CALUBIAN, Leyte -- There are two occasions that bring to life this sleepy town in the northernmost tip of Leyte. THE Philippine Na-tional Police (PNP) is conducting a research on the involvement of expa-triates and other foreign-ers in kidnapping activi-ties in the Philippines.

On instructions of PNP Chief Director General Nicanor Barto-lome, the anti-kidnap-ping group under Senior Superintendent Renato Gumban will try to estab-lish any pattern of syn-dicated kidnapping in all previous cases involving foreigners linked to the kidnapping of their fel-low countrymen.

AKG records indi-cate that the couple was snatched by the three Filipino suspects from their home in downtown Cebu City late morning of October 24, shackled,

shoved into a car and driven around Cebu sub-urbs.

On the evening of the same day, Cebu City po-lice and AKG operatives arrested the trio and res-cued the couple while the suspects were attempting to withdraw cash from the victim’s account at an auto-teller machine.

The suspects readily admitted to be acting on orders of Song who re-portedly demanded P4 million from the victims. Hours later, Song was ar-rested upon arrival at the Mactan International Air-port from South Korea. (SUNNEX)

will flock to cemeteries throughout the region to observe All Saints’ Day and All Souls’ Day to en-sure traffic management, maintain peace and order during the massive con-vergence of people and vehicles all headed to and in the cemeteries.

PCSupt. Soria said deployment of police of-ficers throughout the re-gion is part of the Eastern Visayas police imple-mentation of the “Oplan Kaluluwa” which is fo-cused on overall task to ensure that traffic man-agement and the peace and order is maintained especially in cemeteries during “undas.”

He said that most of the policemen deployed in the field are at the same time manning the police assistance cent-ers who will extend as-sistance to the traveling public which includes security assistance along highways and major thoroughfares and traffic management along routes leading to cemeteries and other places of conver-gence.

The police official

disclosed that secu-rity marshals are also deployed along major routes and set up assis-tance hubs in land, air and sea terminals, malls, resorts and other places of convergence to ensure the safety and security of the public.

Soria also told report-ers that most of the police officers who will be as-signed to the filed will be determined by the field commanders as they will come from the provincial and municipal police sta-tions all throughout East-ern Visayas. (Restituto A. Cayu-bit)

Pacled added that once the basketball court is fin-ished four PBA legends are to grace its inaugura-tion, will conduct basket-ball clinic and a chance to play basketball with some barangays residents.

T A C L O B A N CITY- Governor Paul Daza of Northern Sa-mar said that his prov-ince is soon to have a new provincial hospi-tal expected to have better equipment that will cate to the health needs of his people.

Daza said that the proposed new North-ern Samar Provin-cial Hospital is to be largely funded by the Department of Health.

According to the governor, the new provincial hospital is to be located inside the vast compound of the University of Eastern Philippines (UEP).

The UEP com-pound is about five hecaters with the pro-posed new provincial hospital to be con-structed at one hec-

Hot logs recovered in Kananga

TACLOBAN CITY — At least 19 pieces of illegally cut lumber in assorted sizes are now in the municipal grounds of Kananga, Leyte under the custody of the local police after the logs were recovered in the upland village of San Isidro in the said town.

Responding police officer SPO1 Dindo Casas told Leyte Samar Daily Express over a phone interview the logs were recovered on Thursday after-noon, October 25. Leading the responding team was Kananga Police chief Inspector Antonio Angcay Jr.

governor, the pro-posed provincial hospital is to be con-structed at a cost of P400 million.

He said that about P200 million would be shouldered by the Department of Health as well as a fund source from Deputy House Speaker, Rep. Rau Daza.

The proposed new provincial hospital will be a 200-bed ca-pacity, the governor said.

With the consruc-tion of a new pro-vincial hospital, this would mean the cur-rent bed-capacity of Northern Samar Pro-vincial Hospital will be doubled.

At present, the provincial hospital, which is located with-

in the town proper of Catarman, has only a 100-bed capacity but reaches to 150 due to big number of pa-tients. It has about 56 personnel and now on its 56th year in opera-tions.

The construction of new provincial hospital for North-ern Samar is part of his plan to reform the health sector in the province, Daza said.

