A REFLECTION ON CURRICULUM LEADERSHIPBy Albert A. Vildosola

Together with my 4 competent grade 1 teacher, we had conducted an evaluation and assessment of the eight week curriculum and it was very successful. Kellough and Kellough’s curriculum develop-ment model provides a lot of things and it opened our minds that our Early Childhood Experiences (Eight Week Curriculum) is indeed has some portion that needs to be enriched. There are some activities that are not necessary for the reading readiness development of the pupils, needs of the parents/society and the subjects were not completely provided and addressed. There are learning contents like songs, poems, rhymes, stories and events which are not familiar to the teachers who will facilitate the teaching learning activities. The activity was very challenging and I realized many insufficiencies in my role as curriculum leader: 1) To be effective, efficient and objec-tive in the assessment of the curriculum, the school head who is the instructional and curriculum leader must have enough knowledge and background about the curriculum, its development and enrichment process. He is an instructional resource providing expert guidance in the assessment and enrichment process. 2) Feedback from the teachers, pupils and the community people about the curriculum used by the school should be property noted, accepted and analyzed as basis for the enrichment of the curriculum. The different learning activities in the enrichment curriculum should consider the different abilities, interest, needs and learning style of the pupils.3).The school head should be actively involved in the curriculum development and enrichment process.4) The school head must be committed to do his role as curriculum leader to ensure quality implementation of the curriculum.5) The changing needs of the learners, society and sub-ject will be properly addressed if the curriculum should be regularly evaluated and revised.6).And the most important realization that I had in exercising my role as curriculum leader, I was able to identify significant problems re providing quality education through curriculum evaluation and enrichment and helped my teachers achieved the best in producing an enrichment curriculum for implementation. This is a good starting point in making difference in my school.

Often times charity and generosity are equated with wealth and material things. This is the reason why many people reason out that they can not be generous because they don’t have wealth to share. That belief and wrong notion of charity and gen-erosity must be corrected as early as possible to make people realize that everybody can be gener-ous even the poorest of the poor. As a grade six class adviser of Francisco LL. Laya Memorial Integrated School, in Pindugangan, Tipanoy, Iligan City, I usu-ally emphasized to them the value of generosity wherein it is a service, understanding and shar-ing to one another for the benefit of other person. A generous person expe-rience the joy of giving; when he gives, he does not feel it like a burden but a pleasure in his part. When months of “ber” came in , I usually planned out an activities for an outreach program. Within this school year , it was agreed that they will give gift to those pupils which are indigent or less fortunate. Parents were also informed regarding this matter. Being their adviser I told them to gather some waste materi-als or “didang” to sell it in the junk store so that they can buy things or goods as their gifts for the indigent pupils in our

school which includes grades I to VI pupils. We only limit the number of pupils to receive the gifts, for our money can not suffice the number of population we had in our school. We asked first the recommenda-tion from their class advisers in which they know the background of their pupils. All of them participated the activity and gave an amount for that purpose. Last December 20,2012 was our children Christ-mas program and party in which we prepared 50 gifts for the less fortunate children. During the pro-gram, we call them one by one and gave simple gifts as a sort of our Christ-mas gift. Pupils were very happy holding their bag of gifts in which for the first time in their life they receive a gift from their schoolmates . Aside from the pupils they also gave simple presence to the FLMIS teachers as their mentors or guiding stars of their life. The generos-ity shown by my pupils during that day inspired me a lot that they have done good things to their fellowmen even if they belong to a poor family. It is said that it is “more blessed to give than to receive”; “if you want to be a Christian with a spirit of generosity, give preference to others……it takes humility to do that things.”

At the January 24 launch-ing in Salay, both members of Congress were joined by Mayor Romeo L. Gue, provincial board member Benedict Lagbas, former board member Wayne Mili-tante, Congressman Unabia’s wife Erlinda and his chief of staff Bebeng Dumadag in the ceremonial milk toast signaling the start of the feeding program.

Militante said this proj-ect of providing free milk eases the hardship of poor families with malnourished children as they now can allot their budget for milk to other needs.

The AAMBIS-OWA party list has earmarked about P10-million for the milk feeding program that will be implemented for three months.

Congresswoman Sarin said the program will cover 170 to 180 day care centers in the first district of Misa-mis Oriental.

“Through this we can

make a difference in the mental and physical de-velopment of the child,” Sarin said.

She added that the pro-gram is sustainable and has a high impact because it not only benefits the children but also the farmers of the province who produce milk.

