The Manitoba Metis Federation (MMF) administers labour market programs through its Metis Employment & Training Department and a network of seven community-based Local Advisory Committees (LACs), one for

each MMF Region into which the province is divided.

All Metis Employment & Training programs, services and projects are built on a broad array of measures to meet a wide spectrum of employment needs and are flexible enough to encourage participation and create a climate of opportunity in all areas of employment. Partnerships are established with governments, businesses,

community-based organizations and local chapters of the MMF.

The objective of Metis Employment & Training programs and services are to assist clients in preparing for, obtaining and maintaining employment and in making successful transitions into the local labour market, thereby resulting in increased employment among Métis people in Manitoba.

MESSAGE FROM MINISTER FLEURYMETIS EMPLOYMENT & TRAINING (MET)

Youth Programming within the Manitoba Metis Federation MET department is focused on the development and empowerment of our youth so they can realize their full potential and aid in the advancement of the nation-building process.

With input from the newly formed Provincial Youth Council, we will initiate youth-led development with the belief that our youth should be active drivers and not just passive recipients of the development process.

It is our constant endeavor to work for the empowerment of the youth of our nation, encouraging

growth through education and personal development.

Increasing investment in our young people is essential to a successful future; this includes promoting quality education that prepares them for future opportunities. Through the Aboriginal Skills and Employment Training Strategy (ASETS) Agreement, we are able to empower our Metis Youth and improve their quality of life by providing services for training and developing the skills needed to become engaged members of the workforce in Canada.

When we provide our young people access to training, career

pathing, on-the-job training, personal development and education, they create a better future for our communities.

2016 MINISTER’S WORKFORCE DEVELOPMENT EXCELLENCE AWARD The Manitoba Metis

Employment and Training department was one of three winners selected for the 2016 Minister’s Workforce Development Excellence Award.

Established by Manitoba Education and Training in consultation with the Minister’s Advisory Council on Workforce Development, the Award goes to organizations that show leadership and innovation in developing and delivering programs and services for Manitoba’s workforce. Award Recipients demonstrate a positive engagement with the community and a commitment to support Manitobans in improving their knowledge and skills.

The Award recognizes excellence in programs and services delivered by MET that are focused on

supporting clients to reach their employment and training goals through education, career development and personal growth.

An Award ceremony took place January 25, 2017 to honour the recipients. ASETS Minister John Fleury, Senior Director Kerry Smith, and Louis Riel Institute General Manager Sharon Parenteau attended the ceremony and accepted the award at the Manitoba Legislative Building. Education and

Training Minister, Ian Wishart presented the Award to the MET department as well as a gift of a painting by a local artist, Leslie Turnbull.

EXCEEDING EXPECTATIONS IN CAREERS, LEADERSHIP & EMPOWERMENTManitoba Metis Federation 2016 Youth Conference

Winnipeg, ManitobaSeptember 23 - 25, 2016

The Manitoba Metis Federation 2016 Youth Conference Careers, Leadership & Empowerment was a major success.

Presentations provided information on opportunities available to assist Metis Youth in employment, post-secondary, and skills training in Manitoba as they move towards their chosen career path. Conference workshops helped Youth delegates learn the importance of cultural identity and its connection to a successful future career.

50 Metis Youth between the ages of 15 and 30 participated in the conference.

Conference Highlights: Elders & Youth Gathering Sponsored by the RCMP:

Presentation by Sgt. Rob Lockhart, Community & Aboriginal Policing Programs Division

Presentation on Elder Abuse and Medical Safety

The Gathering included workshops on Elder Abuse and Victimization, and Medication Safety. This unique gathering was also created to facilitate engagement between Elders and Youth delegates where they can learn from and support each other.

During the presentations, the Youth were encouraged to assist the Elders at their tables

with refreshments. The latter part of the gathering focused on encouraging dialogue between the Youth and the Elders.

A series of “Life Questions” was developed for this exercise. The Youth chose questions about employment, education and training and interviewed the Elders at their tables. The youth were very surprised when asking questions that a lot of the Elders didn’t have a formal education because they had to start working or parenting at a young age.

Manitoba Metis Federation’s 48th Annual General Assembly Trade Show

Metis Youth from across Manitoba were given the opportunity to attend the Manitoba Metis Federation Annual General Assembly Trade Show and to network with employers and educational institutions at their respective booths.

Education Institutions, service providers and employers including Vale Manitoba and TransCanada spoke to the occupations their companies need and encouraged the Youth to seek out training to have them qualified for long term careers.

