CLUB INFORMATION PACK

2017-18

Hamilton Cricket Association Facebook Competitions

Hamilton Cricket will this season hold three photography competitions on our Facebook page. These

will run on a monthly basis throughout the summer.

Our three categories are:

- Club

- Junior

- Twilight

This will begin in November, when prizes will be awarded, and total prizes of $150 will be available

per month per competition. How this will be divided (i.e. one winner, or split between first and

runners up) will be decided closer to the time, as will a decision on the judging panel who will decide

this. Prizes will likely be for places like Rebel Sport or Lonestar. (For Junior and Twilight, who have

the same prize values going, prizes will be for similar places for Junior, and the Eastside Tavern for

Twilight.)

Please note that as we want to have engagement with our junior and grassroots communities, it is

for amateur photographers only. Although those with professional photography experience are

welcome to send in photos, we cannot accept those for prizes.

To enter, simply submit your photo or photos to us through our Facebook page, either by private

messaging the page or posting on our wall. We’ll have all photos shared on our page as they come

in, and prizes will be awarded at the end of the month.

LAWS & REQUIREMENTS

Preamble to the Laws:

The Spirit of Cricket

Cricket owes much of its appeal and enjoyment to the fact that it should be played not only

according to the Laws, but also within the Spirit of Cricket.

The major responsibility for ensuring fair play rests with the captains, but extends to all players,

umpires and, especially in junior cricket, teachers, coaches and parents.

Respect is central to the Spirit of Cricket:

Respect your captain, team-mates, opponents and the authority of the umpires.

Play hard and play fair.

Accept the umpire’s decision.

Create a positive atmosphere by your own conduct, and encourage others to do likewise.

Show self-discipline, even when things go against you.

Congratulate the opposition on their successes, and enjoy those of your own team.

Thank the officials and your opposition at the end of the match, whatever the result.

Cricket is an exciting game that encourages leadership, friendship and teamwork, which brings

together people from different nationalities, cultures and religions, especially when played within

the Spirit of Cricket.

HCA Club Standards 2017-18

The Board of the Hamilton Cricket Association would like to wish all of our clubs the best for the

2017-18 season.

There are some matters that we want to bring to all clubs attention.

Care and Respect for Grounds

The HCA is in constant communications with the Hamilton City Council about improvements to the

grounds that we play on. All clubs must ensure that their teams show due care and respect for

grounds.

• Be respectful and courteous to all users of the council’s grounds.

• Be responsible for all rubbish created over the course of the day and leave grounds and

changing rooms in the same state or better.

• Always use toilet facilities provided. It is not acceptable to urinate outdoors in council

parks.

Teams and players that do not abide by these guidelines should expect to face penalties under our

code of conduct.

Playing Standards

It is important that teams in all grades make an effort to maintain playing standards. These

standards exist to ensure the quality and enjoyment of the game for all players and spectators.

Sportsmanship – Player behaviour has a major impact on the enjoyment of the game for all

participants. Please ensure that players conduct themselves on the field accordingly.

Standard of dress – It is the expectation of the HCA that all teams will present themselves well on

the field. At a minimum all players should wear the same coloured shirts. Tracksuit pants and jeans

have no place on the cricket field.

Over Rates – All grades have over rates listed in their playing conditions. Captains have the

responsibility for ensuring that over rates are maintained over the course of the days play. Late

finishes are a constant complaint across all grades – but this issue can only be addressed by the

teams.

Scoring – Both captains must take responsibility for games being scored correctly and confirming the

result of the game at its completion.

Over the course of the season the HCA board will be at the grounds monitoring team behaviours and

standards.

HCA Club Requirements 2017-18

All Grades

CricHQ

- All players must be registered in CricHQ in order to play. We realise that in some cases

late call ups/ring-ins will not be able to be registered in time and exceptions will be

made in these situations.

- All club cricket must now be scored through CricHQ. This is done by the team named

first in the online draw. This can either be done through electronic scoring, or through

manually adding the scoresheet into the CricHQ system after the match has finished. We

strongly encourage clubs to use the electronic scoring system, as this puts much less

burden on teams and reduces the likelihood of error in submissions. This will also

provide Duckworth Lewis calculations.

- Premier: Results must be in by 10.00am the following morning. Please note that this

includes Day 1 of two-day matches, with Day 1 results required by 10.00am the

following morning.