The recent projects of Congressman Unabia have included a “lugaw” feeding program for grown-ups, several agricultural pro-grams including backyard poultry raising, swine rais-ing, cattle distribution and irrigation, as well as liveli-hood programs for women and children in addition to infrastructure development such as school buildings and roads.

Sarin said her party list has partnered with Con-gressman Unabia in a liveli-hood program for women in Balingasag that has been ongoing for two years now.

“ This soap making project is one of the most successful livelihood proj-ects,” she said adding that the beneficiaries have now increased production and widened their marketing reach.

BUTUAN City - DENR Sec-retary Ramon JP Paje has designated Forester Nonito M. Tamayo, as OIC Regional Executive Director for DENR-Caraga, effective immediately, pursuant to Special Order No. 2012-981, signed on December 28, 2012 .

Forester Tamayo has of-ficially assumed the post on January 02, 2013 and filled the void at the DENR-13 top re-gional management post, left by Assistant Secretary Marlo D. Mendoza, who quit his post barely four months after taking the assignment on July 1,2012.

Until then, Forester Tamayo served as caretaker of the DENR-13, in his capacity as the regional technical direc-tor for the Forest Management Services.

In his remark, Forester Tamayo reiterated the new year’s call of Secretary Paje on DENR employees to do their share in building the gains made by the DENR that im-proved its net approval rating in 2012 of + 49 from -12- 2012.

“There’s a lot of work to be done particularly on the National Greening Program, which is one of the top con-cerns of President Benigno C. Aquino III,“ Tamayo said.

“Although we have done our best in reforestation pro-gram, but we have achieved short of the target owing to the dry months from June to October, unstable peace and order condition and poor coordination with the non-government organization”

he added. He said, “I will personally

go to the field to provide moral support to our fellow workers out there to be able to create the momentum in facing the challenges this year”.

Meanwhile, Secretary Paje has likewise designated top key officers of DENR-13 to keep the regional office effectively function, as support staff of the newly-named OIC RED.

Planning Management Di-vision Chief Maritess Ocampo was designated as the OIC Regional Technical Director for the Forest Management Sector, vice Forester Tamayo.

Antonieta A. Jurado takes over as head of the Planning and Management Division.

Other officials designated to the new posts are Forester Ronilo L. Salac, as OIC re-gional techinical director for the Ecosystem Research and Development Sector.

Designated foresters are Hernan P. Ramirez, OIC Cenro of Lianga; Cidur S. Julsadirji of DENR-9, as OIC Cenro of Dapa, Surigao del Norte;

Melvin R. Bustillo formerly department manager of the Natural Resources Develop-ment Corpooration, as OIC CENRO of San Francisco Agusan del Sur; and Joseph Leo E. Oconer, the protected area supervisor of Mt. Matutum Protected Landscape, as OIC Cenro of Cantilan, Surigao del Sur.

Furthermore OIC RED Tamayo said he is particular in the proper wearing of DENR uniforms of all employees, as part of professionalism status.

“Even personnel on job contract shall be required to wear proper clothes, particu-larly shirts with collars,” he emphasized.

He also ordered the re-gional administrative officer to designate a special area for smokers even as he refrained the employees from smoking inside their respective offices.

He said the employees should continue to ”put their best foot forward” and be one in its objective towards attain-ing the goals of the DENR this year. (ALDT/asf)

GENERAL SANTOS City -- Mayor Darlene Antonino-Custodio has called on residents to clean up their respective surroundings to avoid clogging of the city’s drainage system.

GenSan Mayor urges residents to clean up By Nirvana Alpha Vita G. Fruylan

She made the appeal in the aftermath of the low pressure area (LPA) that brought days of heavy rains in the city and left several barangays here submerged in flood waters.

The City Disaster Risk Reduction and Manage-ment Council (CDRRMC) has attributed the recent flooding not only to the drainage system of the city that needs upgrading, but also to the tons of garbage that clogged the canals.

Barangay Baluan, the most hit area, was declared under State of Calamity after its creek overflowed because of the accumulated garbage that blocked the waterways.

The City Social Welfare and Development Office (CSWDO) identified 631

families affected, according to Social Welfare Officer III Thelma Monderondo.

Mayor Custodio said ev-ery household should make it as a system to segregate their garbage to reduce residual wastes or the waste that is left after some items have been separated for recycling.