Earlier, Gov. Daza has entered a contract with a private drug company,the Planet

Philippines, with the latter running the pharmacy at the pro-vincial hospital.

Based on the agree-ment, the said drug company will run the pharmacy at a lower price and with medi-cines always be avail-able.

In return, the pro-vincial goverment will be paid by the Planet Philippines for the rental and a five percent share of its monthly gross.

“Our dream is to develop a hospital-contract manage-ment. The entire hos-pital will be run on a private private part-nership. That is our goal,” Daza said.

He said that with a government-owned hospital to be run by a private company, this would result to “zero

tolerance for politi-cizing health care.”

“There is even color coding among patients. If a doctor learns that his is from the opposite camp, the patient will not be given proper medical attention,” Daza said.

“That’s how cruel sometimes our doc-tors are,” the gover-nor added.

According to the governor, with a gov-ernment-owned hos-pital to be run by a private company, the delivery on healh ser-vices would improve.

He, however, as-sured the people of his province that while the pharmacy and lat-er the entire provin-cial hospital would be run by a private com-pany, they could still expect of not paying much.(JOEY A, GABIETA)

famous among neighborhoods in the Western states. There certainly are some high-end vil-lages in the country and even malls that are into this custom. Basically a pagan practice, celebrating Halloween in the evening of Hal-lowmas in the very secular way is not at all do-

ing the justice to the holi-day’s purpose. In the Roman Catholic

Church, All Saints’ Day is a holy day of obliga-tion where the faithful should hear the Holy Mass and receive the Holy Communion, unless restrained for valid reasons. The day is intend-ed to commemorate all those who passed away and have attained the beatific vision in Heav-en or otherwise called saints. The day before that, October 31, is generally an ordinary day which makes it even more bizarre to think that the evening before All Saints Day has got to be spooky as commercially practiced these days.

In Mexico, however, November 1 is Day of the Dead where family members gather and say prayers for their departed loved ones. In the Philippines this tradition is called All Souls’ Day. People across the globe observe All Saints’ Day and All Souls’ Day practically in the same manner – visit the graveyard of loved ones and friends, light candles and pray for the soul of the departed who could yet be in purgatory believing that the dead need prayers, too. Oth-ers have the pagan tradition of bringing “of-ferings” to the dead. Protestants believe other-wise, though. If Catholics acknowledge three classifications of churches (people) namely the triumphant church or those in heaven, mili-tant church or those still living and suffering church or those who are in purgatory, Protes-tants believe only one destination for the dead – either heaven or church. For them, purga-tory does not exist, thus prayers are of no ef-fect in bringing souls to heaven to those who

The recent tirade of im-peached Chief Justice Re-nato C. Corona thrown to President Noynoy Aquino relative to his (deserved) fate is obviously a desper-ate attempt to “cleanse” his damaged reputation aimed at diverting attention of opinion leaders and the me-dia to veer away from their belief and perception about his unquestionable sullied reputation.

-oOo- Corona who was im-peached last December 2011 for “culpable violation of the Constitution; betray-al of public trust for mis-declaring his wealth”, and others more in the charge sheets filed in the Impeach-ment Trial has besmirched his reputation. He occupied that high seat supposedly to preside over cases of law-breakers of the land whose cases are elevated to the Su-preme Court – the court of last resort, so to speak.

-oOo- Aware of this significant function in our Philippine justice system, it behooved upon the Impeachment Court to apply the law to every and anyone – the low and the high in the bureau-cracy and society for that matter, and having been proven based on authentic evidences of documents to prove his guilt Corona was impeached. The public wel-comed the decision.

The scouting movement which is well integrated into our schools system had the en-tire of October as its month. Various activities are held in public schools and in

