Joyce Marie Parish Rothlisberger passed away on July 6, 2015, in Tulsa, Oklahoma with her daughter, Barbara, by her side. She is the daughter of Charley Buster Parish and Fannie Delithe Weaver Parish. She was born in Silo, Oklahoma and grew up in Tahlequah, Oklahoma, and, joined the United State’s Women’s Army

Joyce Marie Parish Rothlisberger Corps. She married James Odell Kirk on Nov. 2, 1956. They had one son, David James Kirk, and later divorced. On April 14, 1962 she married Andrew Gibbons Rothlisberger. Andrew and Joyce added to his family of two: three more children and a niece that they took guardianship of joined to make their new family. She got her Bachelor’s of Science in Education Degree with emphasis in mathematics. Joyce lived and taught school in Zuni, New Mexico, Eagar and Hayden and substituted in Sanders and St. John. She was an active member of the Church of Jesus Christ of Latter-day Saints, teaching Sunday School and being the librarian. She loved playing games with her family and loved to read. She is survived by her children, David James (LaNeta June) Kirk of St. Johns, Barbara Ann (Jeff) Lowe of Sapulpa, Oklahoma, Beth Ann (Scott) Sleeman of Farmersville, Texas, Brenda Lou Eilertsen of Safford, along with Robert “Bob”

(Linda) Rothlisberger of Arizona and Beverly Ann (Waite) and her husband, Dale Jamison, of St. Johns; grandchildren, Tasha Rothlisberger; Jason and Bradley; Kirk, Kara, John, Amy and Jennifer Lowe; Tyler Paige and Benjamin Steeman; Nickole, Mindy and Carl Ellertsen; Monette, Dana, Shauna, Collette, Stacy, Richard and Grace Waite; and Vinson, Kris, Bryan, Kevin and Kelli Rothlisberger; and many great-grandchildren and great-great-grandchildren. Joyce is preceded in death by her parents; husband, Andrew Gibbons Rothlisberger; son, Richard Allen Rothlisberger; siblings, Juanita Wells, Claude and Robert Knuckles; and grandchildren, Nicole Waite, David Henry Kirk, Lacey Rose Eilertsen and Andrew Jacob (A.J.) Sleeman. Services will be held at 10 a.m. on Friday, July 17, at the St. Johns Stake Center, Church of Jesus Christ of Latter-day Saints. Viewing will start one hour before the services at the church. Interment will be at the Westside Cemetery in St. Johns. Arrangements are under the direction of Burnham’s Mortuary in St. Johns.

Edward Verdugo Sanchez passed away July 11, 2015 at the age of 87. He was born May 19, 1928 in Yuma, AZ to Ramon and Josephina Sanchez (mother died at birth) and was raised by his aunt and uncle, Cecillo and Tula Gomez. He is preceded in death by his loving wife, Esther; parents; brother, Pete Sanchez; Quata Hernandez, and Carmen Williams. Mr. Sanchez leaves behind daughters, Pat Garcia and Delores Medina; sons, Fred Medina, Eddie Joe “Bino” Sanchez, John Sanchez and Paul Sanchez; 11 grandchildren, 26 great-grandchildren and five great-great-grandchildren. Eddie served in the Air Force during the war and went to ASU until he returned to the mines in Superior and San Manuel at Magma Copper Co., where he worked for 30 years. Services for Mr. Sanchez will be held Saturday, July 18, visitation at 8 a.m., viewing at 9 a.m. and funeral at 10 a.m. at the Living Word Chapel, 3941 W. Hwy. 77, Oracle; (520) 896-2771. OBITUARY

Carmen Madrid Boltarez was laid to rest on June 17, beside her husband Marcos Romero Boltarez at Mountain View Cemetery in Hayden. She was born Aug. 24, 1923 and passed away June 10, 2015. Carmen is preceded in death by her sister, Jessie Vaques; brother, Nacho Madrid; and nephews, Michael Madrid and Daniel Moreno. She is survived by

her three brothers, Pete Madrid, George Madrid and Frank Madrid; sisters, Nellie Cuestas and Lilly Moreno; son Markie (Lena) Boltarez, and his five children Mark Anthony, Liberty (Wade) Bailey, Isaiah, Demteria, and Ezekiel; daughter, Nancy Almanza and her three children, James Paul Hughes, Kathy (Frank) Smith and their three children, and Carolee (Chris) Casillas and her