“Only 30 percent of our household wastes are residual; 70 percent of it could still be reused and recycled,” she emphasized.

The mayor advised resi-dents to pick up even a small piece of litter scattered in the streets and dispose them properly.

“Do not ignore a small of piece of litter because when the rain comes all pieces of trash will go to our drainage and accumulate

that will eventually cause flooding,” she opined.

Meanwhile, OIC City Engineer Mark Reyes ex-plained that repair of roads

and assessment of costs of damage is still ongoing as rains continue to pour in the region. (PGFruylan/PIA-Gensan/asf)

Said facility also sup-ports the NGP through production of high qual-ity planting materials of indigenous species for tree-growing activit ies in Soccsksargen Region.

Soccsksargen Region is composed of the prov-inces of South Cotabato, Cotabato, Sultan Kudarat and Sarangani and the cities of General Santos, Koronada l , Tac urong , Kidapawan, and Cota-bato.

For 2013, DENR 12 aims to plant at l east 7,931,000 seedlings in 15,862 hectares of public lands.

As a major program of the Aquino admin-i s t rat ion , NGP w hich began in 2011 intends

to plant 1.5 billion trees in 1 .5 hectares across the country unti l 2016.

Meanwhile, Regional Executive Director Datu Tungko M. Saikol told regional employees that DENR Secretary Ramon Paje has directed region-al directors to schedule tree planting activit ies only until November and devote December to re-porting and catching up with planned activities.

“Owing to the shorter time frame for tree plant-ing, seedlings should be made available ahead of t ime,” Director Saikol reminded the regional employees . (DEDogu-iles-PIA 12/RSumagpao/M C L o c s i n - D E N R- 1 2 /asf ).

KORONADAL City - DENR-12 Regional Executive Direc-tor Datu Tungko M. Saikol has called on the management of Petron Corporation to join the National Greening Program (NGP) to mitigate the effects of climate change.

He made the call in his keynote message during the awarding of certificates of compliance to International Standardization Organization (ISO) 14001:2004 to eight of the 71 Petron service stations in the region.

The event was held on January 16 at East Asia Royale Hotel in General Santos City.

ISO 14001 is concerned with the implementation of a fully integrated and effective Environmental Management System (EMS).

An EMS is designed to address the delicate bal-ance between maintaining profitability and reducing environmental impact.

The environment official commended the management of the oil refining and market-ing company for their con-scious efforts in mitigating environmental impact even going beyond regulation.

“As an organization which espouses environmental stewardship, I encourage you to continue to serve as an inspiration in promoting the best practices that will help the government in protecting the environment,” Director Saikol said.

He also extended his com-pliments to the awardees for choosing “to tread the right path, though how difficult and stringent the rules are” and called the occasion as “another milestone in the company history worthy of celebration.”

Moreover, Saikol bared that addressing climate

change remains a top priority of DENR Secretary Ramon J.P. Paje.

This is in consideration of the fact that the Philippines is among the countries in the world most vulnerable to this global phenomenon given the number of deadly typhoons visiting the country every year.

“Mitigating and adapt-ing to climate change have long been inherent in the mandated functions of the DENR, more so since the country has been considered as one of the most vulner-able to its adverse effects,” Secretary Paje pointed out in a statement.

According to the 2013 Global Climate Risk Index, the Philippines placed fourth among more than 190 coun-tries around the world that have suffered the most ex-treme weather events such as flooding and storms over the past 20 years. The DENR has undertaken initiatives to reduce carbon emissions through its greening and anti-air pollution programs.

Director Saikol also an-nounced that his office is now drawing up fresh action plans to meet its target to plant almost 8 million seedlings of trees on close to 16,000 hectares for 2013 under the National Greening Program.

“This is our regional share in seeing to it that some 1.5 million hectares will be planted with 1.5 billion trees nationwide by 2016,” he said.

The awarding rite was graced by top officials of Petron, namely AVP Re-seller Trade Nolan L. Rada, Environment Manager Edith Cabrera and CTESG Manager Rodolfo Tablante. (DEDogu-iles-PIA 12/MCalungsod-Locsin-DENR-12/asf)

THINK a minute.In the 1930’s, Jesse Ow-

ens was a world-class ath-lete in track and field. Yet he was told that because he was black, an African-American, there was no way he could beat the white, Nazi German athletes.

