FRIENDS OF MCB
If you enjoy cricket, perhaps as a player, former player, official or administrator, Friends of
MCB offers a way to increase your enjoyment whilst at the same time helping to promote
recreational cricket in Middlesex – especially youth cricket.
Started in 1995 as Friends of MCU, there are now many Friends who support MCB in its
endeavours to promote and improve recreational cricket in Middlesex.
For a small annual subscription Friends receive a copy of this Handbook, regular electronic
correspondence, and the opportunity to attend MCB cricket matches, social events and the Annual
General Meeting.
Cricket matches include the MCB 50+ XI‟s, the 20 over Knockout Championship Final and
the Indoor Six-a-Side Final.
Friends who attend home games of the MCB Over 50‟s 1st XI are invited to vote for an MCB
Man of the Match, who receives a trophy donated by Friends.
Becoming a Friend of MCB provides the opportunity to meet other Friends, players and
administrators and to exchange views and put the cricketing world to rights in convivial
surroundings.
Membership of Friends of MCB costs just £10 annually or £9 if paid by standing order. To

How to Join MCB

The constitution of the England and Wales Cricket Board (ECB) requires that clubs (ororganisations fielding a cricket team)
who wish to become Members of ECB must do so via affiliation to the County Board in which their main ground is located.
However, ECB allows any club whose primary affiliation is to one County Board also to affiliate to an adjoining County
Board. No further payment to ECB is required, but the fee of the additional County Board must obviously be paid.
No national competition or championship may be entered by any club or its members in more than one county.
MCB 2010 Subscription

The annual subscription comprises an amount per team for the maximum number of teams fielded on either Saturday or
Sunday, i.e. if a club fields three Saturday elevens and two Sunday elevens, the fee is for three teams.
The subscription for one team is £25.00 if paid by 1st July; of this, £10.00 is notified to ECB. If paid after 1st July, the amount
payable is £30.00. The amount payable for additional teams is shown below; in each case, the figure bracketed is the amount
due if not paid by 1st July.

ECB’s Insurance Schemes _____________________________________________________________________________________________________
Each year more and more clubs take
advantage of their ECB affiliation to
benefit from these schemes; there are
now more than 3,500 clubs participating.
One scheme, ExtraCover, is underwritten
by Allianz Cornhill, and provides
comprehensive cover for Public Liability
and Employer‟s Liability, Personal
Accident Benefit for players, umpires and
bona fide club members whilst engaged in
club activities, and All Risks Cover for
club property, buildings and machinery.
A separate section of the policy is
available offering Legal Protection on a 24
hour commercial legal advisory service
basis, to ensure that a club and its
officials are in a position to employ a
solicitor to enforce their rights or defend
an action brought against them in
connection with cricketing activities.

Revenue, Book Debts, Employers
Liability, Public and Products Liability,
Money, Theft by Club Official,
Deterioration of Stock and Personal

Club secretaries are strongly urged to
exercise great caution when obtaining
insurance. Terms and conditions of
policies offered by individual companies
vary considerably, and the exact extent of
cover may only become apparent when a
claim is made, sometimes with
unsatisfactory results.