Scoutingsome private schools as well. This movement that is worldwide is well estab-lished in our country and is made part of the schools’ extra-curriculum. Scouting affords boys and their gender counter-parts, the opportunity for significant experiential learning that are often not taught at home and in the

four corners of the class-room. It brings boys and girls to develop scouting skills that would make them better persons. It molds their character so that these young children will become upright citizens of society. They hone their undiscov-ered talents and skills. They discover their true self by interactions with their fel-low scouts, in ways that are lively and fun. The movement teaches young individuals the ba-sics of life’s survival which include cooking, first aid, communications skills through semaphore flag signaling, live saving, knot tying, trail signs and ori-enteering and many more. These skills are taught by way of friendly competi-tions that are always excit-

ing and fun. Many children are able to discover their talents and skills through the activities of scouting. Apart from school en-campments mostly in pub-lic schools, the scouting month went without much notice. It may be due to the apparent lack of scout-masters who can handle the scouts in the various activi-ties and trainings. We know too well the great gender disproportion among our teachers, the male being outnumbered in most cases, resulting in female teachers taking the cudgels for the boys. But there is apparent lack of scouting activities at the council level as people no-tice the absence of scouts doing community volunteer

deserving sad fate therefore now is out of sync and goes beyond the bounds of legal ethics. Why? First: He brazenly dispar-aged the integrity of our jus-tice system, like saying that this verdict on him was influ-enced by President Aquino; short of saying that officials sitting in the impeachment court don’t have minds of their own. Second: He unreasonably scoffed at PNoy’s battle cry – “matuwid na daan” of his administration. He should realize that his appointment as Chief Justice has been dubbed by some legal sec-tors of the land as a midnight appointee and a clear indica-tion of running smack into the “matuid …” battle cry, a violation of our constitution and so he rightfully deserved to be booted out.

-oOo- Corona has been im-peached. The next step is to charge him in court em-ploying the same strong evidences used during the impeachment trial that even-tually found him guilty and therefore was thrown out of office. He should therefore, at this point in time, simply prepare his defense during the hear-ings in the Sandigan Bayan to be scheduled soon.

-o0o- His penchant in few occa-sions at prejudging the case in his favor via media inter-actions speaks clearly of a doubtful legal “expertise” he has between his ears. Is this not sub-judici?

THE NARROW DOOR; SALVATION AND REJECTION

Jesus passed through towns and villages, teaching as he went and making his way to Jerusalem. Someone asked him, “Lord, will only a few people be saved?” He answered them, “Strive to enter through the narrow gate, for many, I tell you, will attempt to enter but will nott be strong enough. After the master of the house has arisen and locked the door, then will you stand outside knocking and saying, `Lord, open the door for us.’ He will say to you in reply, `I do not know where you are from.’ And you will say, “We ate and drank in your company and you taught in our streets.’ Then he will say to you, `I do not know where are from. Depart from me, all you evildoers!’ And there will be wailing and grinding of teeth when you see Abraham, Isaac, and Jacob and all the prophets in the kingdom of God and you yourselves cast out. And people will come from the east and the west and from the north and the south and will recline at table in the kingdom of God. For behold, some are last who will be first, and some are first who will be last.”

THE NARROW DOOR

Gentle Jesus, meek and mild, never harming, always charming! Is he so? Perhaps it is the picture occasionally painted in a child’s Sunday school lesson, but it is not the exact picture of the historic Christ. Jesus threw so many hard teachings at his disciples. It is little wonder they got miffed. He once said, “If you try to save your life, it will slip through your fingers, but give it away, and you will find it.” In today’s Gospel he says, “Strive to enter by the narrow door” (Lk 13:24). What is a narrow door like? St Paul says to children: “Obey your parents” and “Honour your father and mother” (Eph 6:1). This requires on the part of the chil-dren humility and acceptance of discipline. That is children’s narrow door. He says to parents: “Do not provoke your children to anger but bring them up in the discipline and instruction of the Lord” (v.4). This requires on the part of the parents unselfish love and patience. That is their narrow door. Through such teachings, the Lord invades into our comfort zones. He tears aside the curtain of our easy-going consciences, and throws open the locked door, and if we do that, we can enter into new pastures of peace, and happiness. K A N A N G A , Leyte - An estimated P 40,000 worth of un-documented lumber was apprehended by authorities here last October 25, 2012 at Brgy. San Isidro, this town.

According to re-liable sources from that barangay, the trees has been there

long time ago, and this is believed to be more than 100 years old.

Some 1,000 board feet of illegally cut Lauan species has been already sliced as boat keel local-ly known as kasko while at the distance, near the barangay proper some 19 piec-es sliced lumber with estimated volume of 220 board of Lauan species was also seized. The kasko has a width of 10 to 15 inches, thickness of 20 to 25 inches, and a length of 40 feet. The big portion of the tree has not been sliced

yet, which consisted of the half-log and the tree’s branches, all in all has 1,200 cubic meters.

