GENERAL Miletus Projects (Pty) Ltd (“Miletus”) is a consulting civil and structural engineering

company, based exclusively in the Free State Province.

Miletus is the oldest established consulting engineering company in the Eastern Free State region. The company was established in Phuthaditjhaba and Harrismith in 1983.

The company’s main field of expertise is in the development of infrastructure development. It employs competent and professional technical staff, and the company offers a wide range of consulting engineering services : roads, streets, storm water management, water supply, sanitation, solid waste management, and structural design work for buildings.

Miletus not only provides professional services to the Free State Provincial Government and municipalities in the province, the company’s directors and staff members play an active role in the communities where they work. This includes support of local schools and other educational institutions, community institutions, development of local businesses, sport teams and charity organisations.

All directors and staff members of Miletus reside within the Free State Province.

Miletus has extensive knowledge of the Tshiame and Industriqwa area, and has been involved with the development of Tshiame since 1994.

ESTABLISHMENT The original engineering company from which Miletus originates, was established in Phuthaditjhaba in August 1983 in anticipation of governmental driven infrastructure development in the Qwaqwa region. In 1994 the practice moved its offices to Harrismith for logistical reasons, when Tshiame and Industriqwa started to develop. Since establishment, the majority of the company’s projects have been located in the Eastern Free State region. MANAGEMENT AND EXPERIENCE The Managing Director of Miletus, Mr Dries Lategan, is a registered Professional Engineer. Mr Lategan has 42 years' experience in the planning and design of infrastructure and the development of municipal services in South Africa.

Mr Lategan’s main field of expertise is in the planning and design of roads, bulk water supply and sanitation systems. Mr Lategan has spent more than 35 years working in the rural areas of South Africa, and has played a major role in the development of civil engineering services for previously disadvantaged communities in various provinces, including the Free State, Kwazulu-Natal, Mpumalanga and the North West Province. Mr Wade Ambler is a registered Professional Engineering Technologist. Mr Ambler joined Mr Lategan in 1996, and has been a project manager with Miletus since 2001. Mr Ambler specialises in contract documentation, project management and quality control. He has been the resident engineer on major projects including The Nelson Mandela Level 2 Academic Hospital in Mthatha (R270,0m), the Welkom-Bothaville road (R100,0m), and most recently, road projects in the Eastern Free State (R400,0m).

Advocate Makhosini Msibi, from Harrismith, is a director of the company. He has extensive experience with infrastructure projects in the Free State, having served in senior municipal and provincial management levels.

INSTITUTIONAL

Miletus is continuously involved with many smaller projects, and the company has a philosophy that no project is too small to warrant absolute dedication, loyalty, professional attention and personal care by management and staff.

Miletus is proud to have the services of very competent and loyal professional staff members, selected and assembled over many years. There is a tradition amongst staff members that everyone accepts responsibility, and devotes his or her complete and dedicated attention to the company’s projects.

Staff members are all familiar with South African engineering conditions, and have respect for strict financial discipline and control in the building and construction industry.

Over the years Miletus has established very special professional relationships with nationally respected specialist engineering consultants to complement our in-house expertise. F o r example Miletus regularly engages specialist consultants or other engineering companies for geotechnical investigations, process designs for water and sewage treatment works, and traffic studies.

The Miletus offices are located in the company’s own building in the central business area of Harrismith.

Miletus has state of the art electronic computing equipment, include a sophisticated computer network system and work stations. All drawings are compiled on the Caddie 20 Computer Aided Drawing (CAD) system with state-of-the-art colour strippers and printers. Technical staff members are proficient with state of the art engineering software programmes such as : Civil Designer programme for digital terrain model, earthworks and road design

Typing and reproduction of documentation is done with modern office equipment, and we are extremely particular about the quality of our documentation. CLIENTS Since establishment the company has successfully completed more than 700 projects with a total capital value of more than R3,5 billion. Miletus’ major government clients at present include the Free State Provincial Government, several municipalities in the Free State Province (Maluti-a-Phofung, Phumelela, Setsoto and Matjabeng), the Department of Water and Sanitation, the Department of Public Works, the Kwazulu-Natal Provincial Government, the Eastern Cape Provincial Government, the Development Bank of Southern Africa, the South African National Roads Agency, and various other development organisations. Miletus’ private clients have included major South African companies such as Sasol Oil, Shell Oil, Caltex Oil, Engen, ABSA, Old Mutual and First National Bank.