Articles of Association of
the Middlesex Cricket
Board Approved: 5-12-96, amended 8-12-99, 12-12-01, 04-12-02, 10-12-03, 14-02-07 and 06-03-08. The Middlesex Cricket Board (MCB)
is the governing body for recreational
cricket in Middlesex. (See Appendix 1)
1. Aims
To promote the game of cricket at all
levels through partnership of the
professional and recreational cricketing
bodies and other appropriate agencies in
Middlesex.
2. Objectives
2.1 To act as the governing body for
recreational cricket in Middlesex.
2.2 To co-ordinate the work of all the
differing individual cricketing agencies in
Middlesex ensuring that adequate
channels of communication are in place
and that the best possible use is made of
the resources available.
2.3 To implement in Middlesex, the
various aspects of National, Regional and
Local Development Plans.
2.4 To represent Middlesex in the
formulation and implementation of
National and Regional cricketing policies.
2.5 To introduce the game of cricket as
widely as possible from primary school
age upwards throughout Middlesex,
ensuring that personnel, facilities and
youth cricket structures are in place to
enable young cricketers to enjoy the
game and fulfil their cricketing potential.
2.6 To ensure that equity is incorporated
across all aspects of the Board‟s
development. Sports equity is about
fairness in sport, equality of access,
recognising inequalities and taking steps
to address them. It is about changing the
culture and structure of sport to ensure it
becomes equally accessible to everyone
in society (see Appendix 2).
3. Membership
Membership shall be open to:
3.1 Cricket clubs operating in Middlesex.
3.2 Cricketing associations, being
organisations either in membership of the
Middlesex Cricket Union (MCU) at 30-9-
96, or elected to membership under
Art.8.1.
4. Rights of Members
4.1 To act by a representative nominated
by it for the time being under Art. 5.1;
and if such representative is unable to
attend any General Meeting the Member
may appoint another of its own members,
or any Member of the board of the MCB
(the Board), to represent it, and it is
declared that if a Member of the Board is
nominated to speak and vote for more
than one Member, (a) each of them is
present by him and (b) he may cast votes
on behalf of each of them only as directed
in writing.
4.2 To propose or second any individual in
membership of a Member club or
association for election to the Board.
5. Duties of Members
5.1 To notify the Secretary in writing of
the name, address, and telephone
number(s) of its nominated
representative, to whom communications
sent by post shall be deemed to have
been received by the Member 96 hours
after posting.
5.2 To pay its annual subscription (to
include any National affiliation fee), which
is due on 1st January each year, or, in the
case of a Member elected in that year,
within 28 days of election.
6. Annual General Meeting (AGM)
6.1 28 days notice in writing and the
Agenda of each AGM shall be sent to the
nominated representative for the time being of each Member.
6.2 The AGM shall ordinarily be held by
the last day of February and the agenda
shall include:
6.2.1 Accounts for the previous financial
year ended 30th September;
6.2.2 Subscription Rates and a proposed
Budget for the current financial year;
6.2.3 Report of the Board to Members;
6.2.4 Nominations for election to the
Board and for Honorary Life Members.
6.3 Conduct of the AGM:
6.3.1 The Chairman, or failing him the
Vice-Chairman shall chair;
6.3.2 Voting on contested elections shall
be by secret ballot;
6.3.3 Other business shall include
Matters Arising on the Accounts,
Subscription Rates, Budget and
Report; the discussion of any motions
of which due notice has been given
under Art. 13.1.
7. Special General Meeting (SGM)
7.1 The Board may convene a SGM at
any time on sending the Agenda, to
include any written matter requiring
consideration, on 28 days notice as above.
7.2 A SGM shall be convened by the
Board at the request of not less than 20
Members acting in concert, who shall
send with their application the motions to
be submitted at the SGM which shall be

held not later than two months after the
initial lodgement with the Board.
7.3 The Chairman, or failing him, the
Vice-Chairman shall chair.
8. The Board
8.1 The Board shall be responsible for; (a)
the election and re-admission of
Members; (b) the overall conduct of MCB
affairs between AGMs.
8.2 With the unanimous support of the
full Board, the MCB can apply for
membership and become and be a
member of the England Cricket Board or
any other body set up to co-ordinate
domestic cricket.
8.3 Composition of the Board which shall
comprise the following members:
8.3.1 Middlesex County Cricket Club will
nominate the Chairman of MCB and up to
three other members of the Board.
8.3.2 A schools representative will be
nominated by the Schools Cricket
Association of Middlesex, or another
recognised schools cricket organisation in
the County.
8.3.3 A representative of the Middlesex
County Cricket League.
8.3.4 A representative of the Women‟s
Cricket Standing Sub-Committee.
8.3.5 Representative(s) of the MCB
Development Operations Management
Group.
8.3.6 Vice-Chairman of MCB
Treasurer of MCB
Secretary of MCB
Chairman of the Cricket
Standing Sub-Committee
Chairman of the Facilities
Standing Sub-Committee
Chairman of the Publicity &
Sponsorship Standing Sub-
Committee
8.3.7 It shall be the duty of any Sub-
Committee Chairman who is unable to
attend a meeting of the Board, to secure
the attendance thereat of a nominee from
amongst the members of the Sub-
Committee, who shall, in the Chairman‟s
absence, be entitled to speak and vote.
8.4 The posts listed in 8.3.6 will be
elected by Members at an AGM each to
serve for 3 years and will remain eligible
for re-election. Two posts will come up
for election each year by rotation.
8.5 Meetings of the Board will also
include nominated staff employed by the
Board (see 8.3.5) who, at the discretion of
the Chairman, may be entitled to vote.
8.6 The Board may fill any casual vacancy
and can co-opt non-voting participants to
the Board as and when it sees fit.
8.7 The Board may put motions to amend
the Articles of Association to an AGM or
SGM.
MIDDLESEX CRICKET BOARD 9. Honorary Life Members
9.1 The Board may nominate Honorary
Life Members for appointment by the
AGM. (See Appendix 3 for current Honorary Life Members).
9.2 The maximum number of Honorary
Life Members at any one time shall be
six.
10. Standing Sub-Committees (SSCs)
10.1 All interested cricketing agencies
will be asked to submit their case for
representation on the various SSCs along
with names to fill the posts. The Board
will review these applications and appoint
the members of the SSCs.
10.2 As soon as possible after each AGM,
the Board shall review the composition of
the SSCs. Members of SSCs shall hold
office until the first Board meeting after
the subsequent AGM.
10.3 Any written request made by a
cricketing agency for representation on
an SSC will be considered by the Board at
its next meeting.
10.4 The Board may appoint further Sub-
Committees as need arises. Any such
Sub-Committee shall be chaired by a
member of the Board.
11. Finance
11.1 The Treasurer shall ensure that
proper accounting records of MCB are
maintained.
11.2 The Board shall maintain such bank
or other like accounts as it deems
necessary.
11.3 Any monies deemed by the Board to
be available for investment may be
invested by them in the purchase of or at
interest upon the security of such property,
stocks, funds, shares, securities or other
investments considered to be appropriate
and whether interest bearing or not.
11.4 The income and property of MCB
shall be vested in the Board, such income
and property to be applied solely towards
the promotion of the aims and objectives
of MCB as set forth in Arts.1 & 2, always
provided that:(a) no portion thereof shall
be paid or transferred directly or
indirectly by way of bonus or otherwise
by way of profit to any person; (b) nothing
herein shall prevent the payment in good
faith of reasonable and proper
remuneration to any person in return for
services actually rendered to MCB; (c) no
Member of the Board shall be appointed
to any salaried office of MCB.
11.5 MCB may participate in the Direct
Debit Scheme as an Originator for the
purpose of collecting subscriptions and
may accordingly enter into any indemnity
required by the Banks upon whom Direct

