Things are looking up in Newport.

Plans are underway for the 15th Annual Choose Franklin Community Day, co-spon-sored by Clear Choice MD, Franklin Savings Bank, Hannaford, Service Credit Union, and media sponsor Mix 94.1 FM. The event will take place Saturday, May 11.

The event begins with a parade at 10 a.m. from Franklin High School, proceeding east-erly to downtown, turning on Smith Street, and ending at Odell Park. This year’s theme is Everyone is VITAL for Revitalization.

A fair will be held at Odell Park from 10 a.m.-3 p.m. with vendors, crafts, food, games, amusement and entertainment.

Annual Choose Franklin Community Day May 11th

Newport, "The Sunshine Town" featured in Business NH MagazineNewport, “The Sunshine Town,” is

featured in the latest edition of Business NH Magazine for using both traditional and unique ideas, like infrastructure improve-ments, industry diversification, and a New York-based internship for Newport students to brighten its economic future.

Town Manager Hunter F. Rieseberg and former resident Jay Lucas are credited with efforts to capitalize on the town’s manufac-turing base.

In addition to a new $15 million mixed-use development in a former mill, the town's Delberative Session voters voted for bonds for a proposed $6.6 million Community Center downtown, and a new $4.5 million Wastewater Treatment Plant.

Select Board Chair Jeff Kessler credits Rieseberg’s leadership; Kessler cites switch-ing streetlights to high-efficiency LEDs, demolishing three or four vacant buildings to put properties back on the tax rolls, and investing $400,000 in improvements for the town’s streets and sidewalks.

Lucas is excited about the Newport Mills mixed-use development proposed for the former Ruger Mill on Sunapee Street. Envisioned are more than 40 units of senior independent living apartments, a medical office, and a restaurant overlook-ing the river. The project could also include a riverwalk connecting Newport Mills with Main Street.

The Sunshine Initiative is a grassroots coalition launched by Lucas just over a year ago to stimulate revitalization.

One of the first programs was RISE, or Reimagining Student Education, an online training program in which three entrepre-neurial firms in New York City train 20 stu-dents in Newport in web design and code. After the 12-week program, “they’re eligible

to work with these same firms, but they don’t have to leave Newport,” and, as Lucas

says. “It helps people in Newport participate in the global digital economy.”

Scott Bourcier, an engineer with Dubois & King, updated the Hillsbor-ough Select Board on the results of the West Main Street sidewalk feasibility study. His firm considered three possible senarios:

1. Do Nothing; 2. Build sidewalks on the South side and 3. Build sidewalks on the North side of the highway.

A trio of factors influenced the final decision, including: West Main Street traffic totals 9,500 vehicles per day; an average of 240 pedestrians use the road daily; there are still 47 commercial lots along the road available for future devel-opment.

The 'do nothing' option obviously has no cost. Building on the South side is esti-mated to cost $733,000, with North side construction estimated at $715,000. Each option carries a 25% contingency. Be-cause of grants, the town's portion of the project is only $146,000, with $132,000 already budgeted.

With most businesses located on the south side of the highway and fewer road crossings needed Bourcier recommended Option #2, the south side. After several

questions and discussion the Board unanimously agreed and authorized

Dubois & King to proceed to the design phase of the project.

When Should I Start Taking My Child to the Dentist? You should make an appointment and visit your dentist soon after the first tooth comes in and no later than the first birthday. A dental visit at an early age is a “well-baby checkup” for the teeth. Besides checking for cavities and other problems, the dentist can show you how to clean the child’s teeth properly and how to handle habits like thumb sucking.

How to Care for Your Child’s Teeth It’s important to care for your baby’s teeth from the start. Here’s what to do:

Begin cleaning your baby’s mouth during the first few days after birth by wip-ing the gums with a clean, moist gauze pad or washcloth. As soon as teeth appear, decay can occur. A baby’s front four teeth usually push through the gums at about 6 months of age, although some children don’t have their first tooth until 12 or 14 months.

For children younger than 3 years, start brushing their teeth as soon as they begin to come into the mouth by using non-fluoride toothpaste in an amount no more than a smear or the size of a grain of rice. Brush teeth thoroughly twice per day (morning and night) or as directed by a dentist or physician. Supervise children’s brushing to ensure that they use the appropriate amount of toothpaste.

Azathioprine, a drug used to treat inflammatory bowel disease, arthritis and vasculitis as well as to prevent organ rejection in transplant patients, has been identified as an important contributor to skin cancer development in a new research study pub-lished in Nature Communications. The research iden-tified a ‘strong case for an association’ between the drug and the mutational signature found in cases of cutaneous squamous cell carcinoma, a common form of skin cancer.