- Senior A, B & C: Results must be in by 6.00pm Sunday for Saturday matches. In the

event that there is a technical issue with CricHQ, please ensure that an email explaining

this has been sent to [email protected] before 6.00pm Sunday.

- Please note that for two-day games in Senior A & B grade, results only need to be added

after the conclusion of the match (i.e. only after day two if a match is not complete after

day one).

- Umpires & Captains Reports: CricHQ’s reporting system will be mandatory for all

matches involving an official umpire. This is required to be submitted by the same

deadline as CricHQ results: 10.00am the following morning for Premier, and 6.00pm the

following evening for Senior A, B & C. Reporting is not required when there are no

official umpires appointed.

- Failure to enter: Failing to submit a CricHQ result will result in a $150 club fine or 4-point

deduction. Failing to enter a captains report will be a $150 club fine.

- Please note: from next season, it will be compulsory that all matches are scored on a

device. This means the manual scorecard entry will not be used.

Covers

- The team named second in the online draw is to ensure covers and scrim are removed

and stored appropriately during each day’s play. At the conclusion of a day’s play, covers

are to be returned to storage sheds and folded correctly.

- Visit http://www.hamiltoncricket.co.nz/resources/ for instructions on how to fold covers

correctly.

- All pins must also be returned to the storage shed.

- Captains are responsible for ensuring that covers and scrim are fixed down/folded

appropriately, and allowed to dry during play.

- Under no circumstances are players allowed to run over covers in spikes. This will result

in a $150 club fine. If the covers are damaged by spikes, the cost of replacement or

repair will be paid by the club responsible.

Grass Blocks

- Teams are not to warm up or practice on any part of the grass block.

Premier T20

Games will again be played on Tuesday evenings throughout January/February.

- Clubs are to supply balls (White 156g Kookaburra, Regulation, Club Match or Senator).

- All teams are required to play in appropriate coloured clothing.

- All batters and wicketkeepers are to wear appropriate coloured pads/clads.

- Results and reports are to be submitted via CricHQ by 10.00am the following morning.

Senior A & B T20

Games will be played on Saturdays for Senior A, and on Sundays for Senior B.

- CricHQ requirements for Senior A are identical to other Saturday matches: 6.00pm

Sunday.

- For Senior B, this becomes 6.00pm Monday.

HCA Cancellations Procedure

FRIDAY CANCELLATION

Only in extreme circumstances is Saturday club cricket to be cancelled on Friday.

Procedure to be followed:

• The General Manager (GM) is to contact Cricket Committee members to seek

advice.

• If ground inspections are required, the GM is to organise with whoever can

attend from the Cricket Committee.

• If the agreement is to cancel Saturday club cricket, the GM is to notify clubs and

team captains by text, and publicise via the HCA Facebook and website.

SATURDAY CANCELLATION

On Saturday, if weather has been inclement leading into the weekend, selected Cricket

Committee members are to assemble at Galloway Park by 8.00am.

Procedure to be followed:

• Determine whether play should be cancelled for the day.

• Determine whether play is to be deferred until a given time for reassessment or

commencement of play.

• Umpires are to be notified if play is cancelled, and team captains are also to be

notified by text.

• Umpires and team captains are to be notified by text if play is deferred, and A-C

grades are to be advised when play can commence.

• Official umpires are to determine the commencement of play in Premier grade.

Placement of covers during the week can commence on Tuesday evening for Representative

fixtures.

Placement of covers during the week can commence on Wednesday evening for club

fixtures. All wickets should also have scrim to assist with keeping the wickets dry.

The Hamilton Cricket Association Code of Conduct

1. Rules of the Code:

Players must not indulge in “unacceptable behaviour” on any part of a cricket ground, including the

field of play. Without limiting the generality of the term examples follow:

• A player assaulting or attempting to assault an Umpire

• A player abusing an Umpire or disputing his decision, or reacting in an obviously provocative or disapproving manner towards an Umpire.

• A player using crude or abusive language, or engaging in conduct detrimental to the spirit of the game.

• A player using crude or abusive gestures.

• A player assaulting, attempting to assault, or abusing another player i.e. sledging

• A player assaulting, attempting to assault or abusing a spectator

Players or officials (unless authorised by the Association) must not make any public announcement

or media comment or engage in any act, omission or conduct prejudicial to the interests of cricket or

which may bring the game of cricket or any cricketer or group of cricketers into disrepute.