Only the 19 pieces sliced lumber were brought to Kananga Police Station since the boat keel or kasko is presently under the custody of barangay officials of San Isidro. Sources from the MENRO said that the kasko and the remaining half log is still in the site, since it needs more than 20 persons to haul it from the land in tra-versing rough and muddy mountain trail.

The team led by P Insp Antonio Ang-cay Jr. together with SPO1 Dindo Casas and PO3 Melvin Cel-lar proceeded to the said barangay, upon receiving an infor-mation from reliable sources through text message. At around 2:00 PM upon arrival at said barangay they immediately coordi-nated with Brgy. Of-ficials specifically to Brgy. Kagawad Jaime Calino, Brgy Tanod Remond Diao and Apolinario Cabasi.

The claimant of the undocumented lumber is one Godo-fredo Sumodlayon,

former Barangay Captain of San Isidro, and is known to be an ally and supporter of Congresswoman Lucy Torres-Gomez and mayoralty can-didate Matt Torres. It was Sumodlayon who insisted to the police that the said logs/ lumber have neces-sary permits. But MENRO Gerardo Reyes Jr. of Kananga LGU denied this. Ac-cording to Reyes that they have not issued No Objection Cer-tification (NOC) to a certain Godofredo

Sumodlayon for the purpose of the cut-ting of said lauan tree, neither that Mr. Sumodlayon applied for NOC at LGU-Kananga. He further explained that issu-ance of NOC from LGU-Kananga is part of the procedure and he is certain that Su-modlayon has not ap-plied at his office for NOC.

modernity. And this is be-ing said without any hint of mockery considering its charm actually lies on that nostalgic feel of the golden years. An eatery named Dood’s Carinderia retains its crude interiors including the wall-painted liquor ad-vertisements from 60 years ago.

All the post-war build-ings in the town center have not been altered and are in even in a state of near ne-glect, including the dilapi-dated wooden municipal hall and the rundown fire station complemented by a vintage fire truck. The town seems to have run in a standstill.

Thanks to the St. Ther-ese Diocesan Shrine, Ca-lubian comes to life for two days as devotees flock here. The celebration this year began last Oct. 26 with a fluvial procession starting

past 2:00 pm at the town port. A motorized boat car-rying the patron saint’s im-age led the flotilla of more than 10 vessels in sailing the calm Calubian Bay.

The lead boat carried this year’s Hermano Mayor Dr. Marlo Maamo who is running next year for con-gressman in Cebu’s north-ern district and Hermana Mayor Marilou Galenzoga. They were joined by May-or Jose Emery F. Roble of Hilongos, Leyte who chairs the fiesta executive com-mittee.

The boats traveled about five nautical miles for 40 minutes and docked at Lo-tus Beach in Brgy. Abanilla to unload the image and passengers. The image was then loaded at the back of a Mitsubishi Strada pick-up for a land procession back to the shrine in Brgy. Obispo more than a kilom-eter away.

Located on a hilltop, the shrine provides a com-

manding view of Calubian Bay and the mighty moun-tains of Biliran across the island. Going up the place, one will marvel at the awe-inspiring life-size statues of the Stations of the Cross. The place also has a hermit-age house run by the Fran-ciscan Order.

Devotees are drawn to St. Therese of the Child Je-sus because of the miracles manifested in their lives. One of them is this year’s Hermana Mayor, business-woman Marilou Galenzoga who credits the healing of her youngest sister Carlyne Anne from left temporal sclerosis to the intercession of St. Therese.

Galenzoga has since de-voted her life to the saint and has become active in civic work for which she earned The Outstanding Philippine Leadership Ex-cellence Award in Philan-thropy in 2011 given by Rotary Club of Cubao East and Philippine Jaycees Sen-ate.

The shrine in Calubian itself has witnessed some miracles, one of which is the apparition of the Bless-ed Virgin in a photograph. A photographer took a photo of Calubian Bay on top of the New Way of the Cross in Aug. 17, 2008. An

image of the Blessed Vir-gin appeared on the photo which inspired the erection of an image of Our Lady of Fatima near the spot where the photographer stood.

