The Philippine Statistics Authority-Leyte Provincial Statistical Office
has earnestly endeavored in achieving its mandate to deliver relevant
and reliable statistics and civil registration services for equitable
development towards improved quality of life for all.
In this Annual Report, we are highlighting again our humble
milestones and accomplishments in 2019 as we continue to pursue
excellence in our outputs and outcomes despite the challenges and
limitations. We continue to be committed in serving the public in the
most efficient and effective ways, as we are steadfast in achieving to be
solid, responsive, and word-class authority on quality statistics and
civil registration.
Awarded as 3rd Placer in the PSA Awards Provincial Category, 3rd Placer in Information
Dissemination, and 4th Placer in Statistical Planning and Coordination are among the fruits of labor,
team work, and dedication among PSA Leyte personnel. A blessing to be grateful, an opportunity to
be more passionate, and a challenge to maintain the rank. Our technological innovations which
include Civil Registration Server for Local Civil Registry Offices; Enhanced Electronic Evaluation
System; Online Monitoring System with SMS Notification; and Enhanced Barangay Civil Registration
System, were developed to promote efficiency in the delivery of our products and services.
Maintaining the ISO 9001:2015 certification by the TUV Rheinland Philippines brought continues
improvement in our systems and processes.
This report also highlights major activities undertaken under Statistical Operations, Civil
Registration, Information Dissemination, Partnership and Linkages, Financial, Administrative, and
Human Resources. The people behind all these accomplishments once again deserve highest
appreciation. To our sample respondents for their time and cooperation in responding to all our
statistical inquiries; to the Local Government Units, National Government Agencies, Non-
Government Organizations, academe, media, religious sectors, private sectors and other partners and
stakeholders for their unwavering support and assistance; to our hired personnel (data collectors,
processors, service contractors, utility personnel) who served as our external providers for their
continued service, loyalty and dedication; and most of all to PSA Leyte staff for continuously believing
that Love, Enthusiasm, Youthfulness, Teamwork, and Endless commitment to excellence are essential
elements of LEYTE to success.

1. Serve as the central statistical authority of the
Philippine government on primary data
collection;
2. Prepare and conduct periodic censuses on
population, housing, agriculture, fisheries,
business, industry, and other sectors of the
economy;
3. Collect, compile, analyze, abstract and publish
statistical information relating to the country’s
economic, social, demographic and general
activities and condition of the people;
4. Prepare and conduct statistical sample surveys
on all aspects of socioeconomic life including
agriculture, industry, trade, finance, prices and
marketing information, income and expenditure,
education, health, culture, and social situations
for the use of the government and the public;
5. Carry out, enforce and administer civil
registration functions in the country as provided
for in Act 3753, the Law on Registry of Civil
Status.;
6. Collaborate with departments of the national
government including GOCCs and their
subsidiaries in the collection, compilation,
maintenance and publication of statistical
information, including special statistical data
derived from the activities of those
departments, corporations and their
subsidiaries;
7. Promote and develop integrated social and
economic statistics and coordinate plans for the
integration of those statistics, including the
national accounts;
8. Develop and maintain appropriate frameworks
and standards for the collection, processing,
analysis and dissemination of data;
9. Coordinate with government departments and
local government units (LGUs) on the
promotion and adoption of statistical standards
involving techniques, methodologies, concepts,
definitions and classifications, and on the
avoidance of duplication in the collection of
statistical information;
10. Conduct continuing methodological, analytical
and development activities, in coordination with
the PSRTI , to improve the conduct of censuses,
surveys and other data collection activities;
11. Recommend executive and legislative measures
to enhance the development of the statistical
activities and programs of the government;
12. Prepare, in consultation with the PSA Board, a
Philippine Statistical Development Program
(PSDP);
13. Implement policies on statistical matters and
coordination, as directed by the PSA Board,: and
14. Perform other functions as may be assigned by
the PSA Board and as may be necessary to carry
out the purposes of RA 10625.
PSA Mandate and Functions
The PSA shall primarily be responsible for the implementation of the objectives and provisions of R.A.
10625. It shall plan, develop, prescribe, disseminate and enforce policies, rules and regulations and
coordinate government-wide programs governing the production of official statistics, general-purpose
statistics, and civil registration services.
It shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of
selected administrative recording systems and compilation of national accounts.

PSA Leyte places 3rd in the Top 15 Provincial Statistical Offices
The PSA Leyte placed 3rd in the Top 15 Provincial
Statistical Offices Category during the 2018 PSA
Awards Night held at Heritage Hotel, Pasay City,
on June 21, 2019. Aside from the major award,
the office also received special awards for ranking
3rd in Information Dissemination and 4th in
Statistical Planning and Coordination.
The awards were given in recognition of the
outstanding performance of the office in 2018.