two children. Carmen had eight grandchildren and 11 great-grandchildren, along with many, many nieces and nephews, and, she loved them all . Carmen’s passion was to make out of town casino trips. She loved to go to parties, to bowl, and, to go dancing. She worked in Tiger

as a cashier and also in San Pedro, Hayden, Winkelman and Mammoth as a movie theater cashier, at the Senior Center Meals on Wheels as a driver, a cleaner for Gila County in the Hayden-Winkelman jail and a volunteer for the St. Joseph Catholic Church. She retired at 85 years young. She made friends with everyone she met. She loved much and was loved by all.

Last Tuesday, following a 15-minute executive session meeting, the Kearny Town Council voted in public session unanimously to allow Interim Chief Richard Corso to remain the interim chief with pay, pending the completion of an investigation regarding allegations

made against Corso. Corso was placed on an administrative leave with pay on Monday, July 6. The council also voted unanimously to work with DPS to have a temporary interim police chief come to the town through the investigation. Supporters opposing this decision have taken out petitions to recall Mayor Sam Hosler. Supporters of Corso distributed a

letter that the Town issued to Corso on Facebook. That letter indicated that Corso was being placed on administrative leave because there were reports that Corso was unable to cover his shifts due to alcohol use and that he had made threats to “get rid of” the Mayor, Town Manager and Council. The letter does not disclose who reported the allegations. Comments have been made to both the Copper Basin News and through the Kearny “Rants and Raves” Facebook page say that the allegations were made to the town administration from an officer who is currently under investigation for another matter. The details regarding Corso’s administrative leave would not normally be shared with the public due to privacy given in personnel matters. There has been discussion that a disgruntled police officer currently employed at Kearny Police made these allegations, unconfirmed due to the confidentiality involved and the pending investigation. Another comment made was the officer making the allegations was also under investigation. It is possible for a sworn police officer or staff to be under investigation and still be allowed to work for the department. Town Manager Anna Flores explained to Copper Basin News that the town cannot comment on the investigation of Corso or if another officer is under investigation

due to the pending investigation involving personnel matters. The Department of Public Safety is conducting the investigation of Corso. DPS has assured the town that there is no threat to the security or safety of the town pending the investigation. There has not been a timeline given for when the investigation should be completed. DPS has assigned Sgt. David Blue as the interim chief. Sgt. Blue was sent to Kearny last year when Chief Inguilli retired. Flores also explained that Sgt. Blue will not play a role in the investigation. In protest of the investigation and the actions of town administration, supporters of Corso have taken out a recall petition on Mayor Sam Hosler. Recall organizers have until Nov. 3 to collect 139 signatures of registered voters in Kearny. The signatures will have to be verified and approved by the Town Clerk and the Pinal County Elections department. Once signatures are approved the council will have to call for a recall election, and set the date for an election. Supporters of Corso, started to become more vocal at council meetings in June when several community members asked for Corso to be hired as the chief. In June, the town council voted to keep Corso as the interim chief and would continue to review his performance.

All of us who went

to school in Arizona took Arizona history and government. In that class we learned how essential our emergence from Territory to State depended on our desire to have Initiative, Referendum, and Recall. These were new concepts at the time, and the U.S. Government kept refusing our desire to have them in our state Constitution. We were refused Statehood so often that we finally relented, achieved Statehood in 1912, and celebrated our new Statehood by placing Initiative, Referendum, and Recall back into the Arizona Constitution at the next meeting of the Legislature. In doing so, we made the proud assertion that the people of Arizona are the ultimate Legislature. I feel pride in Arizona even as petitions are now being circulated for my recall as Mayor of Kearny. This is how the system should work. Many years after Statehood, Arizonans instituted another new legal concept, the Open Meetings Law. Arizona’s Open Meetings law is a model for the nation. Governmental meetings are always conducted in public. There are provisions for private Executive Sessions, which are confidential gatherings to receive legal advice, consider personnel issues, and deal with such things are real estate transactions. The confidentiality of these sessions is guarded with the proviso that any release of information from these meetings is a felony. No business can be conducted at these sessions and the actual decisions are always made in public. I take pride in this law as well. It enables sound legal guidance, protection of personnel from unwanted disclosure of information, and the conduct of real estate transactions with full knowledge of all that is involved. This weekly column is meant to be a service to the public. It is for information about current and future events of interest to the people of Kearny and the Copper Basin, and about other things which affect our

Monsoon trouble strikes Copper Basin

The monsoons are in full swing and, as is usual for this time of year, wreaking havoc with the railroad crossing signals. Last week, the Copper Basin Rail-way crossing on Hwy. 177 at Hayden Junction got stuck in the down position during the rainstorm. Driv-ers cautiously went around the downed arms. If you should see this when you are driving, please be very careful when crossing the tracks.