2. Eligibility to lodge a Report:

The following persons may submit a written report if they are present at the time and have observed

an alleged breach of the code:

Official or player Umpires

General Manager; Development Officer and Board Members

Team managers, if officially appointed or team members.

Any official match observer/ Referee if appointed

General Public

Hamilton City Council

3. Judicial Committee:

The Board may appoint a Judiciary to hear any allegation if the alleged offender disputes the

allegation.

4. Reports Procedure:

Where any person mentioned in Section 2 wishes to prepare a report of an alleged breach under

section 1 he/she shall inform the Association at the earliest opportunity and complete a written

report which must be received at the office no later than 24 hours after the days play in which the

alleged incident occurred.

The Association will as soon thereafter as possible advise the player/s and his club that a report has

been lodged and if necessary arrange a date as soon as possible for the hearing. The Judiciary will

determine who will attend the hearing and may request attendance of the initiator of the report, an

official representative of the club (preferably being an observer of the incident); the player/s

reported and any other persons thought fit to preserve the course of a fair and just hearing.

The judiciary will hear and decide on the report in a manner which accords with the principles of

natural justice and which best ensures a fair and prompt determination of the alleged breach of the

code.

The judiciary shall give reasons in writing for its decision and deliver said within 7 days of the hearing

to the offender and associated club.

The judiciary shall communicate its decision to the player/s concerned and the initiator of the report

of its decision within 24 hours of the hearing.

The Association will ensure that full details of the report, the hearing procedures adopted, the

decision and the reasons therefore are recorded in the register of reports.

5. Penalties:

Where a player has been found guilty of a breach of the code, the judiciary may impose any penalty

it thinks fit, including debarring a player, team or club from participating in club matches conducted

by the Association for any length of time, forfeiture of points (whether for the match in question or

otherwise) or a monetary fine. Suspension may be for a number of matches or a definite period and

shall take effect immediately following the decision to suspend and shall apply to any fixtures under

the control of the Association, including representative fixtures.

If any player is found to be in breach of the code for a second time the judiciary must impose a

penalty in a higher category than that imposed for the first offence.

6. Register of Misdemeanours and Penalties:

Without limiting the generality of the terms misdemeanours and unacceptable behaviour the

Hamilton Cricket Association will use the following guidelines to impose penalties for matters bought

before the Association regarding conduct of players. It also needs to be recognised that for any

additional breach of the code by any player the Association must impose a penalty in a higher

category than that imposed for the first offence.

Level 1 offences

1. Showing dissent at an umpires decision during a match

(a) Obvious disappointment with, or challenge to, an umpires decision

(b) An obvious delay in play, or leaving the wicket

(c) Shaking the head to indicate challenge to the decision

(d) Pointing or looking at the inside edge when given out LBW

(e) Pointing to the pad or rubbing the shoulder or giving any other indication the

decision is challenged when caught behind

(f) Snatching the head wear/ garment from the umpire whether in petulance or as a

challenge to the umpires decision

(g) Requesting a referral to the TV umpire

(h) Entering into any debate with the Umpire about his decision

2. Using language or a gesture that is obscene, offensive or insulting during a match

(a) Loud or repetitious swearing

(b) Obscene gestures or conduct which is/are not directed at another person, such as

swearing at one’s own poor play or fortune. This offence is not intended to penalise

behaviour which may be regarded as trivial.

3. Excessive appealing during a match

(a) public criticism of, or inappropriate comment in relation to an incident occurring in a

match or any player, team official, match official or team participating in any match,

irrespective of when such criticism or inappropriate comment is made.

(b) where the facts of the alleged incident are not adequately or clearly covered by any

of the above offences, conduct that either is contrary to the spirit of the game or brings

the game into disrepute

Level 1 indicative penalties = suspended sentence for up to one year

Level 2 offences

1. Showing serious dissent at an umpire’s decision during a match

(a) serious public criticism of, or inappropriate comment in relation to an incident

occurring in a match or any player, team official, match official or team participating in

any match, irrespective of when such criticism or inappropriate comment is made.

(b) inappropriate and deliberate physical contact between players in the course of play

during a match

(c) charging or advancing towards, or challenging, the umpire in an aggressive manner

when appealing during a match.