The PSA Leyte, having been issued with ISO 9001:2015 certification in 2017, underwent surveillance audit with the TUV Rheinland Philippines on November 26, 2019. Mr. Mark Anthony Lugay, representative of TUV Rheinland, conducted the audit to verify if the office adheres to the standards set out by certification and to determine if recertification will be granted to the office once the three-year validity lapses. The audit covered the statistical operations and civil registration services of the office. The three units of the office - the Statistical Operations and Coordination, Civil Registration and Administrative Support, and the Office of the Chief Statistical Specialist - were audited separately.
The audit results showed that the Office has three commendable practices, four innovation activities, eight opportunities for improvement, no non-conformities, and was strictly implementing the 5s of housekeeping. The commendable practices include awards received in the 2018 PSA Field Awards which are: 1) 3rd Place among Top 15 Provinces 2) 4th Place in Statistical Planning and Coordination; and 3) 3rd Place in the Information Dissemination. PSO’s innovations on processes were likewise given commendation which include Online Monitoring System, Tablet-based Data Collection for BCRS, Management Information System for QMS, and Civil Registration Online Server for Local Civil Registry Offices.

The tablet-based eBCRS operates
as electronic-based data collection
system. This system intends to
have a systematic process of
reporting and monitoring vital
events in the barangay level. With this new system, the Computer-
Aided Personal Interviewing (CAPI) will be utilized in the data
collection using an Android tablet/cell phone instead of the Paper-
and-Pen Interviewing (PAPI). In effect, this will make a paperless
BCRS. Also, the data collected can now be easily processed and
validated for these are entered directly on the Android tablet/phone.

1. Civil Registration Online Server
The PSA Leyte is always keen on strengthening the partnership with the Local Civil Registry Offices
(LCROs) to ensure quality civil registration service is rendered to the public. It is important that
LCROs are kept abreast of the latest civil registration procedures, processes, and guidelines, including
current issues and updates. To attain this purpose, the Civil Registration Online Server was
introduced to the LCROs of Leyte.
This server, which runs on Network Accessible Storage (NAS) handled by the office, can be accessed by
the LCRs in their respective offices through desktop computers/laptops with an internet connection.
Once the server is accessed, various documents on civil registration can be viewed and downloaded,
e.g., OCRG Memo Circulars, Civil Registration Manuals, CRD Feedback, Installers, PPT Presentation.,
etc.
PSA Leyte woks smarter with new innovations
The commitment of the PSA Leyte to deliver world-class services to the clients and stakeholders is
beyond doubt. This is manifested in the daily operation of the office characterized by strict adherence to
the implementation of the Quality Management System (QMS). Also, the office thinks out of the box to
continually improve the effectiveness of the QMS and to cope up with the changing trend caused by
technological advancement. For that reason, as also inspired by the PSA’s 2019 theme “Working
Smarter through Innovation,” the office introduced various innovations. These are:
2. Enhanced Electronic Evaluation System for QMS
The Enhanced Electronic Evaluation System for QMS is used to keep track of the performances of the
Statistical Researchers, Janitors, and Service Contractors involved in the office operations. This will
serve as basis for the supervisors in determining if they will be re-hired or not. Performance evaluation
of Supplier/Service Provider such as catering service is also stored in this system.

3. Online Monitoring System with SMS Notification
The Online Monitoring System with SMS Notification is used to monitor the submission of reports and
the actual accomplishments per activity. This system will also remind the focal person through SMS
notification to submit the required report/s of the activity assigned to him/her two (2) days before the
prescribed submission date.

AGRICULTURE AND FISHERIES
CROPS
Palay and Corn Production Survey (PCPS) The PCPS consists of two (2) national quarterly surveys which are conducted simultaneously: the Palay Production Survey (PPS) and the Corn Production Survey (CPS). The main objective of the PCPS is to generate quarterly estimates and forecasts on palay and corn production, area, yield, and other production-related statistics. This survey, together with other quarterly agricultural surveys, is subjected to a provincial and regional data review before submission to the central office. In 2019, Leyte had 20 sample barangays and 154 sample HHs covered for PPS and CPS
Monthly Palay and Corn Situation Reporting System (MPCSR) Serves as a monitoring system of the growing conditions and actual plantings of palay and corn. Specifically, it aims to update the forecasts for the current quarter based on standing crop and forecasts for the next quarter based on planting intentions. It also provides monthly updates on the area and production of palay and corn by stages of growth (i.e., vegetative, reproductive, and maturing) across the country. A total of 142 sample households from the 20 sample barangays were interviewed monthly in 2019.
Palay and Corn Stock Survey (PCSS 1) The PCSS1 intends to generate estimates of the current stock of rice and corn in farm and non-farm households. It is a monthly survey being conducted in the first four (4) days of the month with the 1st day of the month, 6:00 AM, as the reference period. Leyte had 142 farm households and 135 non-farm households interviewed every month in 2019.
Crops Production Survey (CrPS) This CrPS aims to generate basic production statistics for crops other than palay and corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered major crops. In 2019, six (6) samples in nonfood industrial crops, seven (7) samples in vegetables and four (4) samples in fruits classified as major crops were covered in Leyte.
Enhanced Information System for Palay (EISP) The EISP presents information on palay production, area and yield by ecosystem and seed class. It also contains data on source and adequacy of irrigation water, usage of fertilizers, chemicals and seeds, disposition and utilization of production, and information on farmers' awareness and participation.
In 2019, the province prepared summary tables of disaggregated data generated from Palay and Corn Production Survey (PCPS) every quarter.