Well, the 1936 world Olympics were held in Ber-lin, Germany. The racist Nazi dictator, Adolf Hitler, was there. He refused to even look at the African-American Athletes! Jesse Owens and the other Amer-ican athletes were booed and laughed at while all the Nazi German athletes were cheered and praised on the field. But Jesse didn’t worry about Hitler’s cruel, evil prejudice against him. Jesse just stayed determined

Obstacle or opportunities

and focused on his dream and goal.

Jesse made mistakes in his first 2 long jumps. Yet He still didn’t let that dis-courage or stop him. Then, on his last jump, Jesse won! In fact, he also won the other 3 events he competed in. So Jesse Owens came home to America with 4 Olympic Gold Medals! You see, he had the courage and commitment to keep going

no matter what happened or how others hurt him!

There is a Japanese Prov-erb which says: “If you fall down 7 times, simply stand up 8 times!” We all fail and fall down! That’s fine. It’s only when we stay down and just lie there that we disgrace and shame ourselves. Just because you lose sometimes does not make you a loser!

The famous inven-

tor Thomas Edison said: “Many people who failed in life didn’t know how close they were to success when they gave up!” So when problems and chal-lenges come your way, even when you fail, it is still your choice to keep going and reach your goal. You still can live the life you want.

This is why we need Jesus Christ to give us the courage and willpower we need to never give up and stop moving toward our goal. If you will ask Jesus to take full charge of your heart and life, then you can have the inner strength and power of God Himself to keep going to matter what problems you face or how many times you fail. Just

Think a Minute.

DISAPPOINTMENT is one of the many experiences one will undergo in life. From failed relationships to unfulfilled dreams, life can be filled with sorrow and disappointment.

In fact, Jesus assured us of it: “In this world you will have trouble”. No one is immune.

To overcome disappoint-ments, it is important to keep them in perspective.

Even though we can-not eliminate suffering or disappointment , it can become less challenging when viewed from a dif-ferent view.

The first thing to keep in mind is this: no amount of suffering or disappoint-ment we experience in this life can ever undo what God has done for us in Christ.

Overcoming disappointment

It is very difficult to have a proper perspective on suf-fering and disappointment, and these things will rarely make sense to those unac-quainted with God’s Word.

Trials and disappoint-ments, do serve a purpose. It is through trials that we learn patience and humility, endurance and trust—vir-tues that strengthen us and develop godly character.

It is during the difficult times that we learn to rely

on God and experience firsthand the absolute trust-worthiness of His Word.

It is important as well that our perspective in-cludes eternity.

It is faith that allows us to see the unseen. The Scrip-ture teaches that we live by faith and that without faith it is impossible to please God (2 Corinthians 5:7).

We know that, as fol-lowers of Christ, we will experience disappointment

and endure trials where our faith is indeed put to the test.

Disappointments can anyway be minimized by understanding and applying the principle of reaping and sowing found throughout the Bible. “He who sows righteousness reaps a sure reward” (Proverbs 11:18). So when we do good, we are rewarded with good results.

Being a child of God means we are never alone in our trials.

God gives us the strength and grace we need to endure any circumstance and to overcome any disappoint-ment.

His peace will guard our hearts when we look to Him.

Call upon the name of the Lord. He cares for us.

LIFE’S INSPIRATIONS: “… select capable men from all the people—men who fear God, trustworthy men who hate dishonest gain—and appoint them as officials…” (Exodus 18:21, the Holy Bible).

-ooo-GIGI’S APOLOGY NO

APOLOGY AT ALL: With due respect, the supposed public apology issued by lawyer Jessica “Gigi” Gon-zales Reyes, the embattled chief of staff of Senate Presi-dent Juan Ponce Enrile, will not pacify ruffled feelings on the part of the lawmakers who are warring with Enrile on his alleged favoritism in distributing millions of Sen-ate funds either as Christ-mas gifts or “MOOEs” (or miscellaneous and other operating expenses”.

The reason is that the apology was no apology at all. Why? Because it was more of a rebuke against “… malicious insinuations and imputations regarding my personal relationship with the Senate President,

The Senate stinks

just to whet and feed the public’s appetite for gossip, to gain political points, and to inflict more pain as if the pain and ugliness we have all witnessed and suffered were not already enough…”

Surely, there is no mis-taking the fact that this was directed to no other than Sen. Alan Peter Cayetano, who actually fueled renewed interest on Reyes’ supposed “personal relationship with the Senate President” when he took time out to answer, in a speech at the Senate, charges raised by the lady chief of staff when she was interviewed on radio last Monday, January 21, 2013, right?

