of the 20th century, and in recent years,” the metropolitan museum (mET) explained.

The exhibit will run until December 15, 2012 at the mET’s galeriya bangko Sentral.

Should President John Fitzgerald survive the as-sassination in the 60’s considering the prolonged and unpopular war in Vietnam, would he and his family stay the popularity with the americans.

The war veterans today don’t seem to think so. For that matter, no war is popular for any veteran who suf-fers the mental anguish and worse death of soldiers who have been sacrificed. no, there is no such thing as a good dynasty. It has to be an oxymoron.

The last portion “as may be defined by law” is a violation of our legislators the past twenty five years avoiding their responsibility only to allow their dynas-ties to establish themselves into power.

The people are fooled into legalese to the present day with no less the independent commission the ComELEC who recently pronounced they are helpless on this issue to the detriment of the populace.

Zamboanga City––En-vironmental groups and villagers continue to oppose the proposed coal-fired power plant in Davao City in the southern Philippines, saying its carbon emission and other hazardous pol-lutants would effect the ecology and human health.

The aboitiz Power is building a 300-megawatt coal-fired power plant in Toril, but residents are op-posing the plan. greenpeace has also opposed the build-ing of the fossil fuel plant in the area, citing the ef-fects to the environment of carbon emission in the air. The power firm insists its plant would address the electricity problem.

Some of the first groups of paintings acquired by the bangko Sentral in the late 1950s to be displayed in its offices were of the so-called “mabini art.” These paintings were bought along mabini Street in the Ermita district, where many of manila’s art galleries were concentrated during that time.

The biggest painting in the bSP art collection is “Pagdiriwang” (oil, 1956) by national artist Jose Joya. It measures 515 X 700 centi-meters and currently hangs at the main lobby of the Philippine International Convention Center.

The bSP Painting Collec-tion is among a few public collections in the country that hold representative works of all the national artists of the Philippines in the field of painting.

The bSP holds a number of 19th century religious paintings in its art collec-tion. For example, the works of a master painter from bohol is well represented in the collection, with “14 Stations of the Cross” and other portraits of saints such as those of “Saint anthony abbot” (circa 1840) and “St. Joseph” (1830). It would be interesting to know that despite his anonymity (be-ing only referred to as the “bohol master”), the master painter from the Visayan province is indeed very prolific. It said coal contains mi-nor amounts of the radio-active elements, uranium and thorium. When coal is burnt, the fly ash contains uranium and thorium at up to 10 times their original levels.

DTI warns public on ‘fake’ Christmas lights, decorsZamboanga City––The Department of Trade and Industry (DTI)in Zambo-anga del norte has reiterated its warning to the public to be cautious in buying Christmas lights and other decorations for the yuletide season.

DTI-Zamboanga del norte Provincial Head, Engr. noel bazan said, DTI personnel are now regularly monitoring the Christmas decors displayed at various business establishments in the city if they have Im-port Commodity Clearance (ICC)and Product Standard (PS)stickers.

Establishments found violating the ICC and PS sticker requirements are issued notice of Violation and formal charges are filed against the violators.

He reminded the buyers “it is our responsibility to see to it that we buy the right product. all products that have passed DTI’s inspec-tion are those that bear ICC stickers and PS mark.” -0-

Suspect inTacurongexplosionarrested

KIDaPaWan City––an explosion took place near the ticketing area located along the national highway in Tacurong City, Sultan Kudarat, around 730 a.m. on Friday, a police official said. no one was hurt in the blast.

Supt. gilbert Tuzon, chief of Tacurong City PnP, said during the pursuit op-erations they arrested a sus-pected bomber identified as abdul Usman, also known as “obing”, 37, of barangay Kudal in Pagalungan, ma-guindanao.

Tuzon said the suspect, during the investigation, ad-mitted his connection with the bangsamoro Islamic Freedom movement (bIFm) under a certain Commander gani. bIFF is a breakaway group of the moro Islamic Liberation Front(mILF).

The suspect also identi-fied a certain Dots andot as the mastermind.

Tuzon, however, has yet to know the motive behind the blast.

Tuzon said they recov-ered another improvised explosive device (IED)in another location along the highway. The IED failed to explode.

Kto12 is the new curricula of Deped for the primary and secondary education public schools. With K to 12, an addi-tional two more years is added before students can proceed to college.

“those school administrators who have undergone train-ings will train those untrained teachers in their division. there is a need to retool and re-engineer particular areas of instruction,” she added.

She stressed that the excess money from the Kto12 budget allocated for central Visayas is being cascaded to its provinces for the provision of instructional materials.

“In the K to12 program, we provide teachers lesson guides aligned to the new system. the new design of instruction, the spiral progression approach, is arranged in a way that teachers can easily follow through. teachers can also modify this guide in order to fit the needs of their students,” she said.

Dinampo acknowledges that there are still those who are doubtful towards the Kto12 system. Believing that the sys-tem had the best intentions for philippine education, Deped reaches out to other stakeholders and institutions.

“We also check our relationship with our local govern-ment units and non-government organizations. providing quality education cannot be done by schools alone. We need partners,” she said.

“the goal of the Kto12 system is communicative com-petence. However, we need further researches and studies on the new program in order to address certain problems in the education system,” she stressed.

Zamboanga City––The Philip-pine army on Wednesday ordered troops to rescue a kidnapped Filipino teacher who is believed being held in Zamboanga del norte province, a spokesman said.

Capt. alberto Caber said kidnap-pers seized Flordeliza ongchua, 49, inside her house in the village of Labuan in Zamboanga City. Caber said only the woman was taken by gunmen late Tuesday.