LIVESTOCK AND POULTY
Commercial Livestock and Poultry Survey (CLPS) The CLPS is a major survey under the Livestock and Poultry Production Survey that aims to generate primary data on inventory/population and supply and disposition of animals from commercial farms. The CLPS is conducted every quarter.
The Backyard Livestock and Poultry Survey (BLPS) The BLPS is a major survey which aims to generate primary data on supply and disposition of animals from backyard farms (small hold raisers). The purpose of the survey is to determine/ measure the performance of the livestock and poultry in industry at the provincial level.

FISHERIES AND AQUACULTURE
Quarterly Commercial Fisheries Survey (QCFS) The QCFS generates data on the quarterly volume and value of fish unloaded at commercial fish landing centers by species at the national, regional and provincial levels. It covers fishing operations that make use of boats of more than three (3) gross tons. The data collected are supplemented from the administrative records of non-traditional landing centers such as those that are managed by the Philippine Fisheries Development Authority (PFDA), LGUs, and private entities. In 2019, the QCFS covered a total of 6 landing centers located n Leyte.
Quarterly Inland Fisheries Survey (QIFS) The QIFS is used to generate data on quarterly volume and value of fish unloaded at municipal fish landing centers by species at the national, regional and provincial levels. There were 80 total sample households from five (5) sample barangays in 2019. Of the 80 sample households, only 22 were engaged in inland fishing.
Quarterly Municipal Fisheries Survey (QMFS) The QMFS is used to generate data on quarterly volume and value of fish unloaded at municipal fish landing centers by species at the national, regional and provincial levels. Data are collected through personal interview of at least three (3) key informants knowledgeable on the fishing activities at the sample fish landing center. Key informants may be a fisherman, fishing boat operator, fish trader, fish broker, or barangay officials. Monthly volume and price of fish unloaded at the landing centers are gathered on the last week of the last month of the reference quarter. In 2019, Leyte had 20 households samples quarterly.
Quarterly Aquaculture Survey (QAqS) The QAqS generates data on volume and value of aquaculture production by aquafarm type, by culture environment, by species, by quarter at the national, regional and provincial levels. This survey had 140 households sampled quarterly in 2019.

INSDUSTRY AND TRADE
Monthly Integrated Survey of Selected Industries (MISSI) Provides the government and private sectors timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. In 2019, monthly data were provided by the three (3) sample establishments in the province.
Quarterly Survey on Philippine Business and Industry (QSPBI) This is a quarterly survey that provides statistics on revenue, employment and compensation of the identified establishments engaged in economic activities with total employment of 20 and over except in the Agriculture, Forestry and Fishing sectors. Leyte had a total of 87 sample establishments every quarter in 2019.
Annual Survey of Philippine Business and Industry (ASPBI) The ASPBI aims to provide key measures on the performance, levels, structure, and trends of economic activities of the formal sector in the entire country for a specific year. The data collected from the survey provide information on the levels, structure, performance, and trends of economic activities of the formal sector in the entire country. Leyte had a total of 929 sample establishments
and enterprises covered in 2019.
2018 Input Output Survey of Philippine Business and Industry (2018 IOSPBI) The 2018 IOSPBI was conducted together with 2018 Census of Philippine Business and Industry (CPBI) . The main objective of this undertaking is to provide a reliable and updated statistics on the characteristics of business establishments in the country at the level of geographic and industry disaggregation useful for both the government and private sector for their economic and business planning and decision making.
In 2019, a total of 201 establishments were
sampled in the province.
2018 Census of Philippine Business and Industry (2018 CPBI) Aims to collect and generate information on the performance, levels, structure and trends of economic activities of the formal sector in the entire country for reference year .
In 2019, monthly data were provided by the 56 sample establishments in the province.

PRICES
Survey of Retail Price for Generation of CPI This survey serves as basis for the construction of the Consumer Price Index (CPI), which indicates average changes in prices of commodities and services consumed by an average Filipino household. The CPI is most widely used in the calculation of the inflation rate and purchasing power of the peso . The inflation rate is the annual rate of change or the year-on-year change of the CPI expressed in percent , while the purchasing power of the peso shows how much the peso in the base period is worth in the current period . The CPI is a major statistical series used for economic analysis and as a monitoring indicator of government economic policy. It is also used to adjust other economic series for price changes. Another major importance is its use as a basis to adjust wages in labor management contracts as well as pensions and retirement benefits. Increases in wages through collective bargaining agreements use the CPI as one of their bases. The general public is provided with monthly price movements of commodities and services at the national and regional levels.
For the province, two price quotations are collected at the provincial capital while four other price quotations are collected from the municipalities/cities outside the capital during the first five days of the month. However, only two price quotations are collected from the provincial capital during the middle of each month.
The annual average inflation rate of the
province slowed down
significantly to 1.5 percent in 2019. It was
5.6 percent in 2018.

PRICES
Weekly Survey of Selected Petroleum Products This survey is conducted every Friday to provide snapshot of the prices of selected petroleum products on a weekly basis. Prices of diesel, kerosene, unleaded gasoline and liquefied petroleum gases (LPG) were collected every week from seven (7) sample outlets in Leyte in 2019.