Monontsha Pass is the first Continuously Reinforced Concrete Pavement (CRCP) road to be constructed in the Free State. The project has received national acclaim for achievement under the Extended Public Works Programme (EPWP). BEEE contractors are building the road under supervision and management of Miletus, and thousands of jobs have been created over a period of 5 years. Miletus has extensive experience with the design and planning of block paved roads and streets in many towns in the Free State Province, including Phuthaditjaba, Harrismith, Intabazwe, Kestell, Bethlehem, Reitz and Heilbron. (2010 - 2011). NATIONAL AND INTERNATIONAL EXPERIENCE Miletus has been involved with many projects across Southern Africa. Major construction projects that the company has successfully completed in areas outside the Free State Province include the Nelson Mandela Memorial Hospital in Mthatha (completed in 2001, project cost R270,0m), and new residences for the Cape Town Technikon (completed in 2002, project cost R70,0m. The company was responsible for the civil and structural design work. During 1999 and 2002 the company was involved in a major agricultural project in Rwanda in Central Africa. The company formed a joint venture with a civil contractor from Maluti- a-Phofung and was responsible for the design and supervision over the construction of 20 dams in the northern region of Rwanda. A temporary office was set up in the capital Kigali, managed by one of the engineers from Harrismith. During 2001 and 2004 Miletus was involved in a joint venture with Group 5 (International Division) for the construction of major industrial building projects in Luanda, Angola. Miletus’ involvement stretches across a broad spectrum of civil, structural and agricultural engineering. As professional engineers we provide our services according to the codes of conduct governed by the professional institutions and organisations to which our company belongs. GEOTECHNICAL SERVICES AND SOILS TESTING LABORATORY In 2007 Miletus established a soils laboratory under the name Miletus Geotech in Harrismith, to provide a highly demanded service for geotechnical investigations, and testing of soils and materials for the civil engineering industry. The laboratory is managed by Mr Willem van der Berg who has more than 35 years’ experience in the civil construction industry, including major earthworks, road pavement design, road construction, testing and quality control.

The laboratory provides employment for 14 local Black persons from Intabazwe, who have all been registered for various training courses in testing and evaluation of construction materials. The laboratory does not only service projects with which Miletus is involved, but provides a service to many other consultants and contractors in the Maluti-a-Phofung area, including the N3 Toll Concession (Pty) Ltd.

BLACK EMPOWERMENT, AFFIRMATIVE ACTION AND SKILLS DEVELOPMENT In the spirit of the new South Africa, Miletus embarked on an affirmative action programme from 2001, with a dedicated drive to establish Black Empowerment within the company structure. The company has a history of a progressive attitude towards the upliftment of people from previously disadvantaged communities dating back to 1987. The company has 17 staff members, of which 5 are female, and 5 are from previously disadvantages communities. Me Josephine Molaba was the first female civil engineering technician to qualify

in the Free State Province. She joined our company as an Engineer-in-Training 2001, and gained experience over a wide range of disciplines in the engineering field. She received her National Diploma in Civil Engineering in 2002, and her B Tech degree from the Vaal Triangle Technikon in April 2003 with a bursary from Miletus. She became a shareholder in the company, but resigned to take up a senior position at a municipality in Mpumalanga.

Me Hlengiwe Gamede and Me Nellie Mosokotsoe followed as the next Civil Engineering Technicians to be employed by Miletus in 2006. After gaining some experience they both resigned to take up a position at the municipality in Mpumalanga.

