The Comite Olimpico Mexicano has been a full and engaged partner in the bid from its inception and wholeheartedly supports it. Our support is based on having satisfied ourselves that the Mexico City bid is committed to, and will deliver if successful, an athlete centered games, an exceptional and technically knowledgeable games organization, a sustainable games legacy that not only benefits Mexican sport but is available to countries within the Pan American family, and a truly unique and positive experience for the athletes, coaches, officials and spectators that builds and promotes the Pan American brand and is wholly in tune with the Olympic ideals that guide the Pan American games. Mexico has a history of hosting successful major games and international sporting events including, notably, the hosting of the Pan American Games in 1955, 1975 and 2011. Mexico City is ready to continue that tradition. Mexico City is a modern, cosmopolitan, multi-cultural, multi-faceted city. Sport is very much part of its culture. The Comite Olimpico Mexicano would be honored is Mexico City, were chosen to host the 2023 Pan American Games and we, through these games, were again allowed the opportunity to serve the Olympic Movement in the Americas and the Caribbean, and to further strengthen our bonds with our Pan American family. September 16th 2014 Mario Vazquez Rana President Pan American Sports Organization Dear President Vazquez Rana, Mexico City stands ready to host an outstanding Pan American and Parapan American Games As outlined in our bid, Mexico City has all of the practical assets needed to make the 2023 Games a success, including world-class sporting venues and cultural festivals, accommodation and a highly trained hospitality sector, an efficient transport system linking all parts of the city and region, a distinguished track record in hosting international events and a well-deserved reputation for being a safe, accessible and dynamic destination for visitors. I am confident that Mexico City’s unique international character will make it a perfect host for the 2023 Pan American and Parapan American Games, and that all athletes, coaches, team officials and visitors will feel comfortable and welcome in our city. Mexico City will work in close partnership with the Comite Olimpico Mexicano and the Government of the Republic of Mexico and various regions, universities and partners to ensure that the 2023 Games comply with all of the Pan American Sports Organizations (PASO) statues and regulations. Whenever an international sporting event is held in Mexico City, the windows of homes and cars around the city light up with the flags and colors of all nations. CANDIDATE CITY

MEXICO CITY - History that bridges the Americas

Mexico City is a fascinating capital that beguiles its visitors with endless options. One of the largest metropolitan

areas in the world, with 16 boroughs and more than 300 neighborhoods.

The origins of Mexico City date back to 1325, when the Aztec capital city of Tenochtitlan was founded and later

destroyed in 1521 by Spanish conqueror Hernan Cortes. The city served as the capital of the Vice-royalty of New

Spain until the outbreak of the Independence War in 1810. The city became the capital of the Mexican Empire in

1821 and of the Mexican Republic in 1823 after the abdication of Agustin de Iturbide. During the Mexico-US war in

1847, the city was invaded by the American army. In 1864 the French invaded Mexico and the emperor Ferdinand

Maximilian of Hapsburg ruled the country from the Castillo de Chapultepec and ordered to build Avenue of the

Empress (today's Paseo de la Reforma promenade).

Porfirio Díaz assumed power in 1876 and left an outstanding mark in the city with many European styled buildings

such as the Palacio de Bellas Artes and the Palacio Postal. Diaz was overthrown in 1910 with the Mexican Revolution

and this marked a radical change in the city's architecture. The 20th century saw the uncontrolled growth of the

City beyond the Centro Historico with the influx of thousands of immigrants from the rest of the country. In 1968,

the city was host to the Olympic Games, which saw the construction of the Azteca Stadium, the Palacio de los

Deportes, the Olympic Stadium and other sports facilities.

The Mexico City region covers approximately 1,485 sq km.

It is Mexico’s largest city as well as its most important

Political, cultural, educational and financil center.

The Greater Mexico City population is 21.2 million

Making it the largest metropolitan area in the Western

Hemisphere and the largest Spanish speaking nation in

the world.

GETTING TO MEXICO CITY

Mexico City’s Benito Juarez International Airport is the

busiest airport in Mexico and the second busiest Airport

in Latin America with 33 million passengers using the

Airport in 2013. The airport is located 5km east from

Downtown Mexico City. Direct access to the airport

is provided by major highways with dedicated entry and

exit ramps. The airport road system is integrated into

the regional transportation system. A new International

Airport was announced this year, and will be completed

In 2022 in time for the 2023 Games. The Airport connects

to all domestic routes and 50 International routes, including

over 30 PASO nation routes.