Producer Price Survey The PPS is a nationwide survey that collects producer’s prices of key commodities in the manufacturing sector. The outputs of this survey are used to compute the Producer Price Index (PPI) which is a measure of the monthly or yearly changes in the producer’s price of key commodities in manufacturing. The PPS also covered the three (3) establishments sampled in the MISSI in Leyte.
Weekly Cereals and Fertilizer Price Monitoring (WCFPM) Results of the WCFPM are used as indicators for the weekly trend on prices of cereals and the source of the official data for fertilizers. It covers weekly farm, wholesale, and retail prices of cereals and four (4) grades of fertilizers for all provinces including Metro Manila. In 2019, three (3) sample commodities from five (5) stores/establishments were sampled every week.
Agricultural Marketing Information System (AGMARIS) The AGMARIS is an integrated system of collecting, processing, analyzing, and disseminating information that involves design and implementation of site-specific monitoring scheme that parallels the existing marketing system. Price surveys are implemented in major local/provincial market centers and strategic terminal markets throughout the country. Prices of the sample agricultural commodities gathered through the Retail Price Survey (RPS) for Agricultural Commodities and Wholesale Price Survey (WPS) for Agricultural Commodities are run as inputs in AGMARIS. The prices of sample commodities were collected in the three (3) key cities of Leyte– Baybay, Ormoc, and Tacloban. In 2019, there were 153 sample commodities collected every survey rounds for retail and 15 for wholesale.

Weekly Price Watch Results of the Weekly Price Watch is used as indicators for the weekly trend on prices of selected agricultural commodities in 17 trading centers throughout the country. In 2019, there were 35 sample commodities collected from five (5) sample stores/establishments every week.
Farm Price Survey This is a nationwide household-based survey designed to gather data on prices received by farmers for their produce and prices paid for the pesticides they used in their farms. The results are used in the periodic valuation of the outputs produced by the agricultural sector. They also serve as inputs for the development of price indices to measure the purchasing power of producers of selected agricultural products; to analyze seasonal trends and variations in prices; and to forecast supply, demand, and prices of agricultural commodities. Prices are collected monthly during the last ten (10) days of the month using as reference period the whole of the reporting month. In 2019, the FPS monitored 29 kinds of crop and eight (8) livestock and poultry animals in the province. Five (5) respondents per crop and livestock and poultry were purposively selected from the top five (5) crop and livestock and poultry producing cities and municipalities.

POPULATION
The 2019 Geo-Tagging of Building Structures is part of the five-year rolling scheme technology-aided
map updating which was started by PSA in 2016 in preparation for the conduct of the Census of
Population and Housing (CPH) next year.
The activity aims to identify and mark building structures as points in the digitized maps and to attribute
these buildings with pertinent geographical information for use in various statistical undertakings of the
PSA. During operation, PSA Leyte hired Map Data Collectors to geo-tag all building structures found in
the selected Primary Sampling Units (PSUs) using an android tablet.

The 2019 integrated census map updating activity was a convergence of mapping outputs, processes
and activities conducted by the PSA in previous years and those remaining mapping activities.
Included in this activity were the updating of layers for barangay boundaries and road networks,

The main purpose of conducting the 2019 integrated census map updating activity is the creation of
accurate and reliable EA maps and the creation of the final EARF to be used in the 2020 CPH, which can
be attained by the efficient conduct of the various processes dedicated to this major undertaking.

EDUCATION AND MASS MEDIA
Functional Literacy, Education and Mass Media Survey (FLEMMS)
FLEMMS is one of the designated statistical activities of the PSA which generally provides a quantitative
framework that will serve as basis in the formulation of policies and programs on the improvement of
literacy and education status of the population. Specifically, the survey aims to estimate the proportion of
the population 10 years old and over who are basically literate; to estimate the proportion of the
population 10 to 64 years old who are functionally literate and to determine their socio-economic
characteristics; to determine the educational skill qualifications of the population in terms of formal
schooling; and to determine the mass media exposure of the population.
In 2019, a total of 738 sample HHs were completely interviewed out of the 775 total workload HHs, a response rate of 99.86%.

2019 Annual Poverty Indicator Survey (APIS)
The 2019 APIS is the thirteenth in a series of poverty indicators survey conducted nationwide since 1998. It is designed to provide estimates for non-income poverty indicators and gather data on the socio-economic profile of families and other information that are related to their living conditions which serve as inputs to the Multidimensional Poverty Index (MPI).
The APIS provides information on different non-income indicators related to poverty such as attendance in school, reasons for not attending school and educational attainment, access to safe water supply and sanitation, tenure status of housing unit, and materials used in outer walls and roof. The 2019 APIS was conducted as a rider to the July round of the Labor Force Survey (LFS). There were 2,884 sample households in Leyte that were completely interviewed by the hired data collectors with a response rate of 99.65 percent.