• • •For women aged 14-20 years, catch-up HPV vaccination—offered if American women miss the recommended vaccination series at 11-12 years — is effective against the risk of important cervical precancers if women receive all three doses, according to a population case-control study of over 25,000 people published in The Lancet Child & Adolescent Health journal.

• • •For the first time in the world, researchers have demonstrated that pro-biotics, dietary supplements with health-promoting bacteria, can be used to affect the human skeleton. Among older women who received pro-biotics, bone loss was halved compared to women who received only a placebo. The research was published by the Journal of Internal Medicine opens the door to a new way to prevent fractures among the elderly. Brittleness of the bones, or osteoporosis, is characterized by porous and weak bones, which can cause them to break, even when subjected to low loads such as a fall from standing height. The proportion of the popula-tion with osteoporosis increases with age, and a majority of women over 80 years of age have the disease.

new members were voted onto the Department. Kaden Parker (l), who has been a member of the New Boston Fire Cadet program, transi-tioned to being a member of the Department as a regular member. Al-exandra (Alex) (r) Stout was also voted on as a member. Alex’s grand-father, Greg Peirce, was also a member of the NBFD, so the tradition continues on. New Boston is extremely fortunate to be able to continue to attract volunteers who are committed to the residents of New Boston and ensuring the highest emergency services continue to be available to our neighbors at a minimal cost. The ringing of the antique fire bell is a tradition that all new members experience.

NH's 2019 Teacher of the Year NomineesThe Department of Education announced 39 candidates for New

Hampshire Teacher of the Year, including seven teachers from the cap-ital area. Matt Davis (Bow Memorial School), John Groves (Bow High School), Jan Dwinnells (Weare Middle School), Melissa Gross (Paul A. Smith Elementary, Franklin), Mark Holt (Beech Hill School, Hop-kinton), Tina Philibotte (Goffstown High School) and Sarah Wright (Hancock Elementary) were among the field of nominees released Wednesday. Teachers are nominated at the recommendation of school principals and administrators. The teachers then submit applications, including an essay and resume.

The New Hampshire teacher selected will be the state’s candidate for a national teacher of the year award. The National Teacher of the Year program began in 1952 and is the oldest national honors program focused on excellence in teaching. Finalists will be named later this month.

2 Deering vehicles broken intoDeering Police have received a report

that a resident of a side road off from Old County Road reported that last evening someone rummaged through both his truck and his wife's car.

Although both cars appeared to have been thoroughly ransacked, nothing of real value was kept in the vehicles. Anyone who notices ANY suspicious person(s) skulking about and seeming to hang around places they might not have reason to, or any other type of suspicious activities, please call our dispatch center at 464-3600 so an officer can be sent to check it out.

Judge denies ConVal School District's request for injunctionCheshire County Superior Court Judge

David Ruoff last week denied the Con-toocook Valley Regional School District’s request for an injunction against the state, which would have provided increased mil-lions of dollars for the school district.

ConVal claims that the state is not meet-ing its obligation to pay for an adequate education, as ConVal pays around $18,000

per pupil per year, while the state only con-tributes about $3,600 per pupil per year.

ConVal, joined by the Winchester School District, wanted Judge Ruoff to or-der payments of more than $20 million to the two districts to make up the difference between what the state pays, and what the

districts think it should pay.The judge’s order does state that the

$3,636 grant amount is likely too low and leaves open the possibility of more money for the districts.

He will make a final determination on the merits of the case in June.

The pair fled the scene and attempted to hide in an empty barn where State Police Troopers, SWAT and a K-9 unit eventually located them. Following the arrest, Browne says he was contacted by Capt. Chris Vetter, head of the State Police SWAT team and an associate of Browne’s, who was on scene at Gedney’s Alexandria arrest.

Goffstown Fire officials met with the Select Board to discuss the ambulence remount.

Goffstown Fire Chief Steve Tower, Deputy Chief Brian Allard, and Deputy Chief Stephen Laroche met with the Select Board to discuss the long planned Ambu-lance Remount. Rather than purchase an entirely new ambulance, the Board has been planning to remount the existing pa-tient compartment on a new chassis, saving about $100,000.

Unfortunately Deputy Allard, who has been investigating the matter, informed the Board that the current ambulance manufacturer is no longer in business, and retrofitting the current compartment to

a different manufacturer's chassis is not recommended.

The Chiefs were unanimous that, in addition to purchasing a new chassis at $172,000, a new ambulance, with a life expectancy of 8-10 years, can be purchased for an additional $56,000 or a total of

$228,000. The Board agreed but asked the Chiefs

to brief the Budget Committee before giv-ing final approval at the next Select Board meeting.

The Board also approved an increase in ambulance billing fees, effective June 1st.