(d) deliberate obstruction on the field of play

(e) throwing a ball or any other item of cricket equipment at or near a player, team

official, umpire, match referee or any other third person in an inappropriate and/or

dangerous manner during a match.

(f) using language or gesture/s that is seriously obscene, seriously offensive or of a

seriously insulting nature to another player, team official, umpire, match referee or any

other third person during a match.

(g) changing the condition of the ball in breach of law 42.3 of the laws of cricket

To illustrate but not be confined to, the following examples apply:

(i) deliberately throwing the ball into the ground for purposes of roughening it up

(ii) applying any artificial or non-artificial substance for any purpose other than

polishing the ball

(iii) lifting or otherwise interfering with any of the seams of the ball

(iv) scratching the surface of the ball with finger or thumb nails or any implement.

(v) attempting to alter the shape of the ball.

(h) any attempt to manipulate a match for inappropriate strategic, tactical or other

reasons.

2. Failure by a fielding team to meet the minimum over rate requirements contained in

HCA rules constitutes an offence under the code of conduct be the relevant team

captain.

3. Failure by the team captain to ensure that his team is on time at commencement of any

session and change of innings during a match.

Level 2 indicative penalties = 1 -3 week suspension

Level 3 offences

1. Intimidation of an umpire whether by language or conduct during a match.

(a) threat of assault on another player, team official, or any other person (including a

spectator) during a match.

Level 3 indicative penalties = 3-6 week suspension

Level 4 offences

1. Threat of assault on an umpire or match referee during a match

2. Physical assault of another player, team official, umpire, match referee or any other

person (including a spectator) during a match.

3. Any act of violence on the field of play during a match

4. Where the facts of the alleged incident are not adequately or clearly covered by any of

the above offences, conduct that either is contrary to the spirit of the game or brings the

game into disrepute.

Level 4 indicative penalties = 6 weeks to life ban.

7. Appeal:

There shall be no right of appeal.

8. Media:

Only the General Manager or an elected member of the judiciary is authorised to notify the media of

a report or any determination of a hearing.

The Hamilton Cricket Association Bylaws

1. Definitions

For the purpose of these Bylaws:

a) “The Association” means the Hamilton Cricket Association Incorporated. b) “The Board” means the management of Hamilton Cricket. c) “Club or Clubs” means any club affiliated to the Association. d) “Higher representative match” means any match in which a player is representing District or

Major Association or New Zealand (whether age group or otherwise) but shall not include a match where players are selected for an occupational group eg University or Armed forces.

2. Laws of Cricket:

The 2000 Code of the Laws of Cricket (including any revision) and the current New Cricket First Class

Playing Conditions shall apply to the association’s competitions unless such laws or conditions are

inconsistent with these bylaws.

3. Entry and Grading of teams:

After each Annual meeting the board shall nominate a date by which all clubs wishing to play shall

notify in writing to the Association of the teams the club wish to enter and in which grades. The

board shall determine in which grade each team entered shall compete, may divide any grade into

sections, and may at any time vary the grading of any team and the form of the competition.

Furthermore the board may impose criteria and responsibilities on clubs wishing to enter teams.

4. Qualification of players:

a) The Board has the right to permit or decline any person to play within the jurisdiction of the Association.

b) No club shall permit any players to play for a team in any Association competition until he has been registered as a member of that club.

c) No player shall be eligible to play more than one game conducted by the Association on the same day.

d) No player shall be eligible to play in a club final if they have not played one-third or more of the available playing days during the season in that grade, (rained off matches and T20 matches will not count). This rule applies throughout the grades; however the board will reserve the right to make allowances under extenuating circumstances.

5. Transfer of players:

a) No player may play for two clubs during the same season without transferring from one club to the other.

b) Any player may transfer from one club to another during the course of any one season on obtaining the consent of both clubs involved. Any transfer not receiving the consent of both clubs shall be submitted in writing to the board for its decision. It shall be the responsibility of the club to which the player is transferring to advise the Association of the change or of the failure of the clubs to agree to the transfer.

c) School pupils must obtain clearance from school in order to play club cricket. A copy of a written clearance must be presented to the Association.