Ask a Queen Creek Councilman or the Superior Mayor and he will be able to tell you that one of those Cs is ‘Copper.’ A request was made by Towns of Queen Creek and Superior to tour our ASARCO’s Ray Mine on June 27. They were introduced to on-site safety procedures and a short video on “Copper How its Made.” Mike Kotraba (General Manager Ray Mine) gave a short presentation of the Ray Mine Operations and the area economic impacts before entering the field portion of the tour. The councilmen noted how they enjoyed the tour prior to leaving on the hot June day. A group of local musicians from Globe-Miami plan on touring the Copper Triangle from Thursday, July 16, until Sunday, July 19. “The Copper Triangle Tour is part of a bigger plan to help unite our local communities through music,” said artist Stephen Palmer. “There is an unspoken bond in our mining communities and my dream is to inspire hope in every person we meet along the way.” The tour kicks off at the Wild Horses Saloon in downtown Miami on Thursday,

Local musicians tour Copper Triangle this weekendwill start off with a street performance in front of the Old Time Pizza from 3 p.m. to 5 p.m. Then from 7 p.m. until 9 p.m. there will be another open mic event in the General Kearny Inn Lounge. with the book selection for the children who visit the Closet. Each child is invited to select two books with each visit to the Closet. Elizabeth decided to turn the June food collection into something a bit larger. Called “Feed the Mind and Body” program, she requested food and books suitable for the youngsters in age groups up to 8th grade. Not only did the congregation bring in food, but they also donated 265 books, both new and modestly used. Cornerstone Christian Academy, with the assistance of MSPC member Julie Wiens,

provided a large portion of the books that went to Kids’ Closet. During the last fiscal period, 5,464 books went home with 1,823 kids. Children are selected by school administrators, based on need, and visit

the closet for a seasonal wardrobe that includes pants, shirts, underwear, shoes, hygiene items

and, of course, the books. Winter wardrobes include a windbreaker, knitted hat and warmer clothing.

The special intake will take place at 9 a.m. at the Mammoth Community Center/Senior Center, 101 W. 5th Street in Mammoth, Az for households from Mammoth, Oracle, San Manuel and Dudleyville. Senior Citizens will be seen first from 9 to 10:30 a.m. Anyone else interesting in applying for assistance will be allowed to sign in at 10:30 but no later than 11 a.m. The length of time staff will remain at the Spe-cial Intake will be based on the number of participants present. Individuals will be seen on a first come first serve basis. Only those signed in prior to 11 a.m. will be considered. CAHRA staff and volunteers will meet with limited-income individuals who meet income guidelines. The services are aimed at helping households to stretch their income. Applications will be limited to LIHEAP utility assistance only. Those applying for assistance are asked to come prepared. This helps staff to make immediate determination of eligibility and al-lows more households to be assisted. Those interested in apply-ing for the Utility Assistance grant, must bring with them their most recent electric and gas billing statements (paid or unpaid) and the following documentation for all household members:• Most recent utility bill(s). members.” stated Jamie Wolgast, College for Kids Program Coordinator. “Because of their financial assistance, our program has grown over the years and will continue to provide fun, summer learning experiences for our local kids.” Desert Critters is the theme for the 2015 College for Kids hands-on summer program happening at the CAC Aravaipa Campus. Classes began last week and already have enriched the lives and minds of those attending. Fifty children, exiting grades two through six, have had the opportunity to study the critters so often found in our local deserts up close. The first day included owl pellet dissections and last Thursday, kids were bused to the Oracle State Park to participate in Environmental Education. The closing ceremonies for the camp will take place on Thursday, July 16, at 12:30 p.m. in the Cafeteria of the Aravaipa Campus (80440 E. Aravaipa Road, Winkelman, AZ 85192).