-ooo-“THE SENATE STINKS”:

And, in an effort to show more clearly what Reyes really meant with her “apol-ogy”, she added what to me was a coup de grace, the nail in the coffin, as it were, indubitably to highlight her position that her rela-tionship---or the absence of it---with Enrile should not be the issue, but the behavior of elected senators in relation to government money entrusted to them.

Gigi said: “I believe what the public really hungers for is the truth about the officials they elected and how their money is spent or wasted. The people now be-lieve that the Senate stinks… It is sad but I so agree. It is time to look for where the stink is actually coming

from.”Which is actually cor-

rect, if I may so. The fact is that, whether or not there is a romantic dalliance be-tween her and the Senate President, all of us should not lose sight of the fact that the center of the con-troversy here is the misuse of millions of government money by lawmakers who were sworn in to protect the country and its people at all times. The issue here is the stink in the Senate, not the stink of the personal lives of Gigi or of the Senate President.

-ooo-GOD’S CURSE AMONG

OUR SENATORS: Why is this ugly war happening among senators who just a year ago were the toast of the entire republic on account of their almost unanimous decision in the Renato Co-rona impeachment trial? There are reasons and there are reasons for this, but, this kind of a dissension and confusion is a curse

In a world increasingly shaped by Science and tech-nology, “people need basic knowledge and skills if they are to be alienated from the society in which they live, if they are not to be over-whelmed and demoralized by changes, if they have to make those varied political, environmental, and ethical choices in which scientific discovery and its conse-quences are confronting us all [UNESCO,1983]. FRANCISCO LLUCH LAYA MEMORIAL INTE-GRATED SCHOOL , located in Pindugangan, Tipanoy, Iligan City joins the Science month celebration last Sep-tember 1-30,2012, with its theme: Science in the K to 12 Curriculum: Sustaining for a better future.” The celebration was con-ducted with different ac-tivities such as; Science Im-provisation Project, Science Strategic Materials , Science Investigatory Project and the Search for Miss Earth FLMIS 2012 which was participated by the grades I –VI pupils.

As a registration for the Search of MISS EARTH FLMIS 2012, parents and teachers agreed that they will brought different types of crafts or waste materials “di-dang” which can be sold. Out of the amount they got from the ‘didang the candidates only gave P 100.00 for the school funds and program expenses. Candidates who have a big sell will become MISS POPULAR. Large number of people audience the coronation last September 26,2012 at 1:00p.m. in which the can-didate showed their best in production number ,best in indigenous gown and ques-tion and answer portion. In the selection for Best in Indigenous Gown, candidate wore recycled materials made of banana leaves, corn leaves, shampoo sachet wrappers, cellophane, chicken feathers, C-2 bottles, San Francisco leaves and many others. In giving honor to the candidates we invited two representatives of Honor-able Ruderick C. Marzo and

three judges namely; Mr. Ruel Demecillo, Ms. Jelyn Velasco and Ms. Fleda Itum. The winning candidates of the Search for MISS EARTH FLMIS 2012 were the follow-ing; Crizette Ann Cabajar [4th runner-up], Joyce Hayag [3rd runner-up], Jean Marie Lauron [2nd runner-up], Rosielyn Laborte [1st runner-up] and Giljean Atwil won as the MISS EARTH FLMIS 2012. Aside from the top winning candidates, we also search MISS FRIENDSHIP in which a grade III pupil named Marilyn Calleno won. The MISS PHOTOGENIC , BEST IN PRODUCTION NUM-BER , was won by Giljean Atwil , a grade VI pupil and the BEST IN GOWN was won by Jean Marie Lauron a grade V pupil. The celebration amazed and excites everybody, be-cause for the first time in this school coronation like this was not yet happened. Science really updates the environmental factors, so we must thank GOD all of this.

WHAT IS K TO 12?By Albert A. Vildosola

The Department of Education had already implemented the K to 12 Curriculum, yet some people are still asking what is K to 12 all about. K to 12 means Kindergarten and the 12 years of elementary and secondary education. Kindergarten points to 5- year old child who undertakes the standardized curriculum of preschoolers. Elementary education refers to 6 years of primary school (Grades 1-6) while secondary

education means four years of junior high school (Grades 7-10). In addition to this, two years are now allotted for senior high school (Grades 11-12). K-12 would simply mean extending basic education by two years, so instead of having a high school graduate at 15 years old, we will have high schoolers graduating at 17. The grade 1 and grade 7 schoolers enrolled for SY 2012-2013 are the first

beneficiary of this program. The DepEd discussion paper (2010) on the enhanced K-12 basic education program explains that this new setup seeks to provide a quality 12-year basic education program that each Filipino is entitled to. Furthermore, the purpose is not simply to add 2 more years of education but more importantly to enhance the basic education curriculum.