California artist Charles Gaines is the recipient of the 60th MacDowell Medal, an annual honor awarded by the MacDowell Colony. Gaines will be on hand for the medal ceremony, slated for Aug. 11 in Peterborough.

“When I received the phone call telling me I was selected, I really couldn’t believe it,” Gaines said. “I think I still don’t.”

Born in 1944 in Charleston, S.C., he attended an Arts High School in Newark, N.J., and did undergraduate work at Jer-sey City State College. He then earned an M.F.A. from the School of Art and Design at the Rochester Institute of Technology in 1967. In the 1970s, Gaines’ work shifted in response to what he would later call “the awakening.”

This epiphany materialized in a series called “Regression (1973-1974),” in which he explored the use of mathematical and numeric systems to create soft, numbered

marks in ink on a grid, with each drawing built upon the calculations of the last, ac-cording to a statement from MacDowell.

Gaines quickly became a pivotal figure in the field of conceptual art, with a body of work engaging formulas and systems that interrogate relationships between the ob-jective and subjective realms,

MacDowell said in a statement.Gaines is a member of the CalArts

School of Art faculty. He has been the subject of numerous exhibitions in the United States and internationally, and his work is in prominent public collections.

“Charles Gaines is many things: an influential teacher, a provocative and powerful writer and curator, a talented drummer, and, of course, a highly re-nowned and celebrated visual artist,” said Ann Philbin, Medalist Selection Panel chair and director of The Hammer Mu-seum at UCLA.

Stark students learn about BiofabricationStudents at John Stark Regional High School had the opportu-

nity to learn about the various careers in Biofabrication with rep-resentatives from Advanced Regenerative Manufacturing Institute (ARMI) headquartered in Manchester this week. Students packed the room to learn more about the decell-recell technologies that are being developed in the hopes of being able to create human tissue and organs for transplantation in the future. They also learned about the companies, non-profits, and academic and training insti-tutions that are studying this technique. As part of the presentation, John Stark students performed a hands-on experiment using decell-recell technology. Utilizing "hearts" made of agar-agar, students observed as they first decelled the hearts and then recelled them (making the "hearts" go from red to a pale-whitish and back to red). The process is being developed to create a heart that is a perfect cel-lular match for transplantation for the more than 2,500 people who receive a heart transplant each year.

Henniker Rotary announces the 2019 Janice H. McElroy Scholarship applications

Rotary District 7870 is pleased to announce the availability of a scholarship in memory of Janice H. McElroy, who served as District 7870 Governor during Rotary Year 2011-2012. Governor McElroy, of Henniker, was instrumental in securing, after the devastation of Hurricane Irene, a Rotary International grant of $412,000 to help southern Vermont to rebuild.

The Janice H. McElroy Memorial Scholarship is made pos-sible due to donations from friends, colleagues, and Rotary Clubs throughout District 7870, covering southern Vermont and south-ern New Hampshire.

Prior to her death in 2014, Jan McElroy requested that any donations received in her memory be dedicated to establishing a scholarship fund for non-traditional students.

The recipient must be a person who is 21 years of age or older and has completed high school or earned a GED. There must be at least a three-year gap between graduating from high school and full-time college attendance, or a record of part-time college for three years after graduating from high school.

The scholarship funds may be used for expenses at a four-year or a two-year college, or at another type of accredited institution, such as a technical or vocational program. CarTalk Ray MagliozziFor two years, my husband (a retired

mechanic) had been driving my old 2003 Blazer two days a week. It has 135,000-ish miles on it. It has a coolant leak, so he only drove it around town — no more than a 20-mile round trip. He says he smells antifreeze when he drives it, but he doesn’t see any puddles or leaks, and he doesn’t think it’s the heater core.

Cut to a month ago. My son (almost 40, so not a dumb kid) was visiting from out of state and drove the car about 5 miles to a friend’s house. Hubby warned him to keep an eye on the gauges and explained the situation. Needless to say, a loud banging started in the engine while my son was driving. He immedi-ately pulled over and called home. Hubby told him to cautiously drive home so he could look at it. Hubby then announced that it’s my kid’s fault that the engine threw a rod. Then a week ago, Hubby tries to start the truck and ... no banging, no puddles, oil level is good. Your best guess as to a diagnosis? Thank you.

— AngieMy diagnosis is that Hubby’s mechanical skills need refreshing.

In retirement, they’ve clearly fallen behind his Mahjong skills. If the truck started up and ran quietly last week, it never threw a rod. More likely, it severely overheated. If Hubby didn’t keep the cool-ant topped up, or if the leak got suddenly worse while your son was driving (perhaps at 85 miles an hour), there may have been so little coolant in there that the engine overheated violently. And the steam that’s created when the coolant boils is what makes that hammering sound. It’s like the

knocking sound that steam radiators make when there’s air in your home heating system. The question now is: How much damage was done to the engine when it overheated? To find out, the first thing to do is to top up the cooling system. It’s probably empty or near empty. Once the cooling system is full, run the engine until it gets up to operating temperature.