INCOME AND EXPENDITURE
Consumer Expectations Survey (CES) The CES is a household-based survey on the consumers’ assessment of their family income, financial situation, and the economic condition of the country. It is conducted quarterly as a complementary survey to the Business Expectations Survey (BES) of the BSP.
The PSA’s responsibility is to undertake the data collection and encoding of the questionnaires while the generation of tables and analysis of the results are done by the BSP. Specifically, the survey aims to: provide a quick and regular assessment of the financial condition of consumers and economic condition of the country at present and in the near future, from the consumers’ own viewpoints.
Leyte had a total of 385 sample households enumerated in 2019.

Family Income and Expenditure Survey (FIES) Is a survey on family income and expenditure of households across the country which aims to gather data on family income, sources of income, family expenditure and related information affecting family income and expenditure levels and patterns, income distribution and degree of inequality among families, and serve as benchmark information for CPI and inputs for country’s poverty threshold and incidence.
This survey is undertaken every three (3) years as a rider survey to Labor Force Survey (LFS)
The first visit was conducted in July 2018 which covered 3,038 sample households/housing units. The 2nd visit was carried out in January 2019, as rider to LFS January Round.
LABOR AND EMPLOYMENT
Labor Force Survey (LFS) The survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the country, as a whole, and for each of the administrative regions, including provinces and key cities. This is conducted every January, April, July and October. The sample households are enumerated using Computer Aided Data Collection System (CADACS). A total of 5,363 households were sampled for LFS in 2019.
Occupational Wages Survey (OWS) The OWS is conducted every two (2) years, the OWS is a nationwide survey of agricultural and non-agricultural establishments employing 20 or more workers. It generates statistics for wage and salary administration and wage determination in collective bargaining negotiations. These statistics can also be used as a basis for investment decisions and in determining the competitiveness of the country’s industries and occupations. Similar to the ISLE, the OWS was also not conducted in 2019. Instead, validation was made on the data obtained in 2018 OWS.
Integrated Survey on Labor and Employment (ISLE) The ISLE is a nationwide biennial survey of agricultural and non-agricultural establishments employing 20 or more workers. It produces an integrated data set on unionism and collective bargaining, employment of specific groups of workers, occupational shortages and surpluses, training of workers, productivity based-incentive schemes, occupational safety and health practices, and occupational injuries and diseases. Data validation of 2017/2018 ISLE was carried out by the province in 2019.
Survey on Overseas Filipinos (SOF) The SOF gathers data that can be used to generate indicators on overseas Filipinos particularly the overseas contract workers and their contribution to the economy and will be the basis of the Government for its social and economic development planning and decision making . The SOF was also undertaken as a rider survey to the October 2019 Labor Force Survey( LFS) using Computer Aided Data Collection System (CADACS) in data enumeration.

The Agricultural Wage Rate Survey
(AWRS)
The AWRS is formerly known as Agricultural
Labor Survey. It is a nationwide semestral
statistical activity that focuses mainly on
generating information on the cost of farm
labor, specifically for the four (4) major crops
such as palay, corn, coconut, and sugarcane.
In January – June 2019 round, 70 households
engaged in growing of the abovementioned four
(4) major crops were sampled. On the other
hand, 40 households were sampled in July-
December 2019 round.
Collection of Data from Slaughterhouses and Poultry Dressing Plant (CDSPDP) Data are collected from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. It aims to provide government executives, policy makers, and planners with information in support of the Meat Sufficiency Program of the government. As provided for in Administrative Order No. 5 series, of 2016 of the Department of Agriculture (DA), there is monthly submission of the consolidated slaughter and condemnation report to the National Meat Inspection Service (NMIS) and PSA.
Agricultural Situation Report (ASR)
The ASR is a comprehensive report on the
agricultural situation of the province and the
region. It gathers information on crops, livestock
and poultry, fisheries, prices and market supply
situation, and general outlook of the area. It also
covers the infrastructure development, seminar/
trainings, government programs, workshops/
meetings conducted, as well as the prevailing
weather condition/climate in the locality. These
information are used to validate production
estimates during data review.
In 2019, ASRs were obtained from the City/Municipal Agriculturist Office of the selected cities/ municipalities every month.
Construction Statistics from Approved Building Permits The results of the Construction Statistics from Approved Building Permits provide estimates on the level of construction activity useful in the computation of national accounts and provide indicators on the level of investment in the country. These relate to administrative-based data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities/municipalities of the country in a specific period. In 2019, the province collected a total of 2,669 building permits.

Foreign Trade Statistics (FTS) The FTS are compiled by PSA from copies of import and export documents submitted to the Bureau of Customs (BOC) by importers and exporters or their authorized representatives as required by law. Preliminary monthly export and import statistics are released in the form of press releases 40 days and 55 days after the reference month, respectively.
Commodity Flow or Domestic Trade Statistics (DOMStat) The Commodity Flow of Statistics (data on the inflow and outflow of commodities) are used to construct interregional and inter-industry relation tables. These serve as bases in the formulation and implementation of various regional development programs like countryside development and port planning.
These are used for economic planning especially in the formulation of trade policies and computation of balance of payment, national accounts, and net terms of trade; monitoring of importation of taxable and duty-exempt items including imports under the liberalization program; and for inputs in bilateral and
In 2019, the province collected and processed 949 import and export documents from the two (2) Bureau of Custom’s Sub-Port Offices in Leyte.
The DOMstat Refer to air, rail and coastwise trade statistics compiled monthly by PSA based from airway bills collected from Philippine Airlines (PAL) operating in domestic airports and daily report of outgoing shipments (DROS) and passenger manifests from port areas in the province.
There were 11,611 collected and processed domestic trade documents in 2019. For airway bills, 658 documents were collected and processed.