The keynote speaker, Doug Buors delivered a presentation titled “Chasing Your Dreams”. Through this presentation, Mr. Buors shared insight and perspective in his entrepreneurial ventures, including an application that will change the way people buy things.

Doug was very engaging with the Youth, getting some of them to stand up and talk about their dreams, and how they see themselves chasing those dreams. The youth willingly talked about what they wanted and shared some of the challenges they have faced in pursuing their dreams with the group.

Provincial Youth Council

Youth Leadership Development & Management Fundamentals

Participants learned various leadership and management skills

through workshops, presentations and involvement in community and provincial level initiatives.

The Youth Council is provided opportunities to work together and to promote those opportunities to youth across the province. Through this process, youth have become

more involved in the community. They feel a sense of their part in the community, and provide a real service. Staff support the youth through facilitating the process, providing support with project implementation and assisting with evaluating the group’s effectiveness in carrying out this process.

The purpose of this program is to engage promising participants and emerging leaders in developing and strengthening key leadership skills. The group will initiate a host of programs and activities for youth that promote innovation, career pathing, entrepreneurship and economic development.

Participants meet on a bi-monthly basis and work on projects in the community, sharing information on youth related programs and projects with youth in their regions.

Wesley OverwaterCommerce Industry Sales & Marketing Red River College

“I graduated high school in 2008 and went straight into the work field in the construction industry. Having worked in the service industry before that, I spent

the next seven years bouncing in between these two industries because of layoffs and/or better opportunities.

After not finding a career I could be passionate about and not moving forward in life the way I had planned, I decided to look at my options for returning to school to change my situation. Having accumulated some debt over my seven years of working and being intermittently laid off, I approached the Manitoba Metis Federation for financial assistance.

I was instructed to research the possible courses I could take and what careers I would be interested in upon the completion of them. After researching the job forecast of my desired occupation and interviewing some people currently working in that field, I decided on a Sales and Marketing Course at

Red River College. I presented my findings to the Manitoba Metis Federation and they accepted my application for financial assistance.

I completed my course, finding it very practical and rewarding. After my course was finished I

found the exact job I was looking for very quickly, with Blue Sky LED who I am very excited to

be working for. I am in a much better position than I was in

last year and I am very thankful for the support I received. I

appreciate everything that the Manitoba Metis Federation has

done for me.”

Germaine ParthenaisProfessional Driver – Night Train Express

“Since I was in my teens I’ve always wanted to become a professional driver. I had a professional career in Manitoba for ten years and my mother was suddenly diagnosed with terminal cancer. I left my employment to care for her until she passed. After her passing I found myself not knowing what to do as I was no longer employed.

After running out of every option I thought was available, I turned to a long-time friend who was employed at MMF. She advised me to come down and update my resume. Upon my visit to MMF, she introduced me to an Employment Counsellor who was able to help me update my resume.

After about 30 minutes I was overwhelmed with a sense of hope.

My Employment Counsellor suggested maybe going back to school. I had no idea there was funding available. Within literally a month I was attending Class 1 professional driver school at First Class Training. On August 5, 2016 I successfully and extremely proudly graduated from that school.

I am now a professional long haul driver with Night Train Xpress. It has completely changed me as a person, not to mention my life. Thank you to the staff and MMF for making this dream possible.”

Paris MorozTruck and Trailer Mechanic Apprentice

“Working with my hands has always been the way I learn best and it took working different jobs before coming to the conclusion that trades is where I am happiest. It hasn’t been an easy road to get where I am today though. I have worked many not so desirable jobs while going to school to make ends meet and it has definitely been a rocky road but I wouldn’t change it for anything because of the lessons I’ve learned.

I would have to say my interest in trades all started at R.B Russell Vocational High School where I completed my Horticulture and Landscaping diploma. From Landscaping I went to Civil Engineering and ended up learning the ins and outs of Road Construction. From Road Construction I branched off into Occupational Health and Safety which is a key part of any position in any industry, to currently Apprenticing as a Truck and Trailer Mechanic.

Along the way, the Manitoba Metis Federation has helped me on my path to success by providing

me with resources and funding for trade and skill development in both my OHS program and working towards obtaining my Red Seal ticket as a Truck and Trailer Mechanic. My Employment and Training Counsellor has been one of the main supports at the Manitoba Metis Federation, who has helped me find resources and connect with the right people to help me get where I wanted to be. She never forgets to email or call me, and she is super knowledgeable in many topics. I would have to say that overall she (E&T Counsellor) has been one of the most helpful people who I enjoy working with at the Manitoba Metis Federation.