Debits are to be originated.
11.6 The Board shall set the annual
subscription of each Member Club so as
to include any National affiliation fee;
11.6.1 The Board may allow an incentive
by way of discount for Members which
pay by Direct Debit;
11.6.2 The Board may fix a disincentive
by way of surcharge for Members in
breach of Art.5.2.
11.7 A Member failing to pay its
subscription by 30th September shall be
deemed to have then resigned and shall
not be re-admitted to Membership until
that subscription plus a re-admission fee
shall have been paid.
11.8 The Accounts of MCB shall be
prepared annually and be made available
at the Annual General Meeting in
accordance with Article 6.2.1.
12. Resignation by Members
Members may at any time resign by
Notice in writing delivered to the
Secretary provided that resignation after
the AGM shall not affect its liability for
the ensuing year‟s subscription.
13. Nominations and Resolutions
13.1 Nominations by Members of
members for election to the Board must
be seconded, be accompanied by the
member‟s consent to serve if elected, and
be received by the Secretary not later
than 31st December. The same timelimit
shall apply to: (a) any motion
concerning subscription rates, which shall require the support of not less than ten
Members; (b) any motion to amend this
Constitution, which shall require the
support of not less than twenty Members.
14. Quorum and Voting
14.1 Save on a motion to amend these
Articles of Association, which shall
require a two-thirds majority of Members
present and voting, voting at all meetings
shall be by simple majority, the Chairman
having if necessary a casting vote.
14.2 The quorum for meetings shall be:
(a) for Board Meetings a quorum of one
third of its current membership; (b) for all
Standing and other Sub-Committees a
quorum of one third of current
membership, but not less than three
members.
For all other meetings no quorum is laid
down.
15. MCB Colours and Badge
15.1 To be decided by the Board.
16. Dissolution
In the event of the dissolution of MCB, all
available assets, after discharge of
liabilities, shall be distributed as seen fit
by the Board for the benefit of
recreational cricket in the county of
Middlesex.
17. Interpretation of Rules
17.1 The Board is the sole authority for
the interpretation of these Articles and
the Regulations made by it from time to
time.
17.2 The decision of the Board upon any
question of interpretation of any matter
affecting MCB, and not provided for by
these Articles, will be final and binding on
the Members.
Appendix 1
The county of Middlesex embraces the
Boroughs of Barnet, Brent, Camden,
Ealing, Enfield, Hackney, Hammersmith
and Fulham, Haringey, Harrow,
Hillingdon, Hounslow, Islington,
Kensington and Chelsea, City of London,
Richmond-on-Thames, Tower Hamlets,
and the City of Westminster.
The above definition of the county of

The ECB has teamed up with The Institute of Groundsmanship to provide a programme of progressive training courses for the management of cricket pitches.
The scheme consists of three levels of structured training offered in four courses (or combined in a single five-day course):