Mexico City offers an outstanding quality of life, green and

vital neighborhoods, quality housing, an efficient public

transport service, superior schools and healthcare facilities,

numerous parks and playgrounds and great recreational

opportunities.

Mexico has a history of successfully staging major international

Games and sports events and the Mexico City region has played

host to many of them. From sailing to football, Mexico City

organizers are constantly delivering successful events and learning

with each experience while Mexico City fans support international

events with remarkable enthusiasm, owing in fact to the part that

many from the city cheer for Mexican athletes as well as those from

their home nations.

PAN AM ATHLETES VILLAGE

The site of the Pan American Village is uniquely positioned to

accommodate both the needs of the Mexico City Pan American

Games and the vision for a powerful post-Games legacy. Located

in the city Olympic Park district – just east of downtown, within

25 minutes of most Games venues and less than 25 minutes from

the airport – the Pan American Village will be one of the jewels

of the Mexico City 2023 Games legacy. Over the past several years,

the site of the Village has been the subject of extensive visioning and

planning work, the result of which is an award-winning plan for

redevelopment that is flexible, sustainable and integrated into the

fabric of the city. It will result in a vibrant new showcase neighbourhood

that will knit into the surrounding urban communities and become a

model for urban revitalization and sustainability. Construction of

supporting infrastructure and the acquisition of planning approvals are

already well underway, ensuring that the Mexico City 2023 Pan American

Village will meet the strict timelines demanded by the Games. The 80-acre

provincially-owned site will accommodate a flexible mix of housing, office

space, retail/restaurants and staging areas, all just a few minutes’ walk to

the parks venues. The Pan American Village, which will incorporate an

18-acre park, will be immediately adjacent to the Pan American Park.

The residences will incorporate a mix of housing types from townhouses

to mid-rise buildings and towers. At the heart of the Pan American Village,

a wide boulevard/piazza will function as the natural gathering place for events

and social activity.

The Pan American Village will open at least 10 days before the first day of the

Games and close no earlier than 3 days after the Closing Ceremony in

Accordance with PASO regulations.

The extensive work completed to date on the Pan American Village site,

including obtaining planning approvals, infrastructure construction and

public realm design, helps ensure that the Pan American Village will be

ready for the Games. Operational planning and infrastructure construction

are already progressing, thus enhancing Village construction readiness.

The transport mall will be the hub of all dedicated transportation to,

from and within the Pan American Village. Like the entire Village, the

mall will feature easy-to-follow signage, in Spanish, English, French and

Portuguese, and frequently-scheduled bus and shuttle transportation to

ensure Village residents are able to travel among the Games venues in a

timely and carefree fashion.

Mexico City 2023 will also establish a Pan American Games Pavilion that

celebrates the best of sport, culture, innovation and social leadership from

the Caribbean and the Americas.

ACCOMMODATION Visitors to the Games will have numerous hotel options from which to

choose. From the luxurious and exclusive to the charming and affordable,

Mexico City’s accommodations are sure to suit every taste and budget.

Guests will be able to select from a wide range of service levels and

locations with multiple options within easy reach of all Games venues.

To keep the cost of accommodation in line with normal market forces

during the Games, Mexico City hotels have agreed to set 2023 Games-time

rates within an upper limit calculated by using a baseline of 2013 room rates,

increased annually by an inflation rate of no more than 3%. This will ensure

that there is no sudden inflation of accommodation costs for the Games period.

With over 55,000 guestrooms in the Mexico City region and approximately 235

hotels and residences, the Mexico City region’s thriving hospitality industry has

the capacity to host 40 million guests a year based on double occupancy.

Hotels within Mexico City itself have committed 22,971 rooms per night for the

peak Games period in 2023. Finding a hotel room will not be a challenge for

visitors and neither will finding the desired style of accommodation.