The Philippines’ greatest researchersIAMURE is used as the measurement metric.

For examples, in Malay-sia, May 27-29, 2012 and in Singapore, October 24-27 2012, and recently in Indo-nesia January 21-23, 2013, the Philippines researchers have been so enthusiastically involved in these academic activities. Doing research, presenting the results, and publishing the reviewed full papers in academic journals are the academic endeavors characterizing IAMURE members.

In fact, IAMURE website can be accessed by public and it is also easily recorded by the Google. With this high accessibility, all the activities with their pictures can be easily viewed in the websites in internet. By considering such accessi-bility, Philippines country and the people are lucky. Besides it, other participants from other countries are also lucky. Their names and universities, as well as the country name are recorded.

With the greatest spirit of doing research in IAMURE web metric, Philippines researchers are dominant.

The greatest researchers and their high ranking in IAMURE participation can, someday, be the values for the country: Philippines. This is the tract record which can be used as a signal that Philippines re-searchers are the best of the best. Moreover, IAMURE is still expanding its wide-range of territory for being the host of the conference. Next conference this year, for instance, will be held in Paris, France.

Other countries such as Indonesia, Malaysia, Viet-nam, India, Soviet, Saud Arabia, Australia, USA, Pakistan, Iran, Jordan, or totally about forty coun-tries as IAMURE members, tend to be represented by different delegates in every conference. Only Indone-sia researchers tend to be almost permanently repre-sented by the same delegates, such as the delegates from STIE Perbanas Surabaya.

Recently, in Jakarta Janu-ary 21-23, 2013, it was also attended by two other uni-versities: Muhammadiyah University UHAMKA, Ja-karta and state university of Surabaya (UNESA), Sura-baya. During the last three conferences, STIE Perbanas has still persistently par-ticipated in this IAMURE conference, even when it was the birth of IAMURE in 2011. Other countries tend to be changing their delegates.

There are some factors which make the changes of the delegates of each country. It can be due to the preparation of doing the re-search. It can also be due to the schedule constraints and of course it might be due to financial constraints. With such considerations, how-ever, Philippines researchers are still the best of the best. Therefore, the greatest

SPI is a special purpose company that owns and op-erates a 210 MW (net) power plant at the PHIVIDEC Industrial Estate in Vil-lanueva, Misamis Oriental. The company is major-ity owned by Steag GmbH which is Germany’s 5th larg-est electricity producer and market leader in biomass power plants. founding date of the prov-ince is now declared to be every September 1.

Board member Nemesio Beltran Jr. earlier passed a resolution supporting the NHCP’s findings that the province was created on September 1, 1914 under Commission Act 2408, not on March 10, 1917.

Thus, Bukidnon will cel-ebrate its centennial in 2014.

the checkpoint at Datu Saber and when soldiers flagged it down, they saw its passengers with one mini-machine gun or Minimi and upon further visual search inside the vehicle, it yielded more guns or a total of 12 high-powered firearms with ammunition,” General Ricardo Rainier Cruz III, commander of the 1st Infantry Division, told the Mindanao Examiner.

Cruz said they are still trying to determine who the owner of the weapons is. “We still don’t know who the owner of all those weapons is and we are awaiting the results of the interrogation so we can file the appropri-ate charges against them,” he said.

The recovery of the weapons came ahead of next month’s political campaign for the local and national elections in May and at the time of the implementation of the six-month total gun ban by the Commission on Elections.

may qualify for cyber-libel.

“Then there’ll be no or-dinary libel,” Carpio said. “Everybody now uses a computer to type a news report, so practically all libel crimes now are cy-bercrimes because nobody uses a typewriter anymore.”

Leonen said: “We must also protect those who have been silenced by the speech of others.” He cited the cyberbullying of Chris Lao, whom he described as a private citizen who has been transformed into a public figure.”

Lao was then a law stu-dent, now a lawyer, who, in 2011, was seen on the evening news trying unsuc-cessfully to drive through a flooded street then com-plained why there was no traffic enforcer present to inform drivers that the flooded street was impass-able. The video clip became viral and Lao was flooded with comments, a lot of which were insults.