The skills I am learning are a key stepping stone in building a

brighter future not only for myself, but for those to follow behind me

when it comes to getting more women in the trades.

Although it has not been an easy path and there are always new challenges to overcome, the journey itself has been and continues to be rewarding in many aspects. I truly enjoy what I do and the people I work with. When it comes to success, I measure it based on the quality of my work and feeling proud at the end of the day with my finished product that I stand behind 100%. There is nothing more rewarding than being able to say “I designed that, I built that, or I fixed that.”

“I am thankful for the support of the Manitoba Metis Federation as I completed my final year in the Faculty of Education at the University of Manitoba. I have graduated from my program and I am now a Manitoba certified teacher. Funding from the MMF allowed me to focus my time and energy on school work in my final year of University.

In Education, building professional connections is essential to obtaining employment after graduation. Thanks to the MMF, I was fortunate to be able to build and maintain my professional network which led to a job offer.

I am excited to share that I will be starting as a full time teacher at

Sage Creek School. I cannot wait to start my career!

COMMUNITY LIFE SKILLS PROJECT

The Community Life Skills Project was an initiative designed by the Manitoba Metis Federation Employment & Training department to provide effective training-to-employment related opportunities for at-risk youth.

Five MMF regions namely Northwest (Duck Bay), Southwest (Portage la Prairie), The Pas (Cormorant), Thompson and Winnipeg were selected to participate in the project.

Project participants were provided opportunities to increase their professionalism and to strengthen their work ethics and social skills that are required to enhance employability. In consultation with the communities involved, training opportunities relevant to the participants within specific regions were also provided.

The first phase of the project included instruction in a classroom setting which provided a varied host of learning opportunities. Certifications were provided in a number of areas including:

• First Aid/CPR,

• Safe Workers of Tomorrow

• Chainsaw Safety

• WHIMS

• Driver Training

• Non-Violent Crisis Intervention

• Life Skills

The second phase of the Community Life Skills Project focused on practical on-the-job training, where participants applied the skills they learned in the classroom such as time management and punctuality, organization, initiative, conflict management, stress management and money management.

Work projects were selected in consultation with the community to ensure the greatest impact and to provide sustainable work experience opportunities for the participants. These work projects include assisting community Elders with winter maintenance such as snow and ice removal. The crews also provided brush clearing services, community building maintenance, general office duties and assisting with community initiatives.

There were a total of 32 participants within the five regions and we are happy to report that 13 have since secured employment and our regional staff continues to work with the other participants to advance their education or employment opportunities.

METIS BUSINESS CONFERENCE Metis Employment and

Training partnered with the Métis National Council, Metis Economic Development Fund, and the Louis Riel Capital Corporation to bring entrepreneurs from across the province to participate in a two-day event in Winnipeg, Manitoba. The Metis Business Conference focused on providing Métis entrepreneurs with a series of educational opportunities in presentations and break-out sessions

facilitated by Métis experts in their respective fields.

Metis Business Conference Topics included: • Raising Capital for Small Businesses• Strategic planning• Growing businesses organically and

through acquisition• Social Media as a branding tool,

and • Metis Employment and Training

Opportunities

The Metis Business Conference provided an excellent opportunity for aspiring entrepreneurs to learn directly from prominent business leaders and to network with organizations that who have the capacity to directly assist their businesses with the services they offer.

Tyler ScottApprentice Electrician – Western Pacific Enterprises

“I was funded for the Pre-Employment program ran through the International Brotherhood of Electrical Workers Union for the 2016-17 school year. Currently I am employed by Western Pacific Enterprises as a level 1 apprentice electrician. I began as a three-month placement working at the new construction of the Selkirk Regional Hospital. I work under the tutorship of several journeymen and foremen.

The training I received gave me a position within the IBEW union that will continuously provide me employment,

assistance to further my schooling, training, benefits and a career from which I may support my family.

I have always felt positive from working with my hands and creating things from nothing. Now I will be working in the dark in an effort to help create power that will turn the lights on.

If it were not for the assistance of the MMF I would not had been able to attend the training, for I had very little resources of my own at the time. Also their funding helped continue to keep my family in our home, put food on our plates and gave a future to hold onto.

Being Métis means more than carrying a card. It’s an opportunity to be a part of something greater than a piece of plastic. I am proud to be Métis and grateful for the help I received when I had nowhere else to turn to.