Between 2015 and 2023 hotel construction will increase the guest room inventory

to meet the needs of Mexico City’s growing tourism sector. The incentive of

the 2023 Pan American Games will only enhance that growth. Current projections

anticipate that the new hotels will provide an additional 2500 available rooms,

primarily three, four and five star categories.

TRANSPORTATION The Mexico City metro is the second largest metro system in

North America and served 1.69 billion people in 2012. In 2023

the Metro System will link up with other transport methods in

the city to ensure a safe, reliable, clean and punctual transport

system to transport athletes, spectators and officials to venues. Dedicated cars and drivers will be provided to the PASO President

and Executive committee members, IOC members, and ISF Presidents.

Additionally, each NOC President and each Secretary General will be

allocated a dedicated car and driver, irrespective of team size, for the

duration of the Games to provide maximum flexibility for their respective

schedules.

The Mexico City 2023 Pan Am Transport plan includes:

Dedicated Games lanes on city motorways and streets.

Building of a new International Airport completed 2022

Upgrade of bus transit fleet to include new modern models

New cycle ways and walking lanes throughout the city

Refurbishment of major Metro stations and trains

New Metro station at Pan Am Park

The Mexico City region features several transit operators that provide

local and rapid inter – regional services. The city itself has an extensive

road network that provides for a high level of transit and the city is

very familiar with the special operations and protocols which are required

to support major events.

In keeping with the social and environmental goals of Mexico City 2023,

self propelled transportation will be an important component of the games

transportation plans. All sports venues will feature bicycle rack areas and

rental bicycles to encourage spectators to pedal to the venues and sports.

From October 6th – October 22nd 2023, the Mexico City region will be alive with the Pan American Games. The

timing is ideal. The weather will be optimal. The athletes will be competing at their best because the scheduling of

the Mexico City games will fit comfortably into the major competitive seasons. The Mexico City 2023 sport

Program will also be responsive to including Paso-identified sports while setting the stage for the 2024 Olympic

summer games.

ATHLETICS / CEREMONIES

The Estadio Olimico Universitario was built in 1952

and was famous as the main stadium for the Mexico

City 1968 Summer Olympic Games.

The stadium currently has a capacity of 68, 954 but

During the Games, the stadium will hold both the opening

and closing ceremonies as well as the Athletics and Track

replicating the features of the Stadium will be added to the

site to create a premier national training center for

Athletics, capable of hosting national and international events

following the Games.

For the 2023 Games the venue will be refurbished and Updated to increase capacity temporarily to 15000. The Center will host the swimming, water polo, diving, synchronized swimming and modern pentathlon events in 2023.

Teotihuacan is an ancient Aztec ruined city located 30 miles

North-east of Mexico City.

This stunning historic location will be the venue for the Archery

events at the Games. Temporary stands will hold 1000 Games

spectators. Great care will be taken to ensure that during Games time this

Protected area will be safe and environmentally protected.

After the Games the venue will be dismantled and the area

Returned to being a cultural and tourist hub.

Badminton and Handball will be played at the new build Pan Am

Foro Sol is an existing venue which is located within the new Pan

Am Park area.

It currently hosts a Mexican Baseball League side and also hosts

Built in 1993 the stadium will be renovated for the 2023 Games

and post games, it will continue to be used as it is currently used

today.

VENUE PALACIO DE LOS DEPORTES

The Palacio de los Deportes is located within the new Pan Am

Park area.

This indoor arena was built in 1968 and was used as the Basketball

Venue for the Mexico City 1968 Olympic Games. The venue has

Volleyball at the 2023 Games.

After the 2023 Games the venue will continue to be used to

host Basketball events and also be available to the general

public of Mexico to use.

The famous Zocola Square is the main plaza of Mexico City

It has been the gathering place of Mexicans since Aztec times.

It is the center of Government and hosts the annual Festival

During the 2023 Games a temporary venue will be used to

host the Beach Volleyball event. 3000 capacity stands will be

erected and after the games the square will return to its

existing use as the nation’s main square and gathering place.

Chapultepec Park is one of the largest parks in the Western

CAPACITY 5000 The Arena Coliseo is an indoor arena which was built in

Estadio Azul is an historic Mexico City stadium built

in 1947 and fully renovated in 1996.

The pitch of the stadium is built below street level

and it is also adjacent to the worlds largest bullring.