6. Substitutions:

a) If a player has been selected to play in a higher representative match it shall be permissible for him to be replaced for a club match or part of a club match and for his replacement from another grade to be replaced but subject to the following conditions:

i. If a player is not out at the end of the first days play no continuation of his innings is allowed by the replacement player.

ii. The name/s of the player/s to be replaced and the/their replacement/s are to be provided to the opposition captain prior to the commencement of the days play.

b) Notwithstanding condition 6 (a) premier teams shall be allowed to replace three players on the second day of a two day match and five players may be replaced from any other division.

c) Notwithstanding anything in paragraphs (a) and (b), players may be substituted with prior consent of both captains.

d) Any member of a club who is selected for a higher representative match and who declines selection in such a match shall obtain approval of the board before playing in any club match in lieu of such a higher representative match.

e) No replacements are permitted during any club final.

7. Player absence (late arrival/s):

Premier teams must name their eleven prior to the match commencing by providing their team list

to the official umpires or opposing captain should an official umpire not be standing. On this basis

any named player who arrives late may play an immediate part in the game.

Senior A-C grades must notify the opposing captain of any shortfall in their numbers prior to

commencement of play. On this basis any player arriving late may play an immediate role in the

game.

It must be noted that:

a) The late arrival has not played in any other HCA fixture on that day apart from acting as a 12th man.

b) The captain advises the opposing captain of any 12th man commencing play at the start of the days play so that he may be replaced by a player arriving late.

8. Conduct of Matches:

The order of draw, points and playing times for matches shall be decided by the Board before the

commencement of each competition. The order in which teams meet shall be decided by lot unless

otherwise determined by the Board.

9. Grounds:

a) All matches must take place on the grounds and pitches allocated to them. Where grounds are affected by weather or other circumstances an HCA official may decide the time of commencement and the ground at which matches shall be held.

b) No match will be held on a ground which has been closed. c) Where no official umpires are present for a match and a dispute arises as to the playing

conditions, then any other official umpire or an official of the Association shall determine if and when play shall take place. If neither is available then play shall take place when both captains agree. The object is to play as much cricket as possible.

d) The condition of all parks and changing sheds are the responsibility of those clubs using the facilities. All parks and changing sheds are to be left in a tidy state using rubbish receptacles provided. Facilities are to be left secure and locked at the end of the days play. Failure to comply with this instruction will render teams liable for penalties as imposed by the board.

10. Balls:

All grades shall use four piece leather balls in accordance with the Associations ruling.

11. Lost balls:

In the event of play being delayed by reason of a lost ball, the match shall recommence after three

minutes at the request of either captain and no claim for lost time shall be allowed.

12. Trees:

If during any match a ball struck by a batsman hits any part of a tree within the boundary on the full,

it shall be deemed a six, and if not on the full, it shall be deemed a four.

13. Covers:

Teams shall be responsible for covers as specified in the playing conditions and failure to adhere to

those specifications will result in fines and/or loss of points.

14. Disputes and Complaints:

In the case of any dispute or complaint from any club, umpire or board member concerning these

bylaws or any match conducted by the Association, the required procedure shall be as follows:

a) The dispute or complaint shall be put in writing and shall clearly state all the facts.

b) In the case of a dispute or complaint from a club it must be signed by any two officers of that club.

c) The dispute or complaint must be lodged with the secretary within two days of when the matter actually occurred.

d) The Association shall immediately send a copy of the dispute or complaint to the other party. e) That party shall have the right to reply in writing to the Association within two days of

receiving notice from the Association. f) The board may impose any penalty it thinks fit including debarring a player, team or club

from participating in matches conducted by the Association for any length of time, forfeiture of points whether for the match in question or otherwise, or a monetary fine.

g) There shall be no right of appeal.

15. Right of delegation:

The powers or functions vested in the Board by these bylaws may be delegated to any person

appointed by the Board.

Summary of Law Changes for Clubs, 2017-18

After consultation with both the Northern Districts RTO, Lui Els, and Hamilton ATO, Mark Commins,

and in reference to the MCC’s published changes to the Laws of Cricket, the following are the most

relevant changes that will affect Hamilton club cricket.

Handled the ball is no longer a law. The wording from this has been merged into Obstructing the

field – this is now what reads under law 37.1.2:

The striker is out Obstructing the field if, except in the circumstances of 37.2, in the act of

receiving a ball delivered by the bowler, he/she wilfully strikes the ball with a hand not holding

the bat. This will apply whether it is the first strike or a second or subsequent strike. The act of

receiving the ball shall extend both to playing at the ball and to striking the ball more than once

in defence of his/her wicket.