Another miracle hap-pened on the night of Oct. 10, 2009 when workers rushed to finish the expan-sion of the chapel to be used the following day for an im-portant occasion. Work was snagged because the scis-sors for cutting galvanized steel was misplaced.

The situation seemed hopeless when a dog ap-proached the workers with a pair of ordinary scissors on his mouth. Somehow the workers managed to make do with the tool and finish the work on time. Naval State University President Edita Genzon who was the Hermana Mayor that time framed the miraculous scis-sors which is now displayed on her office wall.

The Church teaches that the Lord works in unex-pected ways, unimagina-ble circumstances and un-likely places. In this case, St. Therese has chosen the humble town of Calubian to pour her blessings and highlight to her devotees the virtue of meekness. (Felix N. Codilla III)

Petilla said that he would also review the 20-year energy plan of the department.

“Seriously, before I do anything we should review the organizational structure first and then the budget of all the attached agencies then be updated with pressing issues and finally review the 20 year energy plan,” he said.

The so-called Philip-pine Energy Plan(PEP), covers the years 2012 to 2030, which is to be for-mally launched Decem-ber, this year in time for the annual celebration of the National Energy Con-sciousness Month.

Based on a press state-ment issued by the DOE, the Energy Plan high-lights the policy vision of an economy which will become largely decar-bonized with the devel-opment and utilization of renewable energy – hy-dro, geothermal, solar, wind, biomass and ocean energy and with DOE taking the lead in promot-ing energy efficiency as a lifestyle, and advocating the use of alternative fu-els for the transport sec-tor.

The DOE has also simulated the energy needs of the country over the next 20 years by con-

sidering factors such as a 10.0 percent target en-ergy savings across all economic sectors – trans-port, industry, residential, commercial and agricul-ture; an increase in the number of Compressed Natural Gas (CNG)-fed buses and possible intro-duction of CNG taxis, electric vehicles; and higher application of biofuel blends (biodiesel and bioethanol), the press statement added.

Petilla said he would probably take his oath as the new DoE secretary on or before Nov. 5 after President Benigno S.C. Aquino III officially is-sues his appointment pa-pers within the week.

Petilla admitted he will have to study care-fully his new job but said he will prioritize the ris-ing oil products prices and issues in the energy sector.

“The first thing is to asses who are the play-ers. They’re only three of them—those in the power generation, trans-mission and distribution. Along that line is a mul-ti-sectoral environment where there are several problems that need to be addressed. That in itself is already a lot of work, so I really have to exam-ine the energy sector and that goes the same with the fuel prices,” Petilla said.

The governor added he also needs to be ac-quainted with the 20-year Philippine Energy Plan that outlines the gov-ernment’s programs of the energy sector to fuel

support for economic growth.

Petilla’s appointment as the new Energy sec-retary was confirmed by the President during his state visit to Australia last week.

Meanwhile, Petilla said he will formally turn over the affairs of the province of Leyte to Vice-Governor Ma. Mimmietta S. Bagulaya as soon as he assumed his new post.

“I fully trust the vice-governor that she can manage the affairs of the province. I have been working with her for more than eight years and I have not seen any prob-lems especially on how she handles the legisla-tive branch of the prov-ince,” Petilla said.

“I don’t think there will be changes at all. She will be there for sev-en months and her job is basically to continue the programs and projects that I have started. But it is up to her to start new projects, but I think seven months is too short al-ready,” he added.

Petilla, who is now serving his third and last consecutive term, chose not to run for an elec-tive post in the May 2013 elections despite rumors he was eyeing a congres-sional seat.

Petilla currently heads the Eastern Visayas Re-gional Development Council (RDC) and the Regional Peace and Or-der Council (RPOC).

“The President has long been wanting Jeri-cho to join his Cabinet,” the elder Petilla said.

He even revealed that he and his son together with the President and Local Government Sec-

retary Mar Roxas had a closed door meeting.

“They were think-ing of two-terms presi-dency.That Noynoy will win and Mar(in the 2016 elections). This early, they wanted to determine whom they want us to occupy high posiitons on the governemnt during the two-terms presidency and one of them was Jeri-cho,” the former gover-nor said.

Gov. Petilla is now serving out his third and last term as governor of Leyte.
