Albert Lea City Arena COVID-19 Preparedness Plan for Employee Group- Specific Measures

The ALBERT LEA CITY ARENA is committed to providing a safe and healthy facility for all our employees and visitors. To ensure that, the City has developed and implemented a COVID-19 Preparedness Plan and the Albert Lea City Arena COVID-19 Preparedness Plan – Employee Group – Specific Measures to mitigate the transmission of COVID-19 in our workplaces. Management and employees are responsible for implementing, complying with, and enforcing all aspects of this Preparedness Plan. Only through this cooperative effort can we establish and maintain the safety and health of our employees and visitors.

Our Preparedness Plan follows Centers for Disease Control and Prevention (CDC) and Minnesota Department of Health (MDH) guidelines, OSHA standards, and related organized sports guidelines related to COVID-19 and addresses:

Reducing the spread of COVID-19 in the workplace; Prompt identification and isolation of sick workers and workers exposed to sickness; Social distancing – employees and visitors must be at least six-feet apart; Employee hygiene and source controls; Workplace building and ventilation protocol; Drop-off, pick-up, and delivery practices and protocol; Communication and training; and Additional information.

All staff will be trained in decontamination, hand washing, and safety communication protocols.

Screening and policies for employees and visitors exhibiting signs and symptoms of COVID‐19

To help prevent the spread of COVID-19, employees and visitors will be required to complete a COVID-19 symptom health screening to determine whether they will be admitted to the building. No one suspected of being sick or symptomatic will be admitted to the building. All screening questions will be made available in other languages and pictorially.

Note: Several laws address the privacy of medical information. Nothing will be written down for employees or visitors who complete the screen. To assure compliance with these laws and to respect employee and visitor privacy, management MAY NOT reveal the name of the person who has reported COVID-19 symptoms or who has tested positive/negative. Management may share the employee/visitor name only with those who absolutely need to know, i.e. potential exposure to a person with COVID‐19. Should any Albert Lea City Arena employee or known guest be officially diagnosed with COVID‐ 19 Albert Lea City Arena Staff or assigned City staff will make contact by phone and by email any and all employees/visitors who may have been exposed.

Basic HygieneWash hands frequently with warm, soapy water for at least 20 seconds. All employees and visitors to the facility will be required to wash their hands prior to, or immediately upon entering the facility. Use hand sanitizer with at least 60% alcohol if soap and water are not available.

The City will provide alcohol-based hand sanitizers throughout the workplace and in common areas.

Cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow. Throw used tissues in the trash and immediately wash hands with soap and water for at least 20 seconds. If soap and water are not available, use hand sanitizer containing at least 60% alcohol.

COVID1‐19 “Cough and Sneeze” posters will be posted in numerous clearly visible common area locations around the facility.

Avoid touching your eyes, nose, and mouth with unwashed hands.

Clean and DisinfectRegular housekeeping practices are currently in place, including routine cleaning and disinfecting of general areas in the work environment, restrooms, break rooms, meeting rooms, locker rooms, door handles, elevator panels, railings, tools and equipment, etc.

Employees are expected to clean and disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones, work tools, equipment, etc. Dirty surfaces can be cleaned with soap and water prior to disinfection. Cleaning sprays and wipes will be provided to clean and disinfect frequently touched objects.

Public counter areas and other surface spaces will be regularly disinfected throughout the day. The frequency will depend on the traffic and level of usage.

Locker rooms and or meeting rooms in use will be disinfected after every event/rental. All locker room doors will remain open and left unlocked – DO NOT BRING VALUABLES. Locker room keys will not be issued.

The Arena will be immediately cleaned and disinfected if an employee becomes ill with COVID-19 or upon notification a visitor participating in an event has become ill with COVID-19.

Social (Physical) distancing Maintain a distance of at least 6 feet from other employees, patrons, customers, etc. The distance between employee and visitor interactions will be increased to at least six-feet.

If spacing cannot be increased or social distancing cannot be maintained, barriers, screens, shields, curtains, and partitions will be used if at all possible.

Contactless payments (Credit or check only, manual entry by staff/chip card entered by patron) will be implemented.

Employees and visitors are prohibited from gathering in groups and confined areas, including elevators, restrooms, hallways, entryways, locker rooms, and other common areas.

Public will not be allowed to loiter within the facility and will be asked to leave immediately after scheduled events.

Building occupancy will be reduced by 50% or less as is necessary to allow for social distancing.

Groups and teams will be limited to two (2) pods of 25 people per ice sheet, including participants, coaches, and volunteers. No more than 50 people will be permitted on the ice at any time. Groups must be limited to 25 people or less and no intermixing of the groups will be permitted. Groups must submit their own COVID-19 plan and policies regarding social distancing to the Albert Lea City Arena for approval and certification prior to using the facility.