CIVIL REGISTRATION
The PSA Leyte, in collaboration with the Leyte Civil Registry Personnel Association (LCRPA), spearheaded the observance of the 2019 Civil Registration Month (CRM) in the province. Fifteen Local Civil Registrars of the province were awarded during the Launching of the Civil Registration
Month (CRM) in Palompon Civic Center, Palompon, Leyte on February 1, 2019. The award was attributed
to their exemplary performance in civil registration in 2018.
The 43 cities/municipalities of Leyte were divided into five categories during the evaluation. These
categories are: Extra Large, Large, Medium, Small and Extra Small Category. A cut-off rating of 85 percent
was applied in the selection of Outstanding Local Civil Registry Offices (LCROs).

On August 3, 1988, pursuant to Article 7 of the Family Code of
the Philippines, the duty to register the authority to solemnize
marriages and issuance of Certificate of Registration of
Authority to Solemnize Marriage (CRASM) was transferred to
the OCRG .
Starting January 2006, full decentralization was effected
wherein the processing of (CRASM) is done at the field offices
where the church assignment of the Solemnizing Officer is
located. Evaluation and processing are undertaken at PSA
Provincial Statistical Offices while approval is done at the
Regional Statistical Service Office.
In 2019, a total of 72 applications were processed in the
province.
A total of 113 CRASM were issued by PSA Leyte in 2018. Of
these issuances, 27 were applied by new solemnizing officers
(SOs) while 86 were applied by SOs whose CRASM is for
renewal. The CRASM is valid for three (3) years.

The Training on Philippine Civil Registry Information System (PhilCRIS) and Networking was conducted on February 6, 2019 at PSA Leyte Training Room. Statistical Specialist II Arthur R. Collanto served as the lecturer of the training and was attended by the regular staff and hired service contractors of PSA Leyte. SS II Collanto discussed the salient features and functionalities of the PhilCRIS and the proper troubleshooting of the common problems encountered by the users. The correct setting up of Local Area Networking (LAN), which is vital in having an operative PhilCRIS, was also demonstrated.
Chief Statistical Specialist Sheryl Ann A. Jamisola acted as the trainer during the Training-Workshop on Tablet-Based Enhanced Barangay Civil Registration System (eBCRS) on April 5-8, 2020 at Sabin Resort Hotel, Ormoc City. CSS Jamisola not only introduced the tablet-based eBCRS to the secretaries of LGU Dagami, but she also trained them on how to use this innovation launched by the office. She also emphasized the importance of having a functioning BCRS in a barangay as this will improve the recording of vital events at the community level.

The Seminar on Registration Procedures and Accomplishments of Birth and Death Certificates was held on June 28, 2019 at ACE Medical Center, Marasbaras, Tacloban City. This was attended by the medical staff of the newly opened hospital. Registration Officer II Edna D. Felicita presented the selected topics on civil registration. She also discussed the proper procedure in filling out the civil registry documents, particularly birth and death certificates.
Registration Officer II Edna D. Felicita conduted the Seminar on Barangay Civil Registration System (BCRS) on September 26-27, 2019 at BLAMPCI Function Hall, Tabango. The participants were the secretaries of LGU Tabango. RO II Felicita discussed the very nature of BCRS and its significance in improving the registration of vital events.

The Training-Workshop on Civil Registration and Vital Statistics (CRVS) was conducted on May 22-24, 2019 at Jyn’s Hotel & Residences, Inopacan, Leyte. CSS Sheryl Ann A. Jamisola was one of the speakers of the three-day activity which was attended by the Local Civil Registrars (LCRs) of Leyte.
The training-workshop covered important topics on Registration and Processing of Court Decrees, Legal Instruments and Special Cases, 2012 Data Privacy Act, Ease of Doing Business, and updates on PhilSys and CRIS-ITP2. Highlighted also was the importance of having a well-functioning CRVS system in every LGUs which can be a source of up-to-date and reliable health and demographic data.
Registration Officer II Edna D. Felicita was invited as lecturer during the 6th Annual Convention of the Parish Secretaries of the Archdiocese of Palo. The event was held on October 21, 2019 at the Ocean Pearl Cove Resort, Tabango, Leyte. RO II Felicita presented topics on marriage laws, recent jurisprudence affecting marriage, and updates on marriage procedures. Proper filling out of application form for Certificate of Registration of Authority to Solemnize Marriage (CRASM) was also discussed.

Decentralized Vital Statistics System (DVSS)
The production of vital statistics comprised of a system of operations in
which the registration of vital events is an important component. The
system begins with the registration followed by the processing and
controlling of vital records and ends with the compilation and analysis of
vital statistics.
The DVSS is used in the machine processing of submitted civil registry
documents by the Local Civil Registrars in the province. The documents
go through data entry, verification, and data editing before data files and
documents are submitted to Civil Registration Service at PSA Central
Office.
In 2019, the province machine processed 76,505 civil registry documents.