The stadium has a capacity of 35000 and will host the

Rugby 7’s event at the Games.

After the Games the stadium will continue to be used

as a football venue.

Acapulco is a Pacific seaport and city 300 miles

South-east of Mexico City.

The area boasts stunning beaches, scenery and

Mecca for both Mexicans and International visitors.

There is no official Games capacity as people

Will be able to watch both the sailing and water

Skiing events from most places.

VENUE CAMPO MILITAR 1

CAPACITY 1000

Campo Militar 1, is a military facility in Mexico City.

During the 1968 Mexico City Olympic Games, the

venue played host to the riding and Modern Pentathlon

events.

In 2023 it will host the shooting events, in a secure and

safe environment with temporary stands holding a

capacity of 1000 spectators.

VENUE PAN AM SPORTS ARENA 1V

CAPACITY 2000

The new build Pan Am Sports Arena 1V is a new arena

situated within the new Pan Am Park area.

The arena will have capacity of 2000 and host the table

tennis and roller skating events at the 2023 Games.

After the Games the venue will continue to be used to

host sporting events.

VENUE NATIONAL TENNIS CENTER

CAPACITY 5000

The National Tennis Center will be located within

the new Pan Am Park area.

It will have a capacity of 5000 over a number of

courts. It will be built on the site of a number of

unused courts currently within the area.

After the 2023 Games the main Tennis stadium

and a number of the courts will remain to become

the National Center of Tennis in Mexico and form

part of the legacy of the Games.

Lake Chapala is Mexico’s largest freshwater lake and will

Play host to the triathlon events at the 2023 Games.

There is no official capacity meaning that spectators will

VENUE NATIONAL AUDITORIUM

The National Auditorium was opened in 1952 and fully

renovated in 1990. The venue will host the weightlifting

events at the 2023 Games.

The venue has a capacity of 10000. It hosted the

gymnastics events at the Mexico City 1968 Olympic

Games and hosted both the 1993 and 2007 Miss Universe

pageants.

After the Games the venue will continue to host music, arts,

theatre and dance.

PAN AM PARK

The Pan Am Park will be ab upgrade of the Palacio de los

Deportes Olympic Park. It is located in the center of the

Mexico City Area and very close to the airport.

The park contains most of the 2023 venues:

Yellow – National Hockey Center

Red – Palacio de los Deportes

Indigo – Foro Sol

Black – Pan Am Arenas 1-1V

Blue – Tennis Center

Orange – Athletes Village

Yellow – Media village

Green – Velodrome

In the heart of the park will be situated Pan Am Plaza, which

Will play host to a second Pan Am cauldron lit during the Games.

It will also be the meeting point for spectators and the official

Fan zone of the Games.

The park will extensively upgrade the area and provide a world

class sporting park for Mexicans and the base of future events.

Members of the Pan American Sports Organization, Members of Gamesbids, ladies and

gentlemen, and, permit me to say so with all my heart as I have known many of you for a long

time,

Dear friends,

Some of you may remember that I had the honor of presenting numerous bids in our

competitions to you. Today, it is with emotion, and with passion, that I lay before you Mexico

City’s hope and ambition to organize the Games of the 2023 Pan American Games.

Mexico City’s bid is that of Mexico: a united, enthusiastic Mexico who is rallying nationwide to

host the Games. A Mexico determined to place her excellence, her sites, her way of life and

her experience in the organization of major sporting events to further the dreams and values of

the Pan American spirit.

All Mexicans are ready. They are eagerly awaiting your choice, your sovereign decision. Almost

70 years after holding her first Games, Mexico is longing to welcome athletes from all over the

Americas, together with the entire PASO family. We are united behind a collective, ethical and

forward-looking project. A project combining innovation with respect for the environment.

Mexico, as you know, is deeply committed to the values of the PASO spirit. The values of

peace, sharing, respect, friendship and dialogue among peoples and among cultures. Values also

shared by Mexico.

The Mexico we all love is ready to welcome the Pan American flame, the flame that casts the

light of its ideal of peace and tolerance on humanity.

Mexico is intent on offering the world unforgettable Pan American and Parapan American

Games.

The heart of Mexico City and the heart of Mexico are beating in unison in the hope of being