Coach Education Courses 2010/11

Middlesex Cricket Board is responsible for delivering all coach education courses below UKCC3, this includes
introductory courses such as Introduction To Cricket and Cricket Young Leaders, UKCC1 Coaching Assistant,
UKCC2 Coach Award and specialist courses such as Working In Schools and Cricket For Teachers within the
county.
These courses are delivered during the close season starting in October and running through to April, the
majority of courses are delivered at the weekend, though some courses are scheduled during school holidays
and over bank holiday weekends.
In order to ensure that courses are delivered in conjunction with Middlesex Cricket Boards Strategic Plan the
majority of places are allocated after considering the need of the organisation that has nominated that candidate.
Priority is given to Focus Clubs either already Clubmark Accredited or currently working towards this
accreditation, with special consideration given to clubs delivering a Chance To Shine project. All efforts will be
made for other affiliated clubs and partner organisations to access places as long as they are delivering cricket in
a organised and compliant manner that compliments the Strategic Plan.
The Winter 2010/11 Programme will be published in May 2010 and will be posted on the relevant section of our
website and distributed to clubs through the usual channels. Applications can only be made by an organisation
and not by individuals and payment will be expected to be made as soon as a place is allocated.
COURSE OUTLINES
UKCC1 Coaching Assistant Award
This course is intended for coaches who will be assisting a senior coach and prepares candidates to work with small groups using games and drills to develop technique. The course comprises four 3-hour modules delivered over 2 weekends with the assessment plus multiple-choice test paper on the third weekend. This is an enjoyable course that will prepare candidates as assistant coaches and provides valuable learning for anyone who is new to coaching regardless of playing ability.
UKCC2 Coach Award
There is a particularly high demand for this excellent course that will give coaches all the necessary skills to be a considerable asset to colts clubs, it is a huge benefit for candidates to have already completed the UKCC1 Coaching Assistant Award before embarking on this course.
This course involves four full days of tutoring plus 10 hours supported practice requiring written session planning and evaluation. Assessment takes place after this supported practice has been completed and the session plans and evaluations form part of this assessment process. Supported practice will begin mid way through the course and where possible candidates will be offered the opportunity to undertake this on courses run by MCB throughout the County.
Candidates for Level 2 need to be aware of the commitment they will be making. This is an onerous schedule but one that is designed to encourage all candidates to complete the process. For the autumn course, priority will be given to candidates who have access to an indoor training facility for their supported practice. PLEASE NOTE THAT THE SUPPORTED PRACTICE MUST BE SKILLS SESSIONS AND NOT NET PRACTICE.
Coach Development Workshops /Club Coach Award These are valuable learning for all ECB Level 2 or UKCC2 coaches, they can be undertaken simply as additional development or you can opt to be formally assessed to obtain ECB Club Coach status.

Kwik Cricket ____________________________________________________________________________________________________
Kwik Cricket kits comprise two bats, two
balls, two stump sets and a holdall. They cost
£44.99 (inc. delivery), however schools
introducing cricket or clubs starting a junior
section may obtain a free kit courtesy of the
Lord's Taverners.

Development Team.
The Primary Schools Cricket Tournament, is
organised by borough across the county,
leading to a finals day for the borough winners
in the last week of June. County winners
progress to regional and national stages, with
the finals arranged for July 16th at Headingley.
Schools wishing to take part should speak to
their borough cricket coaching contact (see
page 5) or the Competitions organiser – Rory Coutts-
Local competitions are also held for Year 5
children progressing to a County final, and for
girls‟ teams, with a National final at
Headingley on July 15th.
Inter Cricket ____________________________________________________________________________________________________
Inter Cricket is a form of the game aimed
particularly at Secondary school children
in years 7 and 8. The concept embraces
more of the characteristics of hardball
cricket, introduces coloured clothing and
equipment, and can be played both indoors
and outdoors. An indoor competition for
schools at U-13 level was staged around the
county between January and March 2009.
Equipment bags costing £150 can be
obtained from Readers in Kent; contact one
of the Middlesex Development Team for
information. Descriptive brochures are
available from MCB.
Urban Cricket ____________________________________________________________________________________________________
Urban Cricket is an exciting grassroots initiative
run by npower and ECB. It is aimed at children
7-12 years old. The ethos of urban cricket is
simple – get out there and play. The project
aims to introduce the game to a new young
audience, and encourage children to actively
participate in sport. The principle behind urban

• It‟s the opposite of village cricket
• Uses a tennis ball covered in tape to make it
behave like a cricket ball but without the
risk of damage to people or property
• It‟s a fast moving game like five-a-side
football or basketball with a game completed
in twenty minutes
Why?
• Kwik Cricket has successfully repackaged
the game for young children. Tapeball
cricket is simple – the chance to play the game
anytime, anywhere. Last year there were 60,000
urban cricket kits made available to youngsters
across the UK. The free kits comprise of a
plastic bat and tennis ball with tape in an easy to
carry case – no rules, no pitch, no teams, just
you and your mates!

use astroturf football pitches
• Tapeball Cricket is ideal for playing under

recreational cricket.