As the MCC has written, “This will have no effect on whether a batsman is dismissed; rather, it is just

the method of dismissal that might be changed.”

How to score byes and leg-byes off no-balls has changed. Previously, a leg-bye or bye off a no-ball

was scored as multiple no-ball extras; for example, a no-ball plus two byes was noted as three no-

ball extras. This has changed so that only one no-ball extra will be counted, with byes and leg-byes

subsequently taken to be scored as a bye or leg-bye extra.

Substitute fielders may now keep wicket, with the consent of the umpires. According to the MCC,

It was felt that, if the original wicket-keeper was genuinely injured, then a substitute should be

allowed to take over, but that the umpires should control the situation to prevent abuse. A

substitute still cannot bowl, bat or act as captain.

There may be other changes to Law 24 around substitutes, but we need to wait for the NZC Playing

Conditions to be finalised first.

Run-out laws now give protection to a batsman whose bat bounces up after being grounded. This

means if you have grounded your bat beyond the popping crease, you are considered to be in,

irrespective of whether your bat bounces after this point. This also applies to stumpings. This now

means, given the previous law protecting batsmen whose feet had been grounded beyond the

popping crease, that as long as some part of the bat or person has been grounded, and the batsman

has continued forward momentum, an inadvertent loss of contact with the ground will not allow a

run-out.

Deliberate front-foot no-balls now result in immediate suspension. Just as deliberate beamers have

done in previous laws, deliberate front-foot no-balls – i.e. a bowler running through the crease to try

and intimidate a batsman by bowling closer to him – will now trigger an immediate suspension from

bowling. Laws have not changed for non-deliberate front-foot no-balls.

Law 41.15 now prevents the batsman from taking stance in a position where they will “inevitably

encroach on the protected area”. This is a complex rule, but the way it has been described by our

ATO and RTO is that it becomes a matter of whether your first forward movement will be into the

protected area. This does not stop you batting out of your crease, or from charging, but if you bat so

far outside of your crease that your forward defensive will step into the protected area, the Square

Leg umpire will immediately inform the batsman. Upon repeated offences, there are the same

penalties as for a batsman damaging the pitch (i.e. penalty runs apply).

Double bouncers are no longer allowed. The law change is simply that, instead of a no-ball being

called when a ball bounced more than twice between the popping creases, it is now a no-ball if the

ball bounces more than once between the popping creases.

Mankads are now possible up to the point where the bowler would usually release the ball.

According to the MCC summary:

This was previously Law 42.15 and is the Law that enables the bowler to run out the non-striker

before delivery. In the light of much publicity and controversy, this Law has been thoroughly

debated, with two changes being made:

• Extending the point at which the run out of the non-striker can be attempted to the instant at

which the bowler would be expected to deliver the ball. This will have the effect of keeping the

non-striker in his/her ground for longer.

• Changing the title of the Law, to put the onus on the non-striker to remain in his/her ground.

It is often the bowler who is criticised for attempting such a run out but it is the batsman who is

attempting to gain an advantage. The message to the non-striker is very clear – if you do not

want to risk being run out, stay within your ground until the bowler has released the ball.

The extension of the timeframe for the run out has been in place for some time in the

international game and the Law change is in line with this.

It’s worth noting that ‘the instant at which the bowler would be expected to deliver the ball’ means

that a bowler cannot continue his rotation to effect a Mankad; he would have to stop the arm and

move it backwards. Continuing the rotation takes you past the point at which the ball would be

expected to be delivered.

Catches off helmets (or any external protective equipment) are now possible:

A change has been made so that the ball can be caught after it strikes a helmet which is being

worn by a fielder or the wicket-keeper. With the wearing of helmets by wicketkeepers and

close fielders now compulsory at many levels of the game, it has been decided that a helmet

will be deemed as being part of the fielder’s person, meaning that a catch (or stumping) can be

taken after the ball has struck the helmet, or become lodged in it.

It's worth noting alongside this that fielders within seven metres of the batsman – except the slips

and gullies – are “strongly recommended” to wear a helmet, according to the latest NZC Helmet

Policy. (Please note: this is NZC’s October 2016 policy and is subject to change.)
