MESSAGE OF THE MAYOR

My warmest compliments to the Municipal Development Council for initiating and

completing the preparation of this Comprehensive Development Plan which shall be our

development roadmap for the planning period 2017 to 2022. May I also extend my appreciation

to the members of the Sangguniang Bayan for facilitating the approval and thus legitimizing this

planning document.

Your municipal local government unit is pleased to publish this medium-term plan

embodying the vision, sectoral goals, objectives, development strategies, policies and the

corresponding programs, projects and activities which will serve as primary inputs to investment

programming and subsequent budgeting for the next six years. In adherence to the principle of

participatory governance, this document was prepared following a consultative planning process

with contributions from municipal and barangay elected officials, LGU department heads, and

representatives from national government agencies and civil society organizations.

The promotion of general welfare is our ultimate goal as mandated by Section 16 of the

Local Government Code of 1991, which is synonymous to raising the quality of life or general

well-being of individuals and societies. To attain this end, we shall focus on raising the human

development index of Irosin’s inhabitants by promoting health and balanced ecology, the

educational development of the human capital, and providing a decent standard of living.

To the LGU organization, our national government partners, the private sector and the

people of Irosin, may this CDP be our guide in our journey towards a better Irosin. I am looking

forward to your active engagement during the implementation of the interventions outlined in

this plan.

FOREWORD

"To the person who does not know where he wants to go, there is no favorable wind." - Seneca

Local government units (LGU) created or recognized under the Local Government Code of 1991 (RA 7160) are dual in nature, namely, political and corporate. As a political unit, the LGU is a subdivision of the national government with powers to manage its territorial jurisdiction for and in behalf of the national government. As a body corporate, the LGU represents the inhabitants within its territory and is endowed with powers and resources necessary for its efficient and effective governance and to deliver basic services and facilities to enable its inhabitants to develop fully into self-reliant communities. The current policy of devolution aims to strengthen this dual role of LGUs, namely, as a political unit, to become effective partner in the attainment of national goals, and as a corporate body, to be able to promote the general welfare of its inhabitants.

From this dual nature, LGUs are required to prepare two plans, the Comprehensive Land Use Plan

(CLUP) and the Comprehensive Development Plan (CDP). The CLUP is the long-term plan to guide the physical development and management of local territories, while the CDP is the plan for the promotion of the general welfare of the local inhabitants. The term “comprehensive” in the CDP means “multi-sectoral” development in that it covers the five sectors of social development, economic development, physical/land use development, environmental management, and institutional development.

Pursuant to Section 106 of RA 7160, it is the Municipal Development Council that initiated the

preparation of this comprehensive multi-sectoral development plan. A 3-day “Multi-sectoral Planning Workshop for CLUP-CDP-ELA Formulation” was conducted for this purpose by the LGU of Irosin last October 26 to 28, 2016 at the Rizal Beach Resort, Gubat, Sorsogon. The activity was participated by 134 stakeholders composed of MDC members, elected officials, LGU department heads and staffs, representatives from national government agencies, community volunteers, and CSO representatives. A team from DILG Sorsogon facilitated the workshops while Municipal Planning and Development Office staff acted as the training secretariat.

Further sectoral consultations were conducted in fine tuning each sectoral plan after the planning-

workshop. Stakeholders of the agriculture sector finalized the sectoral plan on January 16, 2017, followed by the social welfare sector on January 19, 2017, and by the health sector on January 24. Planning inputs for the protective services sector were culled out from the draft Peace, Order and Public Safety Plan as discussed by the MPOC on June 1, 2017. The disaster risk reduction and management and climate change adaptation plan was discussed with the MDRRMC on February 16, 2017. Inputs for the trade, industry and tourism sector are culled from the workshop outputs during TraBAJO/LED trainings. For the infrastructure and education sector, the inputs are from previous CLUP sectoral workshops.

The preparation of this CDP was guided by the Sourcebook on Rationalizing the Local Planning

System (RPS) that advocated the system of harmonization, synchronization and rationalization of plan preparation for LGUs. Following the RPS, the planning process involved analysis of the existing situation, formulation of the vision, determination of vision-reality gap, setting of goals and objectives/targets, and culminating in the development of policy responses/strategies and identification of programs, projects and activities.

As stated earlier, the ultimate purpose of this CDP is to plan for the promotion of the general

welfare of Irosinians by putting in place policies and strategies that will ensure efficient and effective local governance and rational allocation of resources in the delivery of basic services and facilities.

The Local Government Unit of Irosin through its Municipal Development Council acknowledges Rico E. Gaurino, Jake Mesias and Ronaldo D. Grayda of the Department of the Interior and Local Government – Sorsogon Provincial Office, for facilitating the “Multi-sectoral Planning Workshop for CLUP-CDP-ELA Formulation” held last October 26 to 28, 2016. The contribution of Mr. Gaurino is underscored for his technical assistance in crafting the training design, for providing inputs during each planning module, and as the lead facilitator during the planning-workshops. Due recognition is also extended to representatives from the Philippine National Police, Department of Education, Department of Environment and Natural Resources – PENRO, Department of Trade and Industry, Department of Agrarian Reform, Department of Social Welfare and Development, the Veritas College of Irosin, Irosin Water District and Sorsogon Electric Cooperative I, for participating in the planning-workshops. We are also expressing our gratitude to community volunteers from Barangay Nutrition Scholars and Barangay Health Workers, and to representatives from the following civil society organizations for their enthusiasm in being part of the planning process, namely, SAFSCO, BNSG, ASCIR, IDTRODA, BUCASMATA Irrigators Association, LUVFA, MONVEGA, BIGKIS, IYA, ITRIDOC, GASANAMUDECO and the IRDF.