It is important to bear in mind, however,
that the normal (and ever-rising) costs of
club and youth cricket need to be met
from subscriptions and fund-raising
activities; external funding is rarely
available for such expenses.
FUNDING SPORT IN THE
COMMUNITY
Sport England Small Grants Programme:
You can apply for any sum from £300 to
£10,000 but the total project cost cannot
exceed £50,000. The Sport England Small
grants Programme has been set up to
support local community sport projects
which seek to increase participation, sustain
participation or develop opportunities for
people to excel at their chosen sport.
This might be help a cricket club expand its
age range by helping it to buy extra kit or pay
additional coaching fees. It can also be
used to work together with local partners
to get more young people playing the game.
It is open to any bona fide not-for-profit club
or association, statutory body or educational
establishment.
Themed rounds - projects which meet the
criteria within a given themed round,
which will change two or three times per
year. Up to £30m with grants of over
£10000 to grow and sustain participation
in community sport.
Innovation Fund - £5m will be provided in
grants of £10000 or more to a limited
number of large projects, which identify
and pilot new ways of promoting and
supporting grassroots sport.
Sportsmatch - £3m will be available for
grants of a minimum of £500 (schools) or
£1000 (clubs and other organisations) to
match funding received from the private
sector for approved projects.
An additional amount of £10 million per
year of capital funding will be invested in
projects that promote a sustainable
approach to community facilities. This
capital funding will be on top of the
facilities funding awarded to national
governing bodies of sport such as ECB.

FOUNDATION FOR SPORTS
AND THE ARTS
This is an independent discretionary
Trust funded by the Football Pools
Promoters Association, which provides
grants particularly where they are of
benefit to the local community.
Grants can be up to £50,000 but the
majority fall within the £1,000 to £30,000
range, for either capital or revenue funding.

SPONSORSHIP
Large companies tend to favour
sponsorship on a national or at least
regional level. Smaller companies may
consider sponsorship on a local level, but
it is important that approaches are made
in a professional manner, backed by full
information (including an indication of
benefit to the company involved).
Advice is available from The Sports
Sponsorship Advisory Service of the
Central Council of Physical Recreation,
who publish a useful booklet The Search for Sports Sponsorship, and from “Marketing your Club”, a booklet produced by ECB
and available from the MCB office.
SPORTSMATCH
This is a Government business
sponsorship scheme, whereby monies
received by “organisations concerned
mainly with sport or physical recreation”
are matched by the Government on a
pound-for-pound basis.
The aim is to encourage first-time private
sector or business sponsors, or existing
sponsors contributing additional money, to
subscribe any sum between £1,000 and
£50,000.

independent of the national organisation,
and may provide small grants or lowinterest

LOCAL AUTHORITIES
County, City, Borough, District and Parish
councils usually have departments
dealing with recreation and leisure.
Grants may be made where money is
available, and where the appropriate
criteria are met. Support of ECB or the
County Board is important.

Council offices, or MCB‟s Facilities Subcommittee
may be able to help.
CHARITABLE TRUSTS
There are a great many charitable trusts
– from national charities to small local
trusts – with funds to allocate to projects
which meet their own specific criteria and
budgets. Addresses of local trusts are
available from libraries, local authorities
or citizens advice bureaux.
SPECIFIC AID FOR YOUTH
CRICKET
Two organisations will consider
applications specifically involving youth
cricket:
Lord’s Taverners Foundation will
consider applications from clubs or
schools for grants towards non-turf
batting „ends‟ (up to £2000), nets and net
systems (up to £1,000) and non-turf
pitches (up to £3,000). The maximum
grant for any one application is £6000.
Youth Cricket Equipment and Kwik
Cricket Bags are also available.
Application forms can be downloaded
from the Lord‟s Taverners website
www.lordstaverners.org then click on
“Charity” and then ”Youth cricket”.
Applications must be endorsed by the MCB
– please return forms to James Keightley.
ADMINISTRATION
Middlesex County Cricket Club Centenary Youth Trust
The Trust has widened the scope of
projects that it will consider supporting,
with the underlying aim of increasing
opportunities for youngsters to play
cricket.
The list of eligible projects is:

pages cover all the above and more,
including ECB grants available to Clubmark
accredited clubs, and loans for those
affiliated clubs running a junior section.