STATISTICAL PLANNING AND COORDINATION
30th National Statistics Month Celebration
In observance of the 30th National Statistics Month (NSM), the Philippine Statistics
Authority (PSA) - Leyte Provincial Statistical Office conducted different activities in
promoting awareness and importance of statistics.
Backed up with this year’s theme “Data Innovation: Key to a Better Nation,” the PSA-
Leyte took gigantic paces in motivating people to appreciate statistics and come up with
new statistical discoveries for a progressive Philippines.
This pursuit was participated by the Local Government Units (LGUs) of Leyte and
various National Government Agencies (NGAs) in the region such as Philippine National
Police (PNP), Department of Trade and Industry (DTI), Department of Public Works
and Highways, Department of Environment and Natural Resources (DENR-PENRO),
representatives from private sectors and other members of the Statistical Community.
Highlights of the celebration include: 1) Conduct of Symposia on Data Appreciation and

The activities mentioned above are rooted on the Presidential Proclamation No. 647,
declaring the month of October as the National Statistics Month. The NSM designs to
promote awareness and appreciation of the significance of statistics among the different
sectors of the society and to draw out collaboration and strengthen the support of the
general public in elevating the standard quality of statistics throughout the country.

Hanging of Streamer
The 30th NSM streamers were hung not only in the vicinity of PSA Leyte but also in the offices of different Local Government Units (LGUs) and National Government Agencies (NGAs) in support of the month-long celebration.

Aside from the hanging of NSM streamer, the bulletin board of PSA Leyte was
also updated and filled with several information materials showcasing the
statistical data of the province relevant to the theme.

Tree Planting
PSA Leyte, along with the other government agencies, joined in the Tree
Planting activity in celebration of the 30th NSM. Mangroves were planted on
the coastline of Bgy, Guintigian, Babatngon, Leyte on October 18, 2019.
The activity was in support of the National Greening Program of Department of
Environment and Natural Resources (DENR) which aimed to promote
reforestation and enhance climate change mitigation and adaptation among the
agencies and stakeholders.
Data Dissemination in Schools and Government Offices
As part of the celebration of the 30th NSM, the PSA Leyte conducted
information dissemination drive on official statistics to schools and various
government agencies.
This activity aimed to bring more the importance of statistics in the
consciousness of the public. Officials statistics concerning the province were
presented during the dissemination campaign. These data are generated by the
PSA which are obtained from different surveys and censuses the office
conducted. Also, topics on civil registration were also included in able to cater the
interest of the public on the vital events such as birth, marriage, death and other
legal instruments .

CSS Sheryl Ann A. Jamisola attended the 14th
National Convention on Statistics on October 1-3,
2019 at Crowne Plaza Manila Galleria, Quezon
City.
The event provided a forum for exchanging ideas
and experiences in the field of statistics and for
discussing recent statistical developments and
prevailing issues and problems of the Philippine
Statistical System. It also elicited the cooperation
and support of statisticians and professionals in
related fields from the government, academe and

Every month, the province shows it support to the activities of other government agencies and in observance of various national celebrations by hanging streamers in the office vicinity. Streamers of the PSA activities are also displayed in the conspicuous area. A total of 102 streamers were displayed in 2019.
The office maintains bulletin boards located within its vicinity which is updated every month. It
displays the publications such as fact sheets, special releases and newsletters and other latest
press releases.

Data Appreciation Seminar on
Statistics and Consultative Forum
with Meat Inspectors of Leyte,
October 18, 2019 at PSA Leyte
Training Room.
This forum aimed to disseminate the
official statistics on livestock and
poultry to the Meat Inspectors (MIs) in
order for them to appreciate the
importance of the data they provide to
the office. The purpose also was to
address their issues and concerns
regarding the accomplishment of the
form they submit to the office.
Consultative Forum and Data Appreciation Seminar for the Local Chief Executives (LCEs) of Leyte, September 27, 2019 at Haiyan Hotel and Resort, Tanauan.
Various Statistical and Civil Registration activities of the PSA were discussed to the LCEs and representatives during the forum as it aimed to strengthen the partnership and coordination of the office with the LGUs in Leyte.

Data Appreciation Seminars
Consultative Forum for City/Municipal Planning and Development Coordinators (MPDCs), September 19, 2019 at PSA Leyte Training Room, Tacloban City.
PSA Leyte emphasized the mandate of PSA to coordinate with the LGUs in the promotion and adoption of statistical standards which involves techniques, methodologies, concepts, definitions and classifications, and avoidance of duplication in the collection of statistical information.
The creation of the Provincial Statistics Committee (PSC) was also recommended as this will provide a venue for the discussion and resolution of statistical issues at the provincial level.

PARTNERSHIP AND LINKAGES
The Schistosomiasis Hospital and Re-search Center (SHRC) was the recipient of the Adopt-a-Marginalized Institution Program in 2019. The children admitted to the hospital received sanitary materials and prepackaged food when the office visited the hospital on September 10, 2019.
The SHRC is a level II hospital located in Palo, Leyte. It started first only as a research arm and provider of clinical service to patients with schistosomiasis nationwide in 1975. How-ever, it has already expanded its medical and ancillary services and now attends to patients with various illnesses and diseases. Most of the patients are the poorest of the poor coming from Leyte and Samar.