Sereno said there has to be a balancing act between the freedom of expression and protection of citizens’ right to privacy. She said there are those who commit suicide due to cyberbull-lying.

DepED ICeXCELSBy Albert A. Vildosola

I am expressing my thanks to Dr. Ingrid G. Racoma, School Division Superintendent, and to Dr. Agustenes Cepe, OIC Assistant School Division Superintendent for the opportunity to be one of the scholars under DepED ICeXCELS flexible learning course.DepED ICeXCELS on Instructional and Curricular Leadership is a response to the constant and changing needs in providing quality basic education in our school. This is indeed a timely package for me as school leader and manager that had enhanced my capabilities and competencies which had helped me in my desire to improve our school particularly in optimizing teaching and learning experiences of the teachers and pupils.

Ragandang said the soft opening of Kaamulan will be on February 18. The annual festival runs up to March 10, which was until last year the day the province marks its foundation anniversary.

She said the Provincial Indigenous Cultural Com-munities Affairs Division held a pamuhat or offertory ritual on January 21 in line with the festival.

The festival’s grand opening will be held on February 22, the day the drum and bugle competi-tion was also set.

The annual Kaamulan street dancing competition is tentatively scheduled on March 2.

Seven local government units are expected to com-pete in the street danc-ing to include the towns of Damulog, Dangcagan, Kitaotao, Talakag, and Don Carlos, and the cities of Malaybalay and Valencia, Ragandang said.

Kaamulan is an annual celebration in the province to honor customs and tra-ditions of the seven tribal groups in Bukidnon namely the Bukidnon, Higaonon, Talaandig, Manobo, Matig-salug, Tigwahanon and Umayamnon.

Roque said the balancing act would be to decriminal-ize libel, as recommended by the United Nations Human Rights Committee in the Adonis v. the Philippines case.

Carpio said the Phil-ippine government must comply with duly signed international human rights agreements, including the International Covenant on Civil and Political Rights.

Meanwhile, Justice Tere-sita Leonardo-De Castro pointed out that under the law, no new element was introduced on libel, only a qualifying circumstance – the use of ICT.

Colmenares argued that offenses such as libel through newspaper articles does not have a substantial distinction between libel committed via Internet, and information and communication gadgets, which the law penalizes.

Colmenares said Sections 6 and 7 of the law violate the rights against double jeopardy and rights to equal protection of the law and due process.

“The law allows what the Constitution prohibits so that the law should be struck down,” Colmenares said.

Section 6 punishes crimes covered by the Revised Pe-nal Code “committed by, through and with the use of information and com-munications technologies” by one degree higher; and Section 7 provides that a prosecution under the law shall be without prejudice to any liability under the penal code.

Justice Diosdado Peralta agreed with Colmenares. “There is really something wrong here,” Peralta said, referring to Section 7.

DangerousThe justices also took

note of other “dangerous” provisions of the law such as Section 19, which empowers the Department of Justice to block computer data, also referred to as “take-down” provision of the law and Section 12, which allows the real-time collection of traffic data.

Cruz said the law violates the right against warrantless search and seizure. “Section 19 amounts to a general war-rant issued by Congress to DOJ,” he told the justices.

Cruz said the DOJ may restrict or block one’s ac-cess to his or her computer data should the agency deem prima facie or on first ap-pearance that the user was violating the law.

“How do we start deter-mining prima facie evidence? Does that mean law enforce-ment agents can now snoop around?” De Castro asked.

Disini, meanwhile, point-ed out that there are no re-strictions on the amount and scope of data law enforcement agencies can collect.

Disini said any collection of real-time data should be covered by a court order so that that precise data to be collected would be specified.

De Castro asked: “Is there any way for the ordinary citizen to know they’re only

collecting traffic data and not content data?” Disini said in response: “None. The ability to collect copious amounts of data is unparalleled.”

De Castro also noted that the law does not define what “due cause” means. The law allows the DOJ to collect traffic data with “due cause.”

In defense of the law, Leonen asked: “Isn’t ‘due cause’ enough? Isn’t Ama-zon, for instance, already collecting your traffic data and using this? Where is the ‘balance’? What can the state do to protect itself and the citizens from hacking, phishing, spam?”

Sereno said that tracking online data is necessary to obtain information on several criminal activities, such as money laundering.

Disini replied, “there should be clear standards, regulations, not blanket au-thority.”