Being Métis is not only a culture to embrace or a heritage to learn, but a

community of hard working people to be a part of, who

have come together to support one another. The funding I

received has been a blessing and a doorway I have walked through to grow and improve

my life.”

“I began my journey to abating my Bachelor of Social Work degree as soon as I graduated from high school in 2012. Booth University College became my home for the next 4 years and I

made a promise to myself that I would stick to my four-year plan. Even after the unexpected passing of my father, I never gave up on my studies. I worked 2-3 part time jobs throughout my degree and I was able to balance a full course load each year. I held a GPA of 3.7 or higher throughout my degree and I proudly graduated with distinction this year.

I am truly honoured to have had the privilege of having the final year of my BSW funded by the Manitoba Metis Federation. This sponsorship has allowed me to thrive in my studies and relieved a lot of financial stress.

This was the hardest and heaviest year of my degree and my MMF sponsorship

allowed me to focus solely on my studies, with not having to worry about tuition and textbook payments. I am a

proud Métis woman and I take pride in my culture, so it has

been truly amazing to receive support from the MMF on my

education journey.

I am currently working as a Direct Support Provider with the Department of Family Services, as well as working at Nova House (Selkirk family violence shelter) as a casual counsellor. “I graduated in 2016 from the Psychiatric Nursing program at Brandon University, ultimately achieving a Bachelor of Science in Psychiatric Nursing. I chose this field of work after a close relative was in a palliative care unit and I became aware of my interest and desire to take care of others who are vulnerable and need an advocate for their needs. I have always had a personal interest in psychiatry. I have two older cousins who finished the same program I had and I decided to take this career path. It was a lucky first guess at finding a career I am so passionate about.

Being sponsored by MMF was a huge help in my last year. I was running out of money and was getting nervous about being able to

make it through my last year of school. With their funding I was able to quit working a part-time job and was able to focus my efforts 100% towards my goals. With their help I achieved nothing less than an A- in

all of my classes in my last year.

With the momentum gained by this accomplishment I was able to successfully integrate into the Heath Sciences Centre for my senior practicum and ultimately have achieved being hired at Health Sciences Centre in the PsycHealth Building.”

“I was funded by the MMF for the final year of my three-year biochemistry degree at the University of Winnipeg. I have always been interested in, and had an aptitude for, the sciences; particularly, biology and chemistry. So, naturally, I was drawn towards biochemistry when I began my university studies.

I graduated on June 9th of 2016 and received the gold medal for having the highest GPA of my major. I owe part of my success to the MMF because without their support, I would not have done as well as I did, as I would have had to hold a job while maintaining a full course-load. I am very grateful for the opportunity that the MMF gave me to succeed in my studies.

I am currently a full-time research assistant at the University of Winnipeg, investigating the biochemical pathways that underlie the

pathogenesis of White Nose Syndrome, a disease that has killed millions of bats across North America. I hope to one day become a

physician or plan on pursuing research as a back-up plan.”

“Upon graduating UCN with my bachelor of nursing I have just begun my senior practicum at Concordia Hospital in Winnipeg, Manitoba. I hope to one-day practice up North and eventually when I have gained enough experience, I want to specialize in pediatric nursing.

I am very grateful and wouldn’t be here today without all your help! Thanks to the MMF I have been able to focus on my grades and completion of my degree without the added stress of financial needs. The MMF has not only provided me with financial assistance but as well as encouragement and support from all the staff members.

I would like to thank you all, you have helped many students throughout their programs, and are a great contributor to our successes.”

STANDING TALL!

Standing Tall was initially developed by the Manitoba Metis Federation (MMF) as a three-year pilot project to research the effects of community involvement in education. As a result of the preliminary findings of the pilot, additional funding has been secured to continue the research.

Standing Tall has been operating successfully for over seven years through the Louis Riel Institute, which has delivered Standing Tall since 2012. Standing Tall is partially funded through Metis Employment and Training using ASETS dollars in conjunction with investments through the Province of Manitoba.

Standing Tall is based on a program developed by an Indigenous group called the Maori in New Zealand, who wanted to support their children in school. The New Zealand program experienced a number of successes including a reduction in absenteeism, an increase in motivation and confidence in students, and decreased suspension rates.

The program is a simple approach to the mainstream school system. Full-time Métis, First Nation, and Inuit staff are placed alongside students in classrooms. Each day program staff support student learning while making links to families and community members. Staff from the community support students in their learning. They work mostly in the classroom assisting the teacher in maintaining and promoting a positive and healthy environment. Standing Tall staff give individual attention to students and address a variety of issues that impede learning.