Mr Brian Phatoli from Intabazwe is a registered Civil Engineering Technician. He graduated from the Technical University of Tshwane in 2010. He also graduated with a B Tech degree in 2014 with a bursary from the company, and is now specialising in road engineering. In 2015 he was the Resident Engineer on the project for the upgrading of the Memel-Botha’s Pass road.

Mr Phomolo Makappa from Wilgepark in Harrismith completed his Civil Engineering Diploma at the Tshwane University of Technology in 2010. He is presently completing his B Tech degree with a bursary from the company, and is currently the Resident Engineer on the project for the upgrading of the Vrede-Memel road. He is a registered Civil Engineering Technician, and in November 2015 he was elected on the Young Members’ Panel of the South African Institution of Civil Engineers (SAICE).

Mr Eugene Moloi from Monontsha in Qwaqwa a registered Civil Engineering Technician. He graduated from the Technical University of Tshwane in 2012. He also graduated with a B Tech degree in 2015 with a bursary from the company, and is now specialising in road engineering. He is currently the Assistant Resident Engineer on the project for the upgrading of the Monontsha Pass project.

Mr Doctor Tshabalala completed his matric in Intabazwe in 1995, but was denied the

opportunity to study further. He is now working as a technical assistant for Miletus, and has studied part time and obtained a diploma in business administration at Harrismith College with a bursary from the company. He is a civil engineering technician with the company.

Me Thembi Mabizela joined the company in 2010. She is the receptionist and the

data typist for the company. Mr Sethlaba Tshoaeli joined the company 2010. He is a senior soils material

technician.

BURSARIES

Miletus is currently providing study bursaries for 3 students from the Maluti-a-Phofung area to study engineering at tertiary educational institutions:

Mr Herman Cronjé from Harrismith graduated in 2013 with a BEng degree from the

University of Pretoria with a bursary from Miletus. He specialised in water engineering, and is presently busy with an honours degree in traffic management.

Mr Raymond Moeketsi from Qwaqwa recently completed his studies for a Diploma in Mechanical Engineering from the University of Johannesburg with financial assistance from Miletus.

Mr André Beket from Harrismith completed his BEng degree from the University of Pretoria with a bursary from Miletus.

CONTRIBUTION TO THE RECONSTRUCTION AND DEVELOPMENT PROGRAMME Our practice is committed to community involvement with engineering projects right from the planning stages to ensure implementation that is acceptable to the local people. The firm has been involved in numerous labour intensive roads, water and sanitation projects, and advocates labour intensive construction methods to enhance job creation. Due to Miletus' close involvement at community level and commitment to the development of these communities, the company has been inundated with requests from local development forums for technical advice and assistance. Miletus is currently actively involved with many RDP-funded projects, and the company’s contract documentation and project administration ensure that the aims and goals of the RDP are adhered to and honoured, and that the communities receive the maximum benefit of these projects. COMMITMENT TO THE EXTENDED PUBLIC WORKS PROGRAMME Miletus is committed to community involvement with construction projects right from the planning stages to ensure implementation acceptable to the local people. The practice has been involved in numerous labour intensive roads, water and sanitation projects, and advocates labour intensive construction methods to enhance job creation. Due to Miletus' close involvement at community level and commitment to the development of these communities, the practice has been inundated with requests from local development forums for technical advice and assistance. Miletus is currently actively involved with many MIG-funded projects, and the company’s contract documentation and project administration ensures that the aims and goals of the EPWP are adhered to and honoured, and that communities receive the maximum benefit.

SUMMARY

Miletus is an Eastern Free State based company, and all our directors and staff members reside in the Maluti-a-Phofung municipal area.

Miletus has the institutional capacity, technical knowledge, extensive experience and financial independence to manage infrastructure projects.

Miletus is familiar with the procedures stipulated, standards required and the quality

expected at all levels of the Free State Provincial Government. Miletus’ professional fees and disbursements costs should be competitive, as we are

locally based. Miletus offers opportunities, incentives and assistance to local scholars, students,

technicians, small contractors, community members and beneficiaries to become active through our projects, and to eventually contribute to the local economy.