Mea nwhi le , Mat ibag slammed Sections 5 a & b, which punishes Internet us-ers for aiding or abetting a cybercrime, for its vagueness.

“The law does not provide specific standards how abet-ting or aiding cybercrimes are committed,” Matibag said.

At the end of the hear-ing, petitioners asked for an extension of the 120-day temporary restraining order. Sereno said the high court would take note of their manifestation.

On January 22, the Office of the Solicitor General will be arguing for the govern-ment. (http://bulatlat.com)

researchers with their talents in doing research and academic activities can become the right they deserve to get the rewards.

In the long run, hope-fully, when IAMURE has become the web-metric measurement, it can be predicted that Philippines is the highest rank in aca-demic endeavors. In this case, there must be support by the Philippines govern-ment and private agencies so that the country can be of the best rank in at least ASEAN or Asia. Other countries must also be active so that the rank can also be recorded in IAMURE web-site metric.

Therefore, Asian coun-tries, especially, ASEAN, will not be left behind by other poles of world coun-tries: USA and European, as referred to the rank that was in Prof. Dr. Tatik Suryani’s key note speech. It was given evidence that Asia, and es-pecially ASEAN countries, have been in lower rank, in terms of academic or scientific record, as listed in Google scholar or any other web-metric ranking measurement. ASEAN and Asia should make their own academic record. This IAMURE, as international consortium, in the long run, can become the metric sys-tem when this international scientific organization is always trying to gain its

tremendous Google records. Or, at least it can make the members have high rank due to its accessibility in website.

Philippines greatest re-searchers with the high spirit of doing research can be one of the first steps to make the IAMURE remain exist. Central Bank Governor of the Year in Asian Region (The Banker).

In 2002 and 2003, Bue-naventura was recognized as one of the world’s best governors with Grade “A” rating (Global Finance).

Tetangco, for his part, was also one of Global Fi-nance’s best Central Bank governors in 2006, 2007, 2011 and 2012.

Tetangco was likewise recognized as the 2012 Emerging Markets Central Bank Governor of the Year for Asia.

According to The Bank-er, the Philippines’ economy has performed strongly in the past year. Its growth in the third quarter of 2012 was the second highest in Asia after China, the London-based publication added.

“Ratings upgrades in the past year have put the Philippines just one notch away from investment grade—the level of Indo-nesia—which the country now has its sights on,” The Banker pointed out.

It added: “The sound monetary policy of the Bangko Sentral ng Pilipi-nas (BSP) and its governor, Amando Tetangco, has con-tributed to these improve-ments that have recently pushed the Philippines into the spotlight.”

To these praises, Tet-angco replied, “We are proud to have contributed to the macroeconomic stability that our country now en-joys.”

The article also noted how 2012 was the fourth consecutive year the BSP has kept inflation under target—as inflation in November 2012 was only 2.8 percent (well within the BSP’s target of 3 to 5 percent).

“Such a benign inflation environment has allowed us to implement monetary policy supportive of eco-nomic growth, which was 6.5 percent for the first three quarters of 2012,” Tetangco said.

The BSP, according to The Banker, is presently considering lowering its inflation target range in

2015 to 2–4 percent. This new target range, explained Tetangco, should signal to the market that “we are se-rious about keeping prices low and stable.”

The Banker also men-tioned how the Philippines has been recognized for placing importance on both the stability of the bank-ing system and consumer protection.

Tetangco said of this in the article: “Our banking system has remained sound. It is growing. It is liquid. It continues to intermediate funds to productive use, and its overall balance sheet remains healthy.”

The BSP governor also added that in addition to their work along the tra-ditional pillars of central banking, they have re-en-ergized the Bangko Sentral’s advocacy on financial inclu-sion, financial education, and consumer protection.

which the Bible says will overtake a people who no longer listen to God and who no longer obey His commands.

In Deuteronomy 28:15 and 20, we are told that if we no longer listen to God---which means that, as of today, we no longer read His Word, the Bible---and if we no longer follow Him, He will send confusion, dissension, and rebuke, and failure in everything we do. This Biblical prophesy is frightening because it is saying that all of these curses will not stop until we are all destroyed.

Perhaps, as one English novel says, “those whom the gods wish to destroy, they first make them mad.” Indeed, whatever is hap-pening now is a result of madness and confusion of mind. Let us pray the lawmakers concerned will find it in their hearts to seek God for guidance, not only for their sake, but for the sake of the country and the people.