PROGRAM GOALS

1. Preserve and enhance Aboriginal Culture;

2. Increase Grade 8 completion rates and encourages Grade 12 completion for Aboriginal students;

3. Encourage the participation of Aboriginal youth in post-secondary education;

4. Assist Aboriginal parents to make the transition into school and/or training to employment; and

5. Promote the involvement of the Aboriginal community in education and training initiatives.

The immediate community is encouraged by program staff to take an active role in students’ lives by providing cultural support and guidance to students, staff and parents. Another vital component of the program is The Learning Nest. The Learning Nest is a a separate room in the school where students are offered guidance and support both academically and culturally.

The program has been and continues to be a success. Since the implementation of the program, the schools have seen an increase in the numbers of students graduating from Grade 8, increased attendance, decreased suspension rates, strengthened links between school and community,

and trained parents and community members. The Louis Riel Institute also utilizes the Metis

Employment and Training department to help find candidates when they are looking to hire new staff. Below are three success stories.

“On October 1, 2009 I was hired as a Standing Tall support worker at the Louis Riel Institute. It was on a three-month, temporary basis. I was more than happy to accept the position and told myself that I would work super hard for the time I was here in hopes to get a good reference. After three months, I was hired permanently. While being employed in the Standing Tall program I’ve had numerous training opportunities including NVCI, CPR/First Aid, Suicide Prevention, Gang Awareness, AFM, Report Writing, Métis History Workshops, Proposal Writing, and Conflict Resolution to name a few.

I’ve had many opportunities to attend great conferences such as Aboriginal Circle of Educators (ACE) and Aboriginal Education Reference Forum (AERF). Through these conferences I was able to learn presentation/public speaking skills as I was asked to introduce the speakers. If I wasn’t introducing speakers, I was assisting elders. I was also promoted in August 2013 to Assistant Coordinator of the Standing Tall program. The Louis Riel Institute also gave me the opportunity to complete high school while working. The Adult Learning Centre customized my courses so I would be able to finish school without interfering with work. I graduated in June 2014.

Thanks to The Louis Riel Institute, I no longer struggle with my identity. The Education and Culture Resources Coordinator helped me understand my ancestry and culture. She took the time to read through my genealogy and explain it to me. She told me how to join a local, where to find one, and how to obtain my Métis card.”

“I am grateful for MET, they helped me find a job that I love to do. When I first with the MET I was not sure if they would be able to help me. But once I got there they helped me redo my resume and also look up places for me to drop them off. My counsellor called me about a week after I went there and let me know that there was a position that opened up at Louis Riel Institute (LRI) for the Standing Tall program. She had my resume on file and she thought I would be a perfect fit for that position and asked if she could forward it to LRI for me. If it was not for MET I feel that I would not have the job that I have today.”

LIL’ STEPS SUCCESS STORYLil’ Steps Wellness Farm has had the wonderful

opportunity to partner with the Manitoba Metis Federation’s Employment and Training department. We were extremely excited to be able to offer full-time positions to two hardworking women who have helped my business grow and become more successful. Lil’ Steps Wellness Farm is a new business, where I would have never been able to provide this opportunity without the help of the Manitoba Metis Federation.

We were able to give a great opportunity to provide specialized training and a unique experience for our

employees. They were able to learn a variety of skills including caring for animals, co-facilitating groups with children, and management of a farm. I have seen growth and an increase in confidence and skill with these two dedicated employees.

This is a fantastic program and the staff has been very helpful and kind! Thank you for the support and all that you do!

EXCEEDING EXPECTATIONS IN SERVICE DELIVERY

Metis Employment and Training Province-wide Staff MeetingMarch 22 & 23, 2017

On March 22 & 23 2017, all Metis Employment and Training staff from across Manitoba came together for a two-day staff meeting and team building event.

The gathering was an excellent opportunity for everyone across the province to collaborate and to share information and best practices. Management was also able to update all staff on new and upcoming policy changes, the ASETS agreement and address any staff questions. During the second day of the meeting, staff broke off into smaller groups and worked together to identify common challenges and the best ways to address them. The breakoff groups had a diverse mix of employees and regions. Each staff member was able to share their own unique ideas and perspectives.

Metis Employment and Training has over fifty employees working in seven different regions across Manitoba. Metis Employment and Training is staffed by a variety of positions including Employment and Training Counsellors, Project Officers, Finance Clerks, Administrative Assistants and Regional Coordinators.