Start times for all activities will be staggered to prevent overlap in arrival and departure.

Face Masks Masks are required to be worn by employees and visitors even when social distancing of 6

feet or more can be maintained. Masks may be temporarily removed while actively participating in an organized sport where

the level of exertion makes wearing a face covering difficult. Masks are required to be worn by all employees and visitors when having face-to-face

interactions. Visitors are required to wear a mask whenever possible. Masks will be provided if necessary.

Services will not be provided under circumstances where employees and visitors cannot be protected.

Face masks must be worn to cover the nose and mouth completely, and can include a paper or disposable face mask, a cloth face mask, a scarf, a bandanna, a neck gaiter, or a religious face covering.

In situations where wearing a face mask is problematic, staff must wear a face shield (a clear plastic barrier that covers the face and extends below the chin and to the ears, and with no exposed gap between the forehead and the shield’s headpiece).

Staff and visitors with medical conditions making it unreasonable to wear a mask are encouraged to use an alternative to face coverings, including clear face shields, and staying at home as much as possible.

Do NOT use a face mask meant for a healthcare worker. Do NOT share masks or other personal protective equipment.

Specific Event/Organized Sport Requirements

In addition to all the above requirements, all Minnesota Arena Businesses must comply with their organizational requirements, including but not limited to the following provisions:

All Groups, Organizations and Clubs – must submit a COVID-19 Preparedness Plan and provide proof the Plan was shared with all members of its organization to the City Arena prior to the use of the facility. The Plan must be approved by City Arena management.

Hockey/Private Rentals Specific Policy• All rentals must be reserved and scheduled ahead of time. No drop‐in requests will be

permitted.• Anyone entering the facility is required to complete the COVID-19 symptom health

screening upon entry. Any player, coach, or spectator exhibiting symptoms of COVID-19 will not be admitted to the facility.

•• A Coach or Organization Representative must arrive 30 min prior to reservation and

check‐in with an Albert Lea City Arena employee. No group will be permitted to enter the facility earlier than 15 minutes before their start time. Anyone arriving earlier than 15 minutes before their start time will be required to wait outside in their vehicles and maintain socially distancing. No one will be permitted to wait outside of the facility’s entrances/exits. The Coach or Representative must stay with the group until the last person in their group is picked up from the facility.

• Players and officials should arrive to the arena as fully dressed as possible.

A 15 minute period will be scheduled between all events to avoid event overlap. No one will be allowed on the ice until the next scheduled group time starts to avoid interaction between incoming and outgoing groups. Groups will be required to leave the ice on time at the conclusion of their session.

• Athletes will be required to leave the premises 10 minutes after their ice time/event is complete. No on/off the ice interactions should occur following the conclusion of practices or events.

• Coaches must promote social distancing on and off the ice and maintain as much separation as possible between players during practices.

• Social distancing of 6 feet or more must be maintained when using benches during practices/games.

• Participants must comply with all posted signs regarding maximum occupancy limits for locker rooms or meeting rooms. Participants must comply with marked seating requirements in the locker rooms.

• Athletes 10 and under are allowed one adult chaperone during their event. The adult chaperon is required to wear a mask at all times and maintain social distancing.

• No one will be permitted to loiter and/or act as a spectator in the facility during practices.

• No use of public drinking fountains will be permitted. Players should bring water bottles from home.

• Coaches or the Organization Representatives must provide staff personnel during tournaments and/or special events to ensure compliance and enforcement with the Arena’s COVID-19 Preparedness Plan, including enforcement of entry/exit policies and participant/spectator limits.

• Coaches or the Organization Representative must provide a COVID ‐19 Preparedness Plan, to include policies for compliance with the facilities COVID-19 Preparedness Plan, prior to using the facility. The Plan must be approved by facility management.

College and high school hockey games and figure skating shows with a paid admission will be limited to 250 patrons, including coaches, participants, officials, and spectators.

Contract Ice and Birthday Parties• Public Skate, Open Hockey and Free style ice will be limited to 20 individuals per hour.

This Preparedness Plan was communicated via email and posted in the ALBERT LEA CITY ARENA office to all employees. Additional communication and training will be ongoing and

changes may be made to ensure compliance with changing CDC and MDH guidelines and OSHA standards. Management will monitor how effective the Plan has been implemented and will make changes as needed.

You may also opt to conduct temperature screening if it can be done with proper social distancing, protection, and hygiene protocols. However, temperature screening is not required. Please self ‐monitor.