A. Adopt a Marginalized Institution Program
Driven by its desire to create a positive
impact in the community, the PSA Leyte visited
Poblacion District I, Barugo on September 10,
2019 to adopt a Daycare Center in the said baran-
gay.
The office administered different activi-
ties during the visit such as feeding, distribution
of school supplies, and giving of short briefing to
parents about the frequently asked questions on
civil registration

The PSA Leyte conducted a coastal clean-up
drive in Bgy Apid, Inopacan, Leyte on April 30, 2019
as part of the social responsibility of the office to
preserve and protect the environment.
Bgy. Apid is one of the barangays comprising
the Cuator Islas which is known for its pristine
beaches and coral reefs.
In 2019, The PSA Leyte was tapped in numerous occasions to take part in the activities initiated
by other agencies.

In 2019, The PSA Leyte received P6,573,908.91 allotment for Personal Services (PS) and P14,501,059.83
for Maintenance and Other Operating Expenses (MOE) or a total allocation of P21,074,968.74 for its
regular operation and support activities. On the other hand, the province made a total of P19,523,405.50
disbursement which equivalent to a 99.3 percent utilization rate.
Income Generated
PSA Leyte collected a total of P540,009 from sales of Civil Registry Forms, PSA publications,
payments for Certificates of Registration on Authority to Solemnize Marriage (CRASM) application and
sale of Unserviceable Property Plant and Equipment (PPE).

Summary of Property, Plant and Equipment (PPE) As of December 31, 2019, the total acquisition cost of the province for property, plant and
equipment amounted to P5,860,592.81. The accumulated depreciation was valued at P3,645,11.08, while
the total book value reached P2,215,481.73.
Fuel Consumption A total 2,618.640 litres or an average of 218 litres of diesel per month were consumed in 2019. The
month of August recorded the highest consumption with 375.178 litres while the month of November
reported the lowest consumption with only 172.979 litres.

In 2019, the PSA Leyte organized various in-house trainings/seminars/workshops to equip em-ployees of the necessary knowledge and skills to carry out the mandates of the office effectively. The office also promoted economic and social development of employees which sought to provide sustainable liveli-hood and enhance personal well-being.

Hotel, Ormoc City.
Highlighted during the training workshop
was the generation of statistical indicators
using PUF which can be utilized by employees
in preparing for statistical reports and
publications.
Echo-Seminar on Integrity Management
Program, RA RA 6713, and Health and
Wellness at Inopacan , April 29-30, 2019 at
Jyns’s Hotel and Residences, Inopacan.
The two-day activity was attended by the
regular staff and COSW of PSA Leyte. The
seminar tackled the importance of Integrity
Management Program in identifying and
examining vulnerable systems/programs and
processes that can affect the performance of
agency. Employees were also reminded to
observe ethical standards as public servants
when RA 6713 was discussed. Likewise,
improving the health and wellness of every
employees was given emphasis in order to boost
productivity.

Ms. Felicidad D. Novillo, Account Officer/
Senior Analyst of Social Security System
(SSS), discussed the top two (2) programs
administered by the SSS - the Social Security
and Employees Compensation. She also
elaborated on the various benefits and loan
programs a member can avail of as a
compulsory or voluntary member.
Livelihood Seminar on Tablea Making,
March 12, 2019 at Buñales Residence,
Poblacion I, Barugo, Leyte.
Ms. Eden Sheena Buñales imparted her
expertise in making a tablea or tsokolate tablea
out of Cacao Beans. She demonstrated the
correct grinding and the two-stage roasting
process of the beans which will give tablea a
smoother consistency without the burnt
aftertaste.
The seminar was conducted in observance of the 2019 Women’s Month Celebration. This was attended by the PSA Leyte employees and Contract of Service Workers (COSWs).

Rev. Fr. Francis Anthony A. Borja gave a talk on
how employees can achieve an ideal work-life
balance.
The seminar was attended by the employees of PSA
Leyte and RSSO VIII.
2020 Provincial Planning Workshop,
December 16-17, 2019 at Tierra De
Milagros, Bgy Arado, Palo.
The two-day workshop was done to assess the
performance of provincial offices for the year
2019. It also aimed to come up with a plausible
plan for the year 2020 anchored on the theme
“Shaping PSA by Embracing New Trends in the
4IR”.

PSA Leyte staff, statistical researchers, and COSWs
took part in the Sportsfest in celebration of the PSA
6th anniversary on September 13, 2019 at
Archbishop Palace Gym, Bgy. Arado, Palo, Leyte.
The event allowed the hardworking workforce to
take a break from the daily grind. This also, in a
way, improved the camaraderie among employees
and fostered work-life balance.
PSA Leyte Sportsfest
Wellness Program To maintain a happy and healthy PSA environment in the office, PSA Leyte undertaken zumba session twice a week to keep employees fit and healthy. Aside from this weekly activity, a 5-minute standing break was observed in the office. With this, employees were required to stand up every after two hours in order to avoid any health risks caused by prolonged sitting.