Then do an oil pressure test. Hubby probably still has an oil pressure gauge somewhere. Often, when an engine overheats severely, it damages the engine bearings. And an engine with dam-aged bearings won’t be able to hold oil pressure. That’s the kiss of death. Or, as they call it in the junkyard business, “new inventory.” So if the engine flunks its oil pressure test, then throw a jug of coolant onto the passenger seat, and hope the Blazer can make it to the nearest junkyard. If the oil pressure is OK, then you dodged a bullet, and you can probably salvage this heap, Angie.

And the next step would be to figure out where the coolant is leaking and fix it. It could be the water pump, a hose or even the heater core, despite Hubby’s earlier dismissal. But whatever it is, he should fix it now. There’s a good reason you’re not supposed to drive around with a serious coolant leak. And you guys have just had a front row seat to it.

If it’s something expensive, like a head gasket, a cracked head or a cracked block, Hubby might decide it’s not worth fixing. And we’d probably agree with him. But if it’s something relatively simple, he should fix it instead of risking the engine and jeopardizing the family peace at Christmas dinner.

Henniker Chamber of Commerce sponsors Annual Clean-Up DayThe Henniker Chamber of Commerce is

sponsoring a Henniker Community Spring Clean Up Day on Saturday, May 4 from 10am-1pm.

The chamber is looking for businesses, organizations and residents to help with the clean up. If this is something that you can help with, please send an email to [email protected] with your company/group name/family name and number of people attending. The Henniker Chamber of Commerce will donate $100 to the team/group with the largest number of people to check-in and check-out as a team/group.

Volunteer Check-In starts at 10 am at the Henniker Community Center for as-

signments, trash bags and gloves. Volun-teers are encouraged to wear a t-shirt with their organization’s name on it and to bring their own gloves, hat, sunscreen and safety vest, if possible.

Following the clean-up efforts will be a FREE barbeque for all participants on the lawn at the Henniker Community Center with food provided by the Henniker Cham-ber of Commerce.

Elderly man injured in Peterborough crashArthur Brasley, 91, of Rindge was taken to the hospital last

Wednesday after crashing his vehicle in Peterborough. Brasley was traveling south on Route 202 near the Jaffrey town line when his 1994 Mercury drifted off the road, Peterborough Police Chief Scott Guinard said Wednesday afternoon. The Mercury struck a dirt mound on the side of the road, causing extensive damage. Brasley was taken to Monadnock Community Hospital in Peterborough to be checked for injuries. Guinard said the crash may have been caused by a medical issue, but he wasn’t sure.

Goffstown Police investigate untimely deathThe Goffstown Police are investigating the untimely death of an

adult male found adjacent to the power lines near Louis Street. Like all untimely deaths that occur in our town (15-20 annually), the Police Department, along with the assistance of the State Medical Examiner's Office investigates to determine if there is anything of a suspicious nature. It was quickly determined that there was nothing suspicious in this matter. We are actively trying to contact the next of kin for this victim.

Police investigating six Northfield break-insNorthfield Police are looking for a burglar they believe is re-

sponsible for at least six break-ins overnight. Two of the break-ins were in locked homes while residents were sleeping inside, and one was caught on video by a home security system. Kim Robichaud said she and her husband are unnerved after video from their home security system showed someone getting inside their Northfield home twice overnight. Police said they are investigating at least two home and four vehicle break-ins. They said money was taken, but no one came into contact with the burglar.

The Weare Board of Fire Wards presented Former Chairman Steve Roberts with a commemorative plaque at their April meeting.

On April 8, 2019, Steve Roberts was recognized for his service to the Board of Fire Wards. Mr. Roberts’ previous career firefighter experience combined with his acuity as an engaged citizen proved invalu-able in the evolution of the Fire Rescue Department to meet the service demands of the community.

During his nine years on the Board, the Department has changed from the tra-ditional volunteer response model to one that combines both part-time and on-call employees to answer fire and medical calls.

Mr. Roberts stepped down as Chair in March 2019.

Deering Captain Thomas Cavanaugh took a report from a subject complaining about a fraudulent tax return issue. While investigating that, Capt. Cavanaugh uncovered information that the complainant had been messaging and calling a female who was the victim in a Criminal Bail Protective Order issued against the complainant follow-ing a Domestic Violence Assault arrest that occured in March.

Further investigation showed that the complainant of the tax fraud had actually instructed the female party to complete the family taxes for him, so the complaint reporting a fraudulent tax return was patently false in nature. Following the investigation, warrants and complaints were issued, and on April 3, 2019, Captain Cavanaugh did
